The U.S. Department of Homeland Security, set up following the September 11 attacks, last week applied for a blanket ban on disclosing the information it holds on Britons and other E.U. citizens. Last month, Britain agreed to send the secretive U.S. department all details of U.K. passengers before they fly to America. The agency was given full access to huge amounts of information on individual passengers, including details of their credit cards, home addresses, e-mail addresses, frequent-flier records, and even requests for special meals. And, despite a huge privacy row in the European Parliament, it was also given permission to keep the airlines' lists of passengers' names for at least eight years. The Department of Homeland Security last week said it intended to make this information available for 'routine use' by the intelligence community 'to protect the United States from terrorist threats' and to tackle cases of identity theft. But it said it was also applying for a complete ban on disclosing the information it holds on individuals and then uses to turn passengers away. Last week, it published a notice of proposed rulemaking for an exception from the U.S. Privacy Act, which allows individuals to check records the American government holds on them. The law is supposed to allow anyone to check files for mistakes but the new exception rule is being brought in on the grounds of national security and law enforcement. Cooperative Research summarizes the story: At about the same time Bush was getting ready for his jog, a van carrying several Middle Eastern men pulled up to the Colony’s guard station. The men said they were a television news crew with a scheduled “poolside” interview with the president. They asked for a certain Secret Service agent by name. The message was relayed to a Secret Service agent inside the resort, who hadn’t heard of the agent mentioned or of plans for an interview. He told the men to contact the president’s public relations office in Washington, DC, and had the van turned away. [Longboat Observer, 9/26/01] General Ahmed Shah Massoud The Secret Service may have foiled an assassination attempt. Two days earlier, Ahmed Shah Massoud, leader of Afghanistan’s Northern Alliance, had been murdered by a similar ruse. Two North African men, posing as journalists from “Arabic News International,” had been requesting an interview with Massoud since late August. Ahmad Jamsheed, Massoud’s secretary, said that by the night of September 8, “they were so worried and excitable, they were begging us.” An interview was arranged for the following day. As it began, a bomb hidden in the video camera exploded, killing the two journalists. Massoud was rushed by helicopter to a hospital in Tajikistan, but was pronounced dead on arrival (although his death was not acknowledged until September 15). [International Policy Institute for Counter-Terrorism, 10/30/01, Newsday, 10/26/01] Threat to Air Force One Also from Cooperative Research: Shortly after takeoff, Cheney apparently informed Bush of “a credible threat” to Air Force One. [AP, 9/13/01 (D)] US Representative Adam Putnam “had barely settled into his seat on Air Force One… when he got the news that terrorists apparently had set their sights on the plane.” [Orlando Sentinel, 9/14/01] The Secret Service had received an anonymous call: “Air Force One is next.” The caller allegedly knew the agency’s code words relating to Air Force One procedures. Cooperative Research concludes that this threat was just White House spin: It turned out the entire story was made up. [Washington Post, 9/27/01] The press expressed considerable skepticism about the story. For instance, one Florida newspaper thought Fleischer’s disclosure was “an apparent effort to explain why the president was flown to Air Force bases” before returning to Washington. There’s no doubt that this telephone call took place, it was confirmed by Cheney indirectly, Condoleeza Rice very directly, many other Republicans directly, then later on it was denied. ‘Oh it was a confused or garbled message that came in.’ At the beginning it seemed to serve Bush, because it seemed to explain why he had gone from Florida to Louisiana to Nebraska. Exercise Scenario The T4 FSE is based on National Planning Scenario 11 (NPS-11). The scenario begins as terrorists, who have been planning attacks in Oregon, Arizona, and the U.S. Territory of Guam, successfully bring radioactive material into the United States. The first of three coordinated attacks occurs in Guam, with the simulated detonation of a Radiological Dispersal Device (RDD), or “dirty bomb,” causing casualties and wide-spread contamination in a populous area near a power plant. Similar attacks occur in the hours that follow in Portland and Phoenix. An RDD is not the same as a nuclear attack. It is a conventional explosive that, upon detonation, releases radioactive material into the surrounding area. Although it does not cause the type of