Planner means include required dependencies, perhaps there is some other dependency needed that is automatically being picked up because of it in CDT's case? > BTW, did you already file a bug? Applying the fix recommended in https://bugs.eclipse.org/bugs/show_bug.cgi?id=530207#c1 worked for CDT.
