An Israel Defense Forces soldier who killed a 95-year-old Palestinian woman
earlier this month has been sentenced to 65 days in military prison.

The incident occurred on December 3, at a roadblock at Ramallah's northern
entrance. The soldier, from a Paratroopers unit, fired at a taxi which the
army claims was traveling on a road forbidden to Palestinian vehicles. The
woman, Fatma Obayed, who was in the car, was wounded fatally in the neck by
the shots.

An IDF inquiry established that the shots were fired without justification,
since the taxi did not pose a mortal threat to the soldiers. The soldiers
at the checkpoint failed to follow the IDF's rules of engagement, the
inquiry found. The soldier was tried a few days after the incident by his
battalion commander.

The shooting victim's family was outraged yesterday by what it regarded as
an unjustifiably light sentence for the soldier. Mohammed Obayed, the
victim's grandson who lives in A'atara northwest of Ramallah, stated
angrily: "The Israeli army thinks that it is humanitarian and progressive,
but this sentence shows its true face. The soldier's action was a very
grave matter, but in my opinion whoever judged the soldier bears much
greater responsibility since he has encouraged Palestinian blood to be
spilled in the future. Other solders will understand that the price to be
paid for such an act is just two months in prison."

When investigating incidents in which Palestinian civilians are killed, the
IDF draws distinctions between "circumstances in which soldiers have no
choice, those in which they make professional errors, and cases of outright
negligence," said a senior IDF officer yesterday. The IDF takes
disciplinary action in cases in which soldiers do not comply with the rules
of engagement, the officer added.

The IDF altered modes of operation on the West Bank in response to a number
of incidents several months ago in which Palestinian residents were killed,
the IDF source explained. The IDF pulled back tanks from several cities,
and clarified the orders on rules of engagement. "All in all, our soldiers
know how to exercise restraint, and they deserve our respect for that," he
concluded.

Again your argument makes no sense. The Palestinians
do currently live and occupy the W Bank and Gaza - NOT the
Israelis. Not to say the Sharonites hope to brutalize the

seventeen
years. He's an artist and a writer. This is rediculous."

The case has the potential to be a lightening rod for civil libertarians, coming just 
days after

NEW YORK (Reuters) - Suppose you endured the checkout line at the grocery store only to find that you were short on cash, or you'd forgotten your wallet. What if you could settle the bill with just the touch of your finger? 

Kroger Co. (NYSE:KR - news), the largest U.S. supermarket chain, is offering some customers just that opportunity, testing finger imaging as a method of payment in three of its Texas stores. 

A machine scans the index finger, matching the customer's unique fingerprint with the individual's account. 

The company avoids the term "fingerprinting" because of its law enforcement connotation -- the same reason the technology is applied to the index finger, rather than the thumb. 

Customers can register for the voluntary program by presenting a drivers license, an index finger and a method of payment -- either credit card, debit card or electronic check. 

"Early indications are that it's being well received by the customer, the new technology is performing well, and it is saving both time and money," said Gary Huddleston, manager of consumer affairs for Kroger's Southwest division. 

The company has been testing finger imaging in the Texas towns of Bryan and College Station for about nine months. About 10,000 customers are currently participating. 

Students from nearby Texas A&M University have been particularly receptive, as have "surprisingly, many of our seniors," Huddleston said. 

Cincinnati-based Kroger has not yet made plans to roll finger imaging out to more stores, as it is still in the test phase, Huddleston said.

A senior Cabinet official questioned the head of Israel's security service about allegations Israeli undercover agents posed as Canadians during an operation to assassinate a Palestinian terrorist leader, newly released documents show.

Although Ottawa has said publicly it was convinced all along the spy claims were false, internal documents obtained yesterday show the matter has continued to concern the government and has been the subject of behind-the-scenes diplomacy.

In a confidential report, officials said they were concerned about "other countries' intelligence services misusing Canada's identity" and that "such misuse endangers Canadians travelling around the world and undermines the integrity of Canadian passports."

Ronald Bilodeau, the Privy Council Office security and intelligence co-ordinator and Cabinet assistant secretary, met on Oct. 1 with the head of the Israeli Security Agency, whose spies allegedly used false Canadian identities during the operation in Gaza.

"The ISA is reported to have recently had its agents pose as Canadians to lure a Palestinian, 22-year-old Akram Zatmeh, into informing on Intifada leaders in return for promises of resettlement in Canada," according to a "Secret: Canadian Eyes Only" memo prepared for the meeting.