catastrophic damage associated with a nuclear detonation, there are severe rescue, health, and long-term decontamination concerns associated with an RDD. Real weapons will not be used in the scenario, but the response will be mounted as if they had been. Bush and Vice President Dick Cheney. It also brought Congressman John Conyers to the stage to promote the very popular National Health Insurance Bill, H.R. 676. While the discussion of health insurance for all and the great congressman from Michigan were well-received with cheers and applause, the cries for impeachment took center stage. In what has become routine now, Conyers fed into the momentum asking What should we do? IMPEACH! cried the crowd. What should we do? IMPEACH! and so it was repeated. The congressman went on to declare that we needed to bring back Rumsfeld and put him on trial and the big question was to decide who ought to go first. Cheney! shouted the crowd enthusiastically. Some knowing impeach activists in the crowd called the bluff asking When are you going to act on this? He replied that he was going to meet with impeachment activists. When?! they called. Right after this march. Right here! and he pointed back stage. NJ impeachment activists, Stuart Hutchison (North), Cheryl Biren- Wright and Joanne O'Neill (South) as well as a representative from Central NJ positioned themselves behind stage to avoid getting the slip. After a few condescending and sarcastic assurances from the legislative aide that Sure, sure, the congressman will meet you right here, they slowly maneuvered their way towards Rep. Conyers. By then, word had spread through the crowd that Conyers, not only was going to meet with impeachment supporters, but was going to sign onto H. Res. 333 on Monday. As the activists greeted the congressman, a warm exchange and introductions were made. We're very pleased to hear that you've agreed to sign on to H. Res. 333 on Monday, announced Hutchison despite his doubt that this would actually be carried out. Conyers did not deny he said that, but replied Well, you know I can't do it Monday, we're not in session. Biren-Wright interjected by pulling out a cell phone and suggested they could call Kucinich right there. Conyers proceeded, ...and, I can't do it on the 6th or the 13th...but I'll be back here in November. The NJ Impeach Group persisted and Conyers prepared to setup his next deal. Listen, he said, You keep working here in New Jersey. You get one representative from New Jersey... The members precipitously jumped in declaring, We've got one! Conyers was taken aback and shot a look at assistant, Joel Segal. Who? inquired Conyers. Congressman Donald Payne who is on his way here right now, they replied. Payne, New Jersey's only member of both the Congressional Progressive Caucus and Congressional Black Caucus signed on to H. Res. 333 after a strong campaign by the NJ Impeach Groups and a sealing of the deal by David Swanson of afterdowningstreet.com last month. The congressman, who represents the city of Newark, was on his way to join Conyers in leading the march and addressing the crowd. Rep. Conyers struggled to respond to this unexpected news and suddenly his approach was less amicable and more direct. He searched each activist intently asking Do you know what will happen if this moves forward and doesn't succeed? Do you have any idea? as if the mere thought was too much to bear. The representatives replied that they understood the consequences of not moving on it and that is where the real danger was. Despite the contentions of some critics, Conyers readily acknowledged that as chair of the judiciary, he holds the power to propel the impeachment process forward. However, he insisted that a campaign to impeach that was not successful would have dire consequences -- presumably politically and presumably for him personally. The NJ Impeach Group explained that the success would be acquired through defending the Constitution and standing up to an administration that has committed a felony and grave abuses of power. They reiterated that this was the will of the people and that a growing number of democratic constituents are positioned to walk away from the party if the dems do not hold this administration accountable. Iraq Weapons Are a Focus of Criminal Investigations By JAMES GLANZ and ERIC SCHMITT New York Times, August 28, 2007 http://www.nytimes.com/2007/08/28/world/middleeast/28military.html? ei=5065en=b439102b6d2b8b9aamp;amp;ex=1188878400partner=MYWAYpagewa nted=print BAGHDAD, Aug. 27 — Several federal agencies are investigating a widening network of criminal cases involving the purchase and delivery of billions of dollars of weapons, supplies and other matériel to Iraqi and American forces, according to American officials. The officials said it amounted to the largest ring of fraud and kickbacks uncovered in the conflict here. The inquiry has already led to several indictments of Americans, with more expected, the