across the border is only one facet of the smuggling game. An equally important 
component is collecting the money on the drug sales.
Drug traffickers must convert, or launder, black-market cash—often in the 
form of small bills—into “legitimate currency” in order to perpetuate their 
operations and maintain their power. As a result, federal law enforcement 
officials say rapid cash movement among accounts or large cash surpluses in the 
economy can be a sign of money laundering activity.
It’s not enough simply to say that a transaction or account appears 
suspicious, though; you have to prove that the money was obtained illegally. 
That is no easy task, especially once the money has made its way through the 
belly of the snake to the tail end of the money laundering process.
Traffickers are most vulnerable, then, prior to the funds reaching the 
banking system.
However, Federal law enforcement officials say that the vastness of the 
U.S./Mexico border makes it very difficult to intercept shipments of U.S. 
currency from drug sales that are being transported across the border to be 
laundered through the Mexican banking system. Once the profits of the drug trade 
make it across the border to Mexico, drug syndicates have a variety of options 
available to them for converting it into “clean” money. For example, drug 
traffickers may choose to wire money from a Mexican bank to a U.S. bank, or 
deliver the cash back to the United States in deposits small enough to avoid 
kicking in currency transaction reporting requirements—a practice known as 
“smurfing.”
In order to stop money laundering, you have to plug all the holes in the 
financial system because, like water, traffickers will always find the place in 
the system with least resistance.
“We lost the war years ago,” says one executive with a bank located along the 
Texas/Mexico border. “The only way to solve the problem is to legalize the damn 
stuff, because we can’t spend enough money to stop it.”
The banker, who asked not to be identified, went on to explain that the 
United States has a 2,000-mile border with Mexico “and if we stacked all the 
legal crossing points side-by-side, they might stretch five miles, and that’s 
where all our law enforcement is concentrated.”
“So how can we stop it?” he asks. “If the big money in the drug trade wants 
to get into the system, it will find a way…. We ought to legalize the stuff and 
tax it.”

Playing with money

A small bank in Roma, Texas, offers a case example of how vast sums of money 
can be moved through the banking systems on both sides of the U.S./Mexican 
border with few clues as to the sources or ultimate destinations of that 
money.
Although a large movement of cash through the banking system is not in itself 
proof that money laundering is occurring, such activity can be a red flag to 
regulators and law enforcement officials. One means of tracking these cash 
movements is through an analysis of foreign-deposit account activity.
The Roma lender crossed into red-flag territory in the international banking 
game in the mid-1990s. The lender—Citizens State Bank – had about $9.3 million 
in foreign deposits at year end 1995, according to federal banking data. Three 
months later, that figure had dropped to $151,000. Through the balance of 1996,

New York Times / Opinion February 23, 2004Although the Bush administration is hardly the first to politicize science, no administration in recent memory has so shamelessly distorted scientific findings for policy reasons or suppressed them when they conflict with political goals. This is the nub of an indictment delivered last week by more than 60 prominent scientists, including 20 Nobel laureates. Their statement was accompanied by a report published by the Union of Concerned Scientists, listing cases where the administration has manipulated science on environmental and other issues.President Bush's supporters promptly denounced the statement and the report as an overdrawn and politically motivated work issued in an election year by an advocacy group known for its liberal disposition. Tellingly, however, neither Mr. Bush's friends nor the White House denied that any of the incidents listed in the report  all had been reported before in newspapers, trade magazines and scientific journals  had occurred. The best they could muster was a lame rejoinder from Dr. John Marburger III, Mr. Bush's science adviser, who said that these were disconnected episodes reflecting normal bureaucratic disagreements, none of them adding up to a "a pattern" of distortion or disrespect for science.We respectfully urge Dr. Marburger to look again. On global warming alone, the administration belittled, misrepresented, altered or quashed multiple reports suggesting a clear link between greenhouse gas emissions and the burning of fossil fuels like coal and oil. A study detailing the impact of mercury emissions from power plants was sanitized to industry specifications. Another study suggesting that a Congressional clean-air bill would achieve greater pollution reductions than Mr. Bush's own plan, at approximately the same cost, was withheld. It does not take much effort to find a pattern of suppressing inconvenient facts that might force Mr. Bush's friends in the oil, gas and coal industries to spend more on pollution control.The report details similar shenanigans involving other agencies, including Agriculture, Interior and even, on reproductive health issues, the Centers for Disease Control. It also criticizes the administration for stacking advisory committees with industry representatives and disbanding panels that provided unwanted advice. Collected in one place, this material gives a portrait of governmentwide insensitivity to scientific standards that, unless corrected, will further undermine the administration's credibility and the morale of its scientists.

According to the latest news reports, you've pushed up your self-imposed deadline for announcing your decision about an independent 2004 presidential campaign from the end of January to mid-February. We're glad to hear that, because maybe it means you're still not sure about the best path to follow. For the good of the country, the many causes you've championed and for your own good name--don't run for President this year. 

Ralph, you've been part of the Nation family for a long time, from the day in 1959 we published one of your first articles, the exposé of "The Safe Car You Can't Buy." Since then, you've been a consistent advocate for active citizenship, investigative scholarship and environmental stewardship. It wasn't hype when we called you Public Citizen Number One. 

