The Bush adminstration, which considers the court an affront to US sovereignty, had said it would veto such missions wherever it believed American troops might be prosecuted. We will never permit Americans to be jailed John Negroponte US ambassador But after weeks of wrangling and amid howls of protests against the US stance, Washington backed away from seeking permanent immunity for its troops, so enabling the UN to adopt the compromise resolution. The council then renewed immediately renewed the UN's peacekeeping mandate in Bosnia, which Washington had threatened to block. Assurance But while the future of UN peacekeeping and the newly established International Criminal Court (ICC) appear to have been saved, neither the UN nor the court have emerged unscathed from what has been a marathon diplomatic battle, says the BBC's Greg Barrow in New York. Days of intense negotiation ended in compromise The resolution calls for a 12-month exemption in investigating or prosecuting peacekeepers who are from countries that do not support the ICC. The Security Council will have to renew this immunity on an annual basis which gives Council members an option to take away this added protection. For Washington, it falls short of the blanket immunity that it had first sought against what it fears could be frivolous or politically motivated prosecutions of US troops. But the deal does offer a practical way out of a damaging dispute with most other UN member states. 'Sad day' The US ambassador to the UN, John Negroponte, said the resolution offered a degree of protection but warned that the US Government would never permit the detention of any American by the court. "We cannot accept a structure that may transform the political criticism of America's world role into the basis for criminal trials of Americans who have put their lives on the line for freedom," he said. But some of the strongest supporters of the ICC court say that while the new resolution will have little practical effect on the court's work, it has set the bad precedent of Security Council interference in an internationally agreed treaty. "We think this is a sad day for the United Nations," said Canada's ambassador Paul Heinbecker. "We don't think it's in the mandate of the Security Council to intepret treaties that are negotiated somewhere else." The ICC is the first permanent court to try war crimes, crimes against humanity and genocide. It is expected to start work in The Hague in about a year. In terms of UN business, the settlement of the dispute allowed Council members to extend the mandate of a UN police training mission in Bosnia, and also a smaller mission in the Croatian enclave of Prevlaka. For decades Israel has violated well established precepts of international law and defied numerous United Nations resolutions in its occupation of conquered lands, in extra-judicial killings, and in its repeated acts of military aggression. Most of the world regards Israel's policies, and especially its oppression of Palestinians, as outrageous and criminal. This international consensus is reflected, for example, in numerous UN resolutions condemning Israel, which have been approved with overwhelming majorities. "The whole world," United Nations Secretary General Kofi Annan recently said, "is demanding that Israel withdraw [from occupied Palestinian territories]. I don't think the whole world ... can be wrong." [note 1] Only in the United States do politicians and the media still fervently support Israel and its policies. For decades the US has provided Israel with crucial military, diplomatic and financial backing, including more than $3 billion each year in aid. Why is the U.S. the only remaining bastion of support for Israel? Bishop Desmond Tutu of South Africa, who was awarded the 1984 Nobel Peace Prize, has candidly identified the reason: "The Israeli government is placed on a pedestal [in the US], and to criticize it is to be immediately dubbed anti-Semitic," he said. "People are scared in this country, to say wrong is wrong because the Jewish lobby is powerful -- very powerful." [note 2] Bishop Tutu spoke the truth. Although Jews make up only about three percent of the US population, they wield immense power and influence -- vastly more than any other ethnic or religious group. As Jewish author and political science professor, Benjamin Ginsberg, has pointed out: [note 3] "Since the 1960s, Jews have come to wield considerable influence in American economic, cultural, intellectual and political life. Jews played a central role in American finance during the 1980s, and they were among the chief beneficiaries of that decade's corporate mergers and reorganizations." Today, though barely two percent of the nation's population is Jewish, close to half its billionaires are Jews. The chief executive officers of the three major television networks and the four largest film studios are Jews, as are the owners of the nation's largest newspaper chain and the most influential single newspaper, the New York Times ... The role and influence of Jews in American politics is equally marked. Jews are only two percent of the nation's population yet comprise eleven percent of what this study defines as the nation's elite. However, Jews constitute more than 25 percent of the elite journalists and publishers, more than 17 percent of the leaders of important voluntary and public interest organizations, and more than 15 percent of the top ranking civil servants. Stephen Steinlight, former Director of National Affairs of the American Jewish Committee, similarly notes the "disproportionate political power" of Jews, which is "pound for pound the greatest of any ethnic/cultural group in America." He goes on to explain that "Jewish economic influence and power are disproportionately concentrated in Hollywood, television, and in the news industry." [note 4] Two well-known Jewish writers, Seymour Lipset and Earl Raab, pointed out in their 1995 book, Jews and the New American Scene: [note 5] "During the last three decades Jews [in the United States] have made up 50 percent of the top two hundred intellectuals ... 