A conservative advocacy group has raised the specter of socialist
activists from around the nation crossing the border into Minnesota
to take advantage of Minnesota's liberal voting laws and helping
reelect U.S. Sen. Paul Wellstone.

But leaders of both the group crying foul and the socialist group
accused of planning that effort described the controversy
Wednesday as a tempest in a teapot.

"My tongue was placed firmly in my cheek," said David Strom, head
of the Taxpayers League of Minnesota, a group funded largely by
donors to conservative Republican candidates and causes. "There
are so few socialists left that they could meet in a phone booth."

Frank Llewellyn, the national director of New York-city based
Democratic Socialists of America (DSA), said his group's promotion
of a voter-registration drive was misconstrued by the Taxpayers
League and turned into a "new sophisticated form of red-baiting."

At issue is an alarm sounded earlier this week by the league,
drawing attention to a Web site advisory by the DSA that described
the reelection of Wellstone as its top priority.

"We are mobilizing to bring young people to Minnesota. Minnesota
is one of the few states that allow same-day voter registration," the
site said.

Those words implied that members of the group were being
encouraged to come in and vote illegally, Strom said. His release
called it "one of the most transparent attempts to steal an election
since the Daley machine ran Chicago politics." But Strom left the
next sentence in the advisory off his press release: "We will
therefore focus our energy on registering young people."

Llewellyn said that his group hopes to send 10 or 20 people to the
state late this month to help organize support for Wellstone and that
none will actually try to vote. He said his group has about 8,000
members nationwide and about 100 in Minnesota.

Jim Farrell, a spokesman for the Wellstone campaign, said
Wellstone didn't know anything about the group and does not
approve of any attempts to register illegally.

Farrell said the league managed to fool talk-radio hosts into talking
up the story on stations in the Twin Cities "without getting its facts
straight."

The brouhaha also was the subject of an item on the Drudge Report
Web site.

Strom said that "even if they themselves [the socialist group] are not
plotting some grand voter fraud," the league only wanted to point out
that the "laws that we have make it easy to commit fraud."

Minnesota, which always ranks high in voter turnout, generally is
considered one of the easiest states in which to vote. Voters must
reside in the state for at least 20 days before the election, a deadline
that passed on the day the league issued its press release.

If not preregistered, qualified people can vote if they show proof of
their residency at the polling place or have a registered voter from
that precinct vouch for their residency.

RAFAH, Gaza Strip (Reuters) - Israeli tank shelling killed at least six
Palestinians and wounded 50 in a Gaza Strip refugee camp on Thursday after
gunmen fired at army bulldozers, aggravating tensions that are already close
to boiling point.

Palestinian medics said two other people were feared dead in the wreckage of
a house destroyed in the Rafah refugee camp.

Witnesses said dismembered bodies of two women, two youths and a 10-year-old
girl were pulled from the rubble of homes. Ambulance workers, ducking at the
sound of gunfire, frantically wove through narrow alleys trying to reach the
wounded.

A school operated by the United Nations Relief and Works Agency (UNRWA),
which serves Palestinian refugees, and another run by the Palestinian
Authority were hit by heavy machine gun rounds from Israeli tanks, UNRWA
said in a statement.

Pupils in the UNRWA preparatory boys' school had to be moved to a basement
for safety, it said. A tank shell struck an annex housing the school's
laboratory as well but children there had already gone home and there were
no injuries.

The army expressed "regret at the loss of innocent lives" but a senior
commander said troops had fired in self-defense after being shot at while
using bulldozers to build a new watchtower at an army base in the area.
There were no reports of Israeli casualties. The violence undermined U.S.
demands for calm in the Middle East as it seeks Arab support for possible
war on Iraq. It erupted after President Bush put those demands to Israeli
Prime Minister Ariel Sharon at talks in Washington.

DIALOGUE SUFFERS

The bloodshed also set back any hopes raised by the first high-level meeting
between Palestinian and Israeli officials for several weeks. The talks in
Jerusalem late on Wednesday produced no breakthrough.

Palestinian medics and witnesses said a total of six bodies were recovered
from a cluster of houses smashed by Israeli shells.

"We have six martyrs," said Ali Moussa, director of the Rafah hospital,
using the term to describe Palestinians killed in the uprising for
independence in Gaza and the West Bank. "We have 50 people wounded. Most, if
not all, are in critical condition," he said.

Witnesses said both the dead and wounded were civilians.

Israeli bulldozers had come under fire from Palestinian gunmen near the
border fence, the army said.

Rafah, on Gaza's southern border with Egypt, has been a frequent flashpoint
of violence in the uprising and is seen by Israel as a militant stronghold.
Israel often uses bulldozers to destroy houses there, saying they are used
as cover for gunmen.

"Palestinian terrorists fired an anti-tank rocket at an army unit that
operated in the area and troops returned fire, targeting the attackers," it
said in a statement.

The Palestinian Authority denounced what it called "the massacre" in Rafah
and renewed its call for international protection for Palestinians, a
request opposed by Israel.

Peter Hansen, commissioner-general of UNRWA, said he was dismayed by the
civilian deaths and damage to the schools. "This is another case of
disproportionate force being used against civilian targets, including
schools full of children," he said.

Israel has recently stepped up raids on Gaza militants spearheading the
revolt that began in September 2000 after talks on Palestinian statehood in
the West Bank and Gaza failed.

The United States has criticized such raids when civilians have been killed
and has demanded Israel ease the hardships of civilians living under curfews
and blockades since it reoccupied West Bank cities after a wave of suicide
bombings.

HIGH-LEVEL TALKS

The violence in Rafah began hours after Israeli Foreign Minister Shimon
Peres and chief Palestinian negotiator Saeb Erekat met in Jerusalem,
signaling a desire by both sides to at least maintain dialogue.

They discussed more Israeli troop withdrawals from the West Bank, following
a pullout from the city of Bethlehem in August, and the release of tax
revenues and other funds owed to the Palestinians but withheld by Israel
since the uprising started.

Israel is considering removing troops from Hebron.

"It was decided that expanded teams from the two sides will meet early next
week," a Palestinian official said. Israel's Foreign Ministry called it a
"preparatory meeting."

In Washington, a senior Israeli official told reporters after Sharon met
Bush that Israel would not scale back military actions against militants and
had not been asked to do so.

U.S. Assistant Secretary of State William Burns will take stock of the
situation during a two-week trip to the Middle East starting Friday after a
meeting in Paris with other mediators.

Despite the flurry of meetings, there is little hope of a quick end to the
bloodshed, in which at least 1,622 Palestinians and 604 Israel

At least 8 Palestinians, most of them children and women, and more than 40
others were injured in a new massacre carried out by the Occupation forces
in the city of Rafah in the Southern Gaza Strip. According to the Aljazeera
reporter in Palestine, this great number of martyrs and injured among the
civilians was due to arbitrary attacks of Palestinian homes by Israeli tanks
in the refugee camp of Rafah after the invaded two places in the camp, which
is located directly at the border to Egypt.

Medical sources reported that body parts of some Palestinian martyrs in this
massacre are still under the ruins of the destroyed homes. They pointed out
that at least 40 civilians, a great number of who are children, were hit by
Israeli artillery fire. Twenty five of the injured are still in critical
condition. Police sources say that the Israeli forces invaded the refugee
camp of Rafah with their tanks, firing several rockets and opened fire on
the people’s homes with machine guns.

A Palestinian source confirmed that one rocket landed on two neighbouring
homes in the region which lead to this great number of martyrs and injured.
This massacre came after reports of a meeting between representatives of the
Palestinian leadership and the Israelis whis are discussing how to defuse
the tense situation and improve the situation for the Palestinians.

KUALA LUMPUR, October 16 (IslamOnline) - The administration of Megawati
Sukarnoputri is paying a heavy toll in the aftermath of the Bali bomb blast
that killed 180 people and wounded a large number of tourists in the popular
resort of Indonesia, as it is being bombarded from all corners over the
numerous failures in the country.

The streets in Indonesia are bursting with comments that the Central
Intelligence Agency (CIA) has failed to dragged Indonesia in the war against
terror, while Solehman Buyung, an analyst working for an online magazine in
Jakarta said the CIA “has been trapped in its own game in Indonesia.”

Their logic is slowly proving to be true, they say, when they comment on
news reports in local papers that Taiwan officials had a clue that Bali was
going to be blasted into pieces a day before the tragic event.

Megawati’s government altogether showed signs of splits on the issue of
terrorism and support to the U.S. in its war against terror, sparking
debates around the archipelago of 212 million Muslims that the moral of the
government is sapping, another commentator said.

While the western media is scrambling to blame Al-Qaeda for the blast, the
media in Indonesia and South East Asia in general is pointing fingers at the
CIA.

The Berita Harian newspaper in Malaysia gave the first page headline to the
news from Taiwan that officials on the Island off China had a hint that the
blast would occur but was told by the U.S. not to divulge the information.

According to the Taipei Times, the opposition in Taiwan pressed the
government of Prime Minister Yu Shui-kun to reveal the information,
criticizing it for not giving importance to the lives of Taiwanese citizens
who were in Bali at the moment of the blast.

In Indonesia the Republika revealed the bomb used in Bali is a C4 and that
plastic elements were found in the discotheque that went flames. It said the
CIA uses this type of material as well as commandos from the U.S. and some
international terrorist groups.

The C4 is ten times more powerful than TNT explosives and is very expensive,
making it accessible only to rich countries, not countries like Indonesia
and groups like those in Indonesia, the Republika said.

The Indonesian military (TNI) has also rejected claims that it might have
links to the Bali blast with reports saying that a former military aviation
officer allegedly prepared the bomb for the blast. The former officer, whose
name is withheld, is being interrogated by police the report said.