officials said. One of the investigations involves a senior American officer who worked closely with Gen. David H. Petraeus in setting up the logistics operation to supply the Iraqi forces when General Petraeus was in charge of training and equipping those forces in 2004 and 2005, American officials said Monday. There is no indication that investigators have uncovered any wrongdoing by General Petraeus, the top commander in Iraq, who through a spokesman declined comment on any legal proceedings. This article is based on interviews with more than a dozen federal investigators, Congressional, law enforcement and military officials, and specialists in contracting and logistics, in Iraq and Washington, who have direct knowledge of the inquiries. Many spoke on condition of anonymity because there are continuing criminal investigations. The inquiries are being pursued by the Army Criminal Investigation Command, the Department of Justice, and the Federal Bureau of Investigation, among other agencies. Over the past year, inquiries by federal oversight agencies have found serious discrepancies in military records of where thousands of weapons intended for Iraqi security forces actually ended up. None of those agencies concluded that weapons found their way to insurgents or militias. In their public reports, those agencies did not raise the possibility of criminal wrongdoing, and General Petraeus has said that the imperative to provide weapons to Iraqi security forces was more important than maintaining impeccable records. In an interview on Aug. 18, General Petraeus said that with ill- equipped Iraqi security forces confronting soaring violence across the country in 2004 and 2005, he made a decision not to wait for formal tracking systems to be put in place before distributing the weapons. “We made a decision to arm guys who wanted to fight for their country,” General Petraeus said. But now, American officials said, part of the criminal investigation is focused on Lt. Col. Levonda Joey Selph, who reported directly to General Petraeus and worked closely with him in setting up the logistics operation for what were then the fledgling Iraqi security forces. That operation moved everything from AK-47s, armored vehicles and plastic explosives to boots and Army uniforms, according to officials who were involved in it. Her former colleagues recall Colonel Selph as a courageous officer who was willing to take substantial personal risks to carry out her mission and was unfailingly loyal to General Petraeus and his directives to move quickly in setting up the logistics operation. “She was kind of like the Pony Express of the Iraqi security forces,” said Victoria Wayne, who was then deputy director of logistics for the overall Iraqi reconstruction program. Still, Colonel Selph also ran into serious problems with a company she oversaw that failed to live up to a contract it had signed to carry out part of that logistics mission. It is not clear exactly what Colonel Selph is being investigated for. Colonel Selph, reached by telephone twice on Monday, said she would speak to reporters later but did not answer further messages left for her. The enormous expenditures of American and Iraqi money on the Iraq reconstruction program, at least $40 billion over all, have been criticized for reasons that go well beyond the corruption cases that have been uncovered so far. Weak oversight, poor planning and seemingly endless security problems have contributed to many of the program’s failures. The investigation into contracts for matériel to Iraqi soldiers and police officers is part of an even larger series of criminal cases. Bringing four months of government turmoil to an end, Abdullah Gul won the post on the third round of balloting by the nation's parliament. Originally nominated in April by Prime Minister Recep Tayyip Erdogan, co-founder with Gul of the Justice and Development Party (AKP), Gul's name on the slate evoked thinly veiled threats of a coup by Turkey's staunchly secularist military. Seeking a public mandate, Erdogan defiantly called early elections and, in what was widely seen as a popular snub to the military, the AKP was swept back into power with a resounding 47% of the vote. Erdogan then pushed ahead with Gul's nomination, despite calls to name a more centrist candidate to stand for a position which is not particularly powerful but carries tremendous symbolic weight because it was once held by the country's Westernizing nation- builder, Mustafa Kemal Ataturk. If Gul's presidency heralds the start of a new era for Turkey, it's far from clear what that new era is going to hold. Is this the beginning of a new period of compromise, or the start of secularist- Islamist strife? wrote columnist Mehmet Ali Birand. A former foreign minister, Gul is widely known as a coalition- builder who played a key role in Turkey's European Union membership bid, but his background in political Islam makes him unpalatable to secularists. The military appears to have accepted his victory but it signaled yesterday that it could step in if it ever felt Turkey's separation between religion and state was threatened. Armed forces chief General Yasar Buyukanit warned against centers of evil that systematically try to corrode the secular nature of the Turkish Republic. To date, the AKP have carved out a reputation as reformers; starting accession talks to join the European Union, introducing reforms under which the economy has boomed and improving human rights. Despite several misfires — like trying to introduce a ban on adultery — they appear to be moving towards the political center. But Turkey's secularists remain deeply suspicious. Pointing to Gul's background as formerly hardline Islamists, they argue that the AKP harbors a secret Islamist agenda. As president, Gul has the power to approve or veto legislation, and secularists fear that he will sign into law any bill passed by Erdogan's government without concern for the separation of religion and politics. They are also infuriated by the fact that his wife Hayrunnisa dons a headscarf — Islamic attire is restricted in government offices under laws which date back to Ataturk's reforms. In the largest operation of its kind, police in Cambridgeshire have raided 73 suspected brothels in the past few months. They have already rescued seven women, some with serious injuries sustained as they tried to escape. The scale of the abuse has horrified the officers and other agencies working with them, who have found women being forced to work in the sex trade in houses in villages as well as city centres, being unable to go out and having sex with up to 60 men a day, earning thousands of pounds for the gangs. Detective Chief Inspector Paul Fullwood, leading the investigation, said: 'We have seen organised crime moving away from firearms and drugs into sex trafficking. It's a lucrative area for these gangs, and the women they get hold of can find it very, very hard to escape.' Police say that in the auctions a woman is brought into the pub with a minder. She is seen by members of different gangs who are then invited to bid for her. The amount they pay in some cases is as little as £1,000. So far, 24 people have been arrested during Operation Radium, most on suspicion of immigration offences, and all have been bailed. No charges have yet been brought as a result of the operation, which is still gathering intelligence. Many of the women who are trafficked into Britain each year come from eastern Europe, Africa and the Far East, tempted by the prospect of a better life and well-paid jobs. But on arrival their identity documents are taken, and they are often kept captive in appalling conditions. So far, seven women have been rescued. Others have fled, fearing arrest even though they are innocent. Fullwood, head of Cambridgeshire's serious and organised crime unit, said: 'Many brothels operate under the guise of other businesses. They may be just ordinary-looking homes in quiet neighbourhoods.' He has appealed for men who have used brothels to report places where they think women are prisoners. Last week police opened their files to reveal detailed personal accounts from some of the victims. Three of them, two back in their home countries and a third being cared for in a hostel, spoke about their beatings, having their identities stolen and being kept in brothels with locked doors and windows. One described being beaten so hard that she had a broken arm for which she was not allowed medical attention. Another told of being forced to have unprotected sex with up to 25 clients a day. She was refused a testing kit when she thought she might be pregnant, and threatened by security guards with a samurai sword and a baseball bat. The so-called enhanced blast weapon uses similar technology used in the US bunker busting bombs and the devastating bombs dropped by the Russians to destroy the Chechen capital, Grozny. Such weapons are brutally effective because they first disperse a gas or chemical agent which is lit at a second stage, allowing the blast to fill the spaces of a building or the crevices of a cave. When the US military deployed a version of these weapons in 2005, DefenseTech wrote an article titled, Marines Quiet About Brutal New Weapon. According to the US Defense Intelligence Agency, which released a study on thermobaric weapons in 1993, The [blast] kill mechanism against living targets is unique--and unpleasant What kills is the pressure wave, and more importantly, the subsequent rarefaction [vacuum], which ruptures the lungs.… If the fuel deflagrates but does not detonate, victims will be severely burned and will probably also inhale the burning fuel. Since the most common FAE fuels, ethylene oxide and propylene oxide, are highly toxic, undetonated FAE should prove as lethal to personnel caught within the cloud as most chemical agents. A second DIA study said, shock and pressure waves cause minimal damage to brain tissue... it is possible that victims of FAEs are not rendered unconscious by the blast, but instead suffer for several seconds or minutes while they suffocate. The effect of an FAE explosion within confined spaces is immense, said a CIA study of the weapons. Those near the ignition point are obliterated. Those at the fringe are likely to suffer many internal, and thus invisible injuries, including burst eardrums and crushed inner ear organs, severe concussions, ruptured lungs and internal organs, and possibly blindness. British defense officials told the UK Guardian that British bombs were different. They are optimized to create blast [rather than heat], one said, speaking on the standard condition of anonymity in Britain. The official added that it would be misleading to call them thermobaric. Officials told the Guardian the new weapon was classified as a soldier launched light anti-structure munition and that the bombs would be more effective because even when they hit the damage is limited to a confined area. The continuing issue of civilian casualties in Afghanistan has enormous importance in the battle for hearts and minds, said Liberal Democrat leader Sir Menzies Campbell in the article. If these weapons contribute to the deaths of civilians then a primary purpose of the British deployment is going to be made yet more difficult. President Bush had been headed to the airport after attending a fundraiser for Sen. Pete Domenici, R-N.M., when the crash happened. Rio Rancho Officer Germaine Casey, 40, crashed at the Albuquerque airport at a point where a road enters an underground parking garage, said Trish Hoffman, a spokeswoman for the Albuquerque Police Department. He was pronounced dead at an Albuquerque hospital. Bush had been headed to the airport after attending a fundraiser for Sen. Pete Domenici, R-N.M. Any time there is a presidential motorcade, the officers, that's part of their job, they drive at a high rate of speed, said Hoffman, whose department is investigating the crash. Rio Rancho police department spokesman Officer John Francis said Casey's motorcycle hit a curb and then a tree, but investigators were reconstructing the accident to determine exactly what happened. Photographers and reporters in the presidential motorcade said the officer's motorcycle appeared to be nearly destroyed, and the officer was on the ground, being helped by an emergency medical technician. White House spokesman Scott Stanzel said the president saw the wreck after it had occurred, and a member of the White House medical staff went to assist. Bush called Casey's wife, Lisa, from his limousine on the way to the airport in Seattle to offer condolences, Stanzel said. The president issued a statement saying he was saddened by Casey's death and extraordinarily grateful for his protection. It is a high calling to choose to serve and protect your fellow citizens, and I will always be indebted to Officer Casey's service, the president said, adding that the officer's wife and two teenage children were in his thoughts and prayers. The officer had been with the Rio Rancho Police Department since 2005 and worked with campus police at the University of New Mexico before that, Hoffman said. Francis said Casey had received special training in riding in motorcades and had previously escorted Bush and Vice President Dick Cheney on separate occasions. Conveniently for the Kremlin, the finger of suspicion points directly at President Vladimir Putin's main enemy, the exiled Russian tycoon Boris Berezovsky. The announcement came three days before what would have been Politkovskaya's 49th birthday, and almost a year after she was shot dead in a hail of bullets in the lift of her Moscow apartment building early last October. The Russian prosecutor-general, Yuri Chaika, said at a press conference in Moscow yesterday that 10 arrests had been made, including the direct organisers, accomplices and the assassin himself. Figures within the Russian Interior Ministry and secret services have been arrested as accomplices to the crime, but it was hinted that the mastermind of the murder was the oligarch living outside Russia. The person who ordered the crime, said Mr Chaika, was living outside Russia and wanted to destabilise the situation in the country ... and return to the previous ruling system, when money and oligarchs decided everything. This would suggest either the London-based Boris Berezovsky, or the former head of Yukos oil and gas company, Leonid Nevzlin, who lives in Israel. The Kremlin and Russian authorities have long suggested that Mr Berezovsky is behind the murder of both Politkovskaya and Alexander Litvinenko, the former KGB agent poisoned in London last November. Experts and former colleagues of the assassinated journalist expressed satisfaction that arrests had been made, but scepticism at Mr Chaika's conclusions. It's good that there has been progress in the case, said Igor