There’s an old saying: “What goes around, comes around.” Simply put, 
what one does to others eventually comes back to haunt them. It is normally used 
in a negative context. In these last few weeks before the election of 2004, John 
Kerry is beginning to reap the rewards of the above statement. Besides 
the various groups that have come forward to condemn him, there is another group 
that the media ignores as much as it can. It is the group of “guys like me,” 
Vietnam vets who have been forced to live our lives under the stigma of 
negativism, hate, and total disrespect normally reserved for enemies of the 
country. It is the guys like me that, from the very day we returned from 
Southeast Asia, have had to launch into the rest of our lives and drive on, 
trying as much as possible to suffer the slings and arrows of the 
communist-backed anti-war crowd and the continuing aftermath of all they have 
done. Kerry was a leader in this movement. For each and every one of us 
who survived Vietnam, where we simply did our jobs and tried to serve our 
country with honor, it has been a continuing battle ever since to live through 
the atmosphere of condemnation and accusations cast upon us by such as John 
Kerry, Jane Fonda, Tom Hayden and their gang of communist misfits. It is 
rather late for Kerry to step forward, render a salute and announce “reporting 
for duty.” Kerry now is trying to use his Vietnam service as a political 
springboard, and the sad thing is that there are many people who think this 
automatically qualifies him as a hero. The problem lies with us veterans who 
know the truth. Four months in Vietnam does not qualify one to tout a great deal 
of combat experience. In fact, four months in the infantry barely qualified one 
to stand watch alone or take point on a patrol. Kerry, using the “Three Heart 
Rule” wherein one could be transferred out of the combat zone after three Purple 
Hearts were awarded, found a way to leave the country as soon as possible, 
leaving his crew and shipmates behind. The Swiftboat Veterans for Truth have 
already addressed this issue and the lack of evidence clouding the issuance of 
the medals themselves. I am more concerned with what he did after he 
came home. It is in those days and weeks and months that he stabbed me and every 
other Vietnam vet in the back and twisted the knife whose blade was forged on 
the anvil of deceit and beaten with a hammer of lies. Then he left the knife in 
our backs where it remains to this day. It is the same knife that is still in 
the backs of our children who are serving today, a legacy directly traceable to 
the anti-military movement of the 60s. I was a young Marine grunt in 
1965-66. I landed with the famous 9th Marine Regiment at Da Nang in July of 
1965, and served as an automatic rifleman in an infantry company until February 
1966, when I then became a sniper—a job I didn’t really want at the time, but 
Marines do not question orders. I finished my “tour” with a medevac flight back 
to “the world” at the end of May of 1966 and spent six months in the hospital in 
San Diego recovering from wounds. It was here that I saw a daily infusion of 
real heroes, guys who were missing limbs, suffered grievous and paralyzing 
wounds, and barely hung onto life while fighting tropical diseases we didn’t 
even have names for. My own wounds consisted of a punji stake in my right calf, 
shrapnel wounds in both legs, coupled with amoebic dysentery and ulcerative 
colitis and malaria. No one there had received Purple Hearts for scratches, nor 
did they want any. We were the generation of baby boomers that grew up 
after World War II on a diet of gung ho patriotic “John Wayne” movies, who used 
to dress up in our dad’s old uniforms and medals and play “army.” We saw the 
Victory at Sea series showing the ticker tape parades and brass bands and 
smiling and waving crowds that our parents experienced in 1945. But now it was 
different. There were no bands, no parades, no ticker tape, and no smiling, 
cheering crowds. It was like you were in the jungle or rice paddies one day, 
then home a couple of days later where no one seemed to know there was a war 
going on or at least didn’t seem to care. Still, we were glad to be home and did 
the best we could to get on with our lives. We could live without bands and 
parades and heroes welcomes… Then along comes John Kerry. I 
remember when I first heard of Vietnam Veterans Against the War and wondered who 
in the heck these morons and cowards were. Obviously they must be draftees, dope 
smoking hippies from San Franciso that got drafted and sent to Vietnam, whining 
and complaining all the way there and back. So who wants to listen to them?

Afghanistan

Unocal has been very involved in the Afghanistan, Pakistan and
Turkmenistan part of the world. These regions are central to a
trans-Afghan pipeline which would grant broad economic and military
power throughout the Eurasian landmass. Military decisions in the
Balkans by NATO forces mirrored the same concerns of control for these
vital areas. 
Before Unocal was able to make their first bid in the region, Bridas, an Argentinian oil company
headed by an ambitious Carlos Bulgheroni struck a
deal with the Rabbani
government which gave him a thirty year agreement on an 875 mile
pipeline. Bulgheroni looked for partners, among them Unocal, and was
turned down. Teaming up with Saudi Arabia's Delta Oil,Russia's Gazprom, and Turkmenistan's state owned Turkmenrozgas, Unocal made their
own deals with local leaders in the area. 
This led to Turkmenistan blocking exports from some of Bridas' oil
fields, which led to three lawsuits filed with the International
Chamber of Commerce that Bridas eventually won. They lost the suit
against Unocal in Texas,
in which they charged them with civil conspiracy and tortuous
interference. Unocal was awarded a 918 mile pipeline in October of
1995. The Taliban overthrew the Rabbani
government with help from the CIA and Pakistan's ISI.
This negated whatever thirty year contract Bulgheroni had with
Afghanistan which led him to fight back the only way left. Deal with
the Taliban, and their dealings went back and forth until two U.S.
embassis were bombed in Africa. 
President William J. Clinton
initiated a freeze on business deals with the Afghani government as it
was and this put a halt to the pipeline. After 9/11,
and the subsequent war there, new roads have miraculous opened up for
work on huge $3.2 billion deal signed in December of 2002 between
Pakistan, Turkmenistan and Afghanistan (whose new president, Hamid Karzai, was a Unocal
consultant in 1996-97, working on a feasability study for a pipeline in
Afghanistan)[6][7].
Among others working with Unocal in the Afghani region have been: Henry Kissinger, Robert Oakley, Richard Armitage, and Zalmay Khalilzad.[8]; [9];

Unocal's history is a chronicle of one major oil leak or spill after
another. Multinational Monitor named Unocal one of the 10
worst corporations of 1994 and
1998.
In September 1998, "a coalition of 30 citizens' groups petitioned then
Attorney General of California Dan Lungren to begin charter revocation
proceedings against Union Oil Company of California (Unocal)" which
they referred to as "a dangerous scofflaw corporation". 
In 1969 a blowout at Unocal's (then Union Oil of California),

into the ocean [12].
Massive underground leaking in Avila Beach California resulted in the
demolition of the town [13] [14]

another, the central coast town, Orcutt, was similarly found to be

Unocal reached a $43.8 million settlement for a long time diluent
release in the Guadalupe dunes, California [17].

In San Francisco, Unocal was found guilty of "continuously dumping
excess selenium into San Francisco Bay" [18].
In Kenai, Alaska, a Unocal ammonia and fertiliser plant experienced an
explosion that "ruptured a containment tank, causing about 30,000
gallons of methyldiethanolamine (MDEA), a chemical solution, to spill
and about 500 pounds of ammonia gas to vent into the air" [19].

A joint House-Senate Committee is hashing out the details of the final
9/11 police state bill.

The Conference Committee and their staffs need to be contacted and told:

The House 9/11 Commission police state bill, HR 10, was passed on Oct.
8th. It codifies something called the Driver License Agreement,
which invisions linking all state driver license ( state ID)
databases with those of the states and provinces on Mexico and Canada
to create a kind of NAFTA ID card rather than a national ID card.

The Senate version is considerably different. Its national ID
provision, snuck on to the bill by Sen. McCain and Collins, sets up a
biometric integrated screening system with checkpoints; and leaves
to the Homeland Security Department the details as to how drivers'
licenses will be integrated into the biometric screening system.

Below is a list of the conference committee which is reconciling the
differences between the bills. There is a feverish race in the Capitol
to push this through before the election. The Conference may be done
as soon as Friday.

amount of social security taxes collected that the Congress has spent on 
non-social security items. It is now close to $3 trillion.

STILL SCAMMING SOCIAL 
SECURITY

Amid much fanfare, the 
report of the Old Age and Survivors’ Insurance and Disability Insurance Trustees 
Report (OASDI) was issued recently. Headlines on wire service reports and news 
articles in the “kept” media trumpeted the extension of the “solvency” of the 
Social Security Trust Fund to the year 2038, one year later than previously 
estimated.

