The update site at ../mmt/* contains the 3.0.0 (3.0.0RC4 S201006080752) as
a latest version.
The previous location had at least 3.2.0RC2, at least GMFT that
requires range of [3.1.0, 4.0.0) was able to build against the Juno
version.

Can you please check this?

contains 3.2.0RC3.

So the original complaint about http://download.eclipse.org/modeling/m2m/qvtoml/updates/milestones
was using a repo that had been stale for two years.

Apologies for only translating the complaint, without exploring the
sites first.

Perhaps every project should rename every year to weed out stale
client usage...

My build started to fail because 
http://download.eclipse.org/modeling/m2m/qvtoml/updates/milestones can no 
longer be found.

Has someone removed the repository? Why?