The documents do not describe the response of the ISA chief, who reports directly to Ariel Sharon, the Israeli Prime Minister. Israel has denied the claims. But the papers show Ottawa was worried about being linked to a spy operation and a botched assassination that killed 14 bystanders, nine of them children.

The allegations surfaced in August, when Mr. Zatmeh publicly detailed how he was lured into becoming an Israeli informant by agents who told him they were Canadians and could help him immigrate. Mr. Zatmeh said he was recruited by three "Canadian" agents who brought him to the Canadian embassy in Tel Aviv before coercing him into helping them, with doctored photos that showed him with naked women.

On July 23, Mr. Zatmeh helped Israeli agents pinpoint the location of Sheik Salah Shehadeh, a Hamas leader. Twenty minutes later, an Israeli F-16 fired a one-tonne missile at the building, killing not only the sheik but also more than a dozen bystanders.

Mr. Zatmeh was later arrested as a collaborator and is facing a possible death sentence.

"Our initial concern ... was that the press articles could be seen by some as alleging Canadian involvement with Israel in the assassination of Sheik Salah Shehadeh," according to an Aug. 29 internal government memo. "Canada has nothing to do with this or with any other purported Israeli operation."

After the Post learned of the informant's allegations, officials told the newspaper on Sept. 4 they were satisfied the claims were false. However, hours after the Post report on Sept. 5, John McNee, assistant deputy minister for Africa and the Mideast, discussed the matter with Haim Divon, Israel's ambassador to Canada.

Is there any criminal act that Israel can do without being protected from criticism from the United States? If there is I haven't seen it. And I haven't seen it from the Bush Administration or from the Clinton Administration or from any administration before them. But when you consider the influence of Israel's lobby and its political action committees and the more than $41 million they've given to Congress and the White House, is it any wonder Israel is shielded from any shame?   

For more than 54 years the Israelis have committed acts that no other nation would dare get away with. But even here in America, where it is not yet illegal to publicly ask the wrong questions, any public figure that does so is subjected to smears, intimidation, and the attempted destruction of his career and reputation by Jewish organizations and by the very cooperative news media.   

A few examples of these criminal acts committed by Israel include the treacherous attack on the USS Liberty on June 8, 1967, killing 34 American sailors and wounding another 171. There can now be no disputing that Israel knew its identity, and that the ship was in international waters and clearly marked as a US Naval vessel. What was most treacherous though was not the perfidy of Israel but that of President Johnson ordering the recall of the sixth fleet when he found out that the attackers were not the Arabs but the Israelis. The treasonous compliance continues today as corrupt politicians refuse to take any action against Israel and continue their efforts in hushing-up the whole affair although there seems to be a strong campaign by the Liberty survivors and other brave patriotic Americans in exposing the Israelis of their criminal attack.   

Another example of Israel's callous disregard for its supposed "ally" America was the bombing of the U.S. Marine barracks in Lebanon in 1983, which killed over 200 US servicemen. According to former Israeli Mossad agent, Victor Ostrovsky, Israeli intelligence knew of the plan by Arab terrorists to bomb the building in plenty of time to warn the innocent men, but cynically refused to say anything.   In April 1996 the Israelis attacked an U.N. refugee camp in Qana, Lebanon and killed 103 innocent men, women, and especially children. A U.N. investigation determined the attack was intentional and stated that " while the possibility cannot be ruled out completely, the pattern of impacts in the Qana area makes it unlikely that the shelling of the United Nations compound was the result of technical and/or procedural errors." Shortly after this report the U.N. Security Council voted to condemn Israel for the attack and all nations with the exception of the U.S. voted in favor of the resolution. In other words, intentionally slaughtering 103 civilians was not sufficient for the United States to condemn Israel. Yet, when Hezbollah attacks Israel's illegal occupation of southern Lebanon and results in the deaths of two Israeli soldiers the U.S. is first to condemn this legal resistance.   

During the past 27 months the Palestinian resistance from the brutal and illegal Israeli occupation has resulted in more than 2000 Palestinians and 670 Israelis killed. When Israelis are killed or injured by Palestinian suicide bombers the White House wastes not a second to harshly condemn these brutal acts, and it does so in an understandable manner. But when Israelis drop a one-ton bomb in the center of a Gaza City apartment complex and kills 15 innocent Palestinians including 9 small children the U.S. issues a diplomatic statement criticizing the attack only as using "excessive force." Other times when Palestinian children are slaughtered for throwing stones at tanks the United States remains silent.   

