REINFORCE,  EXPAND  AND  UNIFY  THE
GLOBAL  RESISTANCE MOVEMENT !

The next necessary step to maintain the momentum of,
expand and carry through to their conclusion the historic
victories in Seattle, Washington D.C., Havana, etc.,
requires an ever more intense involvement and
coordination of ALL progressives of the planet.

These include the thousands of progressive NGOs
worldwide, progressive trade unions, farmers' movements,
peoples movements, minorities, research institutions,
governments, etc., as well as individuals.

At the same time as this global movement must maintain
a flat democratic grassroot structure, it also must have
one common name and one ultimate goal.

The umbrella name appropriately could be
MOBILIZE GLOBALLY !   (MG!)

Obviously, no member should give up its  own name.
In each and every name a unique and inventive initiative
appropriate for the specific purpose and situation is laid
down.

In principle, each one of the recognized members will
become a member of ALL of the other organisations, and
in the future carry on its activities on behalf of ALL of
the global movement.

To prove that it is actively fighting in agreement with
the common goal and has been approved as a member
of the movement, it shall have the right to carry the
bracket (MG!) behind its name.

As CIA will do everything to infiltrate, this right to
membership can only be obtained upon recommandation
by already recognized members in the state in question.

Only NGOs that are not funded directly or indirectly in
any way by the corporations or their supranational
organisations or governments may apply.

The common ultimate goal at the same time must be
broad and concrete enough, clearly define the enemy
and thus be phrased as follows:

Transfer of the economic and political power from the
transnational corporations, their mass media monopoly
and their governments, to the peoples.

The worldwide Mobilize Globally movement will

-  empower the total movement and its individual
   members in their various activities and struggles
-  focus on the superior common goal
-  enhance all kinds of cooperation nationally and
   internationally
-  demonstrate our overwhelming strength when the
   MG! symbol everywhere will catch the eye, and thus
-  attract ever broader circles of people.

A committee composed of well known organisations
points out trustworthy civil society organisations in
each state to be responsible for approval of future
applications for MG! membership.

And the committee also sets up the guidelines for such
approval.

For each state an e-mail address is published whereto
applications may be sent.

The names, websites and e-mail addresses of all approved
NGOs, unions, movements, minorities, governments, etc,
are sent to and archived at one website address.

From there anybody can download the lists of approved
MG! s.

In countries with very oppressive regimes, the Internet
correspondance will be encrypted, and the lists will only
be published when sufficiently large numbers of MG! s
have been approved.

Everybody interested, not least well-known organisations
interested in forming part of the initial committees,
please contact us ASAP.

Besides the vast majority of positive reactions, we have
also received a few skeptical questions with regard to
cooperating with corrupt regimes.

As many others may share this skepticism, answering
these would seem appropriate :

1)  Do you want the poor countries to stop paying
their so-called "debts" without further so-called
" structural adjustments " imposed by the
IMF / WB / WTO ?

2)  If you do, how do you foresee this to happen
without the involvement of their governments ?

3)  All governments in the North are corrupted by the
corporations, either by direct bribery such as in the US
or in any case by means of the mass media monopoly
of the corporations.

Except for a minority, also the governments in the South
are corrupt.

4) Therefore this project should have two phases:

a)  First we help the G-77 governments with quitting
their " debts ".

b)  Then we help their populations with preventing
their governments from stealing the saved revenue
from the peoples.

5)  The main contradiction of the planet today is the
corporations, their mass media monopoly and their
governments on one side and the peoples on the other
side.

To cope with the corporate rule we have to exploit
all contradictions within the castle of the robber barons
by establishing the necessary alliances.

The decisive struggle will be among the corporations
themselves.

But another major split is the North / South schism.
And therefore the G-77 alliance is an obvious task.

When we have dealt with the corporations, the time will
have come to deal with the residual corruption.

G77 summit in Havanna are identical with those of
Mobilization For Global Justice, an alliance between
the two parties would seem obvious.

We propose that the following letter to the Nigerian
president  who is the present chairman of G77,
be signed by an adequate number of the Global
Mobilization organisations:

" Dear Mr. President,

 Re:  Proposal for cooperation between G77 and the
NGOs.

 With regard to the fundamental debt cancellation and fair
trade issues,  the G77 summit in Havanna once again
confirmed the accordance between the views of the
G77 and the new worldwide anti-globalization movement
that protested WTO / IMF / WB in Seattle and Washington.

A cooperation between the two parties therefore would
seem appropriate in order to achieve our common goals
in the most efficient and speedy way.

The protest movement comprises thousands of
organisations worldwide, but has no one permanently
coordinating structure.

Therefore we cannot claim to speak on behalf of all of the
movement. But in case you would be interested in our
proposal, we shall work for the broadest possible backing.

With regard to debt cancellation, the Jubilee 2000’s
September 26th event in the UN, after collection of
many million signatures worldwide, highlights a
remarkable NGO contribution to morally pressure
the Northern people in power to carry through the
long overdue cancellation of the the debts of the poor
countries.

But in case G77 countries without further delay in
solidarity would decide to stop paying their  “debts”
to the rich countries and roll back the “ structural
adjustment programs “,  for example in connection with
publication of the total amount for which the African
countries are going to sue the colonial powers, we shall
be happy to advocate this solution.

It must  of course be foreseen that the consequence of
such steps will be a stop for the aid rendered  by some
of the rich countries.

The total “debts” by far exceeding the total aid, the total
balance however should be very favorable.

And the solidarity fund redistributing the sum of all of
the saved “debt”  payments will prevent a negative
balance for any individual country.

Furthermore, we should be pleased to support any claim
for a kind of new Nürenberg Court such as the International
Crime Court.to prosecute the persons responsible for the
IMF / WB / WTO crimes against humanity.

Another urgent issue of course is the corporate dumping
in the South of poisonous waste materials and products
that are forbidden or unsaleable in the North, such as for
instance baby food and genetically modified seeds and
food stuff.

To reinforce our work we would appreciate very much if the
G77 countries in the future would financially support their
citizens who want to participate in our activities but cannot
afford the travel expenses.

Also we should appreciate renewed efforts by the G-77 Group
to abolish the mandatory visas between the G-77 countries and
between these and the Northern countries, or at least to reduce
the prices of the visas.

[CTRL] n30/a16 - G77 ALLIANCE ?!

At the same time as the many thousands of wonderful
dedicated young people in Washington so powerfully
convinced the IMF/WB and the world that Seattle had
only been the BEGINNING, the G77 comprising 133
poor countries "coincidentally" held a historic summit in
Havanna.

Its prominent leaders voiced full support of the protests
in Washington and its major concrete demands, debt
cancellation and fair trade, are identical with those of the
Mobilization for Global Justice.

Except for individual progressive leaders, the notion of the
summit naturally could not include the basic root of all
of the misery, the corporate rule, because many of the
133 governments are corrupt.

But with regard to the actual concrete policies there should
be all reason to seek a historic formal alliance with G77.

For instance, after an analysis of the money involved,
we could urge them all to collectively stop paying their
"debts" to the bloodsuckers.

Of course the analysis beforehand must confirm that the
consequent stop of annual aid from the rich countries
amounts to less than the total annual debt payments.

As the balance may be negative for some of the poor
countries, all of the 133 countries in solidarity should
set up a fund comprising all of the saved "debt" payments
and redistribute them so as to keep everybody indemnified.

Such fund has the additional merit of benefitting most the
countries that have bowed less to the imperialist "debt"
payment demands.

Another concrete issue for a formal alliance with G77
could be financial support from the G77 countries to
their citizens to participate in our actions.

No G77 country now can doubt that such comparatively
small money will pay a million times.

   SAN FRANCISCO, March 24, 2000 - A report released by the Rural
   Advancement Foundation International (RAFI) reveals that Terminator
   and Traitor technology are riding a fast track to commercialization.
   Terminator technology, the genetic engineering of plants to produce
   sterile seeds, is universally considered the most morally offensive
   application of agricultural biotechnology, since over 1.4 billion
   people depend on farm-saved seeds. Traitor technology, also known as
   genetic use restriction technology (GURTs), refers to the use of an
   external chemical to switch on or off a plant's genetic traits.

 "We've continued right on with work on the Technology Protection
 System [Terminator]. We never really slowed down. We're on target,
 moving ahead to commercialize it. We never really backed off."

   "After Monsanto and AstraZeneca publicly vowed not to commercialize
   terminator seeds in 1999, governments and civil society organizations

   were lulled into thinking that the crisis had passed. Nothing could
be
   further from the truth," said RAFI's Executive Director Pat Mooney.
   "Despite mounting opposition from national governments and United
   Nations' agencies, research on Terminator and Traitor (genetic trait
   control) is moving full speed ahead."

   According to RAFI, Delta  Pine Land, the world's largest cotton seed

   company, is moving aggressively to commercialize Terminator. And
   despite massive protests, the US Department of Agriculture supports
   and defends its anti-farmer patent and research on suicide seeds.
Last
   year, AstraZeneca conducted field trials on genetic trait control
   technology (Traitor technology) in the UK. According to industry
   sources, it is not the first company to conduct field tests of this
   kind.

   RAFI's report concludes that corporate commitments to disavow
   Terminator are virtually meaningless in light of the pace of
corporate
   takeovers. Monsanto and AstraZeneca have each merged with other
   companies since they pledged not to commercialize suicide seeds.
 * On December 2, 1999 Novartis and AstraZeneca announced they would

   spin-off and merge their agrochemical and seed divisions to
create
   the world's biggest agribusiness corporation -- to be named
   "Syngenta."
 * On December 19, 1999 Monsanto announced that it will merge with
   drug industry giant Pharmacia  Upjohn to create a new company,
   named Pharmacia, with combined annual sales of $17 billion.

   The Director General of the United Nations Food and Agriculture
   Organization (FAO) Jacques Diouf recently declared his opposition to
   Terminator. In publicly rejecting Terminator, FAO's Diouf has come to

   says that his government will not tolerate the use of Terminator

   as well as the technology in general." Ugandan officials have said
   that their government is discussing measures to outlaw Terminator at
   the highest levels of government.

Why the People of India Oppose Bill Clinton's Visit

The powerholders and the capitalists in India and their retinue seem to
be
quite thrilled with the proposed visit of Mr. Bill Clinton, the
President on
United States of America. An  anticipatory appeasement competition is on

to
prepare way for the satisfaction of the American decision makers.
Nothing is
allowed to mar this auspicious occassion. Not even the terse reminder by

the
Secretary of State, Mandeline Albright regarding the status of Kashmir
and
CTBT would affect the lacherous attitude of the present government -
politicians and bureaucrats alike- and the big business, captalists who
are
in league to 'privatise' and 'globalise' the economy and polity of this
country.  They and a section of English language press have been making
out
as if the visit of U.S. President  were a decisive moment in the history

of
India and the Indian sub-continent as a whole.  There has been a flurry
of
activities and an atmosphere is being  built up. The Kumarmangalams and
Arun
Jaitleys are out to show the progress in the liberaliation and
privatisation
agenda. They want to make it known to the American decision makers and
capitalists that there are no problems, no opposition to the free entry
of
the capital and acquisition of resources of the people of this country.

The people of the country are ashamed of the way the Chief Ministers of
Andhra Pradesh and Karnataka have been vying for the visit of the
American
President to their capitals like two children eager to show their