[cross-project-issues-dev] Staging repos are complete for Mars.1 RC1 and Neon M1

With luck, EPP packages can build against these. 

If no blocking problems, on Friday, approximately 10 AM (Eastern), I'll 
promote Neon staging to .../releases/neon as our first milestone. 

For maintenance, we do not have another place to put RC candidates, but 
will wait until official release to move to ../releases/mars. In the mean 
time, please test directly from .../releases/maintenance.

there's a branch refs/for/master in the server side repository which is
probably confusing git
when you are trying to push to Gerrit.
