I first quoted them a year ago in a Common Dreams article linked from BuzzFlash titled The Myth of National Victimhood. I noted that Mayer told how one of his friends said: What happened here was the gradual habituation of the people, little by little, to being governed by surprise; to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if the people could understand it, it could not be released because of national securityAs a friend of Mayer's noted, and Mayer recorded in his book: This separation of government from people, this widening of the gap, took place so gradually and so insensibly, each step disguised (perhaps not even intentionally) as a temporary emergency measure or associated with true patriotic allegiance or with real social purposes. And all the crises and reforms (real reforms, too) so occupied the people that they did not see the slow motion underneath, of the whole process of government growing remoter and remoter. ... To live in this process is absolutely not to be able to notice it - please try to believe me - unless one has a much greater degree of political awareness, acuity, than most of us had ever had occasion to develop. Each step was so small, so inconsequential, so well explained or, on occasion, "regretted," that, unless one were detached from the whole process from the beginning, unless one understood what the whole thing was in principle, what all these "little measures" that no "patriotic German" could resent must some day lead to, one no more saw it developing from day to day than a farmer in his field sees the corn growing. One day it is over his head. In this conversation, Mayer's friend suggests that he wasn't making an excuse for not resisting the rise of the fascists, but simply pointing out an undisputable reality. This, he suggests, is how fascism will always take over a nation. "Pastor Niemoller spoke for the thousands and thousands of men like me when he spoke (too modestly of himself) and said that, when the Nazis attacked the Communists, he was a little uneasy, but, after all, he was not a Communist, and so he did nothing: and then they attacked the Socialists, and he was a little uneasier, but, still, he was not a Socialist, and he did nothing; and then the schools, the press, the Jews, and so on, and he was always uneasier, but still he did nothing. And then they attacked the Church, and he was a Churchman, and he did something - but then it was too late." "Yes," I said. "You see," my colleague went on, "one doesn't see exactly where or how to move. Believe me, this is true. Each act, each occasion, is worse than the last, but only a little worse. You wait for the next and the next. You wait for the one great shocking occasion, thinking that others, when such a shock comes, will join with you in resisting somehow. You don't want to act, or even to talk, alone; you don't want to 'go out of your way to make trouble.' Why not? - Well, you are not in the habit of doing it. And it is not just fear, fear of standing alone, that restrains you; it is also genuine uncertainty. "Uncertainty is a very important factor, and, instead of decreasing as time goes on, it grows. Outside, in the streets, in the general community, everyone is happy. One hears no protest, and certainly sees none. You know, in France or Italy there will be slogans against the government painted on walls and fences; in Germany, outside the great cities, perhaps, there is not even this. In the university community, in your own community, you speak privately to your colleagues, some of whom certainly feel as you do; but what do they say? They say, 'It's not so bad' or 'You're seeing things' or 'You're an alarmist.' "And you are an alarmist. You are saying that this must lead to this, and you can't prove it. These are the beginnings, yes; but how do you know for sure when you don't know the end, and how do you know, or even surmise, the end? On the one hand, your enemies, the law, the regime, the Party, intimidate you. On the other, your colleagues pooh-pooh you as pessimistic or even neurotic. ... "But the one great shocking occasion, when tens or hundreds or thousands will join with you, never comes. That's the difficulty. If the last and worst act of the whole regime had come immediately after the first and the smallest, thousands, yes, millions

For that reason, it sometimes gets inside scoops as to what the GOP is thinking, and even what's going on inside the White House. For that reason, their latest story on Bush is extremely disturbing: President Bush feels betrayed by several of his most senior aides and advisors and has severely restricted access to the Oval Office, administration sources say. The president's reclusiveness in the face of relentless public scrutiny of the U.S.-led war in Iraq and White House leaks regarding CIA operative Valerie Plame has become so extreme that Mr. Bush has also reduced contact with his father, former President George H.W. Bush, administration sources said on the condition of anonymity.Matt Drudge adds on his site: The sources said Mr. Bush maintains daily contact with only four people all women: first lady Laura Bush, his mother Barbara Bush, Secretary of State Condoleezza Rice, and Undersecretary of State Karen Hughes. The sources also say that Mr. Bush has stopped talking with his father, except on family occasions. So basically Bush is melting down. (Or, at the very least, the number one propaganda organ of the GOP wants us to think Bush is losing it - that's just bizarre on its face, and shows had bad things are for Bush, and the party.) This is rather disturbing in view of the increased chatter about Bush, an alcoholic who never sought treatment, now reportedly drinking again. This man is running our country. And he won't speak to anyone - ANYONE - other than Condi Rice, his mom, and Karen Hughes? That leaves out the entire Dept of Defense - kind of important during war time - the CIA, every other agency and the entire White House staff. It honestly sounds like he's losing control. And he's in charge of our country. Not just the worst president ever. But quickly becoming scariest president ever.