We know you've never been one to back down from a fight. When people tell you you can't do something, if you think it's the right thing to do, you do it anyway. That stubborn devotion to principle is one of your greatest strengths. It inspired a generation of Nader's Raiders in the 1960s and '70s, it helped produce notable victories like the creation of the Environmental Protection Agency and the Occupational Safety  Health Administration, and it inspired a new generation of young people who flocked to your "super rallies" in 2000. The issues you raise on your website, NaderExplore04.org--full public financing of elections, new tools to help citizens band together, ending poverty, universal healthcare, a living wage, a crackdown on corporate crime--are vital to the long-term health of our country. When those issues are given scant attention by major-party candidates and ignored or trivialized by the sham joint candidate appearances known as presidential debates, we join in your outrage. 

But when devotion to principle collides with electoral politics, hard truths must be faced. Ralph, this is the wrong year for you to run: 2004 is not 2000. George W. Bush has led us into an illegal pre-emptive war, and his defeat is critical. Moreover, the odds of this becoming a race between Bush and Bush Lite are almost nil. For a variety of reasons--opposition to the war, Bush's assault on the Constitution, his crony capitalism, frustration with the overcautious and indentured approach of inside-the-Beltway Democrats--there is a level of passionate volunteerism at the grassroots of the Democratic Party not seen since 1968. 

The context for an independent presidential bid is completely altered from 2000, when there was a real base for a protest candidate. The overwhelming mass of voters with progressive values--who are essential to all efforts to build a force that can change the direction of the country--have only one focus this year: to beat Bush. Any candidacy seen as distracting from that goal will be excoriated by the entire spectrum of potentially progressive voters. If you run, you will separate yourself, probably irrevocably, from any ongoing relationship with this energized mass of activists. Look around: Almost no one, including former strong supporters, is calling for you to run, compared with past years when many veteran organizers urged you on. 

If you run, your efforts to raise neglected issues will hit a deafening headwind. The media will frame you as The Spoiler. It's also safe to predict that you will get far fewer votes than the 2.8 million you garnered in 2000, and not only because your rejection of the Green Party raises expensive new hurdles to getting your name on state ballots. A recent online survey by the progressive news site AlterNet.org found that only one in nine respondents said they'd vote for you if you run this year, a 60 percent drop-off from the number who said they voted for you in 2000. If you run and get a million votes or fewer, the media will say it means your issues were not important. This can only hurt those causes, not to mention the tangible costs another run may impose on the many public-interest groups tied to you. 

You have said your candidacy could actually help Democrats by raising issues against Bush that a Democratic candidate would avoid and by boosting turnout for good candidates for the House and Senate, where the slender bulwarks against Bushism must be reinforced. But these arguments do not compel a candidacy by you. As a public citizen fighting for open debates and rallying voters to support progressive Democrats for Congress, or good independents or Greens for that matter, you can have a far more productive impact than as a candidate dealing with recriminations about being a spoiler or, worse, an egotist. And the very progressives distressed by the prospect of your candidacy would contribute eagerly to have that voice amplified.

The reasons for Washington's rejection of the Kyoto Protocol on climate change and President
George W. Bush's skepticism about global warning become clear. According to a
Pentagon report, sudden climate change may lead to global catastrophe
costing millions of lives and is a far greater threat than terrorism. 

The report was ordered by an influential US Pentagon advisor but was covered up
by US defense chiefs for four months, until it was
obtained by the British weekly The Observer. 

The Pentagon report, commissioned by Andrew Marshall, predicts that
abrupt climate change could bring the planet to the edge of anarchy as
countries develop a nuclear threat to defend and secure dwindling food, water
and energy supplies, The Observer reported. 

The report, quoted in the paper, concluded: Disruption and conflict will
be endemic features of life Once again, warfare would define human
life. 

Its authors -- Peter Schwartz, a CIA consultant and former head of planning at
Royal Dutch/Shell Group, and Doug Randall of Global Business Network based in California -- said climate change should be considered
immediately as a top political and military issue. 

It should be elevated beyond a scientific debate to a US national security concern, they were quoted as saying. 

Some examples given of probable scenarios in the dramatic report include: 

-- Britain will have winters similar to those in current-day Siberia as
European temperatures drop off radically by 2020. 

-- by 2007 violent storms will make large parts of the Netherlands
uninhabitable and lead to a breach in the acqueduct
system in California that supplies all water to densely populated southern
California 

-- Europe and the United States become virtual fortresses trying to
keep out millions of migrants whose homelands have been wiped out by rising sea
levels or made unfarmable by drought. 

-- catastrophic shortages of potable water and energy will lead to
widespread war by 2020. 

Randall, one of the authors, called his findings depressing stuff
and warned that it might even be too late to prevent future disasters. 

We don't know exactly where we are in the process. It could start
tomorrow and we would not know for another five years, he told the paper.


Experts familiar with the report told the newspaper that the threat to global
stability vastly eclipses that of terrorism. 

Taking environmental pollution and climate change into account in political and
military strategy is a new, complicated and necessary challenge for leaders,
Randall said. 

It is a national security threat that is unique because there is no enemy
to point your guns at and we have no control over the threat, he said. 

Coming from the Pentagon, normally a bastion of conservative politics, the
report is expected to bring environmental issues to the fore in the US presidential race. 

