Figured it out…my hover declaration was for:

#header nav ul li ul li:hover

should be:

#header nav ul li ul li a:hover

In the sub menus you have :hover applied to both the li and the a -
what colors/background are you expecting?

#header nav ul li ul li:hover {

   1. font-weight: bold;
   2. color: green;


#header nav li a:hover{

   1. background: skyblue;
   2. color: black;

Not really. I don’t know if it works with touch, but it certainly fails when
using a keyboard. You need JavaScript for that. Here’s one suggestion:
