Yes, but there is some discussion going on in the CSS WG (see for example
[1]), so the spec might be changed in that part.

[css-d] IE8b2 min-height preventing margin collapse

Hello all


It appears that IE8b2 has a regression from IE8b1 in cases of containers 
with min-height. IE8b1 showed the bottom margin collapsing through where 
IE8b2 shows the same bottom margins being contained (liked the effect of 
haslayout).




This means that only Firefox shows these test cases correctly according 
to the wording of the spec.