The TNI said it did not possess such plastic bombs, quoting the Agence
France-Presse (AFP) news agency, which said that the C4 was made only in the
United States and was used by the U.S. army, or countries that were allied
to the U.S.

With these developments, analysts in Jakarta say there were grounds for the
Indonesian government not to be fouled by the leads given to it by the CIA
or the U.S.

According to Antara news agency in Jakarta, a group of Muslim lawyers has
criticized Indonesian Minister of Defense Matori Abdul Djalil for his
allegation that Al-Qaeda and local terrorists were responsible for the
Saturday night bombings in Bali.

They urged the minister to correct his statement and to prove to them who
the local terrorists were. Abdul Djalil said on Monday that the method of
the Bali bombings showed the involvement of Al-Qaeda, in cooperation with
local terrorists who supplied the necessary logistics.

His assertion is supported by news agencies which said Wednesday that traces
of plastic in the burnt down discotheque in Bali showed the involvement of
the Al-Qaeda in the blast, omitting to say that the C4 originates mainly
from the U.S. itself, a political observer working in a University in Kuala
Lumpur told IslamOnline.

Buyung said that the CIA was missing the point in Indonesia, adding that the
U.S. secret service was to be blamed for the Bali blast. “In the 1960s the
CIA was a terrific organization and the public was in the dark over the
unexplained, such as the death of U.S. president John F. Kennedy.

“However now we are living in the age of the Internet, news travels fast and
the CIA has proven that it is outdated. It could not predict the attacks on
the U.S. on September 11 last year, but it could predict there were
international terrorists in Indonesia,” he said.

The FBI and the Transportation Security Administration have a list of
suspicious people they distribute to the airlines, and the airlines check
the names of their passengers against this list. The existence of the list
was first reported here on this web site and then in the June issue of The
Progressive, after a group of peace activists were detained in Milwaukee on
April 19.

On August 7, two more peace activists found themselves on the list. Rebecca
Gordon and Jan Adams were detained by San Francisco police at the airport
there, reported Alan Gathright of The San Francisco Chronicle on September
27.

Gordon and Adams, veteran peace and justice activists in the Bay Area, work
on a newspaper called War Times (http://www.war-times.org).

"We get to the airport at 9:30 in the evening for an 11:30 flight to Boston
on ATA," Gordon tells The Progressive. "As we go to the check-in counter to
check in our baggage, the woman takes our IDs and types in our names, and
then says, 'There's something wrong with my computer.'

Gordon says she and Adams thought there might be a problem with their
e-tickets. But it was more serious than that, as they found out a few
minutes later when one of the airline employees told them, "You both turned
up on the FBI No Fly list, and we've called the San Francisco police. They
are coming over to talk to you. In the meantime, one of us has to stay with
you, so please come along with your baggage," Gordon recalls.

Gordon says three uniformed members of the police then came, took their IDs,
and called headquarters. They wouldn't let her even get a drink of water.

"After ten or fifteen more minutes, one of the officers told us, 'You aren't
on the master list,' and they handed us back to the airline, Gordon says.

"This is harassment," she says. "It's to let us know that they've got their
eye on us."

Washington, DC -- Lawyers for Vice President Cheney and the Bush
Administration are expected to argue tomorrow that the Administration
should not have to make public records of secret meetings with industry
officials held to develop America's energy policy.

The Sierra Club and Judicial Watch have sued to gain access to documents
which would shed light on who Vice President Cheney's energy task force
collaborated with in drawing up the administration's polluting, dangerous
energy plan. Despite Judge Emmet Sullivan's discovery orders, Justice
Department lawyers have continued to stonewall behind unsubstantiated
claims of Constitutional privilege.

The hearing will take place at 10:00 AM on Thursday, October 17th in
Courtroom #1 in U.S. District Court for the District of Columbia, before
Judge Emmet Sullivan. Sierra Club spokespeople will be available at the
hearing.

VIENNA, Austria (Reuters) - The United Nations'
nuclear watchdog said on Thursday it was deeply
concerned about North Korea's reported acknowledgment
to the United States that it had a secret nuclear
weapons program and wanted more information.

The International Atomic Energy Agency said the
assertions, if true, meant Pyongyang had been
misleading the United Nations about what it had always
portrayed as a peaceful atomic power program but which
Washington says was intended to enrich uranium for
nuclear weapons.


"We are urgently seeking information from the
Democratic People's Republic of Korea in response to
this report, as well as information from the United
States that will allow us to follow up on this very
serious allegation," said IAEA Director General
Mohamed Elbaradei.


Under Pyongyang's agreement with the Vienna-based
watchdog, North Korea should have declared the
existence of any nuclear facility to the IAEA and
placed it under the agency's safeguards, Elbaradei
said in a statement, expressing his "deep concern"
about the U.S. report.


Senior U.S. officials said on Wednesday that North
Korea had acknowledged operating a secret nuclear
weapons program in violation of a 1994 bilateral
agreement under which Pyongyang had promised to freeze
any nuclear arms development.


"North Korea has been in non-compliance with their
Safeguards Agreement for many years and we've not been
able to have the cooperation we need to verify their
initial declaration of nuclear material back in 1992,"
IAEA spokesman Mark Gwozdecky told Reuters.


U.S. officials said special envoy James Kelly had
presented the North Koreans with documentation about
their activities during an Oct. 3-5 visit to Pyongyang
and that they had finally acknowledged a secret
nuclear weapons program.


Washington said the North Korean project centered on a
uranium-enrichment program that had been under way for
several years. Fissile highly-enriched uranium or
plutonium are necessary ingredients for an atomic
bomb.


A NOT-SO-PEACEFUL NUCLEAR PROGRAM?


Although the IAEA has been carrying out limited
inspections in North Korea since the 1990s, it has
never been allowed to conduct the kind of intrusive
inspections under the Safeguards Agreement needed to
flush out a clandestine weapons program.


When the 1994 pact between the United States and North
Korea was signed, the IAEA was asked to carry out
full-scale inspections, including a hunt for signs of
a secret weapons program. But it has not been allowed
to begin this task.

Although the U.S. statement came as a surprise for the
IAEA, the agency hopes the revelations could lead to
the commencement of intrusive inspections in North
Korea.

"We're ready to go there," said Gwozdecky, though he
said that it would take the inspectors three to four
years to verify whether North Korea's 1992 declaration
was correct.

Gwozdecky also said that over the last decade
Pyongyang had never admitted to running a weapons
program.

"They declared a number of nuclear facilities and
showed us less than 100 grams of plutonium they said
had been extracted from damaged fuel rods," he
said. "They claimed this was a peaceful program."

The RAND Corporation, a U.S. security think-tank, says
a country which got hold of just 11 pounds (five kg)
of plutonium or 33 pounds (15 kg) of highly-enriched
uranium could theoretically build a fully-fledged
nuclear bomb in just a few days.

Dysfunctional Bush and his anachronistic cronies are leading us right into a 
catastrophic Middle Eastern blowout. That much is apparent. But what's not 
so clear is why we're allowing it to happen.

Analyzing Dubya's psychological challenges is not enough - he's the symptom 
not the cause, and while the rapidity of societal decline has seemed to 
accelerate since 2000's farcical US presidential election, the framework for 
rollback was in place long before. If it hadn't been, citizens quite simply 
wouldn't have tolerated the rigged results.

But what mechanisms could have been used to facilitate the rollback? How can 
an unwilling population be trained to blindly accept a new, repressive 
social order?

A CIA instruction manual entitled "Psychological Operations in Guerrilla 
Warfare" provides some clues. Written in the early 1980s (coincidentally, 
soon after Bush Sr. headed the Agency) the document was part of the US 
government's crusade to bring down Nicaragua's leftist government, by 
providing training and weapons to the Contra rebels. Detailing how to gain a 
community's support through propaganda and selective violence, the manual 
begins "In effect, the human being should be considered the priority 
objective in a political war ... Once his mind has been reached, the 
'political animal' has been defeated, without necessarily receiving 
bullets."

The following are quotes from the original psyop textbook, along with 
contemporary examples-

PSYOP quote: "It is appropriate ... to guide the discussion of a group to 
cover a number of points and to reach a correct conclusion." The people 
"should feel it was their free and own decision."

Interesting to note that up until early 2000, military personnel from the 
Fourth Psychological Operations Group based in Fort Bragg, North Carolina 
were active at CNN's Atlanta-based headquarters - and left only after public 
outcry when CNN admitted to employing them. Their presence was perhaps not 
surprising given former CIA director William Colby's boast that "the Central 
Intelligence Agency owns everyone of any major significance in the major 
media."

So much for a democratic free flow of information.

Also striking is how the "discussion" around attacking Iraq is being guided 
"to reach a correct conclusion." After both the House and Senate agreed to 
give Bush his blank check to attack Iraq (requesting only that Bush report 
to Congress every 60 days if he does decide to take action) Senate Majority

Prime Minister Ariel Sharon’s visit to the US has already paid dividends, after the US

The statement, made at such a high profile event, may have been part of an effort by 
the
Israeli government to prevent a downgrade of Israel’s credit rating.

A source in the Prime Minister’s entourage told “Globes” he was convinced that Bush’s
support of the Israeli economy would strengthen the country’s standing among ratings
agencies and the international investment community.

Later, the White House Press Secretary went further, saying “The United States has a 
long-
term commitment to the security, well-being, and economic development of the state of
Israel.”

“We have watched the development of Israel's economy with admiration. We believe in the
fundamental strength of Israel's economy and have confidence in its long-term 
potential,”
the Press Secretary said in a statement.

“The foundation of Israel's economy is the ingenuity and entrepreneurial character of 
the
Israeli people. Over the last decade, Israel's economy has performed well, while
successfully integrating a wave of immigrants that increased its population by more 
than 20
percent.”

“Since the US-Israel Free Trade Agreement came into effect in 1985, Israel has become
one of the top destinations for US high technology investment and our bilateral trade 
in
goods has grown to $19.5 billion in 2001, making Israel our 20th largest goods trading
partner in the world and the biggest market for US exports in the Middle East.”

WASHINGTON: The Bush administration's non-proliferation policy has
gone completely
out of kilter following revelations that North Korea has been
cheating on Washington
by having a thriving nuclear weapons programme "and possibly weapons itself "in
violation of agreements it signed in return for aid from the United States.

The stunning disclosures, confirmed by North Korea, immediately
raised questions
about US moves on Iraq because Pyong Yang's actions appear far more egregious
than Baghdad's which is still said to be some years away from
possessing nuclear
weapons.

By contrast, North Korea has not only acknowledged the existence of a nuclear
weapons programme but also said it possesses "more powerful" weapons as well.

The North Koreans apparently confirmed the violation when confronted
with evidence
earlier this month by visiting US diplomats. Senior US officials have
described the
North Korean violation as a "very serious material breach."

In effect, Washington appears to have been suckered by North Korea
because the US
had sought to buy out the renegade country's nuclear programme in a
1994 deal that
promised a non-lethal nuclear reactor to produce power and other
economic aid if it
gave up its pursuit of weapons.

Faced with North Korea the in-your-face acknowledgment, Washington is
going into a
huddle with allies in the region such as Japan and South Korea and
consulting with
Congress. Other than that, its reactions have been mild, especially
compared to the
hardline it has taken on Iraq.

One US official called on North Korea to "comply with all of its
commitments under
the non-proliferation treaty and to eliminate its nuclear weapons
programme in a
verifiable manner."

"What we seek is a peaceful resolution of this situation," the
official was quoted as
saying.

Washington's cautious and timid response is indicative of the
problems it faces in
confronting a country which though impoverished, may already have
weapons of mass
destruction to back a million-strong army ready to bear down on its
neighbour and US
ally South Korea.

North Korea already has a well-proven ballistic missile capability
that it has sold to
Pakistan, in return, according to speculation in proliferation
circles, for help in
mastering nuclear weapons technology.

Taking on North Korea will also mean opening up a second front after Iraq.

For now, the Bush administration appears to have decided on turning
on the economic
screws on North Korea.

In a statement released on Wednesday night, State Department spokesman Richard
Boucher cited a laundry list of demands in exchange for which the
United States "was
prepared to offer economic and political steps to improve the lives
of the North
Korean people."

Washington wanted the renegade country to "dramatically to alter its behaviour
across a range of issues" including its weapons of mass destruction programmes,
development and export of ballistic missiles, threats to its
neighbours, support for
terrorism, and the deplorable treatment of the North Korean people.

"In light of our concerns about the North" nuclear weapons programme,
however, we
are unable to pursue this approach" the statement concluded.

WASHINGTON, Sept. 27 - Daniel Webster's ideas haven't held
this much sway in the White House for a century and a half.


But last week, when the White House was defending President
Bush's new strategy of "pre-emption," the great orator's
thinking about self-defense - or at least a carefully
selected slice of it - was suddenly being thrown around the
White House press room.

"Anticipatory self-defense is not a new concept,"
Condoleezza Rice, the national security adviser, told
reporters the other day as she was explaining why
pre-emption was replacing containment and deterrence as the
foundation of American defense policy and serving as the
justification for striking Iraq before Iraq strikes. "You
know, Daniel Webster actually wrote a very famous defense
of anticipatory self-defense," she said.

He did, but under circumstances Ms. Rice, a former Stanford
University provost, might not want to delve into too
deeply. President Bush, of course, employs the term to gin
up support for a strike against Iraq before it could put
weapons of mass destruction to use. Secretary of State
Webster, in contrast, was attempting to calm down Americans
demanding another war with Britain - while chastising the
British for not exhausting diplomatic alternatives before
burning a civilian American steamboat on the Niagara River.


It was only the latest example of how history, definitions
and defense doctrines are being twisted to fit the Iraq
debate. In its rush to convince Congress and the United
Nations of the need to act quickly, the Bush administration
has bandied about some very different concepts -
pre-emption, preventive war and Ms. Rice's "anticipatory
self-defense" (a phrase Webster never used) - as if they
were the same thing. Experts in the field say they are not.


"There's a standard distinction here, and a very important
one," said Michael Walzer, whose 1977 work "Just and Unjust
Wars" has remained a staple of undergraduate courses on
international conflicts. "Condoleezza Rice says we don't
have to wait to be attacked; that's true," said Professor
Walzer, now at the Institute for Advanced Study in
Princeton, N.J. "But you do have to wait until you are
about to be attacked."

As the debate has matured in recent days, Vice President
Dick Cheney has crumpled the concepts together with the
ringing phrase that the cost of inaction may be greater
than the cost of action. Secretary of State Colin L. Powell
has insisted there is nothing new here: American history,
he suggests, is full of both pre-emptive and preventive
military action. But his critics and purists about language
offer another explanation: the fuzziness is deliberate.
After all, it is hard to argue that Iraq is going to strike
us in hours or days when Saddam Hussein has possessed
chemical and biological weapons for years, and the British
said this week that he is two to five years from having a
nuclear device. Thus, attacking Iraq doesn't quite fit
under the classic definition of pre-emptive self-defense.

Yet taking out his weapons, to say nothing of knocking off
Mr. Hussein himself to make sure they are not rebuilt, more
closely resembles preventive war. And that is a problem for
the administration, because history and international law
have frowned upon preventive war. It has often been used as
an excuse for naked aggression.

Daniel Webster gave his own definition of a justifiable
pre-emptive action. In 1837 a group of insurgents from
Canada who wanted to overthrow British rule teamed up with
some Americans eager to repeat the American Revolution on
Canadian soil. In what can only be described as a
half-baked scheme, they fired some cannonballs across the
Niagara River, supplied by a steamboat called the Caroline.
The Royal Navy burned it - an act of pre-emption - when it
was docked on the American side of the river. One man died,
but dramatic tales of far greater casualties (including
victims swept over Niagara Falls) appeared in American
newspapers.

It was five years and a new presidential administration
before Webster and his British counterpart tamped it all
down, settling the northern border of Maine along the way.
In the series of diplomatic exchanges, Webster wrote that
striking first against an enemy was acceptable only when
the necessity of that self-defense is instant,
overwhelming, and leaving no choice of means, and no moment
for deliberation."

That is the definition Ms. Rice was alluding to, and the
White House insists that the Webster definition applies to
this day. But is the Iraqi threat instant? Is it
overwhelming? And one question being asked at the United
Nations this week: Is there really no moment for
deliberation?

US thinktanks give lessons in foreign policy

A little-known fact about Richard Perle, the leading advocate of hardline policies at 
the Pentagon, is that he once wrote a political thriller. The book, appropriately 
called Hard Line, is set in the days of the cold war with the Soviet Union. Its hero 
is a male senior official at the Pentagon, working late into the night and battling 
almost single-handedly to rescue the US from liberal wimps at the state department who 
want to sign away America's nuclear deterrent in a disarmament deal with the Russians.

Ten years on Mr Perle finds himself cast in the real-life role of his fictional hero - 
except that the Russians are no longer a threat, so he has to make do with the Iraqis, 
the Saudis and terrorism in general.

In real life too, Mr Perle is not fighting his battle single-handed. Around him there 
is a cosy and cleverly-constructed network of Middle East "experts" who share his 
neo-conservative outlook and who pop up as talking heads on US television, in 
newspapers, books, testimonies to congressional committees, and at lunchtime 
gatherings in Washington.

The network centres on research institutes - thinktanks that attempt to influence 
government policy and are funded by tax-deductible gifts from unidentified donors.

When he is not too busy at the Pentagon, or too busy running Hollinger Digital - part 
of the group that publishes the Daily Telegraph in Britain - or at board meetings of 
the Jerusalem Post, Mr Perle is "resident fellow" at one of the thinktanks - the 
American Enterprise Institute (AEI).

Mr Perle's close friend and political ally at AEI is David Wurmser, head of its   
Middle East studies department. Mr Perle helpfully wrote the introduction to Mr   
Wurmser's book, Tyranny's Ally: America's Failure to Defeat Saddam Hussein.

Mr Wurmser's wife, Meyrav, is co-founder, along with Colonel Yigal Carmon, formerly of 
Israeli military intelligence  - of the Middle East Media Research   Institute 
(Memri), which specialises in translating and distributing articles that show Arabs in 
a bad light.

She also holds strong views on leftwing Israeli intellectuals, whom she regards as a 
threat to Israel (see "Selective Memri", Guardian Unlimited, August 12, 2002).

Ms Wurmser currently runs the Middle East section at another thinktank - the   Hudson 
Institute, where Mr Perle recently joined the board of trustees. In addition, Ms 
Wurmser belongs to an organisation called the Middle East Forum.

Michael Rubin, a specialist on Iran, Iraq and Afghanistan, who recently arrived from 
yet another thinktank, the Washington Institute for Near East Policy, assists Mr Perle 
and Mr Wurmser at AEI. Mr Rubin also belongs to the Middle East Forum.

Another Middle East scholar at AEI is Laurie Mylroie, author of Saddam Hussein's 
Unfinished War Against America, which expounds a rather daft theory that Iraq was 
behind the 1993 World Trade Centre bombing.

When the book was published by the AEI, Mr Perle hailed it as "splendid and   wholly 
convincing".