Last week the Union of Concerned Scientists, an influential and non-partisan
group that includes 20 Nobel laureates, accused the Bush administration of
having deliberately distorted scientific fact to serve its policy agenda and
having misled the public. 

Its 38-page report, which it said took over a year to prepare and was not time
to coincide with the campaign season, details how Washington
systematically skewed government scientific studies, suppressed
others, stacked panels with political and unqualified appointees and often
refused to seek independent expertise on issues. 

Critics of the report quoted by the New York Times denied
there was deliberate misrepresentation and called it politically
motivated. 

The person behind the leaked Pentagon report, Andrew Marsall,
cannot be accused of the same partisan politicking. 

Marsall, 82, has been an advisor for the defense
department for decades, and was described by The Observer as the author of
Defense Secretary Donald Rumsfeld's plans for a major
transformation of the US military.

My heart is so heavy today, my mind so full of memories of Mary. I'll miss her more than I can say. Her contribution to my life is immeasurable -- she is the catalyst for JFK Lancer and all that it has accomplished.  Drummond Pike is believed to be a CIA conduit simply manupulating the Left to gather more power for the "shadow government". The Tides Foundation disguises the fact that the Skull  Bones and the controlling hands of the "shadow government" (The Council on Foreign Relations) funds "Communist Fronts", "progressives" and Leftists throughout the U.S. and World.  Such as the National Lawyers Guild "the formost legal bulwark of the Communist Party."

  

 These "conspirators" are able to promote, direct, and implode their hundreds of front organizations. With such secret funding and agents in the field, they in effect have a steering and braking mechanism and can extinguish the fronts by pulling the money.

  

 Also acting as a brake and accelerant are organizations on the "so called Right" such as the  The American Enterprise Institute Jeanne Kirkpatrick, Irving Kristol, and Richard Perle all (CFR) and the Heritage Foundation Ed Fuelner, Rhodes Scholar. Scores of these "right" organizations operate as the other half of the controlled vise squeezing out the last vestiges of freedom of thought and action. Both the left and right organizations are permeated with members of the Council on Foreign Relations and Rhodes Scholars whose "trained" purpose is the establishment of a world government over the death of our country.  

  

 These groups have created what amounts to a "cock fight." Each "side" is enraged and sustained by selective facts. In Season of Campaigns, Halliburton Joins In

WASHINGTON

The chief executive of the Halliburton Company, Dave Lesar, never
imagined that he would be the star of his own television commercial. But
there he is, on the airwaves in Washington and Houston, assuring viewers
that his company has billions of dollars in contracts to rebuild Iraq
and feed American troops because of what we know, not who we know.

The unnamed who is, of course, Vice President Dick Cheney,
Halliburton's chief executive from 1995 to 2000. Mr. Cheney's ties to
the huge oil services, engineering and reconstruction company have
become a favorite Democratic attack line in the 2004 campaign.

He did give Halliburton a higher profile, Mr. Lesar said in a
telephone interview last week from his company's base in Houston. I
would never in my wildest dreams have thought we would have the profile
we have today, but I think that is just part of the political process
we're in.

The advertising, Mr. Lesar added, will continue until the end of the
presidential campaign because I don't believe we're going to disappear
as a political story.

But at a time when President Bush's own campaign commercials have yet to
start, the Halliburton spots - two are on the air so far - have created
an awkward situation for the White House, which has not fallen over
itself to embrace them. Mr. Cheney's office had no comment, and neither
did the Bush campaign. But one Republican official close to the
administration said the company was clearly thinking of itself, not the
president's re-election.

They get a bum rap, they're acting in their own interest, and that's
their prerogative, said the official, who did not want to be named
because he did not want to be seen as intertwined with the
advertisements. I'm not sure there's any real benefit for anyone but them.

Among advertising professionals, the commercials, which include
videotape of smiling troops in a chow line in Iraq, have created a
debate about how much good they are really doing for the company.
Halliburton is trying to tamp down continuing accusations and
investigations into whether it is overcharging for services in Iraq.

Mr. Lesar addresses the accusations in one advertisement when he says
that you've heard a lot about Halliburton lately but criticism is
O.K. - we can take it. Criticism is not failure.

Mr. Lesar also says in the advertisement that the company has been in
business for 60 years, working for governments led by each party. He
does not point out that in the last decade the company has given more
than $800,000 to Republican candidates and $80,000 to Democrats,
according to Political Money Line, a company that provides campaign
finance data.

Donny Deutsch, chairman and chief executive of the Deutsch advertising
agency in New York, called the commercials insane.

 `It's not who you know' - come on, it's doth protest too much, Mr.
Deutsch said. This just puts a spotlight and a megaphone on the issue.
Martha Stewart would not take out a paid ad and say, `Before you buy any
of my housewares, just remember I'm innocent.' It's a bizarre media
strategy.

But Sig Rogich, a major fund-raiser for the president's campaign who was
the advertising director for the first President Bush's 1988 and 1992
campaigns, said the commercials made sense: I think it's smart that
they are reminding the world that they've been in business for many,
many years, long before they became a political lightning rod. I think
it's a good strategy.