However, a summary of the 
report (found at www.ssa.gov/OACT/TR01tr_IIA.html) reveals 
this interpretation to be nothing but smoke and mirrors.

The trustees considered 
three possibilities (high cost, intermediate cost, and low cost). The version 
released to the news media was the “intermediate cost” scenario. It projected 
the “exhaustion” of the trust fund(s) in 2038.

What is generally referred 
to as the Social Security Trust Fund is actually a combination of two trust 
funds, Old Age and Survivors Insurance (OASI) and Disability Insurance (DI) 
trust funds. At the end of year 2000, the combined “assets” of the two funds 
were $1.049 trillion. The “assets” are projected to grow to $3.088 trillion by 
2010.

The report does identify 
those “assets” as special (non-marketable) interest bearing government bonds. 
However, the reader is left on his own to realize that those bonds must be 
redeemed either from the general fund, increased payroll taxes, lowered 
benefits, or a combination of the three.

The program actually runs 
out of money to pay all benefits when tax collections are less than benefits 
paid. At that point, bonds must be “redeemed” to pay the difference. That point 
arrives much earlier than 2038 even under the optimistic “intermediate” version. 
Annual costs would exceed tax revenue beginning in 2016

The report provides 
estimates of the depletion of the trust funds under “high cost” assumptions. 
These take into consideration possible changes in cost (benefit) 
projections. However, it does not 
deal with the very real possibility of lower tax collections due to economic 
conditions.

In this writer’s opinion, 
the crisis will arrive around the year 2010 when a combination of higher 
benefits and lower tax receipts will require additional money be pumped into the 
programs.

In the interim, between this 
year and 2010, over two trillion dollars in excess payroll taxes will have been 
spent on a combination of buying back bonds from the public and other government 
programs.

The day of reckoning is much 
closer than they want us to believe. And the Medicare program is in even deeper 
trouble.

The ObserverScientists are developing techniques aimed at taming the power of the 
world's most devastating storms. The project, backed by funds from Nasa, would 
involve seeding clouds, coating seas with biodegradable 'slicks' and even 
beaming microwave radiation from orbiting power stations to slow or even halt 
hurricanes. 
Controlling these great, rolling tempests - known as hurricanes in the 
Atlantic, typhoons in the western Pacific and cyclones in the eastern Pacific - 
is now considered an urgent priority. Last month Hurricane Ivan killed more than 
70 people and destroyed thousands of homes, miles of roads, swaths of vegetation 
and scores of hotels as it swept over Grenada, Jamaica, Tobago, the Cayman 
Islands, the Dominican Republic, Haiti and finally Cuba. Three similar recent 
storms caused the same kind of devastation, and meteorologists predict the next 
two decades will see increases in numbers and severity of hurricanes. Global 
warming is likely to worsen the problem. 
'Nothing stands in the way of hurricanes,' says Ross Hoffman, in the current 
issue of Scientific American. 'But must these fearful forces be forever beyond 
our control?' The answer is 'no', he adds, for one day they could be controlled 
thanks to developments in computing, satellite technology and material sciences. 

Backed by Nasa funds, his team of scientists at Atmospheric and Environmental 
Research, a research and development consulting firm, have created computer 
simulations of past hurricanes, including Hurricane Iniki which caused enormous 
damage to the Hawaiian island Kauai in 1992, and Hurricane Andrew, which 
devastated south Florida in the same year. To their surprise they found that by 
making only relatively small changes to temperatures and other meteorological 
variables they could induce major alterations in its path and behaviour. Slight 
tinkering sent Iniki on a route that missed Kauai, for example. 'The question 
is: how can such perturbations be achieved?' asks Hoffman. 
The team has proposed several answers. One is to coat the ocean in front of a 
hurricane with a biodegradable oil which would slow the evaporation of water 
from the sea surface, depriving the developing storm of its sustenance. Another 
technique is to seed the eyes of hurricanes with silver iodide crystals, 
speeding formation of ice from water vapour. Spread by aircraft, these seed 
clouds could cause hurricanes to dissipate, although the group acknowledges that 
early tests have been only partially successful. 
The ultimate technique would be the construction of a flotilla of orbiting 
power stations that would collect the Sun's rays and beam them to Earth as 
microwave radiation. These satellites are considered a promising, non-polluting 
energy source for the future, but could also be used to heat the sea and air 
around hurricanes, altering their paths and dissipating their energy.

Yes where are the constant reporting of poll results? During the 1992 and
1996 election season I think if there was an interval of more than say 2
seconds between the reporting of a new poll (when Clinton was beating
Geroge HW Bush and Bob Dole). What happening this season? Is it because
the Liberal/left wing/marxist/leninist biased news media's candidate is
behind in the polls (well at least doesn't have clear lead) all of a
sudden reporting of polls is stiffled??

IndyMedia Gets Its Servers Back

Less than a week after the U.S.-directed London seizure of
two of its servers, the collective news organization
IndyMedia said Wednesday that the devices have been returned
to its service provider, Rackspace.

However, the 20 or so sites that these servers host will
remain closed to the public until the organization can
inspect the disks and ensure their contents have not been
altered.

Both IndyMedia and the Electronic Frontier Foundation, which
is providing the collective with legal representation, say
it's still unclear exactly what happened, who ordered the
seizures or on what basis they were ordered. The best guess
insiders offer, because of the sequence of events, is that
the seizure was provoked by a posting that originated on
IndyMedia's Swiss site, and that the seizure request
therefore originated with Swiss police.

The posting in question appeared on IndyMedia's Swiss site
about Sept. 7, and included several photographs of two men
that accompanying paragraphs in French claimed were
undercover Swiss police photographing G8 protesters. The
posting was picked up and reposted on a second IndyMedia site
based in Nantes, France. These sites are autonomous, like the
rest of IndyMedia's 50 sites.

According to Devin Theriot-Orr, a Seattle-based IndyMedia
volunteer and an attorney with Edwards, Sieh, Smith, and
Goodfriend, around Sept. 22 IndyMedia volunteers received e-
mail from Rackspace requesting the removal of the posting and
alleging that it contained personal information about and
threats against the two officers. The posting was edited to
remove a comment about revenge being a dish best served cold
and to blank out the officers' faces.

On Oct. 1, Theriot-Orr received a visit from two FBI agents,
apparently on behalf of the Swiss government. They came in
and asked questions about the post and I clarified it with
them. It's not illegal to take pictures of officers taking
pictures of us and posting them, and they agreed and said it
was not a U.S. investigation, but a Swiss matter, and they
were acting ... on behalf of the Swiss government.

The Swiss government, they told Theriot-Orr, was not
concerned about the photos, but wanted personal identifying
information removed. I said, 'OK, I have no power or control
over the French IndyMedia center, since each one is
autonomous, but I will pass it on.' They left, and he
assumed the matter was resolved. A week later, the two
servers went offline.

Rackspace's press statement says little more than the company
told IndyMedia at the time. Rackspace Managed Hosting, a
U.S.-based company with offices in London, is acting in
compliance with a court order pursuant to Mutual Legal
Assistance Treaty (MLAT), which establishes procedures for
countries to assist each other in investigations such as
international terrorism, kidnapping and money laundering.
Rackspace responded to a Commissioner's subpoena, duly issued
under Title 28, United States Code, Section 1782 in an
investigation that did not arise in the United States.
Rackspace is acting as a good corporate citizen and is
cooperating with international law enforcement authorities.
The court prohibits Rackspace from commenting further on this
matter.

Both Theriot-Orr and the EFF's counsel, Kevin Bankston,
stressed that no one knows yet what actually happened.

There are a lot of unanswered questions, said Bankston,
but we are going to take legal actions to get them answered.
The immediate problem is solved, but we are trying to figure
out what the agency was and which the issuing court was.

Even the FBI agents he's talked to seem unsure. We think
it's clearly illegal, but before we can

Want to know the hardware behind Echelon?
Uncle Sam using Texas' SAM.

You've probably heard about Echelon, the vast listening system run by the
US, UK, Canada and Australia that scans the world's voice traffic looking
for key words and phrases.

Aside from using the system for industrial espionage and bypassing
international and national laws to listen in on people, it is also used to
listen out for people like Osama bin Laden and assorted terrorists in the
hope of preventing attacks.

All this is out in the relative open thanks to investigative journalists and
a European Commission report into the system, concerned and annoyed that the
Brits and Yanks has got there first.

It works like this: The calls are recorded by geo-stationary spy satellites
and listening stations, such as the UK's Menworth Hill, which combine
satellite-intercepted calls and trunk landline intercepts and forward them
on to centres, such as the US' Fort Meade, where supercomputers work on the
recordings in real time.

But what, you ask, can deal with that overwhelming mass of data that helps
our government spy on the world? And how does it work?

Well, a Texas Memory Systems SAM product - a combined solid-state disk (SSD)
and DSP (digital signal processor). Woody Hutsell, an executive VP at TMS,
said: Fifty percent of our revenue this year will come from DSP systems,
more than last year. The systems are a combination of SSD with DSP ASICs.
ASICs are application-specific integrated circuits - chips dedicated to a
specific purpose.

TMS has a TM-44 DSP chip which has 8 GFLOPS of processing power - that's
eight billion floating point operations per second. The processing uses
floating point arithmatic operations to supply the accuracy needed for the
analysis. A DSP chip turns analogue signals from a sensor or recorder into
digital information usable by a computer. Digital cameras will use a DSP to
turn the light signals coming through the lens into digital picture element,
or pixel, information.

A SAM-650 product is called a 192 GFLOPS DSP supercomputer by TMS. It is
just 3U high and has 24 DSP chips and is positioned as a back-end number
cruncher controlled by any standard server - a similar architecture to that
used by Cray supercomputers. There are vast streams of information coming
from recorded telephone conversations. The ability to have the DSPs work in
parallel speeds up analysis enormously. Spinning hard drives can't feed the
DSPs fast enough, nor are they quick enough for subsequent software analysis
of the data. Consequently TMS uses its solid state technology to provide a
buffer up to 32GB that keeps the DSPs operating at full speed.

A cluster of five SAM-650's provides a terra flop of processing power; one
trillion floating point operations per second.

Echelon is a global surveillance network set up in Cold War days to provide
the US goverment with intelligence data about Russia. One of the main
contractors is Raytheon. Lockheed Martin has been involved in writing
software for it. Since then it has expanded into a general listening
facility, an electronic vacuum cleaner, sucking up the world's telephone
conversations. Information about it's existence has been reluctantly
revealed, prompted by scandals such as the recordings of Princess Diana's
telephone calls by the NSA.

Recorded signals are fed into the TMS SAM systems where the DSPs filter out
the noise to produce much clearer signals that software can work on to
detect individual voices, perform voice recognition, and listen out for
keywords, such as, for example, Semtex. Decryption of encrypted calls is
also a likely activity.

Hutsell says the SAM systems, are supplied to intelligence agencies and the

Opening statementThe first action of the hearing is Fulbright's call to 
order and the opening statement. Fulbright was a Democrat and his opening 
statement was very sympathetic to Kerry's views:  ...I believe they 
deserve to be heard and listened to by the Congress and by the officials in the 
executive branch and by the public generally. You have a perspective that those 
in the Government who make our Nation's policy do no always have and I am sure 
that your testimony today will be helpful to the committee in its consideration 
of the proposals before us... Fulbright also mentions the recent U.S. Supreme Court decision, where the court ruled that 
Vietnam Veterans Against the War, the group for which 
Kerry was a leader and spokesman, did not have a constitutional right to use the National Mall:  ...I regret that. It seems to 
me to be but another instance of an insensitivity of our Government to the 
tragic effects of this war upon our people.  I want also to 
congratulate Mr. Kerry, you, and your associates upon the restraint that you 
have shown, certainly in the hearing the other day when there were a great many 
of your people here. I think you conducted yourselves in a most commendable 
manner throughout this week. Whenever people gather there is always a tendency 
for some of the more emotional ones to do things which are even against their 
own interests. I think you deserve much of the credit because I understand you 
are one of the leaders of this group... 
Kerry's testimonyAfter a brief supportive statement from Javits, Kerry 
begins reading his prepared opening statement. After thanking each member of the 
committee by name, Kerry states:  I would like to say for the record, 
and also for the men behind me who are also wearing the uniforms and their medals, that my sitting here is really symbolic. I am 
not here as John Kerry. I am here as one member of the group of veterans in this 
country, and were it possible for all of them to sit at this table they would be 
here and have the same kind of testimony. "The men behind me" refers 
to members of VVAW and others who came to the committee to hear Kerry testify, 
which by all accounts was very crowded with supporters and media. Kerry also mentions the short time he had to 
prepare:  I would simply like to speak in very general terms. I 
apologize if my statement is general because I received notification yesterday 
you would hear me and I am afraid because of the injunction I was up most of the 
night and haven't had a great deal of chance to prepare. Kerry then 
delivers a most important part of his testimony — explaining the Winter Soldier Investigation, which took place earlier 
that year in Detroit, Michigan. This part of the testimony is the most 
controversial:  ...I would like to talk, representing all those 
veterans, and say that several months ago in Detroit, we had an investigation at 
which over 150 honorably discharged and many very highly decorated veterans 
testified to war crimes committed in Southeast Asia, not isolated incidents but crimes 
committed on a day-to-day basis with the full awareness of officers at all 
levels of command.  It is impossible to describe to you 
exactly what did happen in Detroit, the emotions in the room, the feelings of 
the men who were

The evolution of George Bush's persona over the past few weeks is startling for even the most casual observers. Only a short while ago, Bush was a strong, decisive leader and Kerry was a weak, flip-flopping Massachusetts liberal. The Bush campaign expected those images to carry them through the November elections: it had cost them more than $200m (£112m) to build those caricatures and they had every reason to expect a solid return on their investment.

But those images were built on a carefully crafted stage. Despite all the flaws in the US electoral process we still force the candidates to exit that bubble a handful of times during the election, and it is some credit to the system that those three 90-minute debates can still determine the fate of an election. This year, they have helped introduce the nation to Furious George.

Bush's political operators have worked overtime to make "angry" a pejorative term this political cycle. They wielded the "too angry" attack against Howard Dean in the primaries, when it seemed Dean would be the Democratic nominee, and it helped destroy Dean's candidacy. Republicans again shouted "too angry" to discredit Al Gore's series of impassioned anti-Bush speeches earlier this year.

 The "too angry" claims successfully marginalised the content of those speeches - blistering indictments of an incompetent administration. But what happens when your best attack line is a double-edged sword?
 Bush's operation has taken stage management to extremes. His handlers have figured - correctly - that the press conference format suits their man poorly and is to be avoided at all costs. His last primetime press conference was in April 2004, and he has had only two with the White House press corps since late August - both of them with the Iraqi prime minister, Ayad Allawi, at his side. (The Bush campaign actually wrote Allawi's speech in order to squeeze out precious political points.)

Bush's campaign appearances are not much better. While Kerry's events are open to the public, Bush's affairs require the signing of a "loyalty oath". Quietly wearing an anti-Bush T-shirt or badge is grounds for expulsion.
Bush faces only adoring audiences vetted by the campaign's enforcers. At his town hall events, questions are planted for maximum political effect. At one, a veteran merely got up and requested permission to salute his commander in chief. Compelling visuals? Perhaps. But it does little to acquaint Bush with reality.

Campaign commercials do their best to paint an alternative reality in which Bush is an effective leader and Kerry is anything but. Entire media networks, such as Fox News and Sinclair Broadcasting, prop up Bush in a way that would make their fellow propagandists in North Korea and Cuba proud. Sinclair, in fact, will pre-empt local programming on its 62 stations to air an anti-Kerry movie days before the election - unless a blog-led boycott forces a reversal.
Given the force of Republican efforts to deify Bush, his debate performances came as a big shock to many Americans. They showed a Bush quick to anger, indecisiveness, pettiness and petulance. The sheltered Bush was clearly unprepared for the debate and unprepared to face criticism. In fact, it seemed to take him by surprise. No one seemed to have told him he had critics.

After his first debate performance, Bush was in a quandary. He had to stem his erosion in the polls, but to do so would require attacking Kerry and furthering the perception that he was too angry to be president.

So how did he respond? By getting even more angry. He not only viciously attacked Kerry but also took out the moderator and several questioners in the process. Someone, somewhere, labelled Bush Furious George - a clever turn on HA Rey's Curious George children's books and an appellation that took firm hold in the online and, increasingly, offline worlds.

 Bush acted like the proverbial ugly American trying to be understood in a foreign land, cranking up the volume and shrillness to make his points while Kerry sat by serenely. The contrast was impossible to miss as Bush became increasingly unhinged. Even on the road, Bush's desperation is palpable as the rhetoric soars to angrier heights.

Bush is now hemmed in. With poll after poll showing small Kerry leads, he needs to do something to regain the momentum. His campaign's attack ads have kept him in the game but he is not pulling away. Furthermore, he is well below the 50% mark in most key battleground state polls - a mark of political vulnerability.