These are just a few of the criminal acts committed by the Israeli government and shielded from criticism by U.S. politicians or even reported by the controlled media.   

Although September 11th brought the fight on terrorism to the front burner, it seems that the United States protects Israel from any criticism here too. An Israeli instant-messaging firm Odigo confirmed that two employees received text messages warning of an attack on the World Trade Center two hours before terrorists crashed planes into the New York landmarks. (Ha'aretz, December 20, 2002.) Is it possible that Israel had foreknowledge of the attack? Could this be the answer why many Israeli employees at the World Trade Center never showed up for work that tragic September morning? If this is the case then the fact that Israel's government had prior knowledge of the pending attack and not warned the Americans makes them as guilty as our enemy. Whatever the case, our government must make a complete and thorough investigation without any threats from Jewish and Israeli interest

with "powers." The founding fathers gave us a government of limited delegated

There is compelling evidence that the United Nations
collaborated in the forced sterilization of poor,
rural women in Peru from 1995 to 1997. But mud from
the scandal is clinging only to the United States.

As the U.N. continues to pose as the conscience and
watchdog of the globe, the U.S. is being battered for
taking the proper position: namely, reducing its role
in global family planning ventures.

The controversy revolves around Peru's National
Program for Family Planning, which received funding
from both the United Nations Population Fund and U.S.
Agency for International Development. The Program
included a campaign entitled Voluntary Surgical
Contraception -- that is, sterilization. An estimated
100,000 to 300,000 people, mostly women, were
sterilized.

Some Peruvian health workers reportedly received
bonuses ranging variously from $4 to $12 U.S. for each
woman they "persuaded" to have a tubal ligation.
Doctors and hospitals were pressured to meet
sterilization quotas. It's not surprising that reports
and testimonials of forced sterilizations abound.

Felipa Cusi went to a rural clinic because she was
suffering from symptoms of the flu. After being
anesthetized, she was sterilized without her
knowledge. Some women died as a result of such
surgery. Magna Morales was kidnapped by health workers
and sterilized at a makeshift clinic. Without
follow-up medical care, she died 10 days later.

On Jan. 11, 1998, the Miami Herald introduced Magna
Morales' story to its readership and accused the
Peruvian government, then under President Alberto
Fujimori, of forced sterilizations. In February, both
the New York Times and the Washington Post ran
articles repeating the charges.

That same month, Grover Joseph Rees, Staff Director of
the U.S. House of Representatives Subcommittee on
International Operations and Human Rights, released a
personal account of his visit to Peru. Rees confirmed
the presence of forced sterilization.

His report recommended that the U.S. discontinue
funding to Peru's family planning programs and
disassociate itself from them. Rees went so far as to
caution against expressing support of a billboard
campaign that encouraged Peruvians to have small
families. He worried that such support could be
misconstrued as an endorsement of sterilization
policies.

In short, although the U.S. must assume responsibility
for funding Peru's policies, it also deserves credit
for investigating the travesty and for trying to act
responsibly. To his shame, Clinton continued to fund
the UNFPA despite the stories of forced sterilization
coming out of Peru and of forced abortions emerging
from China.

Unlike the U.S., the U.N. has displayed no decency and
assumed no responsibility. A July 26 press release
captures the agency's response. It denies all charges
and claims that the allegations are "being
disseminated through the media by PRI [Population
Research Institute], a fringe group that engages in a
campaign against UNFPA in pursuit of its ideological
opposition to family planning."

It is difficult to dismiss Hector Chavez Chuchon in a
similarly ad hominem manner. The Peruvian
parliamentarian and medical doctor told a subcommittee
investigating the forced sterilizations, "The United
Nations was aware of this policy; [U.N.] personnel
worked in the health ministry."

In a June 2002 report entitled "Anticoncepcion
Quirurgica Voluntaria" the Peruvian Congress added
that, in the early 1990s, "[Fujimori's] National
Population Program established demographic strategies
and methods explicitly restrictive and controlling; in
this line, the United Nations Population Fund, known
for its support of population control in developing
countries, took charge. For that end, the United
Nations Population Fund act[ed] as Technical
Secretary, working in coordination with the National
Population Council."

The report concludes that the "UNFPA increased their
support and even participation in the task during the
government of the ex-president Alberto Fujimori,
especially in the period 1995-2000."