A Republican member of Congress was less charitable about the
advertisements. They're pitiful, said the Republican, who did not want
to be identified because he did not want the president to be angry at

Exposing Bush's talking-points war.
After two decades in the U.S. Air Force, Lieutenant Colonel Karen Kwiatkowski, now 43, knew her career as a regional analyst was coming to an end when  in the months leading up to the war in Iraq  she felt she was being "propagandized" by her own bosses.
With master's degrees from Harvard in government and zoology and two books on Saharan Africa to her credit, she found herself transferred in the spring of 2002 to a post as a political/military desk officer at the Defense Department's office for Near East South Asia (NESA), a policy arm of the Pentagon.
Kwiatkowski got there just as war fever was spreading, or being spread as she would later argue, through the halls of Washington. Indeed, shortly after her arrival, a piece of NESA was broken off, expanded and re-dubbed with the Orwellian name of the Office of Special Plans. The OSP's task was, ostensibly, to help the Pentagon develop policy around the Iraq crisis.
She would soon conclude that the OSP  a pet project of Vice President Dick Cheney and Defense Secretary Don Rumsfeld  was more akin to a nerve center for what she now calls a "neoconservative coup, a hijacking of the Pentagon."

Climate change over the next 20 years could result in a global catastrophe costing millions of lives in wars and natural disasters.. A secret report, suppressed by US defence chiefs and obtained by The Observer, warns that major European cities will be sunk beneath rising seas as Britain is plunged into a 'Siberian' climate by 2020. Nuclear conflict, mega-droughts, famine and widespread rioting will erupt across the world. 
The document predicts that abrupt climate change could bring the planet to the edge of anarchy as countries develop a nuclear threat to defend and secure dwindling food, water and energy supplies. The threat to global stability vastly eclipses that of terrorism, say the few experts privy to its contents. 'Disruption and conflict will be endemic features of life,' concludes the Pentagon analysis. 'Once again, warfare would define human life.' The report was commissioned by influential Pentagon defence adviser Andrew Marshall, who has held considerable sway on US military thinking over the past three decades. He was the man behind a sweeping recent review aimed at transforming the American military under Defence Secretary Donald Rumsfeld. WASHINGTON - The government is still financing research to create powerful tools that could mine millions of public and private records for information about terrorists despite an uproar last year over fears it might ensnare innocent Americans.

Congress eliminated a Pentagon office developing the terrorist tracking technology because of the outcry over privacy implications. But some of those projects from retired Adm. John Poindexter's Total Information Awareness effort were transferred to U.S. intelligence offices, congressional, federal and research officials told The Associated Press.

In addition, Congress left undisturbed a separate but similar $64 million research program run by a little-known office called the Advanced Research and Development Activity (ARDA) that has used some of the same researchers as Poindexter's program.

The whole congressional action looks like a shell game, said Steve Aftergood of the Federation of American Scientists, which tracks work by U.S. intelligence agencies. There may be enough of a difference for them to claim TIA was terminated while for all practical purposes the identical work is continuing.

Poindexter's goal was to predict terrorist attacks by looking for telltale patterns of activity in passport applications, visas, work permits, driver's licenses, car rentals, airline ticket purchases and arrests, as well as credit transactions and education, medical and housing records.

But the research created a political uproar because such reviews of millions of transactions could put innocent Americans under suspicion. One of Poindexter's own researchers, David D. Jensen at the University of Massachusetts, has acknowledged that high numbers of false positives can result.

Disturbed by the privacy implications, Congress last fall closed Poindexter's office, part of the Defense Advanced Research Projects Agency, and barred the agency from continuing nearly all his research. Poindexter quit government, claiming his work was misunderstood.

But the work didn't die.

In killing Poindexter's office, Congress agreed to continue paying to develop highly specialized software to gather foreign intelligence on terrorists.

In a classified section summarized publicly, Congress gave money to the National Foreign Intelligence Program, without openly identifying which intelligence agency would do the work.

It said the product of the research could only be used overseas or against non-U.S. citizens in this country, not against Americans on U.S. soil.

Congressional officials declined to say which Poindexter programs were killed and which were transferred, but people with direct knowledge of contracts told AP that the surviving programs included some of 18 data-mining projects known as Evidence Extraction and Link Discovery in Poindexter's research.

Poindexter's office described that research as technology not only for `connecting the dots' that enable the U.S. to predict and pre-empt attacks, but also for deciding which dots to connect. It was among the government's most controversial research programs.

Ted Senator, who managed that research for Poindexter, told government contractors that mining data to identify terrorists is much harder than simply finding needles in a haystack.

Our task is akin to finding dangerous groups of needles hidden in stacks of needle pieces, he said. We must track all the needle pieces all of the time.

Among Senator's 18 projects, Jensen's work shows how flexible such powerful software can be. Jensen used two online databases, the Internet Movie Database and the Physics Preprint Archive, to develop tools that would predict whether a movie would gross more than $2

The Dancing Bear

Once upon a time there was a popular kind of street show: a bear would dance for the amusement of passers by, who would throw coins into his box. The bear was big and frightening, but his clumsy movements made people laugh. He was much stronger than his master, who kept him on a chain, but submitted to him completely. A wonder to behold. 

The national symbol of the United States is the eagle. The bear, as everybody knows, is the national symbol of Russia. But looking at the Sharon-Bush relationship, it is the old master-and-bear show that inevitably springs to mind. 

Ariel Sharon plays games with the American bear. He makes him dance, jump, lie down and get up again, turn around and perform somersaults, much to the amusement of the Israeli public. 

