I can get a design up and running with Wolf in no time and clients find it very easy to use. Only downside I find is managing images is a little difficult for the average user. Have you taken a look at SilverStripe? We use it out of the box for simple sites, and in customised form for more complex undertakings. The templating is straightforward, there are some plugins available, and it's customisable with one's own scripts/mods without too much effort.
