Since many Israeli arms merchants connected to the government in Tel Aviv sell to the black market, some of this military technology has ended up in the hands of countries that have poor relations with the US, and some may have ultimately been resold to al-Qaeda. Lobe writes, According to knowledgeable sources, who asked to not be identified, the FBI (Federal Bureau of Investigation) has been intensively reviewing a series of past counter-intelligence probes that were started against several high-profile neo-cons but never followed up with prosecutions, to the great frustration of counter-intelligence officers, in some cases.Some of these past investigations involve top current officials, including Deputy Secretary of Defence Paul Wolfowitz; Undersecretary of Defence for Policy Douglas Feith, whose office appears to be the focus of the most recently disclosed inquiry; and Richard Perle, who resigned as Defence Policy Board (DPB) chairman last year.All three were the subject of a lengthy investigative story by Stephen Green published by Counterpunch in February. Earlier, rumors swirled of an FBI investigation of how the Pentagon Office of Special Plans, set up by Doug Feith, Undersecretary of Defense for Policy, skewed intelligence on Iraq and may have illegally engaged in intelligence-gathering. In fact, that investigation was being conducted by the Senate Intelligence and House Judiciary Committee staffs, not by the FBI. They are also looking at the possibility that Pentagon employees pursued unauthorized contacts aimed at preparing the way for overthrowing the governments of Iran and Syria. This according to the Boston Globe: ' Senate Intelligence and House Judiciary Committee staff members say inquiries into the Near East and South Asia Affairs division have found preliminary evidence that some officials gathered questionable information on weapons of mass destruction from Iraqi exiles such as Ahmed Chalabi without proper authorization, which helped build President Bush's case for an invasion last year. The investigators are also looking into a more serious concern: whether the office engaged in illegal activity by holding unauthorized meetings with foreign nationals to destablize Syria and Iran without the presidential approval required for covert operations, said one senior congressional investigator who has longtime experience in intelligence oversight. 'A pattern of illegal payments for such information is also at issue. Laura Rozen says she has evidence that Pentagon officials asked that Manuchehr Ghorbanifar be paid for documents he provided.By the way, I personally do not expect any dramatic developments from all these investigations. AIPAC has powerful protectors on Capitol Hill, and past charges that it was involved in espionage for Israel have always been buried. As for the Neocon cult in the Pentagon, even if they did something illegal, they will not suffer much because of it. Look at where the Iran-Contra criminals are, who subverted the US Constitution and stole arms from the Pentagon to sell illegally to Khomeini. One Iran-Contra figure, who lied to Congress, now serves in the National Security Council as the person in charge of the Israeli-Palestine issue. That is Elliot Abrams, who was pardoned by Bush the elder and now sets White House policy on among the more important issues affecting US relations with the Muslim world. Bush may as well have just appointed Ariel Sharon to advise him on how to deal with Ariel Sharon (though to be fair, Sharon is probably more pragmatic than and to the left of Abrams).Moreover, if Sharon and AIPAC decide that they need the US government to take military action against Iran, it is likely that the US government will do so. They can mobilize the US evangelicals in favor of this step, putting enormous pressure on Congress and the executive. Many Iranian expatriates are extremely wealthy and well connected, and they want such military action. Sniffen Associated Press Friday, September 3, 2004; Page A17 A former dictator's cocktail preferences and a facetious plot against Santa Claus were classified by the government to prevent public disclosure. Also stamped secret for six years was a study concluding that 40 percent of Army chemical warfare masks leaked. These, as well as other examples of classification were cited last week by members of Congress and witnesses at a House subcommittee hearing into the Sept. 11 commission's conclusion that secrecy is undermining efforts to thwart terrorists. Some classifications were made in error or to save face. The CIA deleted the amount Iraqi agents paid for aluminum tubes from Page 96 of a Senate report on prewar intelligence. The report quoted the CIA as concluding that their willingness to pay such costs suggests the tubes are intended for a special project of national interest. That price turned out to be not so high. On Page 105 of the same Senate report, the same security reviewers let the CIA's figure -- as much as $17.50 each -- be printed along with other estimates that the Iraqis paid as little as $10 apiece. There are too many secrets and maybe too many secret-makers, said Rep. Christopher Shays (R-Conn.), chairman of the House Government Reform Committee's national security panel. There are 3,978 officials who can stamp a document top secret, secret or confidential under multiple sets of complex rules. No one knows how much is classified, he said, and the system often does