[Crosswalk-dev] Intent to Remove: WebUI File Picker code

The WebUI File Picker code was only used by the Tizen port, as it is
disabled by default everywhere else.

This means that the code has not been compiled for almost a year and
nobody is maintaining it. I've just tried building with
|use_webui_file_picker| on and got several build failures that prove it.

I'd like to remove the code from master (Crosswalk 23) as soon as
possible since it's just dead weight at the moment.