An earlier book on Iraq Saddam Hussein and the Crisis in the Gulf which  Ms Mylroie 
co-authored with Judith Miller, a New York Times journalist, became  the New York 
Times's No 1 bestseller.

Ms Mylroie and Ms Miller both have connections with the Middle East Forum.   Mr Perle, 
Mr Rubin, Ms Wurmser, Ms Mylroie and Ms Miller are all clients of   Eleana Benador, a 
Peruvian-born linguist who acts as a sort of theatrical agent   for experts on the 
Middle East and terrorism, organising their TV appearances and speaking engagements.

Of the 28 clients on Ms Benador's books, at least nine are connected with the AEI, the 
Washington Institute  and the Middle East Forum.

Although these three privately-funded organisations promote views from only  one end 
of the political spectrum, the amount of exposure that they get with their books, 
articles and TV appearances is extraordinary.

The Washington Institute, for example, takes the credit for placing  up to 90 articles 
written by its members - mainly "op-ed" pieces - in newspapers during the last year.

Fourteen of those appeared in the Los Angeles Times, nine in New Republic,  eight in 
the Wall Street Journal, eight in the Jerusalem Post, seven in the National   Review 
Online, six in the Daily Telegraph, six in the Washington Post, four in   the New York 
Times and four in the Baltimore Sun. Of the total, 50 were  written by Michael Rubin.

Anyone who has tried offering op-ed articles to a major newspaper will   appreciate 
the scale of this achievement.

I would take the following comments by David Corn as a good indication that the CIA is no longer in control.  There is a definite shift in power in the U.S. that occurred with 9-11 towards the military and away from intelligence.  Almost all incidents and changes to laws are now being geared towards a military state.  This has all the earmarks of a counterinsurgency against the CIA.  The way you accomplish this is by using a third party intelligence which has infiltrated the power structure.

WASHINGTON - "Who died and left Donald Rumsfeld Secretary of State?'' asked an August column by David Corn of The Nation, a prominent left-wing US news weekly.

Corn, who was referring to recent warnings by the Pentagon chief on the inability of UN arms inspectors to track Baghdad's alleged weapons of mass destruction, could have posed the same question about Rumsfeld becoming the director of central intelligence (DCI) or even national security adviser. Of all the heavyweights in President George W Bush's cabinet, Rumsfeld has emerged as by far the most aggressive. During his tenure, the Pentagon has systematically encroached on the turf of other major national-security bureaucracies.

In some ways, Rumsfeld's power is not surprising. At almost US$400 billion, the Pentagon's budget is almost 20 times greater than the State Department's. Washington's three biggest intelligence agencies - the National Security Agency, the National Reconnaissance Office and the National Imagery and Mapping Agency - are also essentially controlled by the Pentagon.

In addition, Rumsfeld, a master bureaucratic operator whom former secretary of state Henry Kissinger once called "the most ruthless" man he ever confronted, appears to enjoy the unconditional backing of Dick Cheney, who is himself widely considered to be the most powerful vice president in US history. Their mutual admiration dates almost 40 years, when they worked for presidents Richard Nixon and Gerald Ford.

As important, the two men's national security and foreign policy views appear to mesh perfectly. Both hail from the Republican right that sought strategic superiority over the Soviet Union, and both strongly supported the "Reagan Doctrine" of using proxy forces, such as the contras in Nicaragua and the mujahideen in Afghanistan, to "roll back" Moscow's influence in the Third World.

This is a dramatic and powerful account of one feisty Texas 
businesswoman who wouldn't quit. I don't know why she is alive today, except by 
the grace of God. The powers arrayed against her were and still are ruthless. 
This real live story is set in south Texas, an area of the US which in the 1980s 
became an alternate source of drug importation for the CIA and other competing 
drug lords--after south Florida became too hot, politically. 
Anne Morrow had married into one of the first families of 
Dallas--the Parrino family. She had political connections and money. Life was 
good. After the death of her husband, she ran a successful gift shop and, in 
1984, decided to expand her business down into Corpus Christi. Like any normal 
unsuspecting business person, she entered into a standard lease for space at a 
new shopping center owned by one A. C. Gilmore--a seedy, unkempt king of 
the florist trade in south Texas (her first mistake). Readers of the book will 
note that as her account unfolds, Anne makes a series of little errors in 
judgment, each compounding her involvement in future bad situations, and each 
error accompanied by those subtle nervous feelings of conscience that forewarn 
of trouble. She doesn't heed the little warning signs, being positive and 
upbeat. This mistake is made by most people basking in the illusions of "good 
times." For Anne, it wouldn't take long for her experiences to shatter these 
illusions, a hard lesson in learning to listen better to these small warning 
signs.
After the absentee landlord failed to fulfill certain verbal 
agreements dealing with the critical issue of signage, Anne tried to 
sue for breach of contract. During her initial investigation she found out the 
seedy landlord had altered the lease document in order to justify his breach--an 
obvious and outright act of criminal fraud. Gotcha!--or so she thought. Little 
did she know, the seedy, overweight A.C. Gilmore was protected by a corrupt 
local judicial system, intrinsically linked with local law firms. Gilmore was in 
fact involved in the drug trade, and was using his investments in 
shopping centers and other legitimate businesses to launder the profits. How 
many of us do business with companies every day (sometimes national chains) who 
appear legitimate but which may be fronts for money laundering operations or 
secret government operations? You may never know, but it's a much bigger 
problem than you think. Even major airlines and banks are involved.
The truth about a company's linkage with organized government 
crime may only surface if you have a significant legal problem with them and 
find out, in your quest for a resolution, that this particular business is 
beyond the law. Most front businesses are smart enough to not make a major issue 
of small legal matters--they settle quickly to keep their profile low. But A.C. 
Gilmore was a slob--he didn't care how he handled the situation because he knew 
he was working for people bigger than even the state of Texas. He also 
had local judges in his pocket and was confident they would cover for 
whatever he did. He was right. 
This slowly started to dawn on Anne as she engaged one attorney

To Whom It May Concern:

I recently received a letter from the Ashram on Dimitri Von Mohrenschildt,
highly critical of my efforts to find out why Dimitri's closest friend was
coaching CIA Director Allen Dulles on how to run the Warren Commission.
Mrs. Crothers  said I betrayed Dimitri when I befriended him to expose his
ties to Dulles and that my findings were unfounded. In the beginning he gave
me permission to quote from the Russian Review and when I allowed him to see
what discoveries I had made, he naturally got upset.

When Dimitri refused to respond to the letters I sent him between himself,
Wm. H. Chamberlin and Allen Dulles, (which I had sent with return receipt
Registered mail), when I paid for services and did not get a return receipt,
the postal authorities went  to the Ashram.

You'll notice in his obituary they don't mentioned his son, yet in his
personal papers there is a photo and letters which mentioned his Pro
Communist son living in Russia.  When he moved to India he was much closer.
What if the Soviet's used his son to manipulate Dimitri?

I told Richard Sheldon at Dartmouth, that he might not want me to assist an
obituary on Dimitri Von Mohrenschildt for this reason and that Dimitri knew
about 12 people around the assassination of Leon Trotsky in 1940.

I will  be making about 20 copies of the entire de Mohrenschildt Story and
JFK Timeline on C.D. which may be opened with Quark Xpress word processing
software.  This will be much easier to duplicate and pass on to individuals
who can profit from selling the books if they are listed with my lawyer,
than having to photocopy a master and make photocopies from this.

Since 1996, I have sold 60,000 dollars in de Mohrenschildt Story books.
This was the only way to keep the story going, by allowing others to profit
off the book and having a master copy.  Hope to get volumes 4, 7, and 8 in
tighter condition.

There is a War going on, a War for the truth behind the overthrow of the
United States government in 1963.

Afghanistan are being dosed with amphetamines (speed) to "enhance" their 
performance.
 
Also, Special Operations troops are being asked to (temporarily) resign

The Moral Majority in the sewer

Not that there ought to be a law against monomaniacs who publicly verbalize incendiary
views
about another people’s faith, or jejune ideas about the One Absolute Truth. After all,
McCarthyism is no longer on the books, and one’s constitutional right to free speech,
enshrined in the First Amendment, remains sacrosanct in contemporary American life.

But what happens when free speech to some individuals is a chimera in bigotry and a 
call to
violence?

That is a question that should be raised when it comes to Jerry Falwell’s malicious
observations about Islam and the Prophet in a recent interview on the popular 
“60-Minutes”
show two Sundays ago. Never mind that Falwell is a mentally dull, dimwitted and naive
individual who has not read half-a-dozen decent books in his life. He is leader of a
movement, claiming 30 million adherents, that superciliously calls itself the Moral 
Majority
and that carries a lot of clout.

Like those people not too long ago who, before political correctness overtook them, 
used to
speak of the “civilized world,” implying the existence of an uncivilized one out there,
members of the Moral Majority self-righteously believe that all other mortals, who do 
not
espouse their views, are by definition immoral.

In the United States there is a law against hate crimes — the infliction of violence on
someone purely on the basis of his ethnicity, race or nationality. That’s all well and 
good.
But what of hateful words that incite violence? A society is made up of words, and 
hateful
words contribute to the coarsening of culture and crudeness in social discourse, both 
of
which in turn conduce to violence.

No one is saying here that the Supreme Court should rule against the kind of 
hatefulness
that Falwell manifested on 60-Minutes. Hatefulness, like its sister expression, 
pornography,
is an illusive term to pin down in jurisprudence. But the US Supreme Court Justice 
Potter
Stewart’s famous pronouncement about obscenity in literature and the public debate
applies in this case: “I know it when I see it.”

In his 60-Minutes interview, Falwell remarked with serene calm, as fanatics are wont 
to do,
that if you do not see Islam and its Prophet as he does, and you do not see Israel as 
the
fulfillment of biblical prophecy, a sacred credo in fundamentalist Christianity, then 
you are
wickedly sinful, sure to go to hell, and a call will go out to Evangelicals for all 
hands on
deck, to fight you relentlessly, because you are interfering in the “Way of the Lord.”

Fascist rhetoric? Yes, but all true.

Not since the Inquisitorial tribunals of the 13th century, set up to discover, repress 
and
punish heresy, and the time of the Puritan bullies in the 16th, who insisted on a 
“pure”
interpretation of the Bible (hence their name, which was given them in derision) has a
Christian movement debased, cheapened and, above all, so mockingly and intolerantly
misinterpreted the Christian faith.

You want to know how kooky that interpretation is, then get a transcript of the 
60-Minutes
segment where Falwell, along with other fundamentalist zealots interviewed on the show,
articulate their version of the future world order, what they rapturously call the
Armageddon.

Israel is proof that biblical prophecies are coming true, they assert, heralding an 
apocalypse
in which Jews, whom they love desperately but who are now and have always been
spiritually blind for not embracing Christianity, will either perish or “accept Jesus” 
upon his
second coming. “The most dramatic evidence for Christ’s imminent return,” Falwell 
stated,
“is the rebirth of the nation of Israel.”

But there’s a catch to the support these folk extend to what they call the 
“realization of
Zion” in the Holy Land. “Evangelist Chuck Missler once told me that Israel gets more 
support
in America from Christian fundamentalists than from ethnic Jews,” wrote Gershom
Gorenberg, Israeli author of The End of Days: Fundamentalism and the struggle for the
Temple Mount, “yet he has asserted that Auschwitz was ‘just a prelude’ to what will 
happen
to Jews in the approaching Last Days.”

Great friends to have around, no?

The long and short of it is that Falwell would not have made those egregious remarks 
about
Islam, on national television, were it not for the ambience created by President Bush, 
along
with his administration officials and foreign policy intellectuals, who has 
monotonously
called, with condescending hauteur, for “regime change,” “democracy promotion,” 
“respect
for human rights,” and the rest of it, in the Islamic world.

In other words, let’s make “them” more like “us,” in the meanwhile offer these 
wretches,
much in the manner of Britain’s the “white man’s burden” and France’s the “mission
civilizatrice,” the gift of Western culture.

No Surprise Military C4 Used in Bali Bombing

News that the widely available military explosive C4 was likely used in the Bali
massacre should not come as any surprise particularly when global arms manufacturers
along with delegations and high-ranking military officials from 46 countries lined-up 
this
week in Jordan to buy their instruments of death. Maree Howard writes.

Arms manufacturers, government delegations and high-ranking military officials from
Britain, Canada, Iraq, Iran, Libya, Kuwait, Oman, Qatar, China, Indonesia, Singapore
Austria, South Korea. Malaysia, France, the United States, Russia, Spain, Chile, South
Africa and Germany all lined up in Jordan this week at the arms exhibition called SOFEX
(Special Operation Forces Exhibition)

In all, 46 countries attended the exhibition between 14-17 October. The King of Jordan
opened the exhibition last Monday. The website is at http://www.sofex.com.jo/htm/

The organisers of SOFEX boasted that Saddam Hussein was sending a delegation.

A British Defence Procurement Ministry spokesman said: " SOFEX allows the UK Defence
Industry to demonstrate its product range to a number of potential overseas customers 
very
effectively."

Companies attending included Lockheed Martin makers of the longbow 'fire-and- forget' 
and
the Hellfire 2 anti-tank missiles and Raytheon, the American company who makes the 
long-
range Cruise missiles.

Both companies are expected to play a major role in any future attack on Iraq.

But the supreme irony is that Iraqi high-ranking military officials were also rubbing
shoulders at SOFEX with delegations from countries who are likely to attack them.

Peace and arms control campaingers are outraged that western countries are lining- up 
at
an "arms bazaar" to show Iraq what they can expect to be fired at them. Of course, 
Iraq is
also buying so it's all not one-sided.

It's just sheer hypocrisy. Where there is a buck to be made its seems we all can't get 
there
fast enough. While there are supposed to be controls on who buys or sells what, often 
this
is more myth than reality. In the 80's and 90's UK and the US supplied billions of 
dollars
worth of military equipment to countires arounf the world and they still do.

On the Bali massacre the explosive now said to have been used was plastic C4, a widely
available military explosive, manufactured mostly in the United States.

It has stable qualities, is easily transported and looks something like uncooked 
pastry. It
requires detonation and seems to have been placed in the roof of the van for maximum
effect rather than in the body where the ground would absorb much of the impact.

Experts are now saying that the C4 was likely mixed with other explosives like AMX, ADR
and nitrate. 4 tonnes of ammonium nitrate is unaccounted for in South-East Asia. C4 was
also the explosive used in the attack on the USS Cole two years ago.

Asia and the Middle East has long been a good market for global weapons and explosives
firms.

While the controlled U.S. press re mains fixated on Iraq’s alleged weapons of mass
destruction, it ignores the grave danger of the more sophisticated and lethal arsenal 
of
weapons of mass destruction being developed and stored in Israel—with the support of 
the
U.S.

Ten years ago, on Oct. 4, 1992, an Israeli cargo jet carrying three of the four 
components
of the nerve gas Sarin, as well as other hazardous materials, crashed into an apartment
building in Holland.

The known facts of the crash of El Al Flight 1862, the worst air disaster in Dutch 
history,
reveal that Holland’s government engaged in a “huge cover- up” and lied to its 
citizens to
help conceal Israel’s unlawful chemical weapons arsenal and the international network 
that
supports it.

The Israeli cargo plane, a Boeing 747-200F, with three crewmen, one non- paying
passenger and 114 tons of freight, left Amsterdam’s Schiphol airport at 6:21 p.m. en 
route
to Tel Aviv. Seven minutes later, both starboard engines ripped loose from the wing. 
The
pilot circled back to attempt an emergency landing and crashed into a high-rise 
apartment
complex in Bijlmer, 10 miles east of Schiphol.

While only four people died on the plane, the crash of El Al Flight 1862 became the 
worst
air disaster in Dutch history because it killed scores of people on the ground and 
destroyed
the health of thousands of others by exposing them to the toxic chemicals on the 
plane. The
exact number of dead is still not known.

In the immediate aftermath of the crash, Dutch government officials lied to the public 
saying
the plane was only transporting flowers and perfume. It took six years before the Dutch
newspaper NRC Handelsblad revealed the true contents of the crashed plane and their
destination.

“The cargo documents show that the aircraft carried dimethyl methylphosphonate (DMMP)
and two other substances needed to make the deadly nerve gas Sarin. The DMPP was
destined for the Israeli Institute for Biological Research (IIBR),” the paper reported 
in
October 1998.

Mouin Rabbani, writing in Middle East International, describes the IIBR, located at 
Nes Zion
near Tel Aviv, as “the Israeli military and intelligence community’s front 
organization for the
development, testing and production of chemical and biological weapons.”

Pierre Heijboer, a senior editor with the Dutch Volkskrant newspaper, lives a mile from
Bijlmer and was one of the first reporters on the scene.

“I was in Biafra and Vietnam, but I never saw anything like that crash. It was like 
looking
into a steel smelter,” Heijboer said. “The concrete of the flats was glowing red.”

Heijboer despises the cover-up: “I just get angry that they lied. It wasn’t that the 
Israelis
were flying cargoes of ugly stuff above my head. What angers me is that my government
lies to its citizens.”

Tapes of phone conversations between El Al and Schiphol Air Traffic Control (SATC) 
reveal
collusion to conceal the plane’s contents.

In one tape, recorded minutes after the crash and hidden in a safe for more than six 
years,
an El Al employee tells an SATC employee: “There is poison on board: ammunition and
flammable liquids.”

The SATC official responded: “We will keep these things under the lid.”

Dutch authorities sent workers to clean up the contaminated area without the benefit of
protective clothing. Even Holland’s Queen Beatrix, despite being a long-time Bilderberg
participant, was not informed of the danger when she made a visit to the crash site the
next day.

“For the government and authorities of the Netherlands the safety of its own citizens 
is less
important than the security of El Al military cargo planes,” Heijboer told AFP.

Heijboer’s new exposé on the crash, Doomed Flight, was released Sept. 21, and quickly
became a best seller.

Heijboer says 30 eyewitnesses saw Israeli agents in white chemical outfits at the crash
scene, sifting through the debris and removing critical evidence. A 1998 Dutch police 
report
says officers on the scene recognized the men in white suits who absconded with 
evidence
as Israeli agents.

“As they came near, I thought I recognized them. They looked just like the young men 
from
the Israeli security service who regularly practice shooting at our police school,” 
one officer
said. “I’ve often said to people: ‘Mossad was there first.’”

Another officer said: “We started to unroll a red and white ribbon to seal off the 
area. The
10 men ignored this and, when I managed to grab one by his arm, he said, ‘We’re from El
Al.’ Oh well, must be okay then I thought. They must have been in radio contact with 
the

Israel: Public sector strike and protests against austerity budget

The Histadrut trade union federation has threatened to expand its public sector strike
following the failure of negotiations with the Finance Ministry on October 14. Garbage
continues to pile up in the streets and many kindergartens are disrupted by the 
absence of
teachers’ aides. In addition, sanctions have been extended at government hospitals.

Shlomo Shani, the head of Histadrut’s Trade Unions department, has warned that if no
agreement is reached on workers’ demands, workers employed at ports and government
companies will join the strike. Other possible targets include rail, the post office 
and the
state phone company Bezeq.

Employers’ representatives told the press that a cost-of-living pay increase would 
only be
agreed if Histadrut agreed to a three-way package with the government and employers.
Employers want an agreement from Histadrut not to hold any more strikes until 2004. The
government’s part of such a deal would be to curb increases in taxes and fees and to
reinstate subsidies for employer payments to the National Insurance Institution.

The wage strike takes place against a background of mounting economic hardship for
Israeli workers. The Labor and Social Affairs Ministry estimates that only 20,000 new 
jobs
will be created during the coming year. Its latest report indicates that 419,000 
families
depend on some form of social assistance, made up of some 1,127,000 individuals out of 
a
total population of just over six million. Between June 2001 and June 2002, the number 
of
families who sought social welfare help rose 5.9 percent compared to 2.7 percent in the
same period the previous year.

On October 14, hundreds of activists from social organisations gathered in the Israeli
parliament (Knesset) hall to protest the proposed 2003 state budget. Senior Knesset
members from the Labor Party, the main coalition partner of Ariel Sharon’s Likud, and 
the
liberal opposition party Meretz attended the meeting which was filled with vehement 
attacks
on the government’s economic policies. The meeting signalled the start of the social
organisations’ campaign to block approval of the 2003 budget. In weeks to come, 
activists
in the campaign plan to lobby all 120 MKs and try to persuade them not to approve the
budget.

Up to now, activists in the campaign have held weekly protest vigils in front of the 
Likud
Finance Minister Silvan Shalom’s home, as well as protest rallies in Tel Aviv and 
Jerusalem.
Participants at the Knesset rally represented a wide scope of opinions and 
organisations.
Protesters came from groups that represent the Arab sector, the ultra-Orthodox, the
homeless and the unemployed.

Eran, a social activist, told the World Socialist Web Site: “I believe that we have 
spent a lot
of time in the streets and now it is the time to express our popular power by 
preventing our
MKs from supporting Sharon’s government. Our aim is to bring down this government, but
this government is only a symbol. We need to carry forward the tasks of a workers’
government, and that’s why I am not in favour of replacing the current government by 
other
government. The only way is to replace the regime, not the politicians.”

Edna, a nurse in a public hospital, said, “This government is not investing even one 
shekel
in the public health. We don’t have money for medication. There is no money for new 
beds,
and the patients are actually being tortured. How can we proceed in this way? I don’t 
think
that there is much of a difference between the Labor and the Likud, and that’s why I 
refuse
to accept any political intervention from politicians who are members of this party. 
Neither
Meretz nor the Communist Party represent alternatives for me. I didn’t believe that 
I’d ever
say this, but today the call for revolution is attracting me. We need to build a 
workers’ party
as soon as possible, which will fight for our own interests.”

Muhammad, a 27-year-old student, said, “I am coming from a communist family and we
don’t have any illusions about the nature of capitalist Israeli society. Nevertheless, 
the
current crisis was one of my best teachers in understanding economic reality and its
political implications. As a daily reader of the World Socialist Web Site, I am happy 
that you
have come to this demo in order to cover our protest, so any person across the globe 
will
understand why we wants to bring down this government. The answer to the current crisis
is to drive forward the task of building a workers’ party. Today, we need to discuss 
the
alternative and the core of any genuine alternative to capitalism is—as it was
always—socialist ideas.”

A Bird Lover's Guide to Chickenhawks
or Chickenhawk a la Mode

A chickenhawk, dear readers, is one of two things: either a voting-age pedophile, or a
warmonger who has never gone to war. It's an unattractive word.

I have little to say about the Man/Boy Love crowd, just as I have little to say about 
the
habits of cannibal chimpanzees. But there is much to be said about the other 
chickenhawks,
the kind that can't wait to send someone else off to fight. Particularly as there's a 
bunch of
them in Washington hell-bent on starting a war with Iraq, even as we speak.

When a war comes along, the civilian President, who is also Commander-In-Chief of the
armed forces, must figuratively lead our nation into battle-whether or not he's been in
combat, or the military, or even worn a garment with epaulettes. Abraham Lincoln, who
invented the log, served in the Blackhawk war, long before the Blackhawks started 
making
helicopters. Lincoln never saw a moment's combat, but did a lot of marching, and 
gained an
appreciation for the price of war- he saw folks without scalps during a time when you 
were
considered naked without a hat. When the Civil War broke out, President Lincoln wanted 
no
part of it. But he listened to his generals, conducted the Northern campaign with 
diligence,
and in a bond which has lasted some six score and eight years cemented our nation back
together.

George W. Bush couldn't cement the handle back on a shaving mug. He served some of a
tour of duty defending Alabama from the Viet Cong, but the only scalp he ever saw was
firmly affixed to George McGovern's head. Yet Bush has a hunger for war (or at least 
Karl
Rumsfeld does, which amounts to the same thing, as Rumsfeld rents the basement
apartment in Bush's head). The war in Afghanistan doesn't count as a chickenhawk 
action,
because we didn't pick the fight, it picked us. It was a defensive action, like 
burning a forest
down because there's a beehive in it. But this war on Iraq is a chickenhawk's war, 
through-
and-through. It's all about rattling sabers and being a Big Man (forget about the oil- 
let's
do).

Chickenhawks are all of a type. They have money and privilege, often inherited. They're
white and aging and deeply invested in power. Most of today's chickenhawks not only
haven't been to war, but studiously avoided it by any means available. The excuses 
range
from the embarrassing (Rush "Anal Cysts" Limbaugh) to the evasive (Dick "I Had Other
Priorities In The 60's Than Military Service" Cheney). Donald Rumsfeld, like Bush, flew
fighter jets, but missed both Korea and Vietnam due to poor scheduling. He did some
wrestling, but all-torso Greco-Roman is not the same as grenades and bayonets.

What psychological aberration addicts a man to war when he's never even smoked one?
Let's look at the inward motivations for a chickenhawk to initiate hostilities with 
Iraq. Power
is a big factor, and the opportunity to amass more wealth; war as a distraction from
domestic matters is also in play. There are natural resources to be had, and a vast 
scheme
for realigning the Middle East through 'regime change' (a bloodless term for a nasty
business, as "abattoir" is to "slaughter house"). There is even a small chance that 
self-
defense, in a 'Minority Report' kind of way, is at work. All of these points have been 
cried
from the housetops by fierce orators declaiming across the dismal alleys of American
discourse, and in my opinion they dignify with statecraft what is ultimately a sordid 
personal
problem: chickenhawks have never entered manhood.

What we're talking about is an inferiority complex crashing up against megalomania on a
global scale.

In aboriginal cultures, there is a ritual ascendancy from child to adult. Ask any 
Yanomami.
You're 13 years old, minding your own business, and all of a sudden the shaman takes 
you
off behind the shed and subjects you to ritual death, from which you emerge transformed
and never really see eye-to-eye with Mom again. You are handed a spear and an obscene-
looking wood shaving to affix over your genitals, or in the case of the more serious 
cultures
some portion of your genitals is removed. I own a Maasai circumcision knife, and I 
assure
you anyone who survives an encounter with that thing is more of a man than me. Assuming
the wounds heal properly. Then you go off and hunt some dangerous animal, manly
fashion.

We don't have any such ritual in our culture, unless you include the Bar Mitzvah, 
which can
be pretty tough if the band is no good. American males remain like children until 
their late
teens or early twenties; sons of privilege who go to grad school are pushing thirty 
before

MOSCOW, Oct. 14 - Tatyana M. Velikanova, a Soviet human
rights activist who was a leading editor of the most
important samizdat journal of human rights abuses and spent
nearly nine years in prison camp and exile, died of cancer
on Sept. 19. She was 70 and lived in Moscow.

Ms. Velikanova, a mathematician by profession, became a
dissident in 1968, when she went to Red Square with her
husband, Konstantin Babitsky, who was one of only seven
people to demonstrate openly against the Soviet-led
invasion of Czechoslovakia that crushed the Prague Spring
reforms.

Mr. Babitsky was arrested and banished for several years to
the far north of Russia. The next year, Ms. Velikanova
helped found the Initiative Group for the Defense of Human
Rights in the U.S.S.R., and became the backbone of the
Chronicle of Current Events, a samizdat news bulletin,
after the arrest of its founder, Natalya Gorbanevskaya. The
chronicle was the main uncensored source of information
about the dissident movement around the Soviet Union during
the rule of Leonid I. Brezhnev.

At a time when photocopying machines were rare and kept
literally under lock and key in Soviet offices, the
compilers of the chronicle gathered information and then
produced multiple copies by typing through layers of carbon
paper.

The chronicle was written in a dry, telegraphic style, and
defended all repressed groups, from Pentecostal believers
to Jewish refuseniks, Russian Orthodox priests, Georgian
nationalists, deported Crimean Tatars, and intellectuals
and religious believers in the Baltic republics.

Ms. Velikanova herself was an observant Orthodox Christian.


She was arrested in 1979 on charges of "anti-Soviet
propaganda," and a report in the Chronicle around that time
detailed official questioning of her sister about her ties
to the West, as well as the interrogator's relaying his
prisoner's request for a Bible and photographs of her
grandchildren.

Ms. Velikanova received a nine-year sentence, serving four
years in prison camp and then being exiled to a desolate
part of Kazakhstan.

In a statement written during his own banishment from
Moscow to the city of Gorky (now Nizhny Novgorod), Andrei
D. Sakharov lauded Ms. Velikanova for her dedication to the
cause of the oppressed, regardless of whether she agreed
with their views. "Her only consideration was whether
someone had suffered injustice," he wrote.

During the reforms of Mikhail S. Gorbachev, Ms. Velikanova
was allowed to return to Moscow before her nine-year term
was fully served. In her final years, she lived out of the
public eye, teaching math and Russian language and
literature at a Moscow school until just months before her
death.

She is survived by three children, Natalie Babitsky of
France, Fyodor Babitsky of Moscow and Yulia Keidan of
Italy; 13 grandchildren; two brothers, Andrew Velihan of
Northport, N.Y., and Kirill Velikanov of Moscow; and two
sisters, Yekaterina Velikanova of Moscow and Mary Velihan
Grigorenko of New York City.

Businesses, responding to lawmakers and consumers, say they
are giving customers more ways than ever to control how
their personal information is used and sold. But, in fact,
many companies all but frustrate their customers' attempts
to exercise that control.

Barbara Bechtold of Sacramento recounts the unending
process of trying to keep companies from selling her e-mail
address and the details of her credit card accounts,
insurance policies and mortgage inquiries.

When she tried to tell Pacific Bell not to share
information that some phone companies sell - including
calling habits - she found herself confronted with a voice
automation system maze.

"Push `1' for this, push `2' for this," she recalled.
"Twenty different steps to say, `I don't want you to sell
my information, please.' "

John Britton, a spokesman for Pacific Bell, a unit of SBC
Communications, said the company tried to make the process
simple and that it shared information only among affiliated
companies and did not sell calling data to other companies.


Still, Ms. Bechtold said that most people, faced with too
much twiddling and clicking, "will get disgusted and say,
`Oh, forget it!' rather than try to get off those lists."

For some companies, that might be the point. Facing new
laws in half a dozen states and the threat of legislation
in other states and in Congress, businesses have claimed to
give customers more control over the use of their personal
information.

But these efforts are subject to abuse. Some online
marketers, including some offering low, low mortgage rates,
naughty pictures or seminars on dental office management,
simply lie.

"You are receiving this e-mail because you opted-in by
requesting information or requested to receive special
offers from an online purchase," reads one message offering
online marketing services - spam to help people produce
spam.

Did you really ask for the message? Probably not. But many
online businesses claim you gave explicit permission to
receive them.

Some states are taking on what they considerthe most
blatant lies about whether a consumer gives permission to
share or sell an e-mail address and other information. New
York State has sued an online marketer, MonsterHut, over
unsolicited e-mail messages, which MonsterHut insisted were
sent with permission. A decision in the case is pending.
Among more mainstream businesses, drafters of privacy
policies have ways of confusing and frustrating customers.

Consumer privacy advocates have complained about the
practices at Yahoo, where members who want to tell the
company not to spread around their e-mail addresses and
interests or to send them e-mail offers had to click
through more than a dozen boxes that were checked to accept
the mailings. And even after this time-consuming process,
the company "may update this policy," according to the
site.

"It's hard to imagine a greater exercise in futility," said
Marc Rotenberg, executive director of the Electronic
Privacy Information Center in Washington.

The company has said that it values the privacy of its
customers and notifies them of any changes in its privacy
or marketing policies.

At the Direct Marketing Association site (www.the-dma.org),
consumers who want to remove their name from many junk mail
lists find that they must sign up by mail, or spend $5 and
provide a credit card number to accomplish the same task
over the Internet. Putting one's name on a do-not-call list
for telemarketers requires a second letter or $5 Internet
payment. Louis Mastria, a spokesman for the organization,
said the charge was "just to defray costs," not an attempt
to deter consumers.

Janice Abrahams, a Web site designer who operates an
Internet site (www.privacyparts.com) devoted to online
privacy practices, recently gave up after weeks of trying
to create a page that would identify online services by
their privacy practices. "I feel like I've been nailing
Jell-O to a tree - with my head," she said.

What is going on at many Web sites is no mystery to Penn
Gillette, the magician and former technology columnist for
PC Computing Magazine, which is now defunct. The choice
offered is no choice at all, he said, when the decision is
gently coerced before or after the fact in what is known as
a "force" or a "magician's choice." As a rule of thumb,
when someone asks you to pick a card, any card, he said,
"if the guy is wearing a top hat, he's not giving you a
real choice."

The cost of this muddle, surveys show, is trust. A report
released yesterday by the Conference Board, a business
research organization, showed that just 31 percent of
online consumers thought their personal information would
be safe - a slight increase from 27 percent a year ago.

Turkey to set up ‘security belt’

ANKARA (AFP) - Turkey said yesterday it would set up a “security belt” in northern 
Iraq if
the United States hits Baghdad, and renewed a threat of military action to prevent the
establishment of a Kurdish state in the region.

Defense Minister Sabahattin Cakmakoglu said in an interview with NTV television that 
if a
US operation against Iraq triggered a refugee exodus, Turkish troops would move into
northern Iraq to stop the wave within Iraqi borders.

“This will be a force of a number sufficient for such a job. This will at the same time
(ensure) our border security and constitute a security belt,” Cakmakoglu said.

Turkey is already keeping several hundred troops in northern Iraq.

“The Turkish armed forces are a deterrent force, both with respect to its size and its
weapons... If this deterrent force impedes the situation we do not want in Iraq, it 
will have
have completed its objective,” Cakmakoglu said.

“But if we do not get a result through this deterrent force, then we have to move one 
step
forward. This could be a show of force if necessary, or an intervention,” he added.

Cakmakoglu spoke about a number of military options available to Turkey, while 
stressing
that parliamentary approval was required for operations outside the country.

“I do not see the possibility of a war at present, but we will have to bring the issue 
to
Parliament and take a decision, be it a dispatch of soldiers, a (military) exercise, 
or even a
show of force to indicate that we are balancing the situation,” he said.

Allowing the establishment of a Kurdish state in northern Iraq would mean “saying yes” 
for
possible moves by the Kurds of Turkey, Iran and Syria to join it afterward, Cakmakoglu
said.

“I do not think there is even a probability, for us nor Syria and Iran nor even Iraqi 
officials...
to say yes to that,” he said.

The man who drives me to and from work is named Woody too. A relief to me, as it 
minimises the chance of my forgetting his name. I call him Woodman and he calls me 
Wood. He has become my best friend here, even though he's upset that I have quit 
drinking beer. He's smart, funny, and there's nothing he hasn't seen in 33 years 
behind the wheel of his black cab. He drove me for a while before I felt confident he 
liked me; he doesn't like people easily, especially if they have a rap for busting up 
black cabs.

Woodman and I agree about a lot of things, but one thing we can never agree about is 
Iraq. He thinks the only language Saddam understands is brute force. I don't believe 
we should be bombing cities in our quest for one man. We've killed a million Iraqis 
since the start of the Gulf war - mostly by blocking humanitarian aid. Let's stop now. 
Thankfully, most of the Brits I talk to about the war are closer to me than to 
Woodman. Only your prime minister doesn't seem to have noticed.

I have been here three months doing a play in the West End. I am having the time of my 
life. I love England, the people, the parks, the theatre. The play is great and the 
audiences have been a dream. Probably I should just relax, be happy and talk about the 
weather, but this war is under my skin - it affects my sleep.

I remember playing basketball with an Iraqi in the late 80s while Iran and Iraq were 
at war. I didn't know at the time that the US and Britain were supplying weapons to 
both sides. I asked why they were always at war with each other and he said something 
that stayed with me: "If it were up to the people, there would be peace. It's the 
governments that create war." And now my government is creating its second war in less 
than a year. No; war requires two combatants, so I should say "its second bombing 
campaign".

I went to the White House when Harvey Weinstein was showing Clinton the movie Welcome 
to Sarejevo, which I was in. I got a few moments alone with Clinton. Saddam throwing 
out the weapons inspectors was all over the news and I asked what he was going to do. 
His answer was very revealing. He said: "Everybody is telling me to bomb him. All the 
military are saying, 'You gotta bomb him.' But if even one innocent person died, I 
couldn't bear it." And I looked in his eyes and I believed him. Little did I know he 
was blocking humanitarian aid at the time, allowing the deaths of thousands of 
innocent people.

I am a father, and no amount of propaganda can convince me that half a million dead 
children is acceptable "collateral damage". The fact is that Saddam Hussein was our 
boy. The CIA helped him to power, as they did the Shah of Iran and Noriega and Marcos 
and the Taliban and countless other brutal tyrants. The fact is that George Bush Sr 
continued to supply nerve gas and technology to Saddam even after he used it on Iran 
and then the Kurds in Iraq. While the Amnesty International report listing countless 
Saddam atrocities, including gassing and torturing Kurds, was sitting on his desk, 
Bush Sr pushed through a $2bn "agricultural" loan and Thatcher gave hundreds of 
millions in export credit to Saddam. The elder Bush then had the audacity to quote the 
Amnesty reports to garner support for his oil war.

A decade later, Shrub follows the same line: "We have no quarrel with the Iraqi 
people." I'm sure half a million Iraqi parents are scratching their heads over that. 
I'm an American tired of lies. And with our government, it's mostly lies.

The history taught in our schools is scandalous. We grew up believing that Columbus 
actually discovered America. We still celebrate Columbus Day. Columbus was after one 
thing only - gold. As the natives were showering him with gifts and kindness, he wrote 
in his diary, "They do not bear arms ... They have no iron ... With 50 men we could 
subjugate them all and make them do whatever we want." Columbus is the perfect symbol 
of US foreign policy to this day.

This is a racist and imperialist war. The warmongers who stole the White House (you 
call them "hawks", but I would never disparage such a fine bird) have hijacked a 
nation's grief and turned it into a perpetual war on any non-white country they choose 
to describe as terrorist.

To the men in Washington, the world is just a giant Monopoly board. Oddly enough, 
Americans generally know how the government works. The politicians do everything they 
can for the people - the people who put them in power. The giant industries that are 
polluting our planet as well as violating human rights worldwide are the ones nearest 
and dearest to the hearts of American politicians.