[CTRL] Fwd: Sub-Minimum Wage Isn't Enough; Halliburton Tries for FREE Slave Labor

Though he was living on the Belle Chasse Naval Base near New Orleans when President Bush spoke there on Oct. 11, he didn't understand anything the ruddy man in the rolled-up sleeves was saying to the troops. Martinez, 16, speaks no English; his mother tongue is Zapotec. He had left the cornfields of Oaxaca, Mexico, four weeks earlier for the promise that he would make $8 an hour, plus room and board, while working for a subcontractor of KBR, a wholly owned subsidiary of Halliburton that was awarded a major contract by the Bush administration for disaster relief work. The job was helping to clean up a Gulf Coast naval base in the region devastated by Hurricane Katrina. "I was cleaning up the base, picking up branches and doing other work," Martinez said, speaking to me in broken Spanish.    Even if the Oaxacan teenager had understood Bush when he urged Americans that day to "help somebody find shelter or help somebody find food," he couldn't have known that he'd soon need similar help himself. But three weeks after arriving at the naval base from Texas, Martinez's boss, Karen Tovar, a job broker from North Carolina who hired workers for a KBR subcontractor called United Disaster Relief, booted him from the base and left him homeless, hungry and without money.    "They gave us two meals a day and sometimes only one," Martinez said.    He says that Tovar "kicked us off the base," forcing him and other cleanup workers -- many of them Mexican and undocumented -- to sleep on the streets of New Orleans. According to Martinez, they were not paid for three weeks of work. An immigrant rights group recently filed complaints with the Department of Labor on behalf of Martinez and 73 other workers allegedly owed more than $56,000 by Tovar. Tovar claims that she let the workers go because she was not paid by her own bosses at United Disaster Relief. In turn, UDR manager Zachary Johnson, who declined to be interviewed for this story, told the Washington Post on Nov. 4 that his company had not been paid by KBR for two months.    Wherever the buck may stop along the chain of subcontractors, Martinez is stuck at the short end of it -- and his situation is typical among many workers hired by subcontractors of KBR (formerly known as Kellogg Brown Root) to clean and rebuild Belle Chasse and other Gulf Coast military bases. Immigrants rights groups and activists like Bill Chandler, president of the Mississippi Immigrant Rights Alliance, estimate that hundreds of undocumented workers are on the Gulf Coast military bases, a claim that the military and Halliburton/KBR deny -- even after the Immigration and Customs Enforcement agency turned up undocumented workers in a raid of the Belle Chasse facility last month. Visits to the naval bases and dozens of interviews by Salon confirm that undocumented workers are in the facilities. Still, tracing the line from unpaid undocumented workers to their multibillion-dollar employers is a daunting task. A shadowy labyrinth of contractors, subcontractors and job brokers, overseen by no single agency, have created a no man's land where nobody seems to be accountable for the hiring -- and abuse -- of these workers.    Right after Katrina barreled through the Gulf Coast, the Bush administration relaxed labor standards, creating conditions for rampant abuse, according to union leaders and civil rights advocates. Bush suspended the Davis-Bacon Act, which requires employers to pay "prevailing wages" for labor used to fulfill government contracts. The administration also waived the requirement for contractors rebuilding the Gulf Coast to provide valid I-9 employment eligibility forms completed by their workers. These moves allowed Halliburton/KBR and its subcontractors to hire undocumented workers and pay them meager wages (regardless of what wages the workers may have otherwise been promised). The two policies have recently been reversed in the face of sharp political pressure: Bush reinstated the Davis-Bacon Act on Nov. 3, while the Department of Homeland Security reinstated the I-9 requirements in late October, noting that it would once again "exercise prosecutorial discretion" of employers in violation "on a case-by-case basis." But

On Wednesday, Sens. Frank Lautenberg, D-N.J., Barbara Boxer, D-Calif. and Maria Cantwell, D-Mich., called on Senate leaders to bring back the executives to account for what they say were outright lies."We ought to be able to ask questions and get truthful responses," Lautenberg said.Spokesmen for Shell and ExxonMobil reached Wednesday stood by their executives' statements last week. A spokeswoman for BP America did not immediately return a phone call seeking comment. After Hurricane Katrina, oil and gasoline prices skyrocketed, leading to record third-quarter profits by oil companies. The companies represented by the five executives that testified last week collectively reported more than $32.8 billion in third-quarter profits, an increase of more than 55 percent over the previous third-quarter profits. The earnings led senators to hold last week's hearings, where they questioned what executives were doing with their profits and what they were doing to lower gas prices.Talking to reporters Wednesday, each of the senators challenged a different aspect of the testimony.Lautenberg charged that the executives lied when they said they did not meet with an energy task force organized by Vice President Dick Cheney to develop the nation's energy policy. The Sierra Club and Judicial Watch unsuccessfully sued to open the task force records after they alleged that energy executives and lobbyists were consulted on national policy, but environmental groups and others were left out of negotiations.Lautenberg cited a Washington Post report Wednesday that references a White House document listing meetings in 2001 between representatives of the oil companies and members of the task force staff. Officials from ExxonMobil, Conoco — before its merger with Phillips — Royal Dutch/Shell and Shell Oil and BP met with task force members between February and April 2001, the report says.Last week, under direct questioning from Lautenberg, ExxonMobil President Lee Raymond, Chevron Chairman David O'Reilly and ConocoPhillips chief James Mulva also said they did not take part in the task force.BP America President and CEO Ross Pillari said: "To be honest ... I wasn't here then.""But your company was here," Lautenberg pressed."Yes," Pillari acknowledged.Shell Oil Co. President John Hofmeister, who took the helm at Shell this year, said he did not know whether his company's representatives attended task force meetings. On Wednesday, ExxonMobil spokesman Russ Roberts told FOXNews.com that Raymond's answers were accurate."The fact is, there was a meeting, but it was not a task force meeting" in February 2001, Roberts said. The meeting instead was an energy outlook meeting, a presentation that was given to The Washington Post one day later, Roberts said."Mr. Raymond made factual comments," Roberts said.A statement released to FOXNews.com by Shell said: "Mr. Hofmeister's remarks during the Senate hearing were accurate and honest.""I cannot confirm if Shell employees participated in official task force meetings," Shell spokeswoman Darci Sinclair said. "However, some members of the administration who met with Shell four years ago were members of the vice president's task force."On a narrower topic, Boxer called into question statements by Hofmeister about the sale of a Bakersfield, Calif., oil refinery that provides 2 percent of California's gasoline. At the hearing Boxer asked whether Shell had sought to close the refinery in 2004 in order to boost its profit margin."Was it because you wanted to control the supply of gasoline and make gasoline even more expensive for my people in California?" Boxer asked.Hofmeister responded, in part: "We shopped the refinery around, unofficially, but did not find buyers. We then decided to close it" because, the refinery was old, small and difficult to work with because it was on multiple plots of land.Hofmeister did not directly respond to Boxer's accusation of trying to short supply to drive up prices. On Wednesday, Boxer revealed she had received two letters in April and May 2004 from the then-company CEO, who said Shell had no plans to sell the plant and was not seeking buyers, although the company would keep the option open."I can just believe nothing about what they said," Boxer said of the executives' testimony. "Shell Oil, in direct response to a question from me, lied to my face."Shell

Lawmaker jailed, ends case on 2 DUIs

By NANCY BADERTSCHER , DON PLUMMER
The Atlanta Journal-Constitution
Published on: 11/16/05
State Rep. David Graves swapped his trademark pinstriped suit for a
blue
jailhouse jumpsuit Tuesday after closing the case on his two DUIs
in Cobb County.
Graves (R-Macon) gained national attention this fall when he tried
to invoke
a centuries-old provision granting legislators limited immunity
from arrest to
avoid prosecution on a DUI last February. He later abandoned that
defense,

and, on Tuesday, stopped fighting the charges.
Graves, 47, a nine-year legislative veteran and one-time House
committee
chairman, pleaded guilty to the second DUI Tuesday, after a judge
found him guilty
earlier this month of a previous drunken driving charge he received
in 2004.
Graves was then sentenced by Cobb State Court Judge Irma Glover to
serve 10
days in the county jail, followed by 20 days of home confinement
and 12 months
on probation. He also was ordered to pay a $1,600 fine, perform 280
hours of
community service and surrender his driver's license for 12 months,
Cobb County

Solicitor Barry Morgan said.
Morgan said Graves' sentence closely follows state law.
He didn't get any special treatment, Morgan said.
The law requires first-time offenders to spend at least 10 days in
jail, but
gives judges the authority to cut, waive or suspend all but 24
hours. It also
gives judges the authority to mandate 90 days to 12 months in
prison on a
second offense, but with discretion to suspend all but 72 hours of
incarceration.
Graves went from court to the Cobb County Jail to begin serving his
10 days.
He's worn out, said Graves' attorney, William C. Bubba Head.
What he's
already been through from a publicity standpoint is far worse than
anything
he'll deal with with the judicial system. The most notorious and
celebrated DUI

case in Georgia history is now over.
Michelle Hitt, spokeswoman for House Speaker Glenn Richardson (R-
Hiram), said
Graves has taken personal responsibility for his actions. This is
a personal

situation between David, his family and the courts.
Graves was arrested in March 2004, while the General Assembly was
in session
in Atlanta. Authorities said he ran a red light and registered .13
on a
blood-alcohol test, well over the .08 limit to be considered DUI in
Georgia.
He was arrested again Feb. 15 at a DUI roadblock near Vinings. He
refused a
blood-alcohol test, but was ticketed based on a field sobriety test
and a
police officer's assessment that he had a strong odor of alcohol
and slurred speech.
Graves said he had just left a dinner meeting with other
legislators and
should be allowed to claim immunity from arrest because the General
Assembly was

in session.
Georgia has had the immunity provision in its constitution since
1789, but
legal experts said they believed Graves might have been the first
legislator to
use it in a criminal case. Many states enacted such laws at the
time to keep

legislators from being arrested by powerful political rivals.
Glover rejected Graves' argument and GOP leaders distanced
themselves from
his strategy, saying legislators should not consider themselves
above the law.
Graves, who had been advised by his attorney's advice to take the
immunity

argument to the state Supreme Court, withdrew that appeal.
Graves stepped down as chairman of the House Regulated Industries
Committee,

which has oversight over legislation governing the liquor industry.
In addition, Graves, a pharmacist, faces possible disciplinary
action by the
Georgia State Pharmacy Board. The board had been waiting for his
criminal
cases to conclude and could suspend or revoke his license, said
Kara Sinkule, a
spokeswoman for the secretary of state's office, which has
oversight over

licensing.
Meanwhile, state Rep. Rob Teilhet (D-Smyrna) pre-filed legislation
Tuesday
calling for a constitutional amendment to do away with the
legislative immunity

provision.

Said a Lehman Brothers report, "[A] turn in the housing market is central to our economic forecast. ""The demographic story behind the housing market boom, as we always thought, was a giant hoax," wrote Merrill Lynch Co.'s North American economist, David Rosenberg, in a recent report. If housing prices decline sharply, the effects could be broad. Lehman estimates one-third of the past year's U.S. economic growth was a consequence of the housing boom. Housing construction is equal to 5 percent of the national economy.A downturn in housing could mean more than 1.3 million lost jobs, Goldman Sachs Group Inc. predicts, bumping up the national unemployment rate by 1 percent and the unemployment rate in house-mad California by 2 percent. Those numbers don't include likely job cuts in housing-dependent businesses, such as banking, furniture and building materials. The Center for Economic and Policy Research predicts worse, saying a bubble burst would mean the loss of 5 million to 6.3 million jobs. The housing run-up has financed consumer spending, creating more than $5 trillion in bubble wealth, the center estimates. Consumers have used "cash-out" mortgages to pay for everything from new kitchens to college tuition.A final nightmare scenario: A federal bailout of the mortgage market is likely if housing crashes, the center predicts. So, if corporate pension funds continue to falter and this dire prediction does come true, the Feds could conceivably be holding your mortgage as well as your pension. While there's disagreement on what a downturn will mean, it's widely held that a number of factors could bring prices down. A decline in prices will track interest rates: If rates go up sharply, prices will plummet, said Mark Zandi, chief economist at Economy.com, an independent provider of financial research. If rates rise slowly, housing prices may ease gradually.Others point to simple supply and demand. Bubbles have their own psychology -- a neighbor tells you at a party that her house has tripled in value and you feel like an idiot for renting -- but supply and demand operates on logic, which has to kick in at some point. The supply and demand picture for housing looks out of whack. For six straight months, ending in September, builders started work on more than 2 million new homes. This has only happened three other times in the postwar period, according to Merrill Lynch: 1971 to 1973, 1977 to 1978 and early 1984.Those periods were fundamentally different from today in at least one respect: More people were forming households. Household formation is the growth rate in the number of households and it's boosted by new immigration and twenty-somethings leaving their parents' homes. It is currently half what it was for most of those peak periods."At no time in the past three decades has the gap between household formation and housing starts been as wide as it has been over the past 12 to 24 months," Rosenberg wrote. "We've become accustomed to hearing about how housing is in a new paradigm, that the fundamentals are sound, so on and so forth. But please, just don't tell me that the sector has managed to divorce itself from supply and demand realities."Another indicator, unsold homes on the market, also points down. The ratio of inventories to sales has been rising rapidly in recent months and stands at its highest level since 1996, according to Wachovia Corp.Rents provide more evidence of an imbalance between supply and demand. Since World War II ended, sale prices for homes have generally kept pace with the overall rate of inflation, and rents moved at the same pace. That hasn't been the case for the last eight years, according to the Center for Economic and Policy Research. Copyright © 2005, South Florida Sun-Sentinel

Katrina vanden Heuvel, the innovative editor of The Nation magazine, asked readers to come up with definitions that would expose the real meaning behind Republican pronouncements. Because if one thing is clear, the GOP Stepford message point bloviators speak in a coded language. Nothing really means what the words they utter traditionally mean; it's the wink and the nod that's behind the language that counts. So, for instance, one can easily define the daily mission of White House Press Secretary Scott McClellan's effort to "clarify" as the act of repeating "the same lie over and over again." Or is there a modicum of doubt that "pro-life" actually means the "valuing of life up until birth"? Heck, the readers of the Nation and vanden Heuvel wrote an actual Republican dictionary, it seems, not just a satire. You might call it a GOP decoder. Who can dispute that for "Baby Doc" Bush conviction is defined as "making decisions before getting the facts and refusing to change your mind afterward"? BuzzFlash passed a mumbling man with some mental health problems the other day. It was a beautiful, sunny day and the gentleman kept insisting it was raining, even though there wasn't a cloud in sight. He had his story and he was sticking to it. Bush thinks that type of behavior is being manly and courageous. Actually, it just means that you need your meds. There are the briefest of definitions (as in China, n., See Wal-Mart.) and longer ones like the three-parter for "Class Warfare": "1) Any attempt to raise the minimum age; 2) Any attempt to limit the concentration of wealth in the hands of fewer and fewer plutocrats; and 3) Any attempt to proved affordable health care for the working poor." Of course, while virtually the entire sub rosa strategy of the GOP is class warfare, the Democrats generally run away from the phase as if it carried avian flu.We especially liked definitions such as the one for a presidential press conference: "1) Extremely rare phenomenon -- see Haley's Comet; and 2) Opportunity for gay hustler to advertise his political services."Vanden Heuvel includes a postscript to the Dictionary of Republicanisms, which she wrote shortly after the hurricane that shares her first name devastated New Orleans, as Bush ignored the incident. She writes, "The failure to respond in a timely fashion as the disaster unfolded on national television was not the first time the Republican White House has mismanaged a crisis; it was the latest in a long line of failures. We simply can't afford to trust them any longer. As we drain and rebuild New Orleans, the time has come to drain the right wing's self-enriching agenda from American politics and rebuild our country into a place we can be proud of again."Yes, we must marginalize the neoconservatives, n., "Nerds with Napoleonic complexes."Hear, hear!

CoastTue Nov 15, 3:40 PM ETAssociated Press  LOS ANGELES - Scientists have discovered sexually altered fish off the Southern California coast, raising concerns that treated sewage discharged into the ocean contains chemicals that can affect an animal's reproductive system. So-called intersex animals are not new, but most previous instances were in freshwater. Environmentalists say this is among the first studies to document the effects in a marine environment.Last year, federal scientists reported finding egg-growing male fish in Maryland's Potomac River. They think the abnormality may be caused by pollutants from sewage plants, feedlots and factories. In the latest studies, presented at Monday's Society of Environmental Toxicology and Chemistry in Baltimore, scientists caught 82 male English sole and hornyhead turbot off Los Angeles and Orange counties.Of those, 11 possessed ovary tissue in their testes, said Doris Vidal of the Southern California Coastal Water Research Project, who led one of the studies.Scientists do not yet know how such sexual defects affect the overall fish population.Nearly a billion gallons of treated sewage are released into the Pacific Ocean every day through three underwater pipelines off Huntington Beach, Playa del Rey and Palos Verdes Peninsula.Although the wastewater is filtered, it still contains contaminants that settle onto the ocean floor. Two related studies found that two-thirds of male fish near the Orange County pipeline had egg-producing qualities. In a laboratory experiment, male fish exposed to sediment collected from the pipelines also developed egg-producing traits.Steve Weisberg, who heads the water research project, said the results warrant further study to determine whether sexually altered fish are widespread in ocean waters.

The US used this alleged evidence to swaythe votes of several countries against Iran. Iran suspects Israel and the USto be behind this. The Iranian official news agency reported that "Thelaptop scenario is another ploy of US and Israel to spoil atmosphere aheadof the forthcoming meeting of Board of Governors of International AtomicEnergy Agency (IAEA) scheduled slated for November 24."IRNA said: Iran's Under-Secretary of Supreme National Security Council(SNSC) Javad Vaidi said that like before, a few days before an IAEA meetingon Iranian nuclear program, the US and Israel have fabricated a newscenario. Once, they said that Iran produces nuclear arms at Kolahdouz base, then, they said Parchin was the center for Iran's nuclear arms and anothertime they introduced Lavisan as the center for nuclear weapons."After such false allegations about geographical places turned out tobaseless by IAEA inspectors, now, they have resorted to a laptop which, according to them, proves Iran is seeking nuclear arms. Even the westernallies of Washington and Israel have dismissed the credibility of such aclaim."The New York Times report said "R. Nicholas Burns, the under secretary ofstate for political affairs, who has coordinated the Iran issue with theEuropeans, also declined to discuss the intelligence, but insisted that theBush administration's approach was one of 'careful, quiet diplomacy designedto increase international pressure on Iran to do one thing: abandon itsnuclear weapons designs and return to negotiations with Europeancountries.'" Vito Fossella, R-N.Y. "We will try hard in the coming weeks, but ultimately Congress will have something of a black eye over this."A spokeswoman for Rep. John Sweeney, R-N.Y., said the congressman also had been told New York would lose the funding in whatever compromise version of the spending bill finally reaches the floor. The tug-of-war over the $125 million began earlier this year when the White House proposed taking the money back because the state had not yet spent it.New York protested, saying the money was part of the $20 billion pledged by President Bush to help rebuild after the Sept. 11 attacks. Health advocates said the money is needed to treat current and future illnesses among ground zero workers. The Senate voted last month to let New York keep the $125 million, but the House made no such move. House and Senate budget negotiators then decided to take the money back, lawmakers and aides said.Top New York fire officials recently lobbied Congress to keep the funding. Fire and police officials say they worry that many people will develop long-term lung and mental health problems from their time working on the burning pile of toxic debris at ground zero and they want to use the money to help them.Fossella and other New York officials hope they can win the money back in an emergency spending measure, expected later this year, that would pay for Hurricane Katrina recovery

She noted that court orders are stillrequired before the police can conduct wiretaps on someone's phone orInternet communications. But one provision, which would require Internet companies to hand over avariety of identifying information about subscribers, was attackedyesterday as giving police too much latitude to snoop into Canadians'private lives. The information includes telephone numbers, addresses, e-mail addressesand IP addresses, which can identify a person's computer to the operatorof a website that the person is viewing."There are no limits on it," said New Democratic MP Joe Comartin, theparty's justice critic. "I don't think they should be entitled to askfor that unless it's part of an investigation and it should beauthorized, as part of that investigation, through a judicial warrant."Public Safety officials said the bill also prevents Internet companiesfrom revealing how often the police request such information, althoughthey said that the police must keep records and privacy commissionerswill be able to review them. That is a lower level of safeguard than exists for intercept warrants, however. The government must report how many such court orders areauthorized each year; seizure warrants are made public after they areexecuted unless they have been sealed by a court. The bill would require telecommunications companies across the countryto build in capacity that, when combined, would be enough to conductround-the-clock monitoring of the Internet or telephone communicationsof more than 8,000 people at a time. The police can already obtain warrants to intercept e-mail and otherelectronic communication, but the companies that provide services suchas e-mail are not always able to do the taps and transmit theintercepted communications to police as it occurs.Ms. McLellan defended the bill."First of all, it's not a vast system. In fact, we are well behind othernations to which we regularly compare ourselves as it relates to theability for law enforcement to intercept certain kinds of newtechnologies," she said.Public Safety officials said that there have been "numerous" cases inwhich police investigations were blocked because Internet companiescould not conduct taps, but they said they didn't have statistics on howoften that has happened.Mr. Comartin said that if the Canadian government were serious aboutcombatting child pornography, it would enact tougher laws so thatInternet service providers can act to prevent it. News :: Human Rights : International
Thermobaric Weapon Also Used in Fallujah
Submitted by sofiushka
Original Publisher: defensetech.org
[It seems more and more like the war on Fallujah was a human testing site
for the US military]

Marines Quiet About Brutal New Weapon

War is hell. But itâ?ôs worse when the Marines bring out their new urban
combat weapon, the SMAW-NE. Which may be why theyâ?ôre not talking
about it,

much.

This is a version of the standard USMC Shoulder Mounted Assault
Weapon but
with a new warhead. Described as NE - Novel Explosive- it is a
thermobaric

mixture which ignites the air, producing a shockwave of unparalleled
destructive power, especially against buildings.

smaw-ne sequence.JPGA post-action report from Iraq describes the
effect of

the new weapon: One unit disintegrated a large one-storey masonry type
building with one round from 100 meters. They were extremely impressed.
Elsewhere it is described by one Marine as an awesome piece of
ordnance.

It proved highly effective in the battle for Fallujah. This from the
Marine

Corps Gazette, July edition: SMAW gunners became expert at determining
which wall to shoot to cause the roof to collapse and crush the
insurgents

fortified inside interior rooms.

The NE round is supposed to be capable of going through a brick wall,
but in

practice gunners had to fire through a window or make a hole with an
anti-tank rocket. Again, from the Marine Corps Gazette:

Due to the lack of penetrating power of the NE round, we found that our
assaultmen had to first fire a dual-purpose rocket in order to create
a hole
in the wall or building. This blast was immediately followed by an NE
round

that would incinerate the target or literally level the structure.

The rational for this approach was straightforward:

Marines could employ blast weapons prior to entering houses that had
become

pillboxes, not homes. The economic cost of house replacement is not
comparable to American lives...all battalions adopted blast techniques
appropriate to entering a bunker, assuming you did not know if the bunker
was manned.

The manufacturers, Talley, make bold use of its track record, with a
brochure headlined Thermobaric Urban Destruction.

The SMAW-NE has only been procured by the USMC, though there are reports
that some were 'borrowed' by other units. However, there are also
proposals
on the table that thousands of obsolete M-72 LAWs could be
retrofitted with

thermobaric warheads, making then into effective urban combat tools.

But in an era of precision bombs, where collateral damage is expected
to be

kept to a minimum, such massively brutal weapons have become highly
controversial. These days, every civilian casualty means a few more
â?úhearts and mindsâ?ù are lost. Thermobaric weapons almost
invariable lead

to civilian deaths. The Soviet Union was heavily criticized for using
thermobaric weapons in Afghanistan because they were held to constitute
disproportionate force, and similar criticisms were made when
thermobarics

were used in the Chechen conflict. According to Human Rights Watch,
thermobaric weapons kill and injure in a particularly brutal manner
over a

wide area. In urban settings it is very difficult to limit the effect of
this weapon to combatants, and the nature of FAE explosions makes it
virtually impossible for civilians to take shelter from their destructive
effect.

So itâ?ôs understandable that

Re: [CTRL] HIV INFECTION RATES AMONG BLACKS 8 TIMES WHITES

2005-11-17 Thread Michael B.Clark
-Caveat Lector-

http://www.rumormillnews.com/cgi-bin/forum.cgi?read=81896

Absolutely. The reason is of course is that blacks have

TWO DELTA 32 RECEPTOR SITES for HIV to attach to. And

whites may have only one.

Or in some cases whites HAVE NO DELTA 32 RECEPTOR SITES

at all.

Those whites who have no delta 32 receptor sites are the

ones that the Illuminati want to live. European Black

Nobility ( Merovingians ) are totally immune to HIV.