20 percent of professors at the leading universities ... 40 percent of partners in the leading law firms in New York and Washington ... 59 percent of the directors, writers, and producers of the 50 top-grossing motion pictures from 1965 to 1982, and 58 percent of directors, writers, and producers in two or more primetime television series." The influence of American Jewry in Washington, notes the Israeli daily Jerusalem Post, is "far disproportionate to the size of the community, Jewish leaders and U.S. official acknowledge. But so is the amount of money they contribute to [election] campaigns." One member of the influential Conference of Presidents of Major American Jewish Organizations "estimated Jews alone had contributed 50 percent of the funds for [President Bill] Clinton's 1996 re-election campaign." But the Agency, in violation of its own (pre-Reagan) charter, gathered domestic intelligence right from the start, and during the height of the anti-war movement, coordinated Operation CHAOS with the FBI, military intelligence, and various police departments, to infiltrate and disrupt those pesky peaceniks. (173) The CIA intercepted and opened mail, tapped phones, ran smear campaigns. (174) As we have already seen, during the heyday of MK-ULTRA, the Agency tested LSD on unwitting US citizens, in conditions that were far from clinical and in ways that were nowhere near being "scientific." They even used each other as guinea pigs. And there are still unanswered questions about what role, if any, the CIA might have played in inundating the 1960s counter-culture with LSD and other drugs during a crucial period, or even if they possibly created the counter-culture, through unforeseen circumstances, or even as the ultimate MK-ULTRA experiment in mass psychological control and manipulation through drugs. Too absurd to even consider? Then stop reading now, you won't be able to take what's coming next... There is something about the story of Mary Meyer-as-JFK's LSD- mistress that, if true, is naggingly bothersome. Like the assassination itself, it demands clarification, insists on being solved. Recall the plans of Al Hubbard and Humphrey Osmond to make the world a better, more peaceful place with the application of psychedelic chemical therapy to certain hand- picked politicians, and their claims of some success. All this quite a few years before Mary Meyer's similar campaign: was it a case of like thinking evolving from acid insight happening in two different places and times, or was Mary Meyer possibly acting as an agent for Hubbard and Osmond, or someone who was their direct agent? Consider the Leary connection to Mary Meyer in light of his connections to Hubbard, Osmond, and Aldous Huxley. Consider Hubbard's career as an undercover agent for various government agencies and defense related industries, including his connection to the CIA. Consider his later career spent fighting against the youth counter-culture that one would otherwise think he would have been proud of as being the fruit of his labors. Then consider Mary Meyer herself, estranged wife of one of the CIA's seminal top operatives, and her affair with a president who developed a mutual distrust for the CIA, a president who swore he would shatter the CIA into a thousand pieces and scatter the remnants to the wind. A president believed by many to have been assassinated by that same CIA. Consider the CIA sex and drugs safehouse experiments conducted by George Hunter White. Consider the proposed use of LSD as a means of discrediting foreign leaders. Consider the list of substances developed by the CIA, or attempted to be developed by the CIA listed above. The Death of Mary Pinchot Meyer

At approximately 12:45 PM on October 12, 1964, a 43-year-old Washington, DC area artist was gunned down on a towpath in Georgetown. The death of this woman, Mary Pinchot Meyer, brought much criticism towards Washington's Metropolitan Police Department for its inability to protect the public ("Washington" 24), but it was the shadowy events before and after her murder which have kept Mary's death a concern of people today. Jim Marrs's book, Crossfire: The Plot That Killed Kennedy, lists Mary Pinchot Meyer's death as one of the mysterious deaths associated with the John F. Kennedy Assassination (559). It is the purpose of this paper to explore the death of Mary Meyer in hopes of determining if she was killed in order to cover-up a conspiracy involving the assassination of John Kennedy.
At approximately noon on October 12, Mary Pinchot Meyer finished what would be her last painting; she then dressed in warm clothes and set out on a walk by herself while the painting dried. She left her studio between N and O streets in Georgetown and walked down towards the old Chesapeake and Ohio Canal towpath. The towpath is located between the canal and the Potomac River and is separated from the Potomac by a wooded embankment.
Air Force Lieutenant William Mitchell passed two people walking west as he was running east along the towpath that day. The first person he claims to have seen was a woman whose description closely matches that of Mary, and the second was a man walking in the same direction, about 200 yards behind her. Mitchell described the man as being about the same height as him, and "wearing a light colored wind breaker, dark slacks, and a peaked golf hat" (Nobilem and Rosenbaum 22).
Henry Wiggins, who worked at the M Street Esso station, was called to the area of the towpath that day in order to jump start a gray Rambler with a dead battery. As he got to the vehicle on Canal Road, he heard a woman yell, "Someone help me, someone help me," from the towpath down below (Nobilem and Rosenbaum 22). He then heard two gunshots and ran to the edge of the wall overlooking the towpath. He "saw a black man in a light jacket, dark slacks, and a dark cap standing over the body of a white womanâ¦" (Nobilem and Rosenbaum 22). According to Wiggins, the man then placed a dark object in the pocket of his windbreaker and disappeared into the wooded embankment leading down to the Potomac.
