Seems like we had a sizeable DoS attack that started about 45 minutes
before you sent your message. It lasted for about 2 hours, and during
that time access to services was sporadic and very, very slow.

I'll investigate today to determine what happened and how we can prevent
this in the future.

Not just download.eclipse.org . All *.eclipse.org 
 sites take minutes to load, if they load at all. (From 
Europe, at least.) Gerrit (web & ssh), Bugzilla, Wiki, ...