Every few months Sharon invents a new act. The bear applauds and does what he is commanded to do, until the performance loses its novelty. Then Sharon comes up with something new. 

That happened with the act called the Road Map. To be accurate, this one was not invented by Sharon, but by the bear himself. Bush had a Vision. A real inspiration. "Two States for Two Peoples". Something new and revolutionary. (Never mind that the 1947 UN resolution establishing Israel included this, and that Israeli and Palestinian peace activists had been preaching this idea for decades. The bear's brain works slowly, and, as the saying goes, better late than never.) 

This vision brought forth the Road Map. A very complex and convoluted map. If an ordinary driver had to find his way with such a map, he would never see his destination. But the map bore the personal stamp of the President of the United States, as well as the signatures of Europe, Russia and the United Nations. So who could have any doubts about it? 

The act started in Aqaba. George Double-U likes to have his picture taken against impressive backgrounds. Indeed, it seems that he spends considerable time and energy choosing the backdrop for his next photo - an aircraft carrier, a full army division on parade, jubilant soldiers in Baghdad... This time, too, he found an impressive background: tropical shore, blue sea, tall palm-trees, exotic landscape. Sharon and Abu-Mazen performing as extras. They received the Road Map in a solemn ceremony, much as Moses received? not far from there? the tablets of the Ten Commandments. 

But photos can lie, and this one was misleading, too. It was not Sharon who was the extra in this act, but Bush. It was not the bear who made his master dance, but the other way around. 

The act was devoid of content. The Road Map was already dead before it was born, because Sharon never dreamt of following its course. He has a different map, different routes and different destinations. 

On the face of it, Sharon's response was "Yes, but..." He added 14 reservations that emptied the document of any content. They stipulated that the Sharon government would implement its part of the deal only after the Palestinians had accomplished a number of impossible tasks. The Palestinians, of course, could not, and the result was that Abu-Mazen disappeared from the scene. 

And Sharon? He played the game to the end. Sent emissaries to Washington, conducted talks, received American functionaries, visited the White House and swore at every opportunity that he had no aim more sacred that realizing Bush's Vision. The American President melted and sang the praises of this "Man of Peace". 

According to the Road Map, Sharon was obliged to remove all the settlements set up since the beginning of his term in early 2001. But he had the bear dance to the left and to the right, until the poor beast did not know the difference anymore. So, not all the settlements should be removed. Only the "illegal" outposts. (Illegal according to the laws of the occupation authorities, of course.) And not all the illegal outposts, by any means, just one or two. In the end, not a single one was removed. But the American bear danced on happily. 

In the meantime, scores of new outposts have sprung up, all of them "illegal". The Israeli government connected them up with water and electricity and built new roads for them. Huge sums were spent on them? money taken from the education, health and welfare budgets. The older settlements, too, were expanded at a frantic pace. The landscape of the West Bank was changing visibly. Everywhere, new roads for the convenience of the settlers came into being. And the bear danced on. 

To all of this, the Wall was added. At first, it was presented as a security fence and it was assumed that it would follow, more or less, the 1967 Green Line. But soon it became apparent that it was cutting deep into the West Bank, annexing large tracts of land and turning the declared aim of the Road Map? a viable Palestinian state - into a mockery. Radiation experts warn in unpublished report that DU weapons used by Allies in Gulf war pose long-term health risk

An expert report warning that the long-term health of Iraqs civilian population would be endangered by British and US depleted uranium (DU) weapons has been kept secret.The study by three leading radiation scientists cautioned that children and adults could contract cancer after breathing in dust containing DU, which is radioactive and chemically toxic. But it was blocked from publication by the World Health Organisation (WHO), which employed the main author, Dr Keith Baverstock, as a senior radiation advisor. He alleges that it was deliberately suppressed, though this is denied by WHO.

Baverstock also believes that if the study had been published when it was completed in 2001, there would have been more pressure on the US and UK to limit their use of DU weapons in last years war, and to clean up afterwards.

Hundreds of thousands of DU shells were fired by coalition tanks and planes during the conflict, and there has been no comprehensive decontamination. Experts from the United Nations Environment Programme (UNEP) have so far not been allowed into Iraq to assess the pollution.

Our study suggests that the widespread use of depleted uranium weapons in Iraq could pose a unique health hazard to the civilian population, Baverstock told the Sunday Herald.

There is increasing scientific evidence the radio activity and the chemical toxicity of DU could cause more damage to human cells than is assumed.

Baverstock was the WHOs top expert on radiation and health for 11 years until he retired in May last year. He now works with the Department of Environmental Sciences at the University of Kuopio in Finland, and was recently appointed to the UK governments newly formed Committee on Radio active Waste Management.

While he was a member of staff, WHO refused to give him permission to publish the study, which was co-authored by Professor Carmel Mothersill from McMaster University in Canada and Dr Mike Thorne, a radiation consultant . Baverstock suspects that WHO was leaned on by a more powerful pro-nuclear UN body, the International Atomic Energy Agency (IAEA).

I believe our study was censored and suppressed by the WHO because they didnt like its conclusions. Previous experience suggests that WHO officials were bowing to pressure from the IAEA, whose remit is to promote nuclear power, he said. That is more than unfortunate, as publishing the study would have helped forewarn the authorities of the risks of using DU weapons in Iraq.