Yakovenko, secretary-general of the Russian Union of Journalists. If we believe everything that Chaika says then this is the end of the sad tradition of the murders of journalists in Russia going unsolved. But, he said, there were several doubts about the allegations. It's worrying that, even before the investigation has been officially completed, they are pointing the finger at people abroad, he said. Dmitry Muratov, the editor of Novaya Gazeta, the opposition newspaper where Politkovskaya published her hard-hitting reports on Russian politics and the conflict in Chechnya, expressed similar doubts. We have known about this for a while. We've worked together with their investigation and we trust their professionalism, said Mr Muratov. But we are absolutely amazed that they have openly stated they know who ordered the crime before the investigation has even been completed. Mr Muratov confirmed that a security services official had been arrested, and revealed that the FSB security-service operative in question was a Moscow-based lieutenant-colonel. At this stage, I don't want to reveal any more, he said. Let's wait first for the court case. Mr Chaika stated that the killing was carried out by a Chechen criminal gang operating in Moscow that specialises in professional hits. He also linked the group to the killings of Andrei Kozlov, the corruption-fighting banker who was shot dead last year, and the Forbes magazine editor Paul Klebnikov, killed in 2004. He refused to name the mastermind, but separately stated that Russia's long-standing efforts to have Boris Berezovsky brought before a Russian court could bear fruit soon, if the former oligarch is extradited from Britain to Brazil, where he is wanted on charges of financial irregularity, and from there to Russia. If all of Mr Chaika's claims are to be believed, it would mean that members of Russia's security services are under the command of Boris Berezovsky. The level of corruption in Russia can bring many unpleasant surprises, said Gennady Gudkov, a former FSB colonel and now a member of the security committee of the Duma, or parliament. Mr Gudkov said he was certain the London-based exile was behind the killing: My information leads me to believe that Berezovsky himself, or people controlled by him, are behind both this act and many acts of terrorism. Others were sceptical. We have no guarantees the names of those who really ordered the killing and the names of those who will be accused of it will be the same, said a statement from Novaya Gazeta's editorial team. He is terrified. Alone among friends and family, he “works” to support his family, but is not exactly sure of what he does. He “administrates creative product strategies,” according to the Job Description on file at Human Resources. The Health Insurance covers his wife and two kids, both under seven years of age and subject to all manner of illness and disease. Then there were the pregnancies themselves, and the drugs he must take daily to function at his job without drinking, or veering into violence, or bursting into tears. He’s covered by the company plan, but loopholes open and money falls through. Deductibles. Co-payments. He is no longer interested in his friends, the few that he still has, or in having friends at all. What good are they, except to drink with, and he’s not supposed to drink while on his pills — though he does anyway. And don’t think this is all confidential, that they don’t know, the ‘they’ at the company, whoever they might be, that he sees a head-drugger to stay on top of things. He’s thirty-five and still paying student loans. Graduate program at the University. MBA. Had to do it. Or else how would he have climbed to even his middling position on the ladder? He’s reached his final rung. He knows he hasn’t the energy to kill, the will that would enable him to climb further. In fact, the remaining energies of his life will be directed toward hanging on to the rung he’s reached. To remaining at his place on the limitless ladder to the sky. He can barely see the people at the bottom, but he would need quite a powerful telescope indeed to even glimpse the stars at the top. The kids will want to go to college. His wife, also a mediocrity, but in a different capacity at a different firm, a different profession, will grow stronger, as women tend to after fifty, after the sex and procreation, after the body, just when he is starting to collapse. Rapid rise from twenty to forty, slow descent, then at fifty the cascading tumble. Unless you’re at the top of the ladder, in which case fifty is not fifty, due to special treatments, physical training, private cooks, drugs, vitamins and surgeries… He’s reached the end of something, he knows, but he has the responsibility to see things through, at least until the kids are out of school. But of course college won’t be enough. It wasn’t for him. He needed a Masters. His kids will need Ph.D.s. He worries that somehow the system will fail him. It has not failed him to this point, merely placed him at his rightful place in the hierarchy. But he fears that the system, based on protocols, laws, unwritten rules, tacit agreements and technologies that he can never hope to understand, will collapse of its own weight and intricacy. He does not understand how the Network works, or how food gets to the supermarkets, or how the parent company trickles his paycheck down the many holding companies and through his department and into his bank account. He does not understand the high level of partnership between the bank and the corporation that owns it, which is the parent of the company he works for, and where he will spend his days before being traded or shuffled off in some arcane corporate deal or merger or is fired outright. Laid off. And then what? Sending out resumes as he’d done as a kid fresh out of college and as a young married man with his expensive MBA? He fears limited resources, so he does not read the hard copy of the City News, but browses the paper’s site on the Network. But when does he have time to read this, working nine to five as he does, which is not nine to five at all, but eight to six, seven, sometimes ten o’clock? By which point he is exhausted, despite his clockwork consumption of caffeine and nicotine. And when he does call up the news from the Network sites he realizes how small he and his life are, even in the context of the corporation, not to mention the role of the parent company in international affairs. Good god. The corporation is everywhere, in every country. Many of these countries are at war with each other, and if the corporation’s interests are seriously threatened, might go to war with the Nation. But the Nation is already at war. He is glad that the Nation possesses the most well-trained, technologically advanced military force on the planet. He had not gone to the last war, for he was in graduate school. But the current war terrifies him, the destruction the Nation wreaks upon its challenger with missiles

Four tiny dice rolled to a stop. “That’s what nature does,” Dr. Lagoda said. The random results of the dice, he explained, illustrate how spontaneous mutations create the genetic diversity that drives evolution and selective breeding. He rolled the dice again. This time, he was mimicking what he and his colleagues have been doing quietly around the globe for more than a half-century — using radiation to scramble the genetic material in crops. That process has produced valuable mutants like red grapefruit, disease-resistant cocoa and premium barley for Scotch whiskey. “I’m doing the same thing,” he said, still toying with the dice. “I’m not doing anything different from what nature does. I’m not using anything that was not in the genetic material itself.” Dr. Lagoda, the head of plant breeding and genetics at the International Atomic Energy Agency, prides himself on being a good salesman. It can be a tough act, however, given wide public fears about the dangers of radiation and the risks of genetically manipulated food. His work combines both fields but has nonetheless managed to thrive. The process leaves no residual radiation or other obvious marks of human intervention. It simply creates offspring that exhibit new characteristics. Though poorly known, radiation breeding has produced thousands of useful mutants and a sizable fraction of the world’s crops, Dr. Lagoda said, including varieties of rice, wheat, barley, pears, peas, cotton, peppermint, sunflowers, peanuts, grapefruit, sesame, bananas, cassava and sorghum. The mutant wheat is used for bread and pasta and the mutant barley for beer and fine whiskey. The mutations can improve yield, quality, taste, size and resistance to disease and can help plants adapt to diverse climates and conditions. Dr. Lagoda takes pains to distinguish the little-known radiation work from the contentious field of genetically modified crops, sometimes disparaged as “Frankenfood.” That practice can splice foreign genetic material into plants, creating exotic varieties grown widely in the United States but often feared and rejected in Europe. By contrast, radiation breeding has made few enemies. “Spontaneous mutations are the motor of evolution,” Dr. Lagoda said. “We are mimicking nature in this. We’re concentrating time and space for the breeder so he can do the job in his lifetime. We concentrate how often mutants appear — going through 10,000 to one million — to select just the right one.” Radiation breeding is widely used in the developing world, thanks largely to the atomic agency’s efforts. Beneficiaries have included Bangladesh, Brazil, China, Costa Rica, Egypt, Ghana, India, Indonesia, Japan, Kenya, Nigeria, Pakistan, Peru, Sri Lanka, Sudan, Thailand and Vietnam. Politically, the method is one of many quid pro quos the agency, an arm of the United Nations in Vienna, offers client states. Its own agenda is to inspect ostensibly peaceful atomic