"Promiscuous Prion" Yields Clues To Infection Across Species Barriers

March 7, 2001 -— By stitching together segments of two species of
infectious yeast proteins, called prions, researchers have produced a
hybrid prion that can adopt two distinct infectious shapes. This ability to
change conformation allows the hybrid prion to bridge a species barrier
and "infect" proteins from two distantly related species of yeast. This
phenomenon, say the scientists, may be a key to understanding how prions
derived from cows infected with bovine spongiform encephalopathy (BSE),
or “mad cow disease,” can hop the species barrier and infect humans.

The ability of a single prion protein to fold into multiple infectious forms, say
the scientists, means that knowledge of the shape of a prion, and not
simply what species it came from, is critical to understanding which hosts it
can infect. The researchers also speculate that the shape of a prion may
evolve as it passes from host to host. If this is the case, then the processing
of animal parts for subsequent use as feed for other animals may actually
have selected for animal prions with conformations that are especially
virulent, says Jonathan S. Weissman, a Howard Hughes Medical Institute
investigator at the University of California, San Francisco (UCSF).

Weissman and graduate student Peter Chien of UCSF published their
studies in the March 8, 2001, issue of the journal Nature.

The scientists conducted their studies using yeast prions, which are similar
to the mammalian prions that have gained notoriety for their roles in such
fatal brain-destroying human diseases such as Creutzfeldt-Jakob disease
and kuru, and in the animal diseases BSE and scrapie.

Both yeast and mammalian prions are proteins that transmit their
characteristics via protein-protein interactions in which an abnormally
shaped prion protein influences its normal counterpart to assume an
abnormal shape. In mammalian prion infections, abnormal, insoluble
shapes trigger protein clumping that can kill brain cells. In yeast cells, the
insoluble prion protein is not deadly; it merely alters a cell's metabolism. “In
mammalian prions, it was known that the same prion protein, even within
genetically identical hosts, could cause more than one type of disease,”
said Weissman. “And similarly, the same yeast prions could have different
strains with different characteristics.

“This strain diversity had been one of the greatest mysteries about prions,”
he said. “Although it had been proposed that prion strain differences
resulted from alternative conformations of the prion protein itself, the theory
was difficult to test directly. The problem was that in mammalian prions it
was never possible to unambiguously create the infectious form of the prion
with the pure protein in vitro. So it couldn’t be ruled out that there were other
components that caused the apparent differences in conformation.”

Chien and Weissman chose to use yeast prions because the pure proteins
are easily manipulated and propagated in vitro. Their work built on earlier
studies from the Weissman lab that demonstrated that a species barrier
prevented cross infection between prions derived from two distantly related
yeast species, Saccharomyces cerevisae (SC) or Candida albicans (CA).

In the present studies, the scientists produced a chimera of the SC and CA
prion proteins by combining one segment of the SC prion with another
segment of the CA prion.

“We found that this chimera was ‘promiscuous,’” said Weissman. “That is,
it could be converted to the aggregated prion form by either species of
yeast, thus bridging the species barrier. However, the prion strain
conformation that resulted in each case was dramatically different.

“But the really remarkable thing was that each of these alternate
conformations could subsequently induce conversion of only the yeast
species that had initially seeded it, but not the other,” said Weissman. “It
was surprising that we would get such a clean and simple answer—that this
phenomenon that had been so mysterious and difficult to study could be
shown with a pure protein to be due directly to self-propagating differences
in conformation.”

According to Weissman, discovery of the conformational basis of different
yeast prion strains has important implications for understanding
mammalian prions.

Rights panel suspects bias in Florida vote debacle

The U.S. Commission on Civil Rights' preliminary report on Florida's badly
flawed presidential voting was short and to the point. The sworn testimony of
more than 100 witnesses at the panel's two fact-finding hearings and weeks of
probing by commission investigators were summed up in a single sentence of
the four-page statement the body issued last week.

At this phase of its investigation it appears "that the evidence may
ultimately support findings of prohibited discrimination," the commission
concluded. Not surprisingly, the reaction from Florida Gov. Jeb Bush, on
whose desk the buck for the election mess stops, quickly dismissed the
panel's finding.

place in his state's 67 counties.
The good news buried beneath this pile of blame and buck dodging is that
we're in the home stretch of the search for answers to the gnawing question
of what went wrong in Florida. The commission's final report, which is
expected to be released this summer, likely will bring to an end the last of
the federal and state investigations spawned by widespread accusations of
voting irregularities and disenfranchisement in Florida during the
presidential election.

Answer still far off

The bad news is that it doesn't look as if we're any closer to an answer that
will dispel the widely held belief that it took an act of grand larceny to
foist George W. Bush into the White House, or rebuff the counter that those
who level this charge are a bunch of world-class sore losers.

The arguments over whether Bush or Al Gore won Florida — a victory that would
have given either candidate enough Electoral College votes to be president —
have only become more heated recently as media reports on the results of
unofficial recounts of contested ballots produce conflicting conclusions of
what might have resulted from a more complete tally of ballots cast in the
Sunshine State.

Last month, The Miami Herald and USA TODAY announced that an analysis of
undervotes in Miami-Dade County revealed that had Gore gotten the hand
recount of votes in that county, Bush still would have been declared the
winner in Florida. This report left Republicans giddy and Democrats
questioning the process.

On Saturday, the roles reversed when The Palm Beach Post reported that its
review of uncounted ballots in Palm Beach County showed that Gore would have
picked up enough votes to overtake Bush's slim victory margin in Florida, if
every ballot with a hanging chad, pinhole or dimple in that county had been
counted.

Panel looks to future

Wisely, the Civil Rights Commission is focusing on the future, not the past.
"In the final analysis, new recounts of old ballots are an academic
exercise," the panel said in its preliminary report, which was adopted by a
6-to-2 vote. "Voting is the language of our democracy and regrettably, when
it mattered most, real people lost real opportunities to speak truth to power
in the ballot box."

The commission believes that Florida officials may have consciously or
unconsciously brought about acts of illegal voter discrimination through its
use of a database of disqualified voters. The list was supposed to be used to
keep convicted felons from voting and to block votes cast by people
registered in more than one county or in the name of a deceased person.

A spokesman for ChoicePoint — the company that compiled the list — said
Florida officials directed it to include all possible combinations of names
that might help election officials ferret out ineligible voters. That list,
the commission said, kept hundreds of eligible people from voting in the
presidential election.

Preventing a repeat of this grievous error and ratcheting up the pressure on
Florida's reluctant legislature to appropriate money that counties with
aging, faulty voting machines can use to modernize their election system are
the best things that can come out of the commission's ongoing inquiry.

The Voter Fraud Iceberg

One of the great ironies of all the high-mindedness that surrounded the
Presidential vote recounting in Florida last year is that the groundswell
for accuracy must have had politicos quaking in their boots from San
Francisco to Philadelphia. Honest vote counting? Egad! The fact is that
if
one was able to insist on the kind of honest balloting that we demand of,
say El Salvador, some of America's biggest cities would look like
electoral
sinkholes. Increasingly, though, voter fraud is finding its way onto
local
agendas.
The U.S. Justice Department and local officials in St. Louis have just
shown
what a coordinated effort can do to clean up election irregularities. The
voting last November in St. Louis was a mess and included charges of
voter
fraud. That is changing.
A grand jury there is investigating 3,800 suspect voter registration
cards,
including some for dead local officials, that were turned in shortly
before
the deadline for last week's mayoral race. In that primary vote, election
workers were allowed to ask for photo ID from voters, and a local judge
ruled that the election board could throw out a list of 54,000 voters it
said had moved. Joe Neill, the election board chairman, noted that if he
had
been forced to use the inactive list, the city would have had 13,000 more
registered voters than the U.S. Census lists as the total number of
adults
over age 18 in St. Louis.
Attorney General John Ashcroft says that sending Justice Department
monitors
to places like St. Louis, which aren't covered by the Voting Rights Act,
can
help local officials cope with problems of access and intimidation. He
also
announced that he will appoint a new senior counsel to make certain
"Americans' votes are not diluted by voter fraud."
That's a great idea. This country doesn't just have a voting-machine
problem; it's rife with incompetent or nefarious practices that make U.S.
election procedures "the sloppiest in the industrialized world,"
according
to noted political scientist Walter Dean Burnham.

Philadelphia is another example. Eight years ago, a federal judge had to
overturn the results of a special state Senate election due to absentee
ballot fraud. At that time, the Reno Justice Department refused to
investigate and local officials let the issue slide.
Now Philadelphia is the focus of a joint legislative committee tasked
with
improving the accuracy of elections. A Philadelphia Inquirer review of
results from last year's election in 200 precincts found that more than
3,000 votes were miscounted--often because poll workers simply didn't add
the totals correctly. Philadelphia has just over one million registered
voters; that's just about the number of eligible voters the Census
estimates
live in the city. Something is clearly wrong.
We ought to be able to agree that if any degree of trust is to be
maintained
in how we vote, then local lists of exactly who may vote ought to be
reasonably accurate. Today, however, voter rolls, notably in California,
are
full of dead, moved or ineligible people--most of whom must remain on the
books to satisfy federal mandates. The most famous mandate is the 1994
National Voter Registration Act, or "motor voter law."
It required state social service agencies and motor vehicle departments
to
hand out voter registration forms to its customers. Pennsylvania Governor
Tom Ridge told us that "the single worst vote I cast in Congress was in
favor of the Motor Voter law." It's increasingly evident that the law
hasn't
increased turnout, but instead has made voter rolls more inaccurate.

When you put unreliable voter lists and the hallowed but corrupt
tradition
of election-day "street money" in the wrong hands, the result is
predictable. Last week a state grand jury declared that Philadelphia's
habituation to city-judge candidates forking over $100,000 or more in
street
money was corrupt, and said it should be replaced with judges chosen by
merit appointment. Four officials were indicted for violating election
laws.
"Money just disappeared," says state Attorney General Mike Fisher.
Former Philadelphia Mayor Ed Rendell admitted to us that unions often
handpick judicial candidates, and then make sure there's enough street
money
spread around to get them elected in the expectation that the judges will
blink at union misconduct, such as the infamous 1998 beating of
anti-Clinton
protesters Don and Teri Adams by Teamster thugs.
We don't mean to single out Philadelphia, which at least appears to be
trying to clean up its act. And Attorney General Ashcroft's apparent
intention to clean up election procedures all over the country should be
commended. But a lot more work needs to be done to ensure an accurate and
fraud-free voter count in places where clean elections are simply no
longer
part of local traditions. We trust that the Justice Department's new

will dispel the widely held belief that it took an act of grand larceny to
foist George W. Bush into the White House, or rebuff the counter that those
who level this charge are a bunch of world-class sore losers.

The arguments over whether Bush or Al Gore won Florida — a victory that would
have given either candidate enough Electoral College votes to be president —
have only become more heated recently as media reports on the results of
unofficial recounts of contested ballots produce conflicting conclusions of
what might have resulted from a more complete tally of ballots cast in the
Sunshine State.

Last month, The Miami Herald and USA TODAY announced that an analysis of
undervotes in Miami-Dade County revealed that had Gore gotten the hand
recount of votes in that county, Bush still would have been declared the
winner in Florida. This report left Republicans giddy and Democrats
questioning the process.

On Saturday, the roles reversed when The Palm Beach Post reported that its
review of uncounted ballots in Palm Beach County showed that Gore would have
picked up enough votes to overtake Bush's slim victory margin in Florida, if
every ballot with a hanging chad, pinhole or dimple in that county had been
counted.

Panel looks to future

Wisely, the Civil Rights Commission is focusing on the future, not the past.
"In the final analysis, new recounts of old ballots are an academic
exercise," the panel said in its preliminary report, which was adopted by a
6-to-2 vote. "Voting is the language of our democracy and regrettably, when
it mattered most, real people lost real opportunities to speak truth to power
in the ballot box."

The commission believes that Florida officials may have consciously or
unconsciously brought about acts of illegal voter discrimination through its
use of a database of disqualified voters. The list was supposed to be used to
keep convicted felons from voting and to block votes cast by people
registered in more than one county or in the name of a deceased person.

A spokesman for ChoicePoint — the company that compiled the list — said
Florida officials directed it to include all possible combinations of names
that might help election officials ferret out ineligible voters. That list,
the commission said, kept hundreds of eligible people from voting in the
presidential election.

Preventing a repeat of this grievous error and ratcheting up the pressure on
Florida's reluctant legislature to appropriate money that counties with
aging, faulty voting machines can use to modernize their election system are
the best things that can come out of the commission's ongoing inquiry.

Getting these things done won't settle the nettlesome question of whether
last year's presidential election was won or stolen, but it will go a long
way toward ensuring that Florida won't be the epicenter of another election
debacle.

 I don't know my way around South Carolina very well, but there are
several military bases there.  Fort Jackson is an Army training base and it
also supports some sort of communications unit that is attached to a Special
Forces mission.  As I remember it was also a very large garrison.

 Charleston also has a Naval Station as well as a rather large Air Force
base that has a Wing there.  I think the Navy also has a shipyard there for
repair of ships and subs.

 Shaw AFB is located in Sumter and it used to have a large tactical
mission with a large communications unit, but I've been out of the USAF since
'92 and that may have changed ... as I remember that base was part of
Tri-Tac.  It was also HQ for 9th Air Force and had at least one fighter Wing.

 There is also a Marine Air Station in Beaufort.

 The only time I ever drove an unmarked vehicle (during my twenty years)
was in Germany during Desert Shield/Storm and that was only to carry test
equipment, not radio communications gear.

New book traces occult influence on famous men and 'dark brotherhood'

 An orthopedic surgeon, Dr. Stanley Monteith, claims in a new
book that secret societies have been engineering a "new world order"
with the goal of establishing a single occult system.

 According to the book, Brotherhood of Darkness, there are a
number of organizations working towards what seems more like a spiritual
than human conspiracy. Among the organizations are corporations, banks,
media, the United Nations, spiritualists, psychic organizations, Masons,
New Agers, educators, and government or quasi-governmental
organizations.

 If what Dr. Moneith claims is true it is not a conspiracy
orchestrated by a single group but an encompassing inclination directed
by Satan. And a part of it can be traced to a darkly occult group that
practices "theosophy."

 Theosophy was started in the 1800s by a Ukrainian trance medium
named Helena Petrovna Blavatsky. It incorporates occult phenomena with
Eastern religions and philosophy -- and according to Dr. Monteith
influenced men like Hitler, Margaret Sanger (founder of Planned
Parenthood), and even Thomas Edison. One of the organizations derived
from Blavatsky's teachings, Lucis Trust, has worked closely with the
United Nations.

 This is disconcerting because a magazine Blavatsky once
published was called Lucifer (for "light-bearer").

 Blavatsky later joined forces with Masons, a group that is also
part of a wide movement toward a new world order, according to Monteith,
and that claimed as members men like President Truman, a force behind
the very creation of the U.N. As Dr. Monteith points out, between 1941
and 1971 Masons controlled the Supreme Court -- a thirty-year period
that saw the justices remove God, prayer, and the Bible from our schools
and set the stage for abortion. Although Masonry has been on the wane in
America and many of its members are unaware of its occult roots, the
hierarchy is said to be dedicated to the service of an arcanum arcanorum
(a secret or mystery).

 Monteith says another part of the movement was influenced by
Cecil Rhodes, a South African leader who using money from gold and
diamond mines designed a plan to unite the world in the second half of
the 19th century and established his own secret society. Rhodes began
the Rhodes trust and the Rhodes Scholarship, which has influenced former
President Bill Clinton and dozens of prominent men who work in
government, international banks, corporate boards, the Supreme Court,
the media, universities, the United Nations Association, and the Council
on Foreign Relations.

  According to Monteith others have been influenced by
spiritualism or astrology, including J.P. Morgan, Henry Ford, and Andrew
Carnegie. He cites the "secretive" Bank for International Settlements as
one that coordinates huge financial influence and meets in a small Swiss
city.

 Yet another entity, says Monteith, is the Trilateral
Commission, which he claims has a logo consisting of "three interwined
sixes."

 And then there are Rosicrucians.

 Is this all a jumble of names or an actual cabal?

 "Some people believe the Rosicrucians are the primary force
behind world events," argues Monteith. "The Order of the Knights of the
Rose-Croix is an ancient secret society. It originated with Christian
Rosenkreutz, a German knight who traveled to the Near East to study
oriental magic. When he died in 1484, he transmitted his arcane
knowledge to eight disciples who swore they would never reveal his
secrets outside their order."

 This is not to say that everyone involved or influenced by such
organizations is evil or conspires intentionally. Many believe what they
are doing is for the good. It is a large and deceptive mosaic that
touches many systems and groups and is not so much human as
supernatural.

 But it has the potential for devastating effects and Monteith
says that another aspect was the "Illuminati," founded by Adam
Weishaupt, a former Jesuit, in 1776. Its membership is thought to have
been less than 2,000. "Although the Illuminati was officially disbanded
in 1785, it continued to exist within Freemasonry and was the force
behind the Jacobins and the French Revolution," says Monteith -- citing
the concern George Washington had for their influence.

 Let us hasten to add that many of those affiliated with such
organizations are Christians and unaware of the occult origins. "One
example is the Bush family," writes Monteith. "Prescott Bush joined
Skull and Bones in 1917; his son, President George H. Bush, was selected
a generation later; his grandson, Governor George W. Bush, was inducted
two generations later."

Some believe this group, a college club, began as an extension of the

Wielding clout to the last moments of President Bill Clinton's term, Rev.
Jesse Jackson successfully pressed for clemency for two longtime supporters,
including one whose looting of government programs for the poor and for
mentally handicapped children was described by a judge as "evil itself."

A second Jackson ally pardoned by Clinton helped bring down a bank, an
insurance company and a newspaper, according to prosecutors.

Both clemency requests went directly to the White House, skirting the normal
process that would allow federal prosecutors to weigh in and possibly oppose
the pleas for mercy.

Jackson said he pressed the case for Dorothy Rivers, a well-known Chicago
social activist convicted of stealing government funds from social programs,
because "she is contrite." But court records indicate that Rivers has yet to
acknowledge responsibility for her crime and continued court appeals of her
5-year, 10-month sentence for fraud, theft and tax evasion even as she
applied for presidential mercy.

In a flurry of now-controversial orders in his last day in office, Clinton
slashed Rivers' sentence by 20 months and pardoned John H. Bustamante, who
pleaded guilty to fraud in 1993 for misspending a $275,000 loan. Clinton
also commuted the sentence of former U.S. Rep. Mel Reynolds, whose plea for
clemency was endorsed by Jackson and U.S. Rep. Bobby Rush (D-Ill.), among
others. The former president turned down Jackson's request for clemency for
his half-brother, Noah Robinson, who is serving a life sentence for
conspiracy to commit murder.

In a recent interview, Jackson said he appealed to Clinton "back in the fall
sometime. ...We spent a lot of time together."

Jackson said all four individuals were worthy of clemency and should not be
lumped with political lightning rod pardons such as that of fugitive
billionaire Marc Rich.

"It never occurred to me that making appeals, to making recommendations for
eligible people, was a dirty thing until all this mess came up," Jackson
said. "This is what you do. You make requests, then there's a process."

But in the cases of Rivers and Bustamante—as in 28 other of the 176 clemency
orders issued by Clinton on Jan. 20—the process omitted routine vetting by
the Department of Justice.

Court files in both Bustamante's and Rivers' cases paint vivid portraits of
respected community leaders using business and government connections to
embark on lengthy sprees of self-enriching fraud and theft.

Rivers, known at one upscale boutique as "the Duchess," cut a stylish figure
as a fashion-conscious social activist, running the Hyde Park-based Chicago
Mental Health Foundation and the Pritzker-Grinker School for children with
behavioral disorders on the South Side.

She also served on the Chicago Plan Commission, was active in the local
Democratic Party and had been a Jackson supporter since the days of
Operation Breadbasket, a predecessor of Jackson's Rainbow/PUSH Coalition.

Rush joined Jackson in supporting a commutation for Rivers, who is still a
Rainbow/PUSH board member.

In defending efforts on Rivers' behalf, Jackson said, "She ain't shot
nobody. She ain't dealt in drugs. She ain't [running] a house of
prostitution. ... She's a good person who overspent a grant or so."

But according to court records, Rivers' troubles went far beyond
overspending. She misappropriated at least $1.5 million in government money
over nine years, treating the coffers of her school and foundation as her
own personal bank account, according to prosecutors.

Rivers even victimized her dying son by running up $70,000 in charges on his
credit card, prosecutors charged in court proceedings.

Court records show that Rivers bought six fur coats, including a $35,000
sable, and dropped $800 on a purse and $3,500 on a dress with grant money
she diverted.

Rivers spent nearly $125,000 in misappropriated funds on party decorations,
invitations, flowers and alcohol for political fundraisers and soirees,
according to government filings in the case.

Among the most lavish and most talked-about events were Rivers' New Year's
Eve parties. Even the invitations were lavish: A Santa Claus would arrive at
guests' homes in a limousine to deliver the invites along with glasses of
chilled champagne.

In a move opposed by federal prosecutors, Rivers was convicted on an unusual
"Alford" plea in which she admitted the government had enough evidence to
prove guilt of fraud, theft and tax evasion while still declaring her
innocence.

The trial court judge, U.S. District Judge Robert W. Gettleman, said it was
only Rivers' age—she was 66 at the time —that kept him from imposing a

Gold's bull run of the past few days could easily turn
into a stampede, says Fedsure's highly regarded analyst
Nick Goodwin.

The gold price rose jumped to US$274/oz on Monday
morning and was trading at around $272/oz at the close
of trade in New York. The contradiction that the gold
price has remained depressed for years despite physical
demand exceeding supply, is coming to an end, says
Goodwin.

The phenomenon resulted from banks lending gold to
speculators at a 1 percent lending rate. The lenders
then sell the gold and invest the proceeds at 5 percent
above the lending rate to secure a quick profit. They
then return the gold to the banks when prices fall,
often cashing in further.

"Banks do, however, have less gold available to lend,"
says Goodwin. That's why the official lending rate of
European banks shot up again by 6 percent last week. On
the back of this development, the gold price surged
from $261/oz to $271/oz on Friday.

The lending rate for a month's contract is already
three times as high as a year ago, the highest level
since September 1999 when the price suddenly surged to
over $340/oz. The physical demand is starting to exert
pressure and speculators are being caught short. This
is the underlying reason for the sudden price increase
recently despite an auction of 25 tons of gold to be
held by the Bank of England this week.

Goodwin says the court case against U.S. Federal
Reserve chairman Alan Greenspan and several banks
brought by the Gold Anti-Trust Action Committee has
caused jitters in the market.

Merrill Lynch analyst Johan Odendaal says there is a
large degree of short-covering in the gold market.
"Everything is poised for the gold price to move.
Conditions are similar to what they were in September
1999 when lending rates rose sharply," he says.

This past weekend my wife and I drove down to Florence, S.C. for
our granddaughter's 1st. birthday celebration. Going down, between
Spartanburg & Columbia on I 26, we passed a convoy of unmarked
military communications vehicles, they had antennas of various
shapes, lengths all over them. U.S. military vehicles used to be
well marked with their company, brigade, whatever but I didn't
notice any markings on any of these vehicles. The convoy included
at least one gas tanker  truck.

There's several military bases in Georgia and along the Mississippi
Gulf Coast but what's in So. Carolina? It's too early for the usual
summer manuevers. They could have been relocating from one
base to another but where? Ft. Gordon, Ga. is a communications
related training base but they weren't going in that direction

In the opening pages of this book, the author makes one of his least 
controversial assertions: 'A vast amount of material of very variable quality 
has poured forth over the centuries about King Arthur.' How very true. The 
difficulty in writing about Arthur is that nothing is known of him. He is not 
referred to at all in the Anglo-Saxon Chronicles. The very first mention of 
his name comes in a passing observation by a late sixth-century Welsh poet, 
who remarks that a certain warrior, though brave, 'was not Arthur'. Three 
centuries later, a monk called Nennius provides an outline of Arthur's life, 
though he admits that his sources are a rag-bag compilation. The most famous 
subsequent account is Malory's Morte D'Arthur, which gives us the familiar 
details of the knights of the Round Table, the doomed love of Lancelot and 
Guinevere, the quest for the Holy Grail, etc. In considering this as a 
historical document, however, we should bear in mind that it was written 
perhaps 1,000 years after the events it purports to describe. The subject of 
Arthur is therefore wide open to speculation, and plenty of speculation there 
has been. Arthur was a Briton, or perhaps a Celt resisting the Romans; no, he 
was a Roman fighting off barbarians; on the contrary, he was an Anglo-Saxon, 
perhaps driving back the Norsemen, and so on. Welsh writers have argued that 
Arthur was a Welshman, Scottish writers that he was a Scot and French writers 
that he was French. Since nothing is known about him, almost anything can be 
said and almost everything has been. Now Howard Reid, a documentary 
filmmaker, has come along with a new theory: Arthur came from one of the 
nomadic tribes attacking the declining Roman Empire from the east. These were 
not Huns, Vandals or Goths, but the less familiar Alans, tall, blond tourists 
arriving in Europe by horse. He comes from, well, we're not quite sure where 
until the very end of the book, though Reid drops various hints that Arthur's 
home may have been somewhere around the Caucasus. This startling notion is 
founded on the author's comparison of the Arthurian legend as it has come 
down to us, in particular, the idea of warriors on horseback,with the few 
facts that are known of the peoples around when Arthur was supposed to have 
lived. 'It is impossible for any of us to imagine an Arthur who has to 
dismount before doing battle,' the author proclaims. Right, so Arthur can't 
have been a Celt. The trouble with this method is that it involves projecting 
back in time elements of the Arthurian legend, such as chivalry and courtly 
love, that are almost certainly later embellishments. It is like trying to 
build a house by starting with the roof. Reid's argument is scattered with 
phrases such as 'may well have been', 'almost inconceivable', 'seems entirely 
in keeping with,' and - my favourite - 'it is surely not too great a step to 
go on to...' Evidence being scarce, he is forced to use any that he can find, 
referring, for example, to 'eunuchs and castration', both of course, 
Arthurian themes. Just run that one past me again, will you, Howard? His text 
does not seem to have been sullied by the attention of an editor. The same 
facts are trotted out again and again, as if for the first time, often 
word-for-word as before. One howler I particularly enjoyed was the use of 
'populous' to mean 'populace'. In the search for Arthur, Howard Reid takes us 
ever further east, daringly roaming across two continents and three 
millennia. Barbarian wave follows barbarian wave; armies, kings and warriors 
flash past at bewildering speed. The author tries to keep the reader's 
attention with his lively prose, but towards the finish even he tires: 
'History, however, was rushing on and in 451 the Romans were once again 
calling on the Alans to aid them in their hour of need.' He saves his most 
astounding conclusion until the very end. Perhaps Arthur was not an Alan 
after all? Once all the pieces in the jigsaw have been placed in the correct 
position, we can see that the real King Arthur may have been - remember, 
reader, you saw it here first - Japanese.

Like spooks from an abandoned B-Movie graveyard, officials of the Reagan-Bush 
era are emerging from the dirt and showing up inside the George W. Bush 
administration. The latest resurrection is John Negroponte, whom Bush 
recently nominated as ambassador to the United Nations. 
As U.S. ambassador to Honduras from 1981 to 1985, Negroponte abetted and 
covered up human rights crimes. He was a zealous anti-Communist crusader in 
America's covert wars against the leftist Sandinista government in Nicaragua 
and the FMLN rebels in El Salvador. The high-level planning, money and arms 
for those wars flowed from Washington, but much of the on-the-ground 
logistics for the deployment of intelligence, arms and soldiers was run out 
of Honduras. U.S. military aid to Honduras jumped from $3.9 million in 1980 
to $77.4 million by 1984. So crammed was the tiny country with U.S. bases and 
weapons that it was dubbed the USS Honduras, as if it were simply an 
off-shore staging ground. 
The captain of this ship, Negroponte was in charge of the U.S. Embassy when, 
according to a 1995 four-part series in the Baltimore Sun, hundreds of 
Hondurans were kidnapped, tortured and killed by Battalion 316, a secret army 
intelligence unit trained and supported by the Central Intelligence Agency. 
As Gary Cohn and Ginger Thompson wrote in the series, Battalion 316 used 
"shock and suffocation devices in interrogations. Prisoners often were kept 
naked and, when no longer useful, killed and buried in unmarked graves." 
Members of Battalion 316 were trained in surveillance and interrogation at a 
secret location in the United States and by the CIA at bases in Honduras. 
Gen. Gustavo Alvarez Martinez, the chief of the Honduran armed forces who 
personally directed Battalion 316, also trained in the United States at the 
School of the Americas. Negroponte tried to distance himself from the pattern 
of abuses, even after a flood of declassified documents exposed the extent of 
U.S. involvement with Battalion 316. In a segment of the 1998 CNN mini-series 
Cold War, Negroponte said that "some of the retrospective effort to try and 
suggest that we were supportive of, or condoned the actions of, human rights 
violators is really revisionistic." 
By the time Negroponte was appointed ambassador by President Reagan in 1981, 
human rights activists in Honduras were vocally denouncing abuses. Former 
Honduran congressman Efrain Diaz Arrivillaga pleaded with Negroponte and 
other U.S. officials to stop the abuses committed by the U.S.-controlled 
military. "Their attitude was one of tolerance and silence," Diaz told the 
Sun. "They needed Honduras to loan its territory more than they were 
concerned about innocent people being killed." 
Negroponte ignored such protests, and annually filed State Department reports 
from Honduras that gave the impression that the Honduran military respected 
human rights. But in an interview with In These Times, Negroponte's 
predecessor as ambassador, Carter appointee Jack Binns, tells a different 
story: "Negroponte would have had to be deliberately blind not to know about 
human rights violations. ... One of the things a departing ambassador does is 
prepare a briefing book, and one of those issues we included [in our briefing 
book] was how to deal with the escalation of human rights issues." 
Binns considered the U.S. support for Alvarez and Battalion 316 
"counterproductive" to the declared objective of "establishing a rule of 
law." This lack of enthusiasm, Binns says, led to "my being cut out of the 
loop" by the Reagan administration, which he served for several months before 
Negroponte took over. In the summer of 1981, Binns recalls, "I was called 
unexpectedly to Washington by Tom Enders, the assistant secretary of state. 
He asked me to stop reporting human rights violations through official State 
Department channels and to use back channels because they were afraid of 
leaks." 
As Binns explains, back-channel messages "don't officially exist. The message 
is translated over CIA channels, decrypted and hand-carried from Langley, one 
copy only. No record." 
Binns did not agree to use back channels and when he returned to Honduras, he 
received no further reports of human rights violations from the CIA. "I was 
deliberately lied to," says Binns, who later found out that Reagan 
administration had been working behind his back. 
Honduras was only one of many hot spots where Negroponte served. He spent 
four years as a political officer in the U.S. Embassy in Saigon during the 
height of the Vietnam War. As an aide to then National Security Adviser Henry 
Kissinger at the Paris Peace Talks, he fell out of favor with his boss, wrote 
Mark Matthews in a 1997 article in the Sun, "by arguing that the chief U.S.

AMERICA'S spies are indirectly responsible for the proliferation of chemical
and biological weapons around the world because of a 30-year-old
disinformation campaign that backfired, a former CIA officer said
yesterday.The FBI and US Army intelligence started a 10-year operation in the
mid-1960s to convince the Soviet Union that America was developing the
weapons of mass destruction. In fact, the Pentagon had already determined
that no feasible weapon could be produced and the disinformation campaign was
intended to persuade the Soviet military to waste billions of pounds on
pointless work to match Nato.Unfortunately, the plan backfired and the
Soviets succeeded where the Americans had failed in producing weapons using
drug-resistant strains of smallpox and lethal chemical agents. Raymond
Garthoff, the former CIA officer and now a historian, said yesterday: "We
cannot say for certain that these weapons would never have been developed
without the American disinformation campaign but I am sure it was the priming
element to their programmes."Mr Garthoff said there had been "a series of
negative kickbacks" from the attempt to dupe Soviet military intelligence. He
said: "One of the most significant was that as these programmes were cut back
first by Gorbachev and then Yeltsin, there were are thousands of
under-employed or unemployed experts in this field and that has greatly
increased the potential for proliferation, to say the least."The former head
of the Soviet programme has been accused in the Russian press of helping the
Syrians to develop chemical and biological weapons using materials invented
by scientists who may never have been trained in the first place without
America's intervention. Mr Garthoff added: "A number of countries have made
very serious efforts to get information and people from these programmes and
those are exactly the kind of things that the FBI and the CIA are now so
worried about today."Mr Garthoff had presented his previously unknown
material to a conference of intelligence experts and former spies at
Princeton University on Saturday. He said the disinformation campaign was
generally regarded as "not the finest hour" of American intelligence.

In 1999, Senate Republicans refused to ratify President Clinton's interim
appointment of James Hormel as U.S. ambassador to Luxembourg. Will they apply
the same standard to GOP Gov. Paul Cellucci, nominated by President Bush to
be ambassador to Canada?

Republicans rejected Hormel for his support of the Sisters of Perpetual
Indulgence (a gay group that mocks Catholic ritual), among other outre
behavior. But when it comes to pushing the gay agenda, no governor has gone
as far as Cellucci.

Brian Camenker, head of the Massachusetts Parents Rights Coalition, has
joined Concerned Women for America, Eagle Forum, the Catholic Action League
of Massachusetts and other conservative groups in opposing the Cellucci
nomination.

Camenker sent every member of the United States Senate an audiotape of a
state-supported conference where children as young as 14 were instructed in
the joys of same-sex sex, in all of its glorious variations.

The educational orgy took place at Tufts University on March 25, 2000.
Sponsored by the Gay, Lesbian and Straight Education Network, it was partly
funded by the state.

Employees of the Massachusetts departments of Education and Public Health
took part in a particularly edifying session (``What They Didn't Tell You
About Queer Sex and Sexuality in Health Class''), where teens were encouraged
to describe what appendages could go in which orifices in language that would
make a pornographic Web site blush.

When word of this leaked out (one of Camenker's allies taped the
proceedings), the commonwealth disavowed it and the errant employees were
given the heave-ho. But what did the Cellucci administration think it was
funding - a spelling bee?

The Tufts conference is far from an isolated outrage. Like his predecessor
Gov. William Weld, Cellucci is a fan of ``sexual diversity'' in the public
schools.

In 1993, then-Lt. Gov. Cellucci was one of two featured speakers at a State
House rally for a proposed Gay and Lesbian Student Rights Act. In 1995, he
presented activists with a proclamation designating May ``Gay/Straight
Student Pride Month in Massachusetts.''

When he became governor, Cellucci raised annual state funding for gay and
lesbian student groups from $250,000 to $1.5 million. No other state earmarks
public funds for homosexual activism. Filtered through other agencies, much
of that money ends up with the Governor's Commission on Gay and Lesbian
Youth, which engages in advocacy and activism in the guise of fighting
homophobia in the public schools.

The commission funds Gay/ Straight Alliances at local high schools with
grants of $2,000 to $5,000. The alliances in turn sponsor events like the
seventh annual Transgender, Bisexual, Gay and Lesbian Awareness Day at Newton
North High School last December.

Pink triangles decorated the school. Students were bombarded with literature
on ``transgenderism.'' Whole classes were marched off to assemblies where
homosexuality was touted by activists. One speaker, an ex-priest, even
invited teens to visit his gay club.

Little wonder that Cellucci's twisted definition of tolerance would lead the
state police to revise their rules on sex at public rest stops, to settle a
suit brought by the Gay and Lesbian Advocates and Defenders.

According to a Feb. 15 General Order from the Department of State Police
(``Sexual Activity In Public Places''), troopers were no longer to arrest
those getting it on at rest stops, unless the consenting adult ``reasonably
should know that there is a substantial risk that his or her sexual conduct
will be observed by a casual passerby.'' In the bushes - OK. In the open -
uh-uh.

Cellucci has ordered the policy revoked. Would he even care if his nomination
wasn't pending before the Senate Foreign Relations Committee, chaired by
Jesse Helms?

After the Tufts conference, Cellucci refused to meet with pro-family leaders
who wanted to voice their concern. He also cold-shouldered former Ambassador
Alan Keyes, who came to Boston last summer to protest the conference.

An aide to the governor (who was formerly head of the gay Log Cabin
Republicans) explained that a meeting with critics of his policy would be
pointless because of Cellucci's commitment to ``making the schools safe for
all teens - including gay and lesbian teens.'' That's right. If kids aren't
exposed to lectures on transgenderism and shown films like ``The Celluloid
Closet,'' gay-bashing will be rampant in Massachusetts schools.

Arrogance isn't a diplomatic skill, and Paul Cellucci's values are not those
of George W. Bush. Surely the president can find a better representative of
our nation and his administration in Ottawa.

The torture of women and girls persists on a daily basis across
the globe, Amnesty International said today in a new report on
the torture of women worldwide -- Broken bodies, shattered minds.

"It is fed by a global culture which denies women equal rights
with men, and which legitimises violence against women."

   "The perpetrators are agents of the state and armed
groups, but most often they are members of their own family,
community or employers.  For many women, their home is a place of
terror."

   "K", from the Democratic Republic of Congo, was married
to an army officer who regularly tortured her often in front of
their children.  He repeatedly raped her, infecting her with
sexually transmitted diseases and frequently threatened to kill
her with a gun.  During one incident, he knocked out a tooth,
dislocated her jaw and punched her in the eye so hard that she
required several stitches and had continued problems with her
nose, neck, head, spinal column, hip and foot.

   "K", who finally sought asylum in the  USA, said it was
futile to approach the police, both because of her husband's
connections to the ruling family but also because "women are
nothing in the Congo". A US immigration judge characterized the
abuses she had suffered as "atrocities" but denied her
application for asylum, a decision upheld by the immigration
appeal court.

   The report is part of Amnesty International's global
Campaign Against Torture, and urges governments to commit
themselves to protecting women and girls from torture.
Governments which systematically fail to take action to prevent
and protect women from violence in the home and community share
responsibility for torture and ill-treatment.

   "States have a duty under international law to prohibit
and prevent torture and to respond to instances of torture in all
circumstances.  However, all too often, far from providing
adequate protection to women, governments have connived in these
abuses, have covered them up, have acquiesced in them and have
allowed them to continue unchecked."

Violence in the home is truly universal.  According to
World Bank figures at least 20% of women have been physically or
sexually assaulted.  Official reports in the US say a women is
battered every 15 seconds and 700,000 are raped each year.  In
India more than 40% of married women reported being kicked,
slapped or sexually abused for reasons such as their husbands'
dissatisfaction with their cooking or cleaning, jealousy or other
motives.  In Egypt, 35% of women reported being beaten by their
husbands.

   Some groups of women are particularly vulnerable to
torture and ill-treatment and face multiple discrimination. They
are not only tortured because they are women but also on the
grounds of race, ethnicity, sexual orientation, social status,
class and age.

   Many domestic workers are foreign nationals who are
frequently ill-treated by their employers. They are unlikely to
be able to obtain redress because of their immigration status.

   Nasiroh, a young Indonesian woman went to work in Saudi
Arabia in 1993.  She told Amnesty International that she was
sexually abused by her employer, falsely accused of his murder
and then tortured and sexually abused by police officers during
two years' incommunicado detention.  Officials from her embassy
did not visit her once.  Her trial was so cursory that she did
not know she had been convicted and she still has no idea for
what "crime" she was imprisoned for five years.

   "Honour crimes", such as torture and killing, are
reported from several countries including Iraq, Jordan, Pakistan
and Turkey. Girls and women of all ages are accused of bringing
shame on their families and their communities by their behaviour
-- ranging from chatting to a male neighbour to sexual relations
outside of marriage.  The mere perception that a woman has
damaged a family's honour can lead to torture and
ill-treatment.

NEW DELHI (Reuters) - Tibet's spiritual leader lashed out on Saturday at what
he called increasing repression in his Chinese-ruled homeland and said
Beijing had not responded to his offer to send a delegation for talks.


The Dalai Lama re-established contact with China last year when his brother
visited Beijing. But a subsequent request that China receive a Tibetan exile
delegation with a memorandum outlining his thinking had been stonewalled.


"... now they are stalling the acceptance of a Tibetan delegation," the Dalai
Lama said in a statement from the Indian Himalayan foothills town of
Dharamshala to mark the 42nd anniversary of the Tibetan uprising.


"This is a clear indication of a hardening attitude of Beijing and a lack of
political will to resolve the Tibetan problem."


The Dalai Lama has lived in northern India since 1959, when he and thousands
of followers fled their homeland after a failed uprising against Chinese rule.


While his government-in-exile has no international recognition, the Dalai
Lama's non-violent campaign to free Tibet won him a Nobel Peace Prize in
1989, and he has garnered widespread international sympathy and financial
support.


In recent years he has softened his original demands for Tibet's independence
from China, saying he is willing to accept autonomy if that would help
preserve Tibetan culture.


The Dalai Lama said he recognised that, with many Tibetans holding firmly to
the goal of independence, there was growing criticism of his non-violent
"Middle-Way Approach".


"While I firmly reject the use of violence as a means in our freedom
struggle, I respect the right of every Tibetan to discuss and explore all
political options," he said.


The Dalai Lama said China was continuing to "whitewash the sad situation in
Tibet through propaganda".


"When one looks at the situation inside Tibet it seems almost hopeless in the
face of increasing repression, environmental destruction and alarming
developments undermining the identity and culture of Tibet as a result of the
massive transfer of Chinese into Tibetan areas," he said.

Scientists raise star wars doubts
INSIDE a granite bunker 2,000ft deep in the Rocky Mountains, Major Scott
Edwards and his number-crunching crew of military rocket scientists are
preparing for a Russian funeral.

In a startling epilogue to four decades of cold-war space-racing, some of
America's most sophisticated and sensitive military expertise is being placed
in the hands of Russian scientists struggling to control the death throes of
the Mir space station, which is about to become the largest man-made orbiter
ever to fall back to Earth.

In the bomb-proof, quake-proof underground complex that houses the American
military's high-tech missile warning and space command centres, American
computers are maintaining a round-the-clock watch on a 140-tonne lump of
Russian space junk that could plunge through the atmosphere towards the South
Pacific as early as next Sunday.

The long-delayed demise of a 15-year-old prestige Russian project is posing
unusual problems for the hard-pressed Moscow scientists fighting to steer
their notoriously unstable craft to a safe re-entry position. It also
represents a dilemma for American military observers, who are keen to help in
a unique technological challenge, but who are also wary of the legal and
political fallout should Mir's de-orbit go horribly wrong.

"This isn't an exact science, it's very much an art form," said Colonel Norm
Black of the US Space Command, as he described the intricate process of
controlling Mir's final fiery plunge from an orbit 155 miles above Earth.

Moscow's mission control is hoping for a trouble-free Pacific splashdown
somewhere between Australia and Chile - but it took out a $200m (£136m)
insurance policy in case Mir lives up to its reputation for disastrous
malfunction.

Edwards likened the re-entry process to skimming a pebble on a pond: "You
can't predict exactly where it is going to land." Complicating what has
become an otherwise familiar space routine is the sheer volume of Russian
debris that is likely to survive the heat of Mir's re-entry: up to 25 tonnes
of nuts, bolts, canisters and assorted metal parts of the dilapidated space
station are likely to enter the atmosphere.

The need to manage a controlled descent that reduces the risk of human
populations being pelted with dented hardware has produced the rare spectacle
of America's most formidable cold-war-era defence citadel lending its global
surveillance abilities to a project run by the former enemy.

In one bunker module buried in Cheyenne Mountain last week, Norad air defence
controllers were monitoring the global network of satellites and radars that
warn of ballistic missile attack. A short walk away through the heavily
insulated command complex, the same defensive network - including input from
the Fylingdales radar site in Britain - was providing Edwards's crew with
tracking and other scientific data on the 8,300 man-made objects now orbiting
Earth.

Anything relevant to Mir's re-entry - from potentially disruptive solar
activity and electro-magnetic fluctuation to other bits of junk that may turn
up in the dying space station's path - was being forwarded to Nasa, the
American space agency that deals directly with Moscow, to be passed on to Mir
controllers.

"We are filling in the gaps of their own coverage," Black said. "The
preponderance of their [radar] sensors is on Russian soil, and not spread
across the world like ours."

While collaboration between Russian and American space agencies has been
going on for decades, the US military's willingness to publicise the
involvement of its most heavily protected command facility in a Russian space
project signals a fast-changing role for a nuclear bunker that became a
monument to cold-war hostility.

When the so-called "hardened" facilities at Cheyenne Mountain were conceived
in the 1950s, they were designed to withstand a direct hit by an atomic bomb
of between one and 30 megatons. American officials admit that direct hits by
much more powerful modern ballistic missiles would nowadays "turn Cheyenne
Mountain into Cheyenne valley". Yet such is the threat of a lower-scale
terrorist assault that Cheyenne's tunnels have retained their value as
America's most secure military stronghold.

Inside the mountain last week there was a quiet satisfaction that American
technology was being employed in "making the Russians' process easier for
them", as one officer put it.

Officers were also keen to emphasise that "Russia has accepted sole legal
responsibility" for Mir's descent. "Everyone here has the highest confidence
the Russians will do what they say they can do," Black said carefully. Any
lawsuits arising from Mir damage should not be sent to Colorado.

Whether lawsuits will be necessary remains a question as murky as Mir's final

THE government of Ariel Sharon, meeting today for the first time, is to urge
Israel's parliament to approve a law that would allow the security service to
torture Arab detainees.

The use of "moderate physical pressure" during interrogation has been oulawed
by the high court and Yossi Beilin, the former Labour justice minister,
resisted demands by Shin Bet, the domestic security service, for its
reintroduction.

Political sources said Sharon's administration, which was sworn in on
Wednesday, was sympathetic to the demand and had enough support to push the
measure through the Knesset.

Shin Bet officers say force is justified in "time bomb" cases when a prisoner
is thought to have knowledge of a terrorist act that is about to be carried
out.

"We interrogate hundreds of Palestinians every day, all supected of
terrorism," said one Shin Bet source. "Last month we arrested a girl who
lured an Israeli boy via the internet to Ramallah, where he was brutally
murdered. It took us 30 days to get a confession out of her.

"If we had been allowed to apply physical pressure she would have confessed
after a couple of hours. Physical pressure saves time and sometimes life."

Force was routinely used by the security services until 1984, when two
Palestinians were murdered during a Shin Bet investigation. A commission of
inquiry forbade further torture, but the continued use of "moderate physical
pressure" was permitted until September 1999.

Political sources say the nation's mood has been changed by the tense
military situation and the government would probably succeed in pushing the
measure through. At least 343 Palestinians, 65 Israelis and 13 Israeli Arabs
have been killed since the beginning of the Palestinian uprising five months
ago.

The move has come despite signs that the first meeting will soon take place
between Sharon and Yasser Arafat, the Palestinian leader. Sharon's son, Omri,
met one of Arafat's senior advisers secretly in Tel Aviv last week,
apparently to discuss the violence. The Palestinian cabinet later said it was
extending the hand of peace to the new Israeli government - but also called
for an end to what it called Israel's policy of "siege and destruction".

In a concession, the Israelis yesterday allowed the Palestinian parliament to
hold its first full session since the beginning of the uprising. Two members
were barred from attending on the grounds that they had incited violence
against Israel.

In a speech to the parliament, Arafat called for renewed peace talks - but
only on the basis of "existing agreements and understandings".

Eurofile: EU suppression of criticism smacks of fascism

 THE European Court of Justice changed the political climate profoundly this
week by ruling that the European Union can suppress criticism to protect its
reputation.
Keith Vaz, the Europe minister, dismissed the matter as a minor staff case
involving Bernard Connolly, the British whistleblower, with no implications
for ordinary EU citizens. But Mr Vaz mixes up two separate cases. One is a
staff case, the other is a free speech case going far beyond the issue of
whether Connolly broke his contract at the European Commission by writing The
Rotten Heart of Europe.

The court ruled that the Commission could restrict criticism that damaged
"the institution's image and reputation", and that it could do so by
resorting to a legal device used by fascist governments to suppress dissent
in the 1920s and 1930s: "the protection of the rights of others". This ECJ
ruling defies half a century of case law by Europe's other court, the non-EU
Court of Human Rights in Strasbourg, as well as resurrecting the ancient
offence of "seditious libel" banned by the House of Lords.

The Human Rights Court has ruled repeatedly that governing bodies may not
restrict criticism in such a way. Specifically, the term "protection of the
rights of others" does not apply to public bodies. Last week's ruling shows
that the ECJ (despite paying lip-service) does not consider itself bound by
the European Convention on Human Rights, drafted by British lawyers after the
Second World War to safeguard liberty in Europe.

This is an extremely serious development because the EU's new Charter of
Fundamental Rights extends the ECJ's competence into the area of civil
liberties, transforming it from a commercial court dealing with single market
issues to a full-fledged supreme court. The ECJ has already begun referring
to the charter in its rulings, demolishing the British government's pretence
that the document has no more legal status than "the Beano".

The door could be soon be open for the ECJ to start ruling on free speech
cases involving ordinary EU citizens, or indeed involving Euro-sceptic
newspapers. We now have two rival sets of European rights law, overseen by
rival courts with very different views of civil liberty: the ECJ and the
charter on one side, set against the Human Rights Court and the convention on
the other. The battle is just beginning.

High Alert Called on Trafficking in Wild Species



CAMBRIDGE, United Kingdom, March 8, 2001 (ENS) - Wildlife poachers and
smugglers, beware! TRAFFIC has mapped out a new three year strategy to
protect the most endangered wildlife and fragile ecosystems from predatory
traders.
Known for its in-depth reports on trafficking in endangered species based
on undercover work in the field, the wildlife trade monitoring organization
has chosen to focus on a small group of critically threatened species and
ecosystems.
Based in Cambridge, England, TRAFFIC is a branch of WWF-The Worldwide Fund
for Nature and IUCN-the World Conservation Union that works in cooperation
with the Secretariat of the Convention on International Trade in Endangered
Species (CITES). This international treaty now includes more than 150
member countries.
At the same time, the group will be working to inform decision makers about
the impacts of trade on plant and animal species and motivating efforts to
guarantee the ecological sustainability of trade in wild species, says
TRAFFIC program director Stephen Nash.
Both African and Asian elephants, poached for their ivory, will receive
special attention from TRAFFIC
during the next three years. So will African and Asian rhinoceroses, sought
for their horns which are
used in Asian traditional medicines.
Tibetan antelopes, killed for their fine hair used in making shahtoosh
shawls are high on TRAFFIC's list of priorities, and so are the estimated
6,000 tigers that remain in the wild.
During the next three years, TRAFFIC will concentrate on policing the
illegal trade in marine and freshwater turtles, tortoises, sturgeons and
sharks.
The organization will also keep a close watch on trade in threatened trees
such as the bigleaf mahogany.
The needs of humans are not forgotten in the push to preserve wild species.
A major objective for the next three years is to ensure the security of
wildlife resources of particular value for food and medicine.
Nash said, "Our work will encourage governments, industry, consumers and
local communities to take appropriate actions to reduce threats to these
species. Our regional based programs will contribute to the development and
implementation of trade monitoring systems and trade management plans for
priority species."
"TRAFFIC will be evaluating local and national controls for threatened
species in trade, and pushing to strengthen them," he said.
The organization will focus on researching and understanding wildlife trade
processes that act on specific ecological landscapes, identifying threats
and root causes to biodiversity loss, and promoting appropriate solutions.
Over the next three years, TRAFFIC will be concentrate on coastal forests
and marine areas of East Africa, the Eastern Arc Mountains and Miombo
Woodlands of Africa.
Other high priority areas include the Lower Mekong River of Southeast Asia,
the vast Russian Far East, the Chihuahuan Desert of North America, the
Amazon Basin, and the Guyana Shield of northern South America.
This is an enormous task, and Nash says that international cooperation in
the regulation and management of use of wild resources is essential.
There are approximately 200 multilateral environmental agreements in
existence, many of which include provisions that regulate harvesting and
trade in wild species.
The organization will also monitor the application of certification and
accreditation schemes for wildlife products, and encourage international
development, finance and trade mechanisms that complement efforts to ensure
wildlife trade does not exceed sustainable levels.
Over the next three years, the TRAFFIC network will mainly direct its
efforts towards CITES, the Convention on Biological Diversity, the World
Trade Organization, and a variety of regional fisheries and timber trade
agreements.

They Aren't 'Just Resting': The Democratic Party is Dead

If I were a political consumer, I would -- with apologies to the
late Monty Python parrot -- be going
back to the store right about now and registering a complaint:
"This political party -- the Democratic Party. It's dead."

"No, no, no no," he replies, "it's just resting."

But I know a dead party when I see one, and I'm looking at a dead
party right now. Just consider the
past eight years: lost the presidency, both houses of Congress,
almost all its majorities in state
legislatures, most governorships. Will lose additional House
seats in the next redistricting. Most of
the current justices of the Supreme Court appointed by
Republicans, also most current federal
judges. And the interminable Bill Clinton scandals. The
Democratic Party is stone dead. Dead as a doornail.

Not at all, he says. After all, the Democrats are only one seat
away from taking over the Senate. If
Katherine Harris and the Supreme Court hadn't mucked it up, Al
Gore would be in the White House
right now. He won the popular vote by a half-million. Democrats
and Greens together won more
than 3 million more votes than the Republicans. And the Dems
raised as much soft money as the
Republicans for the first time in history. Forget the Clinton
unpleasantness. The public will forget it.
It always does. The party's not dead, "just resting."

Maybe, or perhaps it's stunned, lying there inert with less than
two years to go until the midterms.
Simply can't get over not having Bill Clinton in the White House.

But just you wait, say the party's salesmen: Someone will emerge
to bring it back to life.

Look, the only reason the Democratic Party is sitting upright is
that it's been nailed there, like the
Python parrot. Who speaks for the Democrats? Clinton is utterly
disgraced. Gore ran a lousy
campaign. Terry McAuliffe heads the Democratic National Committee
only because he raised a ton of money for Clinton.

And don't tell me the Democratic Leadership Council, with all
that talk about being from the vital
center -- why, even Hillary joined up -- is going to revive this
bird. The DLC stands for nothing,
nada, zero, except it's anti-union. No grass roots. No troops. No
one out in America cares about the
DLC. The DLC says it's centrist, but centrism is wherever the
polls say most Americans are. And
most Americans drift wherever there's a lot of hullabaloo.
Centrism is unprincipled. Centrism doesn't
lead. It follows. Centrism is Dick Morris. Centrism is nowhere.

If the Democratic Party's alive, why doesn't it insist that the
budget surplus be spent on health care
for the 44 million Americans without it? And child care for the
millions who lack it? And good
schools for all kids? Why doesn't the party say it's plain absurd
to spend $300 billion on the military
when the Cold War is over, and tens of billions more on a
missile-defense shield that won't work?
Why isn't it outraged that most of the benefits of President
Bush's tax cut will go to people at the
top? Why does it play dead on the environment? Why? Because it's
not playing dead. It is dead!

The Dems aren't even fighting for campaign finance reform. They
got so much soft money last time that they've decided to hold on.

This party is no more. It has ceased to be. It's expired and gone
to meet its maker. This is an ex-party!

[CTRL] Clinton Memorial

Dear Friends and Relatives:

We have the distinguished honor of being on the committee to raise
five million dollars for a monument of Bill Clinton.   We originally
wanted to put him on Mt. Rushmore until we discovered there was not
enough room for two more faces.

We then decided to erect a statue of Bill Clinton in Washington, D.C.
Hall of Fame.   We were in a quandary as to where the statue should be

placed.   It was not proper to place it beside the statue of George
Washington, who never told a lie, or beside Jesse Jackson, who never
told the truth, since Bill Clinton could never tell the difference.

We finally decided to place it beside Christopher Columbus, the
greatest Democrat of them all.   He left not knowing where he was
going, did not know where he was, returned not knowing where he had
been, and did it all on someone else's money.

If you are one of the fortunate people who have anything left after
taxes, we expect a generous contribution to this worth while project.

We charge the ICTY and the American government with falsifyingwar crimes 
charges against President Milosevic solely for the purpose ofmanipulating 
public opinion against "the Serbs," justifying NATO's barbaric78-day 
campaign of terror against Yugoslavia in 1999, and to deflectattention from 
the bombing's horrific consequences. Meanwhile, the ICTY hasexonerated its 
NATO sponsors of responsibility for a host of well-documentedwar crimes and 
crimes against humanity, including the deliberate bombardmentof vital 
civilian infrastructure, conspiracy to initiate a war ofaggression, the 
lethal targeting of journalists, the use of anti-personnelweapons such as 
cluster bombs in areas of high civilian concentration, andbombing with the 
intent and effect of unleashing environmental 
catastrophe.    
Having cleared her NATO paymasters of criminal responsibilityfor their 
deliberate bombing of Radio Television Serbia (RTS) in Belgrade,which killed 
16 journalists and support staff, ICTY Chief Prosecutor CarlaDel Ponte now 
asserts that Mr. Milosevic and the RTS director, DragoljubMilanovic, were 
culpable in these victims' deaths because they had been"notified in advance" 
that the facility would be bombed! Despite Del Ponte'spromises, no evidence 
to support these charges has been made public. Mr.Milanovic has been ordered 
detained by a Belgrade judge, a clear effort bythe DOS forces to dignify Del 
Ponte's outrageous 
claim.    
While some DOS spokesmen refer openly to the need to cooperatefully with the 
ICTY, others affect a different-sounding stance, calling forprosecuting Mr. 
Milosevic in a "Serbian trial," on charges of "corruption,"and "war crimes." 
But their call for a domestic trial of Milosevic isnothing but "patriotic" 
fakery: a pathetic trick aimed at concealing theirown craven duplicity in 
carrying out the orders of their foreign masters. Asthe experience in Russia 
and the rest of Eastern Europe has shown, bowing toWestern pressure will 
never improve living standards; and imposing politicalrepression will only 
leave deep and long lasting scars on the 
nationalpsyche.    
Let it be known that we categorically reject the case againstPresident 
Milosevic:    
* Milosevic the so-called "ethnic cleanser" preachedmultinational unity, not 
nationalist intolerance. His famous 1989 speechthat supposedly called for 
Serbs to shed Albanian blood actually said:"Yugoslavia is a multinational 
community and it can survive only underconditions of full equality for all 
nations that live in it." The effort toprosecute Milosevic is an attack on 
all who support multinational 
unity.    
* Milosevic conducted no persecution of Albanian civilians: hedid not drive 
Albanians from Kosovo, except to clear civilians out of a zoneof combat and 
bombing. Albanians who fled Kosovo fled NATO bombs and groundcombat between 
KLA rebels and Yugoslav federal troops. Some 100,000 YugoslavAlbanians lived 
peacefully in the Serbian capital of Belgrade throughout thewar, suffering 
no ethnic 
persecution.    
* The most notorious "atrocities" for which Milosevic is accusednever 
happened: the 40 Albanians found dead in Racak were never "executed"but in 
fact were KLA troops killed in action in a variety of encounters,then laid 
out together in a ditch for the cameras. The 1500 bodiessupposedly buried in 
the Trepca mines were never found. NATO specialistssent in to find proof of 
mass extermination of 100,000 Albanians in factfound only 2,800 bodies. And 
most of those were neither Albanian civiliansnor even Albanians, but rather 
Serbs, Romas, Egyptians, Goranis and othervictims of KLA 
atrocities.    
* There is no evidence whatsoever for the most preposterous andrecent 
charges: that Milosevic knew in advance of the bombing of the RTStelevision 
station in Belgrade but let 16 people die to create outrageagainst NATO, or 
that thousands of Albanians were stuffed into meat grindersand disposed of 
in mineral mine-shafts in Mitrovica,

troubled by the very electorial flaws by which their party have
in the past benefitted.

The commitment to improving our electorial system is at best

The Voter Fraud Iceberg

One of the great ironies of all the high-mindedness that
surrounded the Presidential vote recounting in Florida last year
is that the groundswell for accuracy must have had politicos
quaking in their boots from San Francisco to Philadelphia. Honest
vote counting? Egad! The fact is that if one was able to insist
on the kind of honest balloting that we demand of, say El
Salvador, some of America's biggest cities would look like
electoral sinkholes. Increasingly, though, voter fraud is finding
its way onto local agendas.

The U.S. Justice Department and local officials in St. Louis have
just shown what a coordinated effort can do to clean up election
irregularities. The voting last November in St. Louis was a mess
and included charges of voter fraud. That is changing.

A grand jury there is investigating 3,800 suspect voter
registration cards, including some for dead local officials, that
were turned in shortly before the deadline for last week's
mayoral race. In that primary vote, election workers were allowed
to ask for photo ID from voters, and a local judge ruled that the
election board could throw out a list of 54,000 voters it said
had moved. Joe Neill, the election board chairman, noted that if
he had been forced to use the inactive list, the city would have
had 13,000 more registered voters than the U.S. Census lists as
the total number of adults over age 18 in St. Louis.

Attorney General John Ashcroft says that sending Justice
Department monitors to places like St. Louis, which aren't
covered by the Voting Rights Act, can help local officials cope
with problems of access and intimidation. He also announced that
he will appoint a new senior counsel to make certain "Americans'
votes are not diluted by voter fraud."

That's a great idea. This country doesn't just have a
voting-machine problem; it's rife with incompetent or nefarious
practices that make U.S. election procedures "the sloppiest in
the industrialized world," according to noted political scientist
Walter Dean Burnham.



Philadelphia is another example. Eight years ago, a federal judge
had to overturn the results of a special state Senate election
due to absentee ballot fraud. At that time, the Reno Justice
Department refused to investigate and local officials let the
issue slide.

Now Philadelphia is the focus of a joint legislative committee
tasked with improving the accuracy of elections. A Philadelphia
Inquirer review of results from last year's election in 200
precincts found that more than 3,000 votes were miscounted--often
because poll workers simply didn't add the totals correctly.
Philadelphia has just over one million registered voters; that's
just about the number of eligible voters the Census estimates
live in the city. Something is clearly wrong.