 If he cannot convince people to vote for him, he will have to convince people to vote against Kerry, and to do that he has to

has been warned of the 'inevitability' of catastrophic terrorist attack. But has 
the danger been exaggerated? A major new TV documentary claims that the 
perceived threat is a politically driven fantasy - and al-Qaida a dark illusion. 
Andy Beckett reports Friday October 15, 2004The 
Guardian Since the attacks on the United States in September 2001, there have been 
more than a thousand references in British national newspapers, working out at 
almost one every single day, to the phrase "dirty bomb". There have been 
articles about how such a device can use ordinary explosives to spread lethal 
radiation; about how London would be evacuated in the event of such a 
detonation; about the Home Secretary David Blunkett's statement on terrorism in 
November 2002 that specifically raised the possibility of a dirty bomb being 
planted in Britain; and about the arrests of several groups of people, the 
latest only last month, for allegedly plotting exactly that. 
Starting next Wednesday, BBC2 is to broadcast a three-part documentary series 
that will add further to what could be called the dirty bomb genre. But, as its 
title suggests, The Power of Nightmares: The Rise of the Politics of Fear takes 
a different view of the weapon's potential. 
"I don't think it would kill anybody," says Dr Theodore Rockwell, an 
authority on radiation, in an interview for the series. "You'll have trouble 
finding a serious report that would claim otherwise." The American department of 
energy, Rockwell continues, has simulated a dirty bomb explosion, "and they 
calculated that the most exposed individual would get a fairly high dose [of 
radiation], not life-threatening." And even this minor threat is open to 
question. The test assumed that no one fled the explosion for one year. 
During the three years in which the "war on terror" has been waged, 
high-profile challenges to its assumptions have been rare. The sheer number of 
incidents and warnings connected or attributed to the war has left little room, 
it seems, for heretical thoughts. In this context, the central theme of The 
Power of Nightmares is riskily counter-intuitive and provocative. Much of the 
currently perceived threat from international terrorism, the series argues, "is 
a fantasy that has been exaggerated and distorted by politicians. It is a dark 
illusion that has spread unquestioned through governments around the world, the 
security services, and the international media." The series' explanation for 
this is even bolder: "In an age when all the grand ideas have lost credibility, 
fear of a phantom enemy is all the politicians have left to maintain their 
power." 

Adam Curtis, who wrote and produced the series, 
acknowledges the difficulty of saying such things now. "If a bomb goes off, the 
fear I have is that everyone will say, 'You're completely wrong,' even if the 
incident doesn't touch my argument. This shows the way we have all become 
trapped, the way even I have become trapped by a fear that is completely 
irrational." 
So controversial is the tone of his series, that trailers for it were not 
broadcast last weekend because of the killing of Kenneth Bigley. At the BBC, 
Curtis freely admits, there are "anxieties". But there is also enthusiasm for 
the programmes, in part thanks to his reputation. Over the past dozen years, via 
similarly ambitious documentary series such as Pandora's Box, The Mayfair Set 
and The Century of the Self, Curtis has established himself as perhaps the most 
acclaimed maker of serious television programmes in Britain. His trademarks are 
long research, the revelatory use of archive footage, telling interviews, and 
smooth, insistent voiceovers concerned with the unnoticed deeper currents of 
recent history, narrated by Curtis himself in tones that combine traditional BBC 
authority with something more modern and sceptical: "I want to try to make 
people look at things they think they know about in a new way." 
The Power of Nightmares seeks to overturn much of what is widely believed 
about Osama bin Laden and al-Qaida. The latter, it argues, is not an organised 
international network. It does not have members or a leader. It does not have 
"sleeper cells". It does not have an overall strategy. In fact, it barely exists 
at all, except as an idea about cleansing a corrupt world through religious 
violence. 
Curtis' evidence for these assertions is not easily dismissed. He tells the 
story of Islamism, or the desire to establish Islam as an unbreakable political 
framework, as half a century of mostly failed, short-lived revolutions and 
spectacular but politically ineffective terrorism. Curtis points out that 
al-Qaida did not even have a name until early 2001, when the American government 
decided to prosecute Bin Laden in his absence and had to use anti-Mafia laws 
that required the existence of a named criminal organisation.