Wiggins jumped in his truck, sped back to the Esso station, and called the police department. Within five minutes of the phone call, police converged on the towpath and sealed off all of the five well-marked exits. Convinced they had the murderer trapped, police began to scour the towpath area.
Officer Warner came across the only live person on the towpath: a black man named Raymond Crump Jr. who was dripping wet. He was wearing dark slacks and a peaked golf cap. Even though it was a brisk day, he had no jacket with him and his pants zipper was open. Crump said he had gotten wet when he lost his fishing pole and went into the river to try and retrieve it. Moments later, when Crump was showing Officer Warner where he claimed to be fishing, Henry Wiggins saw the two of them down by the river and started yelling to police that that was the man he saw kill Mary Meyer. Raymond Crump Jr. was then arrested. When asked why his fly was down, he said the police did it.
The towpath and the river were scoured, but no murder weapon was ever found. Police did find a white windbreaker along the shoreline of the Potomac near where Mary was murdered. According to Officer Crooke of the Metropolitan Police Department, the windbreaker fit Ray Crump perfectly and was identified by Crump's wife as belonging to Ray (Nobilem and Rosenbaum 24). When the police were questioning Mrs. Crump, they also noticed fishing tackle in the hallway of Raymond's house. Further more, a neighbor claimed to police that Ray had left the house that morning wearing a white windbreaker and carrying no fishing tackle.
The case against Ray Crump seemed open and shut, but the lawyer for his defense was Dovey Roundtree, one of Washington's best defense lawyers, who claimed an acquittal rating of 80% for clients charged with murder (Nobilem and Rosenbaum 24). During the trial, she was able to get a mapmaker for the government to admit that there were other possible exits from the towpath that were not sealed off by the police. Henry Wiggins stated that he got only a fleeting glance at Mary's murderer and could not positively identify him as Raymond Crump Jr. Ms. Roundtree concluded her case without calling a single witness, and in closing remarks she stated that her 5'3" tall client could not be the same man described by the 5'8" Lt. William Mitchell who described the man following Mary as "about my size" (Nobilem and Rosenbaum 30). Prosecutor Hantman responded that Crump was 5' 5½"

I don't usually watch the charts, moment by moment. I have known where this stock market was headed since early 2000. I have not changed my mind. So, why bother to watch it, moment by moment, this late in the investment game? It was because I had just finished reading R. E. McMaster's July 2 issue of THE REAPER. I have been reading THE REAPER from its inception in 1978. It is a commodity newsletter, but McMaster comments on many things, including stocks. I pay attention to what he says about the markets. I had just read this: The June 26 turning point low so far only led to a minor bounce by stocks. The risk is a downside acceleration. . . . ongoing consolidations should be seen as bearish, and a weak close by the September S&P below 950, and September DJIA below 9000, are extremely bearish. McMaster was speaking of the futures market, which is normally higher than the spot (cash) market. I was watching the spot market -- the moment-by-moment market. The DJIA was barely above 9100; the S&P 500 was barely above 950. Would they hold? I watched as the DJIA began its descent below 9100. It had opened above 9100, but had dipped below, had recovered bruefly, and was now again below 9100. I watched in fascination as it began its descent toward 9000. It was not a panic sell-off, but it was slow and steady: down. Then I checked the S&P 500. It, too, was falling. It was below 950. Big Charts is a great site. Note: The need for major oil companies to monetize billions in investments in Central Asian oil fields has been cited frequently by FTW as one of the major motivations for U.S. complicity in the attacks of last September. Other motives have included economic control of an estimated $200 billion in cash generated by the opium trade from the region, geopolitical neutralization of potential threats to U.S. global dominance and, more recently, an apparently frenzied and progressively less coordinated effort to do whatever is necessary to sustain a failing U.S. economy. But Afghani stability remains an apparently unachieved objective. What is becoming more apparent is that an arrogant and increasingly criminal administration is less and less effective in realizing its foreign policy objectives and the resulting dangers of a global conflagration are increasing. Is there an even larger agenda being pursued? Perhaps. But what we know, 10 months after 9-11, is that there is less of the coveted oil in the region than was thought, and that the political stability necessary to complete the pipelines is apparently more elusive than the Bush Administration has hoped it would be. Nonetheless, pipeline construction is still a high priority. In this context we note a July 6 story from the Moscow Times reporting that the first-ever direct shipment of Russian oil to the U.S. consisting of 200,000 metric tons arrived in Houston July 3. -- MCR] July 10, 2002, 19:45 PDT (FTW) -- Pipelines and oil deals seem to be spreading out all over Central Asia. The players include all of the major oil companies, especially those with close ties to the Bush Administration, along with Russian oil companies, the World Bank, the Asian Development Bank, and the Central Asian republics themselves. Only the Afghanistan pipeline seems to be moving slowly. Meanwhile, Caspian Sea oil reserves have been downgraded, British Petroleum shows more signs of industry downsizing, and Matthew Simmons is warning of a perfect energy storm. Who Owns Caspian Sea Resources? Following the collapse of the Soviet Union, the world energy industry began drooling over the newly formed Central Asian republics and the Caspian Sea. Exploration quickly found what appeared to be enormous, untapped fields of oil and natural gas. Throughout the 1990s, deals were made with various countries claiming ownership of energy reserves. Unfortunately, according to the Department of Energy (DOE), the legal status of the Caspian Sea has yet to be resolved. Prior to 1991, the only countries bordering the sea were the Soviet Union and Iran. These two countries were bound by the 1921 and 1940 bilateral treaties, which stated that Caspian resources were to be owned jointly. Since the dissolution of the Soviet Union and emergence of Kazakhstan, Turkmenistan and Azerbaijan, there have been numerous disputes about resources in the Caspian Sea. Disputes came to a head in July 2001, when Iranian gunboats confronted a British Petroleum research vessel and ordered it out of waters to which Iran lays claim. Negotiations among the littoral states have made very slow progress in ironing out the disputes. A summit of the heads of state from the various Caspian Sea countries was postponed several times in 2001, as it became apparent that parties could reach no final agreement. For this reason, while many deals have been proposed between various energy consortiums and republics, none have materialized. Until the ownership status of the Caspian Sea has been resolved, there will be no further development of the Sea's oil and gas resources. But the press has ignored a much bigger scandal: how Harken Energy has benefited from war and terror in Colombia. George W. Bush went to work for Harken Energy in 1986 when the company bought out Spectrum 7, a company that had earlier purchased Bush's failed Arbusto oil company. Harken gave Bush $2 million in stock options, a $122,000 consulting job, and a seat on its board of directors. While Bush was working for Harken, Rodrigo Villamizar, an old friend Bush had met at a fraternity party in 1972, became director of Colombia's bureau of Mines and Minerals, the ministry that oversees the sale of oil concessions by the state oil company, Ecopetrol. According to a December 2001 report in Counterpunch,, Bush had helped Villamizar out in the '70's by getting him first a job with the Texas state senate's Economic Development committee, and then a seat on the state Public Utilities Commission. Toward the end of Bush's tenure at Harken, Villamizar returned the favor by granting Harken a series of oil contracts in Colombia. The bulk of the oil contracts were in the Magdalena Valley where military officers, drug traffickers, and cattle ranchers had come together to form right wing paramilitary groups that fought guerillas, assassinated union leaders and human rights activists, and terrorized peasants in order to force them off coveted land. Most of the oil companies doing business in the region either tacitly accepted or actively sought out the protection of these death squads. A 1996 Human Rights Watch report documents the fact that the Colombian military armed and assisted these groups and, under the guidance of the CIA, integrated them into its intelligence networks. The close cooperation between the military and the paramilitaries continues today - and tends to be most rampant in areas where there is a lot of oil production. The State Department has listed the paramilitaries as terrorist organizations, but has looked the other way as the Colombian army has continued to rely on them to do its dirty work in its war against dissidents. Harken is still doing business in the Magdalena Valley, thanks in part to funding from the World Bank's International Finance Corporation, and paramilitaries continue to terrorize anyone who threatens corporate interests in the region. Noone is alleging that President Bush personally ordered paramilitaries to kill peasants and intimidate union leaders in order to improve Harken's bottom line. But at the same time, given his close ties to Villamizar, and the fact that his father was President at the time, its highly unlikely that Bush was ignorant of the human rights issues involved in oil drilling in Colombia. All of this has a very immediate relevance today because Villamizar, who left Colombia to escape corruption charges and is now a covicted felon and fugitive from justice, drafted the Colombia policy for the Bush campaign in 2000, and still maintains close ties to the President. Counterpunch reports that Villamizar, who should be serving four years in a Colombian prison, was Bush's first choice to serve as Assistant Secretary of State for Western Hemisphere Affairs, but turned down the appointment. Villamizar's recommendations on expanding U.S. military aid to Colombia have been largely accepted by the Bush administration, and a new President in Colombia with links to the death squads is poised to use

Although I am sympathetic to the Palestinian cause, and hardly a friend of Israel, I must admit to being shocked at the analogy â made by many in the anti-Israel camp â between the Jewish state and the Thousand Year Reich. I remember seeing photos of a pro-Palestinian demonstration in the US that had swastikas scrawled all over the picket signs and slogans equating Sharon with Hitler. It seemed, at the time, a little over-the-top, and even offensive: after all, there is something distinctly ⦠icky about likening the victims of the Holocaust to the perpetrators. Now that the Israeli government is not only seizing Palestinian land but building public sector "Jews only" housing on it, however, the analogy between Zionism and Nazism is obscenely undeniable. The Nazi-Zionist equation is still overblown, of course, since Ariel Sharon has a looong way to go before the number of his victims even distantly approaches the six-million mark. But an important principle has been established, that of exclusivism as an official Israeli policy. Just as the Nazis declared that Europe would one day be "Judenrein" (without Jews), so the leaders of the Jewish state are now announcing their intent to create a Palestinian-free nation. Unless they are stopped, the radical Zionists will be forced to utilize the same methods as Hitler's stormtrooopers: massacre, deportation, and genocide. In America, the ceaseless refrain of Israel's amen corner boils down to one essential argument: that Israel is a "democracy," a member in good standing of the West, and even (incredibly) a "free market" economy â compared to the "closed" economies of the Arab world. It was my old friend, the pseudonymous "Emmanuel Goldstein," formerly our British correspondent and now writing his own excellent blog, Airstrip One, who first raised the interesting question as to whether Israeli political culture is, in reality, a Western phenomenon. Goldstein asserts that the waves of immigration to Israel from Arab countries, coupled with the growing Russian influence, consitutute a radically de-Westernizing influence: "So what are the cultural implications of this? Well it is orientalising Israel. Whereas the predominantly Ashkenasi Zionist movement was heavily influenced by the ideas sweeping around Western Europe because of the years spent in or near Western Europe â what is the likely outcome of a longer immersion in Arab culture for the Sephardic Jews?" The egalitarian socialist ideals the Labor Zionist founders of the kibbutz movement brought with them from Europe and planted in Israeli soil have been transmuted, in the Middle Eastern climate, into a malevolent hybrid that now openly pursues a policy of ethnic cleansing. The wall idea, the increasingly popular mass deportation option, the announcement that the IDF is in the West Bank "indefinitely,"and now ethno-religious exclusivism, all point to the dead-on accuracy of Goldstein's trenchant analysis, which he sums up succinctly: "Maybe what we are seeing is that Israel is becoming a foreign country to us. So our high standards should not be applied to Israel so rigorously." Every time the Los Angeles Times reports a news story that puts Israel in a bad light, they are flooded with emails vehemently protesting the coverage, and a boycott has been launched. On the East Coast, the other Times is under a similar assault. Major newspapers across the country have been boycotted, pestered, and bitterly denounced as the modern-day equivalent of Der Stuermer if they so much as look at Ariel Sharon cross-eyed â and they have been amazingly (I would say frighteningly) effective. Now, just think if all those angry emailers channeled their energies toward stopping this immoral and counter-productive "Jews only" policy from taking effect. How long would it take before the policy was changed? Of course, this time they aren't up against some mushy liberal editor, but the Iron Minister, the Israeli Bismarck, who is unlikely to be swayed quite as easily. But perhaps the argument that blatant exclusivism will alienate potential allies in the US â the source, after all, of Israel's main support and the key to its continued survival â will persuade some of the more reasonable elements within Israeli ruling circles, assuming that any are left. That's a big assumption, considering the troubling direction that Israeli society seems to be taking. You may blame this on the suicide bombers, but the growth of Israeli fundamentalism as a religious-political movement has reached new heights. The moves were revealed in a letter obtained from a confidential source, with two other sources corroborating its existence, adding additional information. U.S. Assistant Attorney General for the Civil Division Robert D. McCallum, Jr. and United States Attorney for the Southern District of New York James B. Comey advised U.S. District Judge Alvin Hellerstein, also of the Southern District of New York, that the Department of Justice (DOJ) will intervene to control access to all evidence and documents related to all private litigation before Hellerstein's court regarding the terrorist attacks of September 11, 2001 -- citing "grave national security concerns" as their motivation. The McCallum and Comey correspondence advised Judge Hellerstein of their intention to "seek [court] entry of a global discovery order [effectively controlling evidence obtained from any country]," requiring that 1) "Transportation Security Administration (TSA) be served with [have prior access to] all requests for party and non- party discovery," 2) "defendants and non-parties submit all proposed discovery responses that may contain `sensitive security information' (SSI) to the TSA prior to releasing such material to plaintiffs," and 3) "TSA have the necessary opportunity to review such material and to withhold `sensitive security information' " [from victim-family attorneys]. One victim family plaintiff -- speaking off the record -- told Scoop Media that family members and their attorneys have not yet sought internal memos, electronic mail, facsimiles, and documents which would shed public light upon what had to be extraordinary legal maneuverings. However, added high stakes related to the publicly undisclosed contents of the controversial August 6, 2001 Presidential intelligence briefing prior to the attacks, and a secret July, 2001 FBI memo -- said to be "50 times more significant than the August 6 briefing," by a Congressional investigator (New York Times, 5-18- 2002), will only serve to heighten the importance of the June 20 letter. Will We Ever Know What Really Happened? The victim family source complained to Scoop Media that "now the White House is trying to control or block the evidence we need to prove our negligence cases in court." The source then added that offices of United Airlines defense firm Mayer-Brown and lead attorney Michael Feagley, TSA, Bush Attorney General John Ashcroft's Justice Department, Judge Hellerstein's District Court, and the White House Counsel's office were all likely involved in the legal machinations. We are not soothsayers.
We cannot say with certainty what happened September 11 - that
is, what really happened, behind the scenes.
But the following report from the semi-official 'N.Y. Times' makes
it clear that either Americans are being lied to by the those in the
highest places - which if true has the gravest implications - or else
the rulers of Washington's New World Order are criminally
negligent.
In analyzing the 9-11 nightmare, we were puzzled by the official
response to the so-called third plane. That is the one that left
Dulles Airport, flew to Ohio, near the West Virginia and Kentucky
borders, turned around, flew back to Washington and struck the
Pentagon.
Concerning this plane, we asked: how could it stay in the air,
hijacked, for almost an hour after two other hijacked planes had
struck the WTC Towers, and not be seen by U.S. air defense
forces? How could it fly to the Midwest, turn around and fly back to
Washington and hit the Pentagon without being spotted and
therefore intercepted?
The 'N.Y. Times' published the following explanation:
"During the hour or so that American Airlines Flight 77
was under the control of hijackers, up to the moment it
struck the west side of the Pentagon, military officials
in a command center on the east side of the building
were urgently talking to law enforcement and air traffic
control officials about what to do.
"But despite elaborate plans that link civilian and
military efforts to control the nation's airspace in
defense of the country, and despite two other jetliners'
having already hit the World Trade Center in New
York, the fighter planes that scrambled into protective
orbits around Washington did not arrive until 15
minutes after Flight 77 hit the Pentagon." ( 'N.Y.
Times,' Sept. 15, 2001)
This explanation makes matters worse.
If it was difficult to believe that the third plane was not spotted,
then it is a good deal harder to believe that it was spotted and
tracked for over half an hour and yet nothing was done because
officials "didn't know what to do."
Why didn't they force the plane down and failing that, shoot it
down? Before you think, "Because, as the article says, they didn't
have a procedure for handling such an occurrence," note the
following comment from deputy defense secretary Wolfowitz.
Talking about the fourth plane, the one that crashed in
Pennsylvania:
"Paul Wolfowitz, the deputy defense secretary, said
today that the Pentagon had been tracking that plane
and could have shot it down if necessary; it crashed
about 35 minutes after the Pentagon crash." ('N.Y.

"Could have shot it down if necessary."
If they "could have shot" down the fourth plane, why did they not
shoot down the third? Once they knew these were suicide
hijackings - and surely they knew that by around 9:00 am - why
would they wait?
And why, if they really were confused about what to do, why, after
the Commander in Chief was informed about what was
happening, didn't he immediately convene an emergency meeting
to discuss the issue? Why did he keep reading to children

"The world had better be prepared," said Dr. Eckard Wimmer, leader of a biomedical research team at the University of New York at Stony Brook where the virus was assembled. The researchers made the virus in the laboratory using data from the Internet and tailor-made sequences ordered from a laboratory supply service. They injected the virus into mice to show that it worked. The animals were paralyzed and then killed. "The reason we did it was to prove that it can be done and it now is a reality," said Wimmer, senior author of a study appearing Friday in the journal Science. "This approach has been talked about, but people didn't take it seriously," he said. "Now people have to take it seriously. Progress in biomedical research has its benefits and it has its down side. There is a danger inherent to progress in sciences. This is a new reality, a new consideration." Wimmer said the laboratory demonstration proves that eradicating a virus in the wild may not mean it is gone forever. Now, he said, biochemists can reconstruct viruses. The polio virus assembled in the laboratory is one of the simplest of the human plagues, said Jeronimo Cello, first author of the study. "It was very easy to do," he said. Smallpox and other lethal viruses are much more complex and difficult to assemble, but Cello said, "Probably in the future it would be possible." Wimmer said it "would be very difficult now to re-create the smallpox virus, but eventually you would be able to do that." Smallpox was eradicated in the wild, but laboratory specimens were retained in the United States and in the Soviet Union. Some experts worry that some specimens could have been hidden for later use as a weapon. After last fall's terrorist and anthrax-by-mail attacks, U.S. officials became concerned about the threat of smallpox and arranged for the manufacture of enough vaccine to protect the U.S. population. They are now determining how that vaccine should be used. Polio is on the brink of being eradicated worldwide and there are plans to stop inoculations against the disease after it disappears from nature. Wimmer warned against such plans, saying stopping vaccination could lead to a generation of people highly susceptible to polio, enhancing its danger as a weapon. The World Health Organization is planning to stockpile polio vaccines and Wimmer said that should be done everywhere. "Our message is that you have to keep stockpiles of vaccines for every agent that you try to eradicate," he said. C.J. Peters, director of the Center for Biodefense at the University of Texas Medical Center at Galveston, said experts have known for years that it was theoretically possible to assemble a virus in the lab. "This may be the culmination of sewing Frankenstein together, but this is not the research that led up to Frankenstein," Peters said of Wimmer's work. "We've known this could be done. We've known it was just a matter of time before it was done." Peters criticized Wimmer's demonstration, saying, "I don't think this has been very helpful." "Wimmer is a very smart guy," he said. "He has made a lot of contributions to polio, but this is not a great contribution." Peters said he was concerned that publicity about a synthesized virus may lead some people to believe "there is nothing that can be done about bioterrorism, which is not the case." He said it is possible that viruses like Ebola could be assembled in laboratories, but few people in the world have that skill. "I don't think we need to encourage people to take this up as a hobby," said Peters. "Bioterrorists didn't learn anything from us," said Wimmer. "Everything we did has been published before. We just put the steps together. Many laboratories could repeat what we have done." Wimmer said gene sequences used to make the virus were obtained from supply houses that make the materials to order. He said there should be laws that tighten the distribution of such material, requiring supply houses to report any suspicious orders. Supply houses could quickly check genetic sequences through the computer and determine in seconds if they could be used to make dangerous virus, he said. "If somebody orders a number of these sequences, then the company should be required to report it," said Wimmer. "It's a simple mechanism to prevent the misuse." This practice has existed since the creation of the state. Zionist ideology, which conflicts with Israel's laws and with the principles of democracy, holds that once land becomes Jewish, it is inalienably Jewish. The author of the bill, National Religious Party Knesset member Rabbi Haim Druckman, called the cabinet decision a victory for Zionism. And Education Minister Limor Livnat, who sponsored the resolution in the cabinet, said that the measure does not stem at all from discrimination, but from the main tenet of Zionism the return of the Jewish people to its land. Denying that the measure is undemocratic, she said that each communal grouping in Israel should be allowed to live on its own, in other words, in segregated communities. Less than 10 per cent of the land in Israel is privately owned. Ninety-three per cent falls under the Israel Lands Administration (ILA) which either appropriated state lands or expropriated Palestinian property. Israel was obliged to take this course because the Jewish community owned only a small percentage of the land in the 78 per cent of Palestine captured in 1948. Although the ILA is bound, by law, to allocate this land without discrimination on the basis of ethnicity or religion, municipalities housing Palestinian citizens of Israel, 18 per cent of the population, have jurisdiction over only 2.5 per cent of the land. Shulamit Aloni, founder of the Citizens Rights Movement in Israel which became the leftist Meretz Party, summed up the situation by saying that Israel had become a segregationist state by seizing Arab land, designating it as state land and ruling that it should be exploited solely by Jews. This task was accomplished largely by the Jewish Agency and the Jewish National Fund, which are given state land by the ILA for the development of exclusively Jewish communities. While these Zionist organisations have been building small Jewish communities in areas thinly settled by Jews, the government has been squeezing out the Arabs. In the Negev, the government has been demolishing illegal communities built by bedouins who are not granted permission to construct houses, a discriminatory practice widely used by the Israeli occupation authorities in the West Bank. Similar Jewish communities are being planted in the Galilee, where the expansion of Palestinian municipalities is strictly circumscribed. Illegal Arab constructions are bulldozed, illegal Jewish structures remain in place. While the declared purpose of the proposed legislation is to prevent Palestinian citizens from moving into Jewish communities, the adoption of the bill by the Knesset has far greater import for Israel and its inhabitants. The moves were revealed in a letter obtained from a confidential source, with two other sources corroborating its existence, adding additional information. U.S. Assistant Attorney General for the Civil Division Robert D. McCallum, Jr. and United States Attorney for the Southern District of New York James B. Comey advised U.S. District Judge Alvin Hellerstein, also of the Southern District of New York, that the Department of Justice (DOJ) will intervene to control access to all evidence and documents related to all private litigation before Hellerstein's court regarding the terrorist attacks of September 11, 2001 -- citing "grave national security concerns" as their motivation. The McCallum and Comey correspondence advised Judge Hellerstein of their intention to "seek [court] entry of a global discovery order [effectively controlling evidence obtained from any country]," requiring that 1) "Transportation Security Administration (TSA) be served with [have prior access to] all requests for party and non-party discovery," 2) "defendants and non-parties submit all proposed discovery responses that may contain 'sensitive security information' (SSI) to the TSA prior to releasing such material to plaintiffs," and 3) "TSA have the necessary opportunity to review such material and to withhold 'sensitive security information' " [from victim-family attorneys]. One victim family plaintiff -- speaking off the record -- told Scoop Media that family members and their attorneys have not yet sought internal memos, electronic mail, facsimiles, and documents which would shed public light upon what had to be extraordinary legal maneuverings. However, added high stakes related to the publicly undisclosed contents of the controversial August 6, 2001 Presidential intelligence briefing prior to the attacks, and a secret July, 2001 FBI memo -- said to be "50 times more significant than the August 6 briefing," by a Congressional investigator (New York Times, 5-18-2002), will only serve to heighten the importance of the June 20 letter. Will We Ever Know What Really Happened? The victim family source complained to Scoop Media that "now the White House is trying to control or block the evidence we need to prove our negligence cases in court." The source then added that offices of United Airlines defense firm Mayer-Brown and lead attorney Michael Feagley, TSA, Bush Attorney General John Ashcroft's Justice Department, Judge Hellerstein's District Court, and the White House Counsel's office were all likely involved in the legal machinations. The resumes of TSA Director, John McGaw, and his personnel security chief, David Holmes, are already controversial enough to draw probing questions on many fronts; but plaintiff attorneys for the victim families may find the Administration's TSA appointee attempts to exert government control over their clients' private cases to be the proverbial last straw. The DOJ letter to Judge Hellerstein reveals that Bush Administration officials at TSA have also been contacting witnesses already subpoenaed by attorneys for the plaintiff families, telling them that they should send all Plaintiff-subpoenaed evidence and documents to the TSA for initial inspection, prior to directly cooperating with family plaintiff attorneys and Judge Hellerstein's Court in New York. Thus, constitutional questions arise as to why the New York District Court is permitting Bush Administration bureaucratic appointees to tamper with witnesses and evidence in the private civil actions of American citizens. Some 33 families have already chosen to forego financial awards from the congressionally authorized victim compensation fund in favor of seeking justice and accountability. Their lawsuits are attempting to recover damages for negligence, ticket contract safeguards, and failure to prevent the attacks, even as more evidence regarding prior knowledge of the terrorism recently leaked out from Capitol Hill -- from congressmen and senators themselves. The letter also disclosed that Ashcroft's Office will push for "the appointment of lead counsel," effectively exerting a consolidated supervisory role over all victim family attorneys, while seeking "adoption of uniform [similarly controlled] discovery requests to streamline litigation, reduce costs for all parties and conserve judicial resources." "As far as I know, there is no smoking gun," Sen. Evan Bayh (D-Ind.), a member of the Senate Select Committee on Intelligence, said yesterday. Without any evidence pointing to a single intelligence breakdown, the panel has turned to the broader task of identifying and fixing more systemic weaknesses within the country's $30 billion intelligence system, members said. The shift in focus constitutes a significant evolution for a committee that formed this year amid expectations it would uncover damaging evidence of intelligence missteps that would prove potentially embarrassing to the Bush administration. Instead, it now seems unlikely that the administration, or any senior official in the intelligence community, will be held accountable for failing to prevent the attacks on the World Trade Center and the Pentagon. "We've spent the first couple of weeks on where we've been," Bayh said. "Now we need to pivot and focus on where we need to go. I hope we're in the process of shifting from a place where people were looking to assign blame and instead focusing on systemic problems and improvements." Some committee members cautioned that the investigation is not over and that some revealing memo, cable or intercept could still be uncovered. "It would be nice to find a smoking gun," said Sen. Richard C. Shelby (Ala.), the ranking Republican on the Senate panel who has been a fierce critic of CIA Director George J. Tenet. "But absent that, we're looking for problems that need to be solved." Shelby said he still expects to find "a lot of pieces of information that, had they been correlated, analyzed and disseminated, you could have had a different outcome." Just a month ago, the CIA, the FBI, the National Security Agency and other intelligence agencies were reeling from a series of revelations of apparent pre-Sept. 11 blunders. There was the disclosure that FBI headquarters had not acted on a request by the bureau's Phoenix field office for an investigation into whether terrorists were potentially training at U.S. flight schools. Then there was the revelation that President Bush had been briefed in August about possible attacks by al Qaeda in the United States that included the prospect of hijacking commercial airliners. That report was followed by the disclosure that FBI headquarters had blocked a request from the Minneapolis field office for a search of the computer of Zacarias Moussaoui, the "20th hijacker" who was arrested a month before the September attacks. And there was a subsequent revelation that the NSA, the nation's premier eavesdropping agency, had intercepted two Arabic conversations on Sept. 10 with imprecise warnings that something significant would happen the following day but did not translate them until Sept. 12. Malaysian Addicts Turn to Cow Dung

KUALA LUMPUR, Malaysia (AP) Faced with some of the world's strictest anti-
drug laws, some addicts in Malaysia are sniffing fresh cow dung to get high.
An official at the National Narcotics Agency said Thursday the problem was small but
growing among addicts who cannot buy drugs.
Trade Minister Rafidah Aziz was quoted in The New Straits Times newspaper on
Wednesday as saying she wanted the government to deal with addicts who sniff cow
dung, glue and even polystyrene smoke. She did not elaborate.
``The cow dung emits gases like sulfur, and addicts sniff on these gases to get high,''
the official at the agency said on condition of anonymity.
Despite harsh anti-narcotics laws that call for death by hanging for drug traffickers,
Malaysia does not have legislation to cover such acts as cow dung sniffing, the
official said.
``The problem is not very serious yet, but we are worried as this method means
addicts can get high for free,'' the official said.
Malaysia, a nation of 23 million people, had more than 200,000 drug addicts. About
40,000 of them are repeat users who had not kicked the habit despite undergoing
government-funded rehabilitation programs.
Malaysia approved a law last month that allows for punishing hard-core addicts who
repeatedly fail rehabilitation with five to 13 years in prison and six lashes from a
rattan cane.