These allegations, however, are dismissed as totally unfounded by WHO. The IAEA role was very minor, said Dr Mike Repacholi, the WHO coordinator of radiation and environmental health in Geneva. The article was not approved for publication because parts of it did not reflect accurately what a WHO-convened group of inter national experts considered the best science in the area of depleted uranium, he added.

Baverstocks study, which has now been passed to the Sunday Herald, pointed out that Iraqs arid climate meant that tiny particles of DU were likely to be blown around and inhaled by civilians for years to come. It warned that, when inside the body, their radiation and toxicity could trigger the growth of malignant tumours.

The study suggested that the low-level radiation from DU could harm cells adjacent to those that are directly irradiated, a phenomenon known as the bystander effect. This undermines the stability of the bodys genetic system, and is thought by many scientists to be linked to cancers and possibly other illnesses.

In addition, the DU in Iraq, like that used in the Balkan conflict, could turn out to be contaminated with plutonium and other radioactive waste . That would make it more radioactive and hence more dangerous, Baverstock argued.

The radiation and the chemical toxicity of DU could also act together to create a cocktail effect that further increases the risk of cancer. These are all worrying possibilities that urgently require more investigation, he said.

Baverstocks anxiety about the health effects of DU in Iraq is shared by Pekka Haavisto, the chairman of the UN Environment Programmes Post-Conflict Assessment Unit in Geneva. It is certainly a concern in Iraq, there is no doubt about that, he said.

UNEP, which surveyed DU contamination in Bosnia and Herzegovina in 2002, is keen to get into Iraq to monitor the situation as soon as possible. It has been told by the British government that about 1.9 tonnes of DU was fired from tanks around Basra, but has no information from US forces, which are bound to have used a lot more.

Haavistos greatest worry is when buildings hit by DU shells have been repaired and reoccupied without having been properly cleaned up. Photographic evidence

Of all the expressions of anti-Americanism reported since the beginning of the Iraq war, none drips with more contempt for the red-white-and-blue than the recent remarks of Ahmed Chalabi, the neocons' man in Iraq. In regard to the complete absence of any "weapons of mass destruction," which Chalabi and Co. insisted were in Saddam's possession, the British Telegraph quotes him as saying:

"We are heroes in error. As far as we're concerned we've been entirely successful. That tyrant Saddam is gone and the Americans are in Baghdad. What was said before is not important. The Bush administration is looking for a scapegoat. We're ready to fall on our swords if he wants."

So we lied. So shoot us. Who cares what the Americans say, anyway: they're stuck in Iraq, and there's no backing out of it now.

Fall on his sword? Somebody in Washington should tell Chalabi to sit on it. 

But, guess what? Although he avers that the American government is persecuting him, they are still paying him, as the Seattle Times reports:

"The Pentagon has set aside between $3 million and $4 million this year for the Information Collection Program of the Iraqi National Congress, or INC, led by Ahmad Chalabi, said two senior U.S. officials and a U.S. defense official. They spoke on condition of anonymity because intelligence programs are classified."

Not that you have the right to know, but you're still subsidizing this hypocrite, even as he spits in your face. Far from telling this crook  who is still wanted in Jordan for embezzling millions from Petra Bank  where to get off, the U.S. government is footing the bill for his lies.

That just about says it all when it comes to the principle of bureaucratic immortality, well-known to libertarians: no government program, no matter how ill-advised  and even frankly disastrous  ever truly dies, because there is always a small-but-vocal constituency that will fight to keep the sacred cause of filling their own pocketbooks alive. 

To Chalabi, "what was said before is not important." But it is a matter of political life and death to George W. Bush, who is being made to look not only foolish but also beatable in November: at least half the American people feel deceived by pre-invasion pronouncements positively identifying Iraq's WMD, and a near majority believes the war wasn't worth it. Campaigning as a "war president," candidate Bush is being forced, by Iraq war revisionism, to defend his most important asset as an incumbent in the White House: not only his credibility, but, along with it, the very gravitas of the office of President.

He is forced to explain how he fell for the lies manufactured by Chalabi  Co., who funneled phony "intelligence" on Saddam's alleged WMD to U.S. government officials, who then repeated it as gospel truth in an effort to sell the war at home and abroad. Chalabi's INC was particularly insistent that Iraq was quickly moving to develop nuclear weapons. The Knight-Ridder story quoted above cites a letter from the INC to the Senate Appropriations Committee alleging:

"Saddam was rebuilding his nuclear-weapons program, which was destroyed by U.N. inspectors after the 1991 Gulf War, and was stockpiling banned chemical and biological weapons, according to the letter. The letter, a copy of which was obtained by Knight Ridder, said the information went directly to 'U.S. government recipients' who included William Luti, a senior official in Secretary of Defense Donald Rumsfeld's office, and John Hannah, a top national-security aide to Cheney. The letter appeared to contradict denials made last year by top Pentagon officials that they were receiving intelligence on Iraq that bypassed established channels and vetting procedures."

Hannah, according to UPI's Richard Sales, is one of the prime suspects in the "outing" of undercover CIA agent Valerie Plame, which is now being investigated by a Washington D.C. grand jury. Luti, Deputy Undersecretary of Defense for Special Plans and Near Eastern and South Asian Affairs, supervised the Office of Special Plans (OSP), which acted as a transmission belt for Chalabi's fabrications. 