not distinguish between the critically important and comically irrelevant. The problem is growing, said J. William Leonard, director of the National Archives' Information Security Oversight Office, which monitors federal practices. Officials decided to classify documents 8 percent more often in 2003 than in 2002. Total classification decisions -- including upgrading or downgrading -- reached 14 million. The tone is set at the top, Shays said. This administration believes the less known, the better, added the Connecticut Republican, noting sadly he was speaking of a GOP administration. I believe the more known, the better. The panel's ranking Democrat, Rep. Dennis J. Kucinich of Ohio, noted that former President Bill Clinton directed that in cases of doubt, the lowest or no classification be used. But in 2003, President Bush ordered officials to use the more restrictive level. Steven Aftergood, director of the Federation of American Scientists' project on secrecy, said some classification was designed to conceal illegality or avoid embarrassment, even though that is forbidden. Aftergood cited the secret stamp on Army Maj. Gen. Antonio M. Taguba's report of numerous incidents of sadistic, blatant and wanton criminal abuses inflicted on Iraqi inmates at the Abu Ghraib prison. Carol A. Haave, deputy undersecretary of defense for counterintelligence and security, said most misclassification was unintentional, resulting from misunderstanding or failure to declassify data that are no longer sensitive. She said a weakness, particularly for anti-terrorism efforts, was that those who collect intelligence determine its classification. Collectors of information can never know how it could best be used, Haave said. We have to move to a user-driven environment. Leonard, the Archives official, said another obstacle to sharing anti-terrorist data as the Sept. 11 commission envisioned was that federal law divides the authority for writing the rules that govern secrets. The CIA director has authority to protect intelligence sources and methods, the Energy Department has power to write regulations to shield nuclear secrets, the Pentagon has control over classifying NATO data and the National Security Agency can define eavesdropping communications secrets. All these variations have nuances that impede cooperation, Leonard said. Aftergood, who is fighting in court to declassify the overall budget for intelligence agencies, argued that declassifying that total could break the logjam of overclassification. That was also recommended by the Sept. 11 commission. Leonard said a 2000 law created a public interest declassification board to recommend release of secrets in important cases, but the president and Congress never appointed members. For the curious: The CIA classified for 20 years longtime Chilean dictator Augusto Pinochet's preference for pisco sours, according to subcommittee staff members citing previously classified documents published by the National Security Archive, a private anti-secrecy institute at George Washington University. According to a court ruling in April,if they explosives found in the case had been used, they could havedestroyed an armored car and everything within 20 meters would have felt theimpact. The county and the vendor acknowledge thatthere is no way to precisely check the accuracy of vote countingwith the new system.And worse.Elections director Tom Halicki, at the same meeting, failed toinform the commissioners that the test was discontinued, and thatthe new system had failed the Republican Party.s tests. NEWSLETTER #66 September 2, 2004 When 'Peak Oil' Met The 'West Nile Virus' http://www.davesweb.cnchost.com/nwsltr66.html I don't know how much press attention the story has gotten outside of the region, so to bring the potentially uninformed up to date, there has been a series of deaths in recent months in Southern California that have been attributed to the dreaded 'West Nile Virus.' According to the official party line, the virus is being spread by infected mosquitos, which are picking up the disease from infected birds. I'm going to go out on a limb here and suggest that is very unlikely that 'West Nile Virus' actually exists as a specific, identifiable viral agent. And if it does exist, there is no evidence that it is pathogenic. As one illuminating post concludes, after reviewing the medical literature, It is quite clear that West Nile Virus has never been purified, and that without purification not only is it impossible to say whether it is the cause of the disease that it is associated with, but it is impossible to say whether it even exists. The ten purported victims were, overall, an elderly bunch, and most had preexisting health conditions. The oldest was 91; the average age of the ten was 75. No offense to the surviving family members of the deceased, but these weren't people who needed some exotic virus to finish them off; they were people with one foot in the grave and the other on the proverbial banana peel. Not surprisingly, this alleged deadly outbreak has been seized upon as a pretext to further advance the police state, and to further blur the line between healthcare and law enforcement. Wholesale spraying of who-knows-what has become all the rage in some parts of town, and there has been talk of greatly expanding the police powers of county health officials, including granting them the power to enter upon any property, at any time, in search