Abubakar Dungus, a spokesperson for the UNFPA,
contends that the U.N. did not "learn" of the
involuntary sterilization until "late 19

crimes after she said she would be seeking six million signatures on a petition against
Israeli military activities in the occupied West Bank and Gaza Strip.

The groups said her use of the number six million was a deliberate reference to the
number of Jews slaughtered by Nazi Germany during the Holocaust. They accused Ms
Duisenberg of anti-semitism, a charge that has been laid against several leading 
politicians
and academics who have spoken about the horrors perpetrated by Israeli soldiers during
their 35-year-old illegal occupation of Palestine.

Ms Duisenberg, who made the remark at a Palestinian solidarity rally, had already been 
the
victim of a campaign by Jewish lobby groups when she hung the Palestinian flag from her
balcony to express her support for Palestinian freedom.

Ms Duisenberg said she hadn’t intended to offend Jews by inadvertently using the number
six million during her comment. Today, the Dutch public prosecutor’s office dismissed 
the
pro-Israeli groups’ request for legal action, saying Ms Duisenberg’s comments could 
not be
seen as inciting racial hatred.

including US
citizens -- might also be a foe of America, says Ian Bell




AL Gore is anti-American. The chancellor of Germany is anti-American. Anyone who
criticises Israel is anti-American. All those who marched through London yesterday are 
anti-
American. Opponents of Tony Blair are anti-American. Much of the Democratic Party of 
the
United States are anti- American. Europeans, in general, are anti-American and anti-
Semitic to boot. It's possible the US joint chiefs of staff are anti-American. It 
turns out that
I'm anti-American, too, if a year's worth of accusing email traffic and White House
pronouncements are anything to go by.

I choose the examples more or less at random, more or less seriously. It is not so 
difficult,
in these days, to find yourself faced with the 21st century's equivalent of the old 
cold war
question: 'Are you now, or have you ever been ...?' The new synonym for traitor has
achieved an international currency and is being applied, more or less 
indiscriminately, to
anyone, of all faiths and none, who happens to be made a little queasy by the doctrine 
of a
pre-emptive, purgative war.

Which is odd. First, I personally do not recall experiencing any loss of love or 
admiration for
America. If it happened -- and I beg leave to doubt -- it happened without any help 
from
me. My reservations towards the great republic are much as they always were. My
scepticism is also balanced, as before, by the knowledge of the many impressive things 
that
can be labelled Made in America. Constitution, Bill of Rights, freedom of speech and
assembly, the eradication of fascism, the rule of law, the democratic impulse and the 
old,
instinctive opposition to colonialism: it's a hefty list, and one difficult to scorn.

Besides -- my second problem -- I find it difficult to understand how it is actually 
possible to
be sincerely anti-American, as much as you might like to try. The world isn't like 
that. Our
society is built around American goods, cultural goods in particular, and American 
ideas.
You might define it all as a subtle, obnoxious imperialism, but if so you have to stop
watching their movies, stop listening to their music, stop reading their novels, 
eating their
burgers, buying their fashions and using their software. You have to insulate yourself,
somehow, from your own daily existence. As it turns out, the good stuff comes from the
same place as the bad stuff.

There is a lot of good stuff though. My own mental album contains the endless green 
hills
of New Hampshire and the desert sunsets of Arizona, the ineffable buzz of Manhattan and
those reverent crowds hauling themselves up a long staircase in Washington just to see
Lincoln's memorial. I've known people who were redneck parodies of themselves and
people who defied all the European stereotypes, courtly, smart, idealistic and utterly
confident, in a way no other nation has ever been confident, of their rights and 
freedoms.
Now, it seems, I hate them and everything they ever stood for.

That's the charge, more or less. It has been in the air for most of my lifetime. Chile 
or
Vietnam, world trade or cruise missiles, Cuba or conservation: if you're not with us, 
as
George W Bush is fond of saying, you are against us. Suddenly there is no middle 
ground,
or any desire for one. When the German chancellor Gerhard Schroeder cannily listens to 
his
own electorate rather than the White House he becomes a non- person. When Gore
denounces Bush for squandering America's moral capital since September 11, or when his
Democratic colleagues quibble over the threat to workers' rights implicit in the 
Homeland
Security bill, the President blandly retorts that such individuals 'are not interested 
in the
security of the American people'. Which American people, George?

According to the Washington Post the joint chiefs are opposed to a war on Iraq. If the
White House is interested in logic, that puts the generals on the list of suspects. 
Yet logic is
currently so scarce that even casting a little reasonable doubt over Blair's Iraq 
'dossier' will
place you, citizen of a free European democracy, among the ranks of America's enemies.
Should you go further and object to Israel's behaviour the process of criminalisation 
by
proxy -- any sort of dissent seems to be enough -- will be complete. Remember what
Europe did to the Jews; criticise the government of Israel and you join the vile mob. 
Such is
being said, freely and frequently, in the salons of the Republican right.

Some critics of the US make it easy for the hawks and super patriots, of course. There 
is a
certain myopia abroad that somehow makes it impossible, in certain quarters, to view 
two
apparently contradictory proposi

Iraq Courts Its Kurds With an Anti-U.S. Islamic Edict

KIRKUK, Iraq, Dec. 23 - The Iraqi government unleashed a
salvo in the struggle for the hearts and minds of its
Kurdish citizens today, gathering hundreds of Muslim
clerics in this northern provincial capital to issue a
religious fiat saying it was time to fight the Americans
even as they prepare for war.

The assembly in this somewhat drab city, known more for its
vast oil reserves than for any Islamic bent, was a kind of
pep rally for prayer leaders, seminary students and other
devotees. Each speaker brought much the same message,
exhorting the Kurdish clerics to spread the word that
anyone who cooperated with the Americans and their designs
on Iraq would be considered an apostate.

Coming after recent reports that American intelligence
officials have been recruiting for a possible invasion
force in the autonomous Kurdish region, about 90 miles
northeast of here, Iraq is apparently accenting the bond of
religion to try to sway its often estranged Kurdish
minority toward Baghdad. Organizers said that about 530 of
the 600 clerics who showed up were from within the northern
area, which Iraq has not controlled since the aftermath of
the 1991 Persian Gulf war.

"The Americans have prepared everything to occupy the land
of Islam, to occupy Iraq in order to loot its wealth and to
license all that God has forbidden," read the fiat, or
fatwa. "Fighting them has already become an obligation. We
should not stand still and wait and not fight them, as we
know very well what they have already done and what they
are doing to Muslims in Palestine and Afghanistan and
elsewhere."

>From a vantage point inside Iraq, it was difficult to
evaluate what impact the fatwa might have. Given that it
reflects official policy, no one was likely to stand up and
condemn it. Indeed, each spontaneous outburst from the
floor was more volcanic than the next in denouncing the
American administration and Israel.

One speaker suggested that the clerics deploy their
minarets - a reference to the loudspeakers used to
broadcast sermons - to "light a fire that will burn the
face of the enemy."

Furthermore, although fatwas are in theory binding on all
Muslims, the force of any individual edict largely boils
down to the degree of esteem in which the faithful hold the
scholar who issues it. Organizers from the Baghdad-based
Popular Islamic Conference Organization said this one was
issued by Abdel Karim al-Mudarris, a venerable Sunni cleric
of Kurdish origin, said to be 110 years old, whose frail
health confines him to Baghdad, the Iraqi capital.

The most noted clerics in Iraq, both Shiite and Sunni,
issued similar rulings three months ago, saying it was a
religious duty to fight American invaders. Apart from its
target audience of Kurds, the fatwa issued today was much
the same, giving anyone who opposes the presence of
American troops or advisers in northern Iraq religious
license to attack them.

At least one participant said he left convinced that the
fatwa was just and that it would put a religious spin on
any future conflict.

"This is the real thing, but it will not be applied unless
they attack us," said Ali Ahmed Khuduk, a 23-year-old
cleric from Sulaimaniya in the autonomous zone. "It will
possibly be a religious war."

Tariq Aziz, the deputy prime minister, said in a speech in
Baghdad today that the American military buildup was aimed
at the whole Arab world. "It is a strategic buildup for a
war at the level of a world war, which is at this stage
targeting the entire Arab nation," he said.

Iraq for some time has been seeking to put an Islamic tint
on its differences with Washington, so as to rally Muslim
support to its side. Religion is a strictly
state-controlled affair here, with Saddam Hussein's
government denying any links to terrorist figures like
Osama bin Laden, despite attempts by Washington to make the
connection.

At the conference, though, clerics unleashed the kind of
vitriolic oratory against the United States and its Israeli
allies that has become increasingly common. "Damn the
Americans and the Zionists," said Sheik Omar Hussein
al-Sangawi, the head of the organization's Kirkuk office,
in his sermon. "They want to destroy us, to destroy our
people, with their missiles and dangerous weapons, and to
impose on us their evil decisions."

The cleric said he had gone onto the Internet and
discovered to his horror a speech attributed to President
Bush in which he boasted of shaving the beards of the
faithful in Afghanistan and tearing the burkas off the
women, while introducing every manner o

A bad case of the bad guys

Surely the producers of the James Bond movie machine must have felt safe with the 
villain
they chose for the latest instalment Die Another Day - a rogue North Korean colonel who
has himself genetically transformed into an extremely rich megalomaniac from Iceland.

But no. When it comes to choosing villains for big popcorn movies - a task that used 
to be
as easy as "Where did we put those Nazi uniforms?" - it is becoming more and more
difficult to take a step without treading on someone's tender toes.

"The US should stop at once this dirty and cursed burlesque," the North Korean Central
News Agency said last week, quoting a statement from the Secretariat of the Committee 
for
the Peaceful Reunification of the Fatherland. The secretariat was apparently under the
misapprehension that 007 is an American agent and that the director, Lee Tamahori, a 
New
Zealander, was doing the CIA's bidding.

Note to Pyongyang: That bell tower in the background is Big Ben.

Nothing has been heard from Iceland as yet.

The North Koreans further denounced Die Another Day as a "premeditated act of mocking
at and
insulting the Korean nation." The screenwriter, John Ridley, who wrote the story for 
Three
Kings, the 1999 film that found villains on all sides of the Gulf War, said: 
"Personally, I think
they're looking at it the wrong way. It's a compliment for Hollywood to say you have 
that
kind of villainy."

Pity the poor Hollywood producer chewing on his Mont Blanc pen or the screenwriter
hunched over his laptop. Where to turn for bad guys?

"The trouble is that as the movie business becomes more global, it becomes harder to 
find
a villain," said Michael Barker, the co-president of Sony Pictures Classics.

With studios depending more and more on foreign ticket sales, it is difficult to 
vilify any
foreign country or ethnic group without threatening revenues from some part of the 
globe.
Even when the villain-nation is one that doesn't import Hollywood films - North Korea, 
for
one - immigrant groups in America often take offence.

This is not the first that time Hollywood has stumbled over this matter.

Many Arab-American groups, for instance, have been incensed at providing human fodder
for Arnold Schwarzenegger in True Lies (1994).

It is necessary only to examine some of the popular movie franchises to see the trouble
Hollywood has had in coming up with fresh villains.

In Lethal Weapon (1987) it was rogue cops. In Lethal Weapon 2 (1989) it was South
African diplomats. In Lethal Weapon 3 (1992) it was arms dealers. In Lethal Weapon 4
(1998) it was Chinese mob bosses.

After the collapse of the Soviet Union, the Russians didn't work so well as villains, 
unless it
was Russian mobsters, but soon even that well ran dry.

International arms dealers are always good. James Bond has used them more than once.
And for a while, it was global terrorists (preferably with an Oxbridge accent and a
supercilious manner) or rogue CIA bureaucrats (willing to kill millions to keep their 
funding
intact).

"Really, it's to the point where the only thing you can use is fat, rich, middle-aged 
white
guys," said Ridley, who is black.

"I personally think it would be great to have a black super-villain, although I wonder 
how
much Americans would like it if some other country started making movies with evil
American villains."

A nasty political sequel is being played out before our eyes. "The Bureaucracy Strikes 
Back"
is the story flowing from the courageous saga of Minneapolis FBI agent Coleen Rowley, 
who
blew the whistle on higher-ups in the FBI's bureaucracy.

Just seven months ago she was being heralded as a national hero for daring to testify 
that
top-level FBI officials had stymied efforts by Minneapolis agents to search records of
Zacarias Moussaoui before the Sept. 11 terrorist attacks. A go-ahead from Washington 
for
a search in Minneapolis might have yielded information that might have prevented the
horrid attacks. A search of Moussaoui's belongings after 9/11 found clues to the plot.

When Rowley appeared before congressional committees in Washington, there were
concerns being expressed that she might pay a price for her courage.

"The real question is not what happens today or tomorrow," the late Sen. Paul Wellstone
said at the time Rowley was testifying. "It's what happens in the next year or two, or 
after
that. That's always the case with whistle-blowers. It's going to be important for us to
remain vigilant in her case."

