[css-d] how to get rid of scroll bar at bottom of page

How to do I get rid of the scroll bar at the bottom of the page? I would
like the "phantom" scroller on the right side to keep balance when a page
that needs to be scrolled down does not shift.

Fwiw, the "bulletin-board" thingy comes up without issue in XP IETester 
IE 6/7 and Standalone IE 6.0 running Parallels on Mac OS X 10.4.1.