But an even more lethal time-bomb ticking beneath Chalabi and his neoconservative patrons is yet another grand jury currently deliberating in Washington, charged with investigating the forged documents that somehow made their way into the American intelligence stream  and into the President's 2003 State of the Union speech.

The infamous "16 words" in that otherwise eminently forgettable address are returning to haunt him on the campaign trail. The Iraqis, said Bush, sought to procure uranium from "an African nation" in an active and ongoing effort to build nuclear weapons. If Chalabi and his fellow confidence men in the INC had anything to do with the crude forgeries that served as the unspoken

AS MORE and more of our young men and women come home from Iraq crippled or in body bags this election season, Americans ask, with increasing urgency, "Why did we send our children to die in Iraq? Was this war necessary?" Indeed, Tim Russert asked the president precisely that on "Meet the Press" a few weeks ago: "In light of not finding the weapons of mass destruction, do you believe the war in Iraq is a war of choice or a war of necessity?"

President Bush replied "It's a war of necessity. . . . the man was a threat. . . . the evidence we have uncovered so far says we had no choice."

To the contrary. The evidence uncovered so far says that Saddam was not a threat, to us or his neighbors. Nor -- lacking any evidence of complicity in 9/11 or links to Al Qaeda -- was there a persuasive case that he would have been a significant threat even if he had possessed WMDs.

In order to bolster their arguments and gain congressional, public, and international support, high officials chose to conceal the fact that their belief in the existence of Iraqi WMDs was entirely inferential, reflecting flimsy evidence and testimony from sources whose reliability was highly controversial. This actual state of inadequate information, well known to the US and British intelligence community, was deliberately denied by the highest officials in repeated phrases such as, "we know . . . ," "bulletproof evidence," "beyond any doubt," "Saddam possesses. . . ," "British intelligence has learned," and "these are not assertions, these are facts." The euphemism for such descriptions of the strength of evidence favoring the need to go to war is "exaggeration." A more accurate term is "lies."

I've been here before. On my first full-time day of work as a high-level staff aide in the Pentagon, Aug. 4, 1964, I heard President Johnson and Secretary of Defense Robert McNamara explain our first bombing raids against North Vietnam as a response to "unequivocal evidence" of an "unprovoked" attack on our destroyers "on routine patrol" in the Tonkin Gulf. Already that night I knew, along with many other Pentagon insiders, that each of these statements was a lie.

"Unequivocal"? I had personally read, 10 hours before our bombers were launched, a "Flash" cable from Captain Herrick, commanding the destroyers, which put in doubt all of his cables that had crossed my desk earlier that day reporting up to 21 torpedoes fired at his ships. Attributing the prior reports to "freak weather effects and an overeager sonarman," Herrick recommended that no further action be taken till there had been complete evaluation, including daylight reconnaissance.

Congress was given no hint of this recommendation (which his superiors ignored) or the uncertainties emphasized by Herrick, in the top secret testimony it received from McNamara and Secretary of State Dean Rusk before it passed the Tonkin Gulf Resolution three days later with only two dissenting votes. In hearings in February 1968, Senator J. William Fulbright said that if he had known of the Herrick cable alone, he would not have managed the Senate passage of the Tonkin Gulf Resolution, "a great disservice to the Senate" which he regretted "more than anything I have ever done in my life."

He hadn't known of that cable because I, among many others, didn't tell him. I didn't dream of doing such a thing at the time; and if the thought had occurred to me, I'm sure I would have rejected it. Now I wish fervently that I had made those cables -- along with the rest of the contents of my safe in August 1964, demonstrating the equal falsity of the other statements about "unprovoked" attacks, "routine patrols," and "we seek no wider war" -- available to Congress and the electorate that same autumn, before the bombs had started falling. When I finally did so belatedly in 1971, former Senator Wayne Morse, who had cast one of the two dissenting votes in 1964, told me that if I had given him those documents at that time, "The Tonkin Gulf Resolution would never have gotten out of committee. And if it had been brought to a vote, it would never have passed." That's a heavy burden to bear.

However, just as Senators Byrd and Kennedy, the only two remaining in the Senate who voted for the Tonkin Gulf Resolution, learned from an error they have regretted for almost 40 years and tried to warn their current colleagues against repeating it last fall, so can insiders such as I once was do better than I did then. Individuals inside government, from low-level clerks to Cabinet members, have the power -- to be sure, at the risk of their careers -- to tell the truth. There are surely drawers full of documents in Washington right now -- the Pentagon Papers of Iraq -- that, if leaked in bulk, would drastically alter the public discourse on

During my long life, America has surmounted many severe challenges. As a teenager, I experienced the great depression. In World War II, I saw war close-up as a Navy Seabee. As a country newspaper editor, I watched the Korean War from afar. As a Member of Congress, I agonized through the Vietnam War from start to finish. During these challenges I never for a moment worried about Americas ultimate survival with its great principles and ideals still intact. 

Today, for the first time, I worry deeply about Americas future. We are in a deep hole. I believe President George W. Bushs decision to initiate war in Iraq will be the greatest and most costly blunder in American history. He has set America on the wrong course. 

I must speak out. As best I can, I must bestir those who will listen to the grave damage already done to our nation and warn of still greater harm if Bush continues his present course during a second term in the White House. 