We ought to be able to agree that if any degree of trust is to be
maintained in how we vote, then local lists of exactly who may
vote ought to be reasonably accurate. Today, however, voter
rolls, notably in California, are full of dead, moved or
ineligible people--most of whom must remain on the books to
satisfy federal mandates. The most famous mandate is the 1994

Expanding 'Real IRA' now the major  threat

Some senior security figures suggest the republican faction responsible for the
Omagh bombing has reached 80 per cent of the operational capacity of the Provisional
IRA before its last ceasefire, writes Jim Cusack, Security Editor

According to Garda and RUC figures, the "Real IRA", the group which carried out the
Omagh bombing on August 15th, 1998, killing 29 people and injuring 300 others, has
achieved a level of support that may make it impossible to defeat using conventional
antiterrorist policing.
It is now known that the group has established an operational base in Britain,
enabling it to carry out attacks in London. It was the "Real IRA" and not the
Continuity IRA, as stated in The Irish Times last week, which carried out the bomb
attack on the BBC, according to Garda sources.
It had been believed previously that the Continuity IRA had infiltrated a terrorist
unit into London which was being supplied with explosives by the "Real IRA".
However, it is now believed the "Real IRA" may have developed into the most advanced
terrorist group in either the Republic or Northern Ireland.
The momentum of its attacks is also increasing. Since the start of the year it has
carried out or attempted landmine attacks in Cookstown, Co Tyrone, Armagh and
Claudy, Co Derry; a heavy mortar attack in Derry; and the bombing in London.
It is not now thought responsible for the small explosion at a Territorial Army base
in north London when a 14-year-old cadet lost his eyesight and a hand. It is thought
this was the result of an accidental explosion of a stun grenade.
The most serious attack by the "Real IRA" since Omagh was the mortar assault on
Ebrington Barracks in Derry on January 22nd. The mortar struck its intended target,
the junior officers' mess, where 20 young soldiers were socialising. Only a minor
fault in the mortar prevented carnage.
Both RUC and Garda antiterrorist Special Branch units are devoting most of their
resources to countering the spread of the "Real IRA". However, it appears the group
has improved its defences against infiltration by the police.
Garda Special Branch work has been reduced since the Provisional IRA ceasefires. The
RUC Special Branch has also been hit by early retirements as part of the Patten
reforms and natural wastage. It is anticipated that, by the end of this summer, the
RUC Special Branch will be more than 40 per cent below strength.
Some senior gardaí and RUC officers believe the opportunity to eliminate the "Real
IRA" in the aftermath of the Omagh bombing, when there was widespread antipathy
towards it, has been lost. The group has attracted disaffected Provisional IRA
figures, who are believed to include a number of activists regarded by security
forces as among the world's leading improvised bomb and mortarmakers.
A Newry man suspected of leading some of the Provisional IRA's most deadly
operations against the security forces in the North is believed to have defected to
the "Real IRA". It is thought his experience and leadership abilities are beginning
to be reflected in the increased professionalism of recent "Real IRA" attacks.
The group is also said to be very focused on its aims, delineated in court by a
senior Garda Special Branch officer as achieving by "violent and criminal means . .
. to bring down the present peace process and return Northern Ireland to a state of
conflict".
Gardaí have also stated in evidence that the group's "political wing" is the 32
County Sovereignty Committee.
According to senior Garda sources, the group's main problem is finance.  The
Provisional IRA has kept its fund-raising organisation intact and is resisting
attempts by the "Real IRA" to muscle in on activities such as the sale of smuggled
cigarettes in Belfast.
The shortage of funds in the "Real IRA" means it is unable to provide wages for its
key figures. Its principal bomb-maker, a west Dublin man who was formerly a full-
time bomb-maker for the Provisional IRA, now has a day job.
The group has been carrying out robberies and is also raising funds through social
functions and collections here and among the expatriate communities in the United
States and Britain.

NEW YORK (CNN) -- Sen. Hillary Rodham Clinton had no comment
Sunday about a published report saying that federal investigators
have subpoenaed records from the Rockland County Democratic Party
in connection with the sentence commutations for four Hasidic
Jews.

As part of its probe into former President Clinton's last-minute
pardons, the U.S. attorney's office is looking into whether the
New York Democrat played a role in Clinton's decisions to commute
the sentences of four men from New Square, New York. The men were
convicted in 1999 of misusing a federal anti-poverty program and
bilking the government of $40 million.

The Hasidic Jewish community of New Square supported Mrs. Clinton
in the November election and voted 1,400 to 12 in her favor over
her Republican Rick Lazio.

"Senator Clinton has spoken on several occasions regarding this
issue and has stated there is no connection between the two and
we have nothing to add," said Press Secretary Karen Dunn Sunday.

Mrs. Clinton has previously said she sat in on a December White
House meeting with supporters of clemency for the four Hasidic
men, but said she played no role in her husband's decision.

The Journal News in Westchester County reported Saturday that
federal prosecutors have subpoenaed Rockland County Democratic
Party records, looking for any link to the sentence commutations

Marvin Smilon, spokesman for the U.S. Attorney's office, had no
comment on the newspaper report.

:: BUSH ADMINISTRATION BACK AWAY FROM STRONG PRO-ISRAEL STANCE: The US
State Department is calling it misspeak, but Secretary of State Colin
Powell described Jerusalem as the "capital of Israel" during a US House
committee hearing on Wednesday, and said the Bush Administration is still
committed to moving the American embassy there. The State Department was
busy with damage control following Powell's remarks before the House
International Relations Committee, which drew quick criticism from Arab
countries. State Department officials met for hours after Powell's
testimony to determine if he had intended to alter US policy or if he had
simply spoken off the top of his head. A State Department spokesman said
yesterday it was the latter. [Editor's note: If the Bush administration was
truly "pro-Israel", why did they worry about "damage control"?]

Meanwhile, it is reported that the man the Bush administration is seriously
eyeing for the post of US ambassador to Israel is not only the architect of
former President Clinton's failed Middle East peace initiative, he is also
the brains behind earlier failed peace efforts by Bush's father. Daniel
Kurtzer, now serving as US ambassador to Egypt, was the key figure in the
process of formulating the US decision to recognize the Palestine
Liberation Organization [PLO] and Yasser Arafat as the legitimate and sole
representatives of the Palestinian people. Though he is an Orthodox Jew [or
so he claims], Kurtzer has a long-standing antipathy toward Israel. In his
1976 Ph.D. dissertation at Columbia University, Kurtzer blamed Israeli
responses to terrorist strikes for "the radicalization of those
Palestinians to violence." Interestingly, Kurtzer never characterized as
"terrorists" those who carried out massacres of civilians. In his thesis,
they were called "guerrillas."


:: IS AMERICAN AIRLINES SUSPENDING SERVICE TO ISRAEL AS GESTURE TO THE
ARABS? AMR Corporation, the parent of American Airlines, and the likely
purchaser of the assets of TWA from bankruptcy proceedings, announced
suddenly on February 28, 2001 that it intends to "suspend" daily TWA
service to Tel Aviv as it "concluded it does not make economic sense to
continue the route at this time." This surprise, last-minute announcement
raises serious questions as to why Israel has been singled out for changes
in TWA service - since the economic facts demonstrate clearly that the JFK
daily flight has been and remains very profitable - in spite of the recent
slowdown in tourism to Israel - certainly more profitable than flights to
Egypt and Saudi Arabia, which will not be "suspended" or cancelled. In 1999
the New York-Tel Aviv line has earned profits of $10 Million for TWA. In
2000 the direct line earned profits of $8.5 Million, despite the slowdown
of tourism is the 4th quarter. The line continues to fly at 80% capacity,
serving a variety of business and tourist visitors to/from Israel. The
reasons for the "suspension" must be based on other considerations. Does
American Airlines believe that continuing service to Israel will adversely
affect its business relationships with other middle-eastern countries?


:: EGYPTIAN STUDY CLAIMS MOSLEM SITE PREDATES FIRST TEMPLE: [Editor's note:
This is NOT a  parody] An Egyptian study claims that the western wall of
the Temple Mount is actually the Buraq Wall, not the western retaining wall
of the Temple Mount. Contained in a book issued recently by the Ain Shams
University's Middle East Research Center, the study claims 95% of Jews are
not Israelites but rather foreigners of mixed races as referred to by
British anthropologist James Fenton's 1966 paper. It further claims it is
illogical that there are any antiquities belonging to any prophets beneath
Al-Aqsa Mosque, alleging that the Al Aqsa Mosque was built 2,000 years
BEFORE Solomon. Note the founder of the religion of  Islam, the Prophet
Muhammad, was born 500 years AFTER the destruction of the SECOND Temple [70
CE].

several acts of terrorism -- an IRA car bomb at the BBC offices in London,
and two deadly Palestinian bomb attacks against Israeli civilians --  one

HonestReporting.com to ask: How were the two stories reported?
A survey of CNN and BBC indicates a pattern of anti-Israel bias. Both Web
sites labeled the IRA bombers "terrorists" -- and then did verbal
contortions to avoid calling Palestinians by the same incriminating
appellation. Instead, Palestinian bombers are referred to as "militants."

The NEW YORK TIMES headline of March 5th read "Suicide Bomber Kills 3

killed on Sunday in a suicide bombing attack by a Palestinian terrorist in

   If barbed wire were used, the symbolism would be too much like concentration
camps of old.  It's quite worse than Apartheid ever got.  The White South
Africans never did to the Blacks the kinds of things the Israelis are doing
to the Palestinians.

-- use other means than barbed wire and official looking concentration
camps.  The result is the same however, especially with the new Sharon/Peres
policy of "trenches", on top of military checkpoints, on top of colored
identity passes and license plates, on top of the new high-tech means of
following, monitoring, and targeting those who are Palestinian.
   Have those who continue to support the Israelis no shame?  Have those

  PALESTINIANS TRY TO BREAK BLOCKADE

 Ariel Sharon appears on CNN's "Late Edition with Wolf Blitzer"

RAMALLAH, West Bank, 12 March, CNN -- Israeli soldiers have fired tear
gas and rubber bullets at hundreds of Palestinians trying to tear down
an army blockade using a bulldozer.

About 1,500 Palestinians, led by Information Minister Yasser Abed Rabbo,
marched towards a barrier north of the West Bank city of Ramallah on Monday
to protest against the blockade.

It had been constructed using tanks, trenches and ramparts the previous
day, in an effort to cut off all access to the town, which is home to about
50,000 people.

The violence broke out when a bulldozer, draped in a Palestinian flag was
driven at Israeli positions.