of any potential mosquito breeding grounds (as if it is possible to eliminate every drop of standing water in all of Los Angeles, Orange, and San Bernadino Counties). Next on the agenda will probably be another round of discussions about the need for mandatory vaccinations. This is all pretty disturbing stuff, to be sure, but in this post-911 dystopia we live in, it is pretty much par for the course. As anyone with eyes and ears and a few brain cells in between has probably noticed, there are any number of disturbing things happening in the world these days. But the West Nile Virus story took a particularly troubling turn a couple weeks ago. While idling watching some of NBC's stellar prime time Olympic coverage last Monday night, I happened to catch a brief teaser for the upcoming evening newscast in which it was announced that the 'West Nile Virus' had claimed another Southern California victim. The man was identified only as a local political activist. Details, of course, would have to wait. So ... I patiently waited through about two hours of NBC's thought we were arrogant before? how do you like us now? A generation ago, Indian farmers in the state of Gujarat used bullocks to lift water from shallow wells in leather buckets. Now they haul it from 300 metres below ground using electric pumps. But that technological revolution is about to have devastating consequences. So much water is being drawn from underground reserves that they, and the pumps they feed, are running dry, turning fields that have been fecund for generations into desert. The world's leading water scientists warned this week that this little-heralded crisis is repeating itself across Asia, and could cause widespread famines in the decades to come. Day and night India is at the epicentre of the pump revolution. Using technology adapted from the oil industry, smallholder farmers have drilled 21 million tube wells into the saturated strata beneath their fields. Every year, farmers bring another million wells into service, most of them outside the control of the state irrigation authorities. The pumps, powered by heavily subsidised electricity, work day and night to irrigate fields of thirsty crops like rice, sugar cane and alfalfa. But this massive, unregulated expansion of pumps and wells is threatening to suck India dry. Nobody knows where the tube wells are or who owns them. There is no way anyone can control what happens to them, says Tushaar Shah, head of the International Water Management Institute's groundwater station, based in Gujarat. When the balloon bursts, untold anarchy will be the lot of rural India, he says. Shah gave his apocalyptic warning at the annual Stockholm Water Symposium in Sweden last week. His research suggests that the pumps, which transformed Indian farming, bring 200 cubic kilometres of water to the surface each year. But only a fraction of that is replaced by the monsoon rains. China's breadbasket The same revolution is being replicated across Asia, with millions of tube wells pumping up precious underground water reserves in water-stressed countries like Pakistan, Vietnam, and in northern China. In China's breadbasket, the north China plain, 30 cubic kilometres more water is being pumped to the surface each year by farmers than is replaced by the rain. Groundwater is used to produce 40 per cent of the country's grain, and Chinese officials warned this week that water shortages will soon make the country dependent on grain imports. Vietnam has quadrupled its number of tube wells in the past decade to one million, and water tables are plunging in the Pakistani state of Punjab, which produces 90 per cent of the country's food. In India, more farmers now provide their own water via wells and pumps than rely on the government's irrigation system, which is based on a network of canals. Corrupt management, low investment and drying rivers have made the national system increasingly decrepit, and it rarely delivers water to farmers when they need it. In early September of last year, the US had lost nearly 300 troops in Iraq and many political experts were questioning how long the American people would accept the slow drip-drip of casualties. Conventional wisdom at the time suggested the public might tolerate ongoing fatalities as long as they believed the Bush administration had a definitive exit strategy and a plan for establishing a secure, democratic Iraq. One year and nearly 700 more deaths later, Americans' verdict on the war continues to be mixed. Some analysts say the crossing of the 1000 figure could spark a period of intense public reflection over the current state of US operations in Iraq, after several months during which the issue of casualties fell below the radar screen for many Americans. It [1000 US casualties] becomes a salient threshold for people rising out of their slumber and taking another look at the situation, Feaver said. There will be another gut check. Evenly divided As of September, 979 US troops have been killed in Iraq and nearly 7000 wounded. Jay Farrar, vice president of external affairs at the Center for Strategic and International Studies, said the figure of 1000 casualties could be significant because Americans tend to want to quantify issues by numbers, and that it's an easy way to reference in peoples' own minds what something means. I think when you reach a level of 1000 casualties in a war against a country that presented very little direct