When terrorists assaulted America on 9/11, killing nearly 3,000 innocent civilians, President Bush responded, not by focusing on bringing to justice the criminals who were responsible, but by initiating a war against impoverished, defenseless Afghanistan, a broad attack that killed at least 3,000 innocent people. Even before the dust settled in Afghanistan, the president initiated another war--this one in Iraq, a war planned long before 9/11. 

In the name of national security, the president has brought about fundamental, revolutionary changes that threaten our nations moorings. At home and abroad, he has undercut time-honored principles of the rule of law. 

Abroad, he has made war a ready instrument of presidential policy instead of reserving it as a last-resort should peril confront our nation. In public documents, he claims the personal authority to make war any time and any place he alone chooses and the authority to use force to keep unfriendly nations from increasing their own military strength. 

His power is unprecedented. He directs a military budget greater than all other nations combined. At his instant, personal command is more military power than any nation in all recorded history ever before possessed. 

He proclaims America the global policeman and for that role he has already expanded a worldwide system of U.S. military bases. Four new ones are in place in Iraq and four others near the Caspian Sea. 

He orders the development and production of a new generation of nuclear arms for U.S. use only, meanwhile threatening other nationsIran and North Korea, for exampleagainst acquiring any of its own. 

Unleashing Americas mighty sword, he brings about regime changes in Afghanistan and Iraq but mires our forces in quagmires from which escape seems unlikely for many years. 

He isolates America from common undertakings with time-tested allies. He trivializes the United Nations and violates its charter.The president offers wars without end, and the Congress shouts its approval. But his use of Americas vast arsenal is so reckless that he is regarded widely as the most dangerous man in the world. 

Here at home, in his frantic quest for terrorists, he stoops to bigoted measures based on race and national origin, tramples on civil liberties, and spreads fear and disbelief throughout the land. Those of Middle Eastern ancestry, and many others, buckle under government-inflicted humiliations and abuses with trepidation, sorrow and resentment. 

Frustrated by Iraqi dissidents who protest the occupation by killing U.S. troops almost daily, the president reverts to war measures. He orders heavy aerial bombing in wide areas of the countryside. 

Even as body bags pile high, the president seems oblivious to wars horror. The rockets and one-ton bombs may kill a few Iraqi guerrillas and cause others to pull back and pause, but they kill and maim innocent civilians, level homes, turn neighborhoods into rubble, and permanently blight many lives. They create deep-seated outrage, not cooperation. 

The Iraqi carnage is piled alongside the simultaneous destruction and blighting of American lives. More than 500 U.S. military personnel have been killed and, according to one estimate, nearly 10,000 have been wounded. Ponder that fact. Ten thousand American families permanently blighted in

others died. "Plague" became a uniquely feared word in our 
language. The Plague was carried by fleas that lived on immune 
rats. When humans got too close to the rats they were bitten by 
infected fleas and soon died a terrible death, and the rats had more to eat;

two young Americans who had received permission to execute three Iraqi 
men. In the film you see terrified humans executed one at a time from 
a great distance with a Gatling cannon designed to destroy tanks. The 
bodies appear to disintegrate when they are hit.The callous dialog of 
the two young Americans, with their sights locking onto the infrared images 
of humans, should chill your blood. Their words are: "Get him, he's 
wounded" ... "here's the other one ... under that truck"... "got him!"... 
"where did the other one go?" In 15 or 20 seconds it was 
over.I felt a distinct and terrible thumping in my chest. My pulse 
had increased by half. One who saw it described it as a "pornographic 
experience." What do the young executioners feel? Some 
have described the "head rush" of killing a wounded Iraqi. They will 
never forget it. They will someday recall their faces or remember that 
those three men against whom no fault was proved were only in the wrong time 
in the wrong place, that their wives are sleeping alone, and that their 
children are fatherless and may be going without food. As the 
selected enemies of the Plague-makers become successively weaker and the 
serial wars lose their public popularity, impersonal, Nintendo-style mass 
killing replaces the bloody shoot-outs from foxholes and pillboxes of Korea 
and the jungle patrols in Vietnam, like the Israelis, who surround and 
execute from a distance, rarely exposing themselves to risk, and then pat 
the children's heads for the camera.WAR INFECTS OUR FAMILIES. 
It feeds the drug importers and porn industry, collapses sexual 
morality, fuels the abortion mills and crack houses; job problems and 
anger are anti-family symptoms of the Plague. Does anyone question 
the immoral impact of the ten-year long war in Vietnam on two 
generations of Americans? For those that do not know or remember our 
books and tapes explain.To pay for their wars, the Plague-makers 
print money and pay it to their allies. This is why your dollars are 
diluted. To hide rising prices (caused by diluted money) they sign treaties 
that lower labor costs, forcing emigration of stable jobs. Business 
goes where labor is cheap and civil responsibility is nil. The war 
promoters also deliberately discourage industry at home with regulations 
that don't apply abroad.We consumers are

I am going to hope that's why he's doing this... but somehow, knowing his
arrogance, I doubt it..
I voted for him last time, and since I've seen his interviews in this, I
don't think it's just to prove a point, I think it's arrogance.
I think he knows none of us will risk voting for him, but it would be nice
to have him force the candidates to actually address the issues.  And it
helps us to be skeptical.  For instance Kerry has so much in common with
George that it makes me nervous.   Oh well.  Prudy