Israeli Prime Minister Ariel Sharon had earlier defended the tightening
of the blockade.

The new leader said the move had been in response to reports that Palestinians
were allegedly stepping up their plans for further attacks against Israelis.

His office said in a statement: "In light of specific information on an
attack from within the city of Ramallah, the closure has been intensified
and operational activity has been intensified in order to thwart the attack.

"The policy of Prime Minister Sharon is to make things easier...but it
will act in those places where terrorist activity is carried out, all this
as part of a policy to thwart attacks and fight against terrorists and
those who send them."

Sharon's adviser, Raanan Gissin, said the blockade was aimed at preventing
attacks on Israelis, both by restricting travel and by exerting pressure
on Palestinian National Authority President Yasser Arafat.
The statement, released before talks between European Union representatives
and Arafat, gave no details of the attack.

Sharon was expected to face opposition against the measure from coalition
partners at the first cabinet meeting since he took power last week.

Foreign Minister Shimon Peres and Transportation Minister Ephraim Sneh,
both of the Labor Party, have questioned the effectiveness of the move.

But Sharon laid out his policy on CNN's Late Edition over the weekend,
when he said he would not negotiate with the Palestinians as long as there
was violence.

During the interview he did offer sympathy to the plight of Palestinians,
and spoke of a willingness to "ease conditions" of those living in the
West Bank -- but only once the violence had stopped.

"There is a famous saying, 'It's hard to be a Jew,'" he said.

"It's also hard to be a Palestinian. I know that. I would like to take
all those steps, but first of all it should be quiet.

Sharon said he sent a message to Arafat, telling him that he would "like
very much to ease the conditions" of Palestinians.

Sharon said it was a "major mistake" of Ehud Barak, his predecessor, to
negotiate with the Palestinians while violent clashes were erupting between
Israelis and Palestinians. He said Barak made too many concessions and
Israel became "weaker and weaker."

"I think that Arafat has not reached yet the point that he understands
that he's facing now a different government," the 73-year-old ex-general
said.

Israeli media reports said the closure was part of a new army plan, approved
by Sharon, under which troops will cut up the West Bank and Gaza into dozens
of smaller areas, and tightly control each subdivision.

The blockades on the West Bank and Gaza, which hampers Palestinian movement,
have been criticised by the international community for creating an economic
stranglehold.

New Gun Control Politics: A Whimper, Not a Bang

   WASHINGTON -- In the days following shootings at schools in California
and Pennsylvania
   last week, the new reality of gun control politics became starkly clear.
Unlike in 1999, when
Democrats reacted almost immediately to the massacre at Columbine High School
in Colorado with
demands for tough new gun restrictions, there were few calls to action. Senator
Charles E. Schumer of
New York, one of Washington's most aggressive gun control proponents, simply
suggested a voluntary
"code of ethics" for gun owners and their families.

It was a strikingly muted response from a movement that, less than a year ago,
thought it had finally
reached the gates of political power. "You are the future now," declared Sarah
Brady of Handgun
Control, Inc., to the hundreds of thousands at the Million Mom March. "We must
either change the
minds of lawmakers on these issues or, for God's sake, this November let's change
the lawmakers."

But the laws didn't change, and neither did many of the lawmakers. Instead, a
strongly anti-gun control
governor was elected president. The euphoria of last year's march is a distant
memory (one of its
offshoots, the Million Mom organization, laid off 30 of its 35 employees on Friday)
and the gun control
movement, despite far-ranging efforts to match the National Rifle Association
in raw political power,
seems to have fallen farther behind.

"I don't think views have changed in the Democratic Party on this issue," said
Laura Nichols,
spokeswoman for Representative Richard A. Gephardt of Missouri, the minority
leader. "But the
political reality has changed dramatically."

What happened? Obviously, the election of President Bush, a long-time ally of
the N.R.A., put a
towering obstacle to gun control legislation in the White House. As governor
of Texas, he signed laws
making it legal to carry concealed weapons and difficult for cities to sue gun
manufacturers.

But many centrist and conservative Democrats have also concluded that gun control
has become their
party's albatross, costing it crucial votes among white, male, rural voters in
key states across the South
and Midwest. And their concerns have touched off a roiling debate within the
party over whether to
play down or even discard the issue.

"Gun control," lamented Steve Cobble, director of Campaign for a Progressive
Future, a liberal
political action committee, "has become the shorthand for why Democrats don't
do well."

Even President Clinton, a staunch advocate of gun control, offered what for gun
control advocates was
surely a dispiriting post-election assessment of the rifle association's strength.
"They probably had more
to do than anyone else in the fact we didn't win the House this time, and they
hurt Al Gore," he said.

Not surprisingly, the rifle association has been taking major credit for electing
Mr. Bush. "With a new
presidential administration in our nation's capital, we'll be actively working
to root out gun-hating
bureaucrats deep in the heart of the federal government, especially in the Treasury
and Justice
departments," a recent N.R.A. fundraising letter says.

The N.R.A. certainly had its successes, pouring enough money into major races
to help prevent
Democrats from retaking control of the House. And it claims, and many Democrats
agree, that gun
control was the factor that put three swing states — West Virginia, Arkansas
and Tennessee — into
George W. Bush's column.

Yet there is ample evidence that the rifle association was less successful in
last year's election than its
supporters claim, despite far outspending its opponents. Of the seven Senate
races where the N.R.A.
spent the most money, five of its candidates lost, including Spencer Abraham
in Michigan, John D.
Ashcroft in Missouri, Rod Grams in Minnesota, Bill McCollum in Florida and Slade
Gorton in
Washington, according to a Democratic analysis. All five were N.R.A. allies and
all were replaced by
advocates of gun control.

In Colorado and Oregon, ballot measures to require buyers to undergo a background
check before
making purchases at gun shows passed overwhelmingly, though the N.R.A. spent
$1.7 million trying to
kill them. And while the rifle association devoted significant resources — including
the time of its
president, Charlton Heston — to beating Mr. Gore in Pennsylvania and Michigan,
the vice president
won both states.

"The N.R.A. definitely has won the perception war," Mr. Cobble asserted. "But
they lost the election."

Polls show that a majority of Americans continue to support gun control. In January,

"Visiting" Iraq

(This is what the late Ace R. Hayes had to say about the war against Iraq on 
January 30th, 1991, at his "Secret Government Seminar", versions of which he 
held for over thirty years until his untimely death on February 13th, 1998. 
Hayes was editor and publisher of the Portland Free Press from 1993 to 1998.) 

One cruise missile officially costs 1.32 million dollars. They admit now to 
having shot over 300 into Iraq. They might as well have taken that Tomahawk and 
fired it straight into the state of Oregon's higher education system. The State 
is going to be laying off professors, raising tuition, cutting back on building 
programs and reducing scholarships. Education, housing, health care -- all of 
the things we have a vested interest in are being trashed by the president of 
the United States.
We don't hear of civilian casualties in Iraq. I heard on short-wave radio 
that there were over 200,000 civilian casualties so far. Now that is what I 
would expect. The amount of explosives that are being dropped in an area the 
size of California adds up to the most intensive bombardment ever experienced in 
human history.
How many of us have heard the US Marine Corps. hymn, which starts "From the 
halls of Montezuma to the shores of Tripoli?" The shores of Tripoli refers to 
killing people in the Middle East over 200 years ago. The great moment 
memorialized as taking place in the "Halls of Montezuma" refers to a school for 
Mexican military students, Chapultepec castle, built on a promontory. Being 
blockaded by the invading Yankees, they refused to surrender, with scores of 
cadets leaping off the back side of the cliff to avoid doing so. And that is the 
typification of U.S. corporate imperialism around the world for the last century 
and more.
Those cruise missiles might as well be fired directly into housing in this 
country. We don't have money for housing, but we have money to carpet-bomb Iraq. 
Why is it we have money to carpet-bomb people half way around the world, but 
don't have money for housing at a time when millions of Americans are 
homeless?
We are up there at 40,000 feet with B-52s carpet-bombing people who can't 
even shoot back. How noble, how courageous, how virtuous is shooting fish in a 
rain barrel? And yet the briefings from the Pentagon babble on about "sorties." 
We don't bomb people -- we "visit" them. And we "re-visit" them if the first 
"visit" didn't do sufficient damage. They're starting to degrade language to the 
point where it'll be impossible to think about what's happening. If you can 
accept General Schwarzkopf's description of the most massive, savage bombing 
campaign in the history of the human species as a "visit," then what can't they 
get away with in both their actions and the language they use to cover up their 
tracks?
An eleventh Century feudal monarch with 80 wives, 20 Rolls Royces and a dozen 
gold Rolexes, who drops millions of dollars on a Monaco crap tables and whore 
tables is a democrat? Actually judging by the standards of the Bush 
family, H.H. the Emir of Kuwait, is no less of a "democrat" than they. Democracy 
means power to the people, a notion which makes the Bushes wince. They are for 
power to the elite. What we have is a kakistocracy, rule of the 
state by the worst persons in it. I equate it to a cesspool, where the biggest 
ones float to the top. We've got to stop entertaining the proposition that mama 
is a "sex therapist." She is a whore. This is an emotional problem we have in 
this country. We can't deal with reality because it's too threatening.
In the history of evil s.o.b.'s, George Bush ranks very high. You want evil 
people to have as little power as possible. In the case of George Bush, we have 
the unfortunate circumstance of having an extremely evil individual with power 
beyond the wildest imaginings of any despot in history. Why is it that twice as 
much cocaine came into the Untied States after George Bush was head of the South 
Florida Task Force on the Interdiction of Narcotics? The only member of the Bush 
family who is not a Mafia scumbag is the dog. George Jr. got to make $230,000 by 
selling his shares in a Middle Eastern oil company before the "naked 
aggression." This indicates that maybe he knew what was coming. The shares took 
a nosedive the day of the invasion. "W" had a three-month lead time.
The U.S. Ambassador to Iraq April Glaspie told Saddam that the United States 
had no treaty with Kuwait and would consider it an Arab border issue and not 
take a stand should Iraq attack Kuwait. She stated that her instructions came

Well, you know how it is.  We've been searching everywhere for a president
that Tim and Cokie found charming.   That dumb Bill Clinton fired Billy Dale,
and Tim and Cokie didn't like that.  So now that Tim and Cokie and their
friends Rehnquist and Scalia have picked a truly charming president for us,
we can all relax.   Still, I wish our charming president hadn't dumped
Cinton's attempt to get medical care for repetitive movement injuries.
Wincing when hearing "how the president speaks" has become a repetitive
movement for me; I could require medical care for it long before Dubya's term