What amazes me is how blacks refuse to wake up and smell

the genocide. I just dont get it. It's like they

want to die.

Infected needles and unprotected sex arent the only

means of transmission. Mosquitos do the most damage.

And exchange of saliva.

SALIVA is FULL of CD4 WHITE BLOOD CELLS. It is upon

CD4 LYMPHOCYTES that HIV does its transmission. Think

about that the next time somebody sneezes on you at

Wal-Mart.

I can foresee the time when blacks are on the endangered

species list. They just dont seem to get it.

Largest Individual Judgment in Sex Abuse Case Nets Florida Man $10.9 Million Judgment - Re: Michael J. Powel vs Carlo D. Fabbozzi, Superior Court for the State of Connecticut, Judicial District of Fairfield at Bridgeport, CV02-0393364S "Bridgeport, Conn., Nov. 17 /PRNewswire/ -- A 47-year-old Florida man, Michael J. Powel, won a $10.9 million dollar judgment in Connecticut Superior Court against a former maintenance worker for the Roman Catholic Diocese of Bridgeport, Carlo D. Fabbozzi. The jury agreed Fabbozzi repeatedly molested Powel between the ages of 9 and 13. Fabbozzi, now 78, was in his mid-40s at the time. The abuse took place in the late 60s and early 1970s on church property. Powel repressed his painful memories of the abuse by Fabbozzi until year 2000, only to regain them while recuperating from removal of a life threatening malignant brain tumor. More than 68 scientific studies support the existence of full or partial repression, otherwise known as dissociative amnesia, following trauma like childhood sexual abuse. Powel's account of the molestations was corroborated by the testimony of two other male victims." http://www.prnewswire.com/cgi-bin/stories.pl?ACCT=104STORY=/www/story/11-17-2005/0004219137EDATE

Dear NewsMax Reader:

Below is an URGENT message from The Center for Individual Freedom who is
leading the charge to recent liberal Republican betrayals on spending and
reducing America's dependence on foreign oil. Read their very important
message and learn how you can help.

Thank you.

  Dear Friend:

Liberal Republicans in the House blocked legislation to significantly
cut government spending and reduce America's dependence on foreign oil!

  You read that right.

Last week, I couldn't believe it when as many as 25 REPUBLICANS --
caving to the pressure and unfounded claims of radical Left-wing
environmental groups - literally hijacked the House Budget bill.

These liberal Republicans are trying to erase the hard-fought gains we
-- you and I - have made in the Senate these past two months.

   Here's what is happening:

[check.gif] Republican leaders in the House and Senate were at last
ready to attack the sky-rocketing debt -- the largest in our nation's
history.

[check.gif] In the same bill, they proposed a long-overdue measure to
reduce America's dependence on foreign oil and help to lower gas prices
by increasing domestic production through responsible,
environmentally-sound oil exploration in the Arctic National Wildlife
 Refuge (ANWR).

[check.gif] A group of Leftwing House Republicans thumbed their noses at
America and prevented the bill from coming to the floor. How? They told
the GOP leadership they would join hard-left Democrats like Nancy Pelosi
and John Conyers and Socialist Bernie Sanders to vote against the entire
bill --- if the ANWR provision wasn't dropped.

Faced with this outrageous alliance of liberal Republicans and extremist
Democrats, the GOP-dominated House Rules Committee withdrew the ANWR
   provision.

But hold on to your hats. It gets worse!

These are many of the same liberal Republicans who are apposed to
 cutting wastfull, government spending

I know you agree that we shouldn't take this betrayal lying down.

These elected leaders NEED to hear from you TODAY!

Use the hyperlink below to send your 48 URGENT BLAST FAX messages to the
Members of the United States House of Representatives whose vote is
crucial if we are to reign in out-of-control spending and release ANWR
from captivity.

Tell them the American people can no longer afford to pay exorbitant
prices at the pump for gasoline. Tell them that Americans can't afford
to spend thousands more than ever before to heat their homes. Tell them
that run-away federal spending and high energy prices are undermining
our economy and costing American jobs. And tell them that we will no
longer tolerate their callous inaction.

Tell these liberal Republicans to stop playing games with our future.
Tell them you want more budget reductions and you want them to authorize
oil exploration in the Arctic National Wildlife Refuge (ANWR)
  immediately.

  ANWR's Potential...

America's energy consumption has grown at twice the rate of domestic
production since the energy crisis in the 1970s.