 Tips for Staying Safe

   Police yesterday offered these tips for protection against sniper-style shootings:

 • While outside, try to keep moving. A moving target is more difficult to hit than 
one that is standing still.

 • If you must remain in one place in an area where you feel vulnerable, select the 
darkest part of the area to sit or stand in.

 • When moving outside, walk briskly in a zigzag pattern.

 • If you must stand outside, try to keep some type of protective cover between 
yourself and any open areas where a sniper might be located. For example, if you are 
fueling your car, stand between your vehicle and the gas pump and bend your knees to 
lower your profile.

 • If you are fired on in an open area, drop to the ground and roll away from where 
you were standing. Look for the closest protective cover and run toward it in short, 
zigzag dashes.

 • Be constantly aware of your surroundings while outside. Note any suspicious 
vehicles or activities, move away from them and report them to the police.

 • Remember that a sniper with the right equipment can shoot accurately from about 500 
yards away, the equivalent of five football fields.

N. Korea Says Has Nukes

WASHINGTON ––  North Korea has told the United States it has a
secret nuclear weapons program in violation of an agreement
signed with the Clinton administration, a senior administration official
said Wednesday night.

North Korea also told U.S. diplomats it no longer beholden to the
anti-nuclear agreement, said the official who spoke on condition of
anonymity.

The disclosure, which stunned senior administration officials, is
certain to chill U.S.-North Korean relations. President Bush had
labeled the country part of the "axis of evil" – along with Iraq and
Iran – but hopes were raised that the reclusive nation wanted to
build international ties when Bush sent Assistant Secretary of State
James Kelly to Pyongyang for security talks.

Kelly visited North Korea on Oct. 3-5 and demanded that the
communist state address global concerns about its nuclear and
other weapons programs.

In response, the Pyongyang government accused Bush's special
envoy of making "threatening remarks." The United States refused
all comment on the discussions,

Under a 1994 agreement with the United States, North Korea
promised to give up its nuclear weapons program, and it promised
to allow inspections to verify that it did not have the material needed
to construct such weapons.

But it has yet to allow the inspections, drawing criticism from the
Bush administration.

The source said Kelly also raised with North Korea evidence that
North Korea may have a uranimum-enrichment program. The
program, which the United States believes would only be used to
develop a nuclear bomb, began under the Clinton administration,
according to the official.

Surprisingly, North Korea confirmed the allegation.

The administration has not decided how to respond. "We're going to
keep talking," the official said.

After months of tension with South Korea, the North resumed high-
level talks in August that restarted stalled reconciliation efforts on
the Korean peninsula – divided by the most heavily armed border in
the world.

The Koreas were divided after World War II and remained that way
at the end of the inconclusive Korean War from 1950-53. About
37,000 U.S. troops are stationed in South Korea as a deterrent
against the North.

Anthony Burgess was inspired to write his most famous novel A
Clockwork Orange by his real-life involvement in CIA-run mind-control
experiments, a new biography claims.

The revelations, published next month, come as the controversial film
version gets its first mainstream British television screening.

The new biography claims A Clockwork Orange's central theme - the use
of brainwashing to quell evil impulses in the criminal mind - arose
from Burgess's involvement with the British secret service and the
CIA experiments.

It argues that many of the novel's other trademarks, including
Nadsat, the fictional slang in which it is written, stem from the
author's dealings with secret agents.

Burgess, a curmudgeonly interviewee, always refused to be drawn in
any detail on his inspiration for A Clockwork Orange. When asked
about the famous scene in which government scientists pump images of
torture into the mind of its delinquent antihero, Alex, to rid him of
violent thoughts, he dismissed it as an idea that came to him in a
dream.

Now, a decade after Burgess's death, respected biographer Roger Lewis
believes he may have uncovered the truth, thanks to a mysterious
retired British intelligence agent.

According to the anonymous source, Burgess became involved with the
CIA while working as a Colonial Service education officer in Malaya
in the 1950s.

There he became a party to trials for a mind-control process designed
to trigger emotional responses in the brain using pain and pleasure -
the inspiration, it is claimed, for the chilling Ludovico Technique
in A Clockwork Orange.

The ex-spy's most compelling claim was that a sequence of capital
letters seen on Alex's bedroom wall in Chapter 3 of the novel and
supposedly lifted from Alex's school trophies is actually an
encryption for the location of a US military base where "psychotronic
warfare" experiments took place. The coded wording reads: "SOUTH 4;
METRO COR-SKOL BLUE DIVISION; THE BOYS OF ALPHA."

According to the spy, the figure 4 refers to the conjunction of four
US states, Utah, Colorado, Arizona and New Mexico. To the south of
this is a military reservation, based in a metropolitan location. The
base is a training school (skol in Russian), initially supervised by
the US Navy's Blue Division, which experimented with the Alpha waves
of the human unconsciousness. Its name was Fort Bliss; the
word "bliss" appears repeatedly in the chapter.

Another clue, Mr Lewis argues in Anthony Burgess, is the novelist's
use of Americanisms in A Clockwork Orange. Amid the Russian-inflected
flow of Nadsat are scattered words like pretzel and liquor, yet
Burgess had not visited the US before the novel's publication in 1962.

He adds that linguistic analysis of the writings of Burgess's alleged
collaborator, the former CIA officer Howard Roman, suggests the
latter may have even worded large chunks of the novel himself.

When Mr Lewis asked the CIA for access to files pertaining to
Burgess, he was turned down with the words,"By this action, we are
neither confirming nor denying the existence or nonexistence of such
records ..."

Can Bush resuscitate Little Brother?

With the Bush family pecking order turned on its head — and the political
situation dire — George W. is out to rescue Jeb.

WASHINGTON, Oct. 16 —  “Hey, Little Brother, happy birthday,” George W. Bush
chirped into a cell phone as his driver’s Toyota bumped along the streets of
Houston. This was in early 1994, when I accompanied Bush on one of his first
trips through Texas as he prepared to run for governor. The fellow he was
talking to was John Ellis Bush — Jeb — then regarded as the Bush son most
likely to follow Dad into the White House. These days, Big Brother is
calling again. But now the subject is more urgent: rescuing Jeb from
political oblivion.

  OF ALL the races in all the places across the country this fall, none
is more important to the president than getting “Little Brother” re-elected
governor of Florida in his surprisingly tight race with Democratic attorney
Bill McBride of Tampa.
   Electoral College arithmetic is one reason, of course. As he
contemplates the presidential race of 2004, the president knows that Florida
again promises to be the mother of all battles — as close and contested as
in 2000. His brother’s presence in the governor’s mansion in Tallahassee was
a big help two years ago. For the Bush White House, there is no worse
nightmare than having a Democrat — let alone a shrewd lawyer like McBride —
in the governorship.
   But in the Bush family, the only thing more important than politics
is family, and Jeb’s saga has turned from stellar promise to personal and
political anguish. New polls show him in a virtual tie with McBride; the
2000 election has made him the Democrats’ national Enemy No. 1; his
daughter, Noelle, is facing a humiliating public hearing on charges that she
violated the terms of her drug rehab program. Little Brother, it turns out,
wasn’t the lucky brother.

 Back in the early ’90s, the smart money — and the family’s hopes —
rode with Jeb. He was the tall and lanky son (which matters to Bushes;
founding father Prescott, Ike’s golfing partner, was 6 feet 4 inches tall).
He was the son with a Phi Beta Kappa key (from the University of Texas,
through which he raced in two and a half years). He was the son who spoke
mellifluous Spanish. And he, not George, was the apple of their mother’s
discerning and ambitious eye for power.
   Jeb had everything but destiny on his side. Eldest brother George had
first dibs on a state to try to call his own and chose Texas — which through
the ’80s began to rise as the base and anchor of a new, more conservative
Republican Party. Jeb, with fewer schoolboy ties to Texas, chose as his
center of operations Florida — which has turned into the San Andreas Fault
of American politics.

When they both ran for governor in 1994, the conventional wisdom was
that Jeb would win and Dubyah would lose. Jeb was an office-holder and was a
smooth campaigner. But he ran a philosophically indistinct campaign against
a once-in-a-generation Florida phenomenon, former governor (and senator)
Lawton Chiles. Meanwhile, in Texas, George W. was being schooled in the new
conservative themes, and he stuck to them in a plodding but disciplined way
to topple a complacent incumbent, Ann Richards. On election night, Barbara
Bush was reportedly more disappointed that Jeb had lost than excited that
“Georgie” had won.
   When Jeb ran again in 1998, he did so as a full-bore conservative,
and he faced a weaker candidate in Buddy McKay. I covered that race, too,
and remember the Bush family flocking south to help Little Brother save
face. He did.
   Since winning the White House, Bush has ordered Karl Rove, his
political consiglieri, to spare no effort to get Jebbie re-elected — even if
doing so risks creating political complications elsewhere. The Bush White
House has banned oil drilling off the coast of Florida, even while
encouraging it elsewhere. It has funneled money to the Everglades rescue
project. It has kept the Pentagon’s “Central Command” in Tampa. And Rove
recently blocked an effort by GOP farm state senators to open Cuba to
American grain shipments — a move opposed by Florida’s virulently
anti-Castro Cuban exile community. Farm state GOP candidates were furious.

Jeb nevertheless finds himself in a tight race with McBride, who is
as close to a dream candidate as the Democrats in Florida could find. He has
no Clinton baggage to speak of. He has a Southern accent (good for hunting
votes in the Panhandle). He was opposed by party liberals (also good for
hunting votes in the Panhandle.) He is a decorated Vietnam vet (ALSO good
for hunting votes in the Panhandle). Turnout won’t be a problem in the
Miami-area counties, where a “we wuz robbed” mentality still boils tw