What's happened?

Even in the midst of her testimony in Washington early last June, the FBI seemed to 
deliver
a pointed message to Rowley that she was on her own. During a break in her testimony,
Rowley had gone to FBI headquarters. Rather than provide a vehicle or any sort of 
escort
for the agent when she left the FBI building, Rowley was left to fend for herself. She
stepped out the door and into swarms of TV news crews. The situation was so chaotic 
that
Rowley was concerned that some of the TV people might be injured by passing traffic.

Now come reports of what appears to be another message being delivered to Rowley and
her ilk.

The Star Tribune's Greg Gordon reported last week that at a quiet little ceremony 
earlier
this month, Marion (Spike) Bowman was one of nine people in the bureau to receive an
award for "exceptional performance." The award carries with it a cash bonus of 20 to 35
percent of the recipient's salary and a framed certificate signed by the president.

What does this have to do with Rowley?

Bowman heads the FBI's National Security Law Unit. That's the unit that blocked
Minneapolis agents from pursuing their suspicions about Moussaoui.

Bowman received the big pats on the back (and cash) a few days before the House and
Senate Intelligence committees turned in their reports of pre-Sept. 11 intelligence 
failures.
The committees said that Minneapolis agents deserved honors for their work and that 
those
who performed poorly should be disciplined. The National Security Law Unit was singled 
out
by Sen. Richard Shelby, R-Ala., for inept performance.

There were no FBI honors for the Minneapolis office. There was a big honor for the lead
antagonist of the Minneapolis office.

But the beauty of a truly slick bureaucracy is that you can never really know the 
motive for
an action.

Obviously, no FBI official ever said that Rowley was shoved out of the bureau's
headquarters and into the thundering media herd last June as a little payback for her
integrity. And FBI director Bob Mueller isn't about to say that Bowman is getting 
heralded
for "exceptional performance" as a way of showing whistle-blowers who's got the biggest
whistle.

In fact, there are Mueller-defenders who gasp in horror at the suggestion that the FBI
would ever be so crass as to play Machiavellian games with its prestigious awards. 
We're
supposed to believe that despite that disappointing little experience with the 
Minneapolis
agents before Sept. 11, Bowman's office had done just a great job.

Brian Atwood, dean of the University of Minnesota's Humphrey Institute of Public 
Affairs
since Oct. 1, is an expert on the subject of bureaucracies. Until global realities 
changed,
Atwood was being credited with streamlining the U.S. Agency for International
Development.

He said it's very possible that top officials in the FBI feel that Bowman deserves 
being
defended from what they see as unfair "political" attacks.

"He would be seen as one of the best [in the FBI hierarchy], otherwise he would not be 
in a
position to make [such] a mistake," Atwood said.

So when Bowman was criticized by Rowley and politicians, it's very likely that top FBI
officials would ask, "What can we do to spit in their eye?"

The FBI's Minneapolis office has not commented on Bowman's award for "exceptional
performance." Presumably, agents in Minneapolis are so busy bracing for the next 
message
from Washington they don't have time to talk.

NEW YORK (Reuters) - Suppose you endured the checkout line at the grocery store only 
to find that you were short on cash, or you'd forgotten your wallet. What if you could 
settle the bill with just the touch of your finger?

Kroger Co. (NYSE:KR - news), the largest U.S. supermarket chain, is offering some 
customers just that opportunity, testing finger imaging as a method of payment in 
three of its Texas stores.

A machine scans the index finger, matching the customer's unique fingerprint with the 
individual's account.

The company avoids the term "fingerprinting" because of its law enforcement 
connotation -- the same reason the technology is applied to the index finger, rather 
than the thumb.

Customers can register for the voluntary program by presenting a drivers license, an 
index finger and a method of payment -- either credit card, debit card or electronic 
check.

"Early indications are that it's being well received by the customer, the new 
technology is performing well, and it is saving both time and money," said Gary 
Huddleston, manager of consumer affairs for Kroger's Southwest division.

The company has been testing finger imaging in the Texas towns of Bryan and College 
Station for about nine months. About 10,000 customers are currently participating.

Students from nearby Texas A&M University have been particularly receptive, as have 
"surprisingly, many of our seniors," Huddleston said.

Cincinnati-based Kroger has not yet made plans to roll finger imaging out to more 
stores, as it is still in the test phase, Huddleston said.
