If the remote domain is capable of STARTTLS, it will be used.  You don't 
have to take any special steps.

Excuse me for being picky, but since the OP seems to have difficulties with
English, let me express that "proprietary" is usually related to ownership
rights, which is not the case for GPLed software.  Although STARTTLS extension
is non-standard, any mail domain is free to implement it.