threat to the United States, that presents an opportunity for discussion among some people who may have been inclined to question our motives, Farrar said. While a recent survey by the Pew Research Center showed that six in 10 Americans believe President Bush does not have a successful plan for stabilising Iraq, the public appears to be evenly divided over the question of whether the war was worth the costs involved. In a recent NBC News/Wall Street Journal poll, 49% of registered voters said removing Saddam Hussein from power had not been worth the cost in terms of money and casualties, while 43% felt it was worth it. In a recent Gallup Poll, however, 49% said the war had been worth fighting and 48% said otherwise. Breaking ranks Farrar said his own research indicated that opposition to the war is growing. My numbers show that a rising percentage of the American public is starting to question the cost of [the war] in terms of lives and dollars, he said. Lawrence Korb, a former defenxe department official in the Reagan administration and currently a senior fellow at the Center for American Progress, said more people are beginning to say, 'No, this war was not worth the cost'. Korb said the recent statement by retiring Republican Congressman Doug Bereuter that the war in Iraq was a mistake, is a sign that even some Bush supporters may be breaking ranks. Bereuter, who until recently served as the vice chairman of the House Intelligence Committee, issued a four-page statement criticising the administration's use of faulty prewar intelligence and lamenting the conflict's death toll. The cost in casualties is already large and growing, and the immediate and long-term financial costs are incredible, said Bereuter, who voted for the congressional resolution authorising the president to invade Iraq. The United States invaded and conquered Iraq on the basis of lies. Even the official report of the United States Senate admits as much ( http://www.infowars.com/print/iraq/war_on_alie.htm ). So, where did all this bad information come from? While the culprits would like to pin the blame on the Central Intelligence Agency, the facts point in a different direction. To cite just one example, the now-discredited claim that Saddam was trying to buy Yellow Cake Uranium from Niger came from the Pentagon, specifically from Paul Wolfowitz ( http://www.antiwar.com/orig/leopold.php?articleid= 1913 ), using information the CIA stated was unreliable. Wolfowitz, and his assistant Douglas Feith, set up a special office called the Office of Special Plans in 2001, that fed information to the White House to urge the attack on Iraq. Shortly after the invasion, the OSP was disbanded. So, the trail of the lies that started a war goes from the White House, to the Pentagon, to the Office of Special Plans. But where was the OSP getting their information? Clearly, they were not using information provided by the CIA, or the CIA would not have denounced their cources as unreliable. According to some reports, the OSP was using consultants who came from outside the Pentagon and operated with no oversight or accountability ( http://rightweb.irc-online.org/analysis/2004/0402o sp.php )! The Office of Special Plans operated on its own, off the official payroll and away from Congressional oversight ( http://www.guardian.co.uk/Iraq/Story/0,2763,999737,00.html ). According to several sources, it was the information given out by the Office of Special Plans that Dick Cheney encouraged the CIA to adopt! So where does the trail lead from the OSP? As it turns out, the OSP was getting their information from primarily two sources. The first was Ahmed Chalabi, the bank embezzler who would be king and didn't care how it came about ( http://www.thenation.com/doc.mhtml?i=20030707s=dr eyfuss ). The second, and more damning source, is the office of the Prime Minister of Israel, Ariel Sharon! As the Office of Special Plans poured out the lies that led to war, Israeli officers, up to the rank of General, were repeatedly escorted inside the Pentagon to the Office of Special Plans ( http://www.commondreams.org/headlines03/0807-02.htm ). At no time were they required to sign in! Douglas Feith would then take this information, despite CIA doubts about the credibility of the claims, into private briefings at the White House that bypassed CIA ( http://www.telegraph.co.uk/news/main.jhtml?xml=/ne ws/2004/07/11/wsept11.xmlsSheet=/news/2004/07/11/ ). In some cases, the CIA was unaware of Feith's private briefings until the OSP information became part of White House public policy. So, this is the trail of the lies that started a war, beginning at the White House, and via Dick Cheney moving upstream to the Pentagon's Office of Special Plans, under Wolfowitz and Feith, then from OSP to an parallel group operating out of Ariel Sharon's office in Israel. That's the trail. UPDATE: As of this writing, a staffer within the Office of Special Plans has been outed as a spy for Israel. While Israel officially denies spying (as it did for 13 years following the arrest of Jonathan Pollard), and the US Government downplays the importance of this individual, the fact remains that this Israeli spy sat right on the information piepline feeding false claims about Iraq into the White House. The focus on the Iranian documents going TO Israel is the limited hangout concealing the darker secret of bogus Iraqi Intelligence flowing FROM Israel into the White House war