installations in an effort to find and deter secret work on nuclear weapons. Plant scientists say radiation breeding could play an important role in the future. By promoting crop flexibility, it could help feed billions of added mouths despite shrinking land and water, rising oil and fertilizer costs, increasing soil exhaustion, growing resistance of insects to pesticides and looming climate change. Globally, food prices are already rising fast. “It’s not going to solve the world food crisis,” said J. Neil Rutger, former director of the Dale Bumpers National Rice Research Center in Stuttgart, Ark. “But it will help. Modern plant breeders are using every tool they can get.” The method was discovered some 80 years ago when Lewis J. Stadler of the University of Missouri used X-rays to zap barley seeds. The resulting plants were white, yellow, pale yellow and some had white stripes — nothing of any practical value. But the potential was clear. Soon, by exposing large numbers of seeds and young plants, scientists produced many more mutations and found a few hidden beneficial ones. Peanuts got tougher hulls. Dr.Bernanke was merely a Fed governor at the time, rather than chief pooh-bah at the world's biggest central bank. But with the SP500 index already 7.5% off its top of 24th March that year – way up there at 1552 – he was clearly planning for the main event of his professional career: Saving the United States from a second Great Depression. Now the SP index has just repeated that very same move, only in triple-quick time. The SP hit an intra-day peak of 1556 on 16th July this year; on Tuesday 28th August it ended the day at 1432, down by 7.5% once again. This pullback took little more than a month. And this time around, Ben Bernanke is wearing the long trousers. So what's to fear? The economic outcomes of a stock-market crash, as the Princeton professor wrote in that article – A Crash Course for Central Bankers – depend less on the severity of the crash itself than on the response of economic policymakers, particularly central bankers. Indeed, without policy blunders by the Federal Reserve, there is little reason to believe that the 1929 crash would have been followed by more than a moderate dip in US economic activity. To prove his point, Bernanke pointed to the more recent deflationary slump suffered by Japan . In some crucial aspects, he wrote, Japan in the 1990s was a slow-motion replay of the US experience 60 years earlier. After effectively precipitating the crash in stock and real estate prices through sharp increases in interest rates (in much the same way that the Fed triggered the crash of 1929), the Bank of Japan seemed in no hurry to ease monetary policy and did not cut rates significantly until 1994. No one, of course, could accuse Ben Bernanke of precipitating the current crash in US real estate or stock market prices – not with sharp increases in the cost of money at any rate! The 17 baby- steps he took from 1% up to 5.25%, however, might still cast him as the villain when the history books come to be written. After all, it's so much easier to point the finger of blame at distant figures in history once the crisis has long since blown over. Bernanke's career as a Depression-era commentator after the fact just goes to prove it. Much like US officials during the 1930s, Japanese policymakers were unconscionably slow in tackling the severe banking crisis that impaired the economy's ability to function normally, he tutted in Foreign Policy magazine in October 2000. [But] central bankers got it right in the United States in 1987. Oh really? It's worth reading what Ben Bernanke believes – or certainly said he believed – of Alan Greenspan's response to the stock-market crash of two decades ago. It's worth comparing his actions in this financial panic to date with Alan Greenspan's decisions of two decades ago, too. [The Fed in late '87] avoided deflationary pressures as well as serious trouble in the banking system. In the days immediately following the October 19th crash, Federal Reserve Chairman Alan Greenspan – in office a mere two months – focused his efforts on maintaining financial stability. Bravo Alan! Give that man a knighthood! For instance, he persuaded banks to extend credit to struggling brokerage houses, thus ensuring that the stock exchanges and futures markets would continue operating normally. (US banks, which unlike their Japanese counterparts do not own stock, were never in any serious danger from the crash.) Subsequently, the Fed's attention shifted from financial to macroeconomic stability, with the central bank cutting interest rates to offset any deflationary effects of declining stock prices. Encore! Encore! But just how did Greenspan do it? Short on detail and long on plaudits, Bernanke's short history of the Great 1987 Getaway simply says the markets were reassured by policymakers' determination to protect the economy...Economic growth resumed with barely a blip.
