I would think that would depend on what device a visitor uses. Some portable
devices I see people using sit in a cradle, so are always in "landscape" mode.
In addition, the widths in landscape orientation vs. portrait vary a lot.

Better, I believe, would be to design for any width/height combination, since
you never know what weird combination will be used in a new device that comes
out tomorrow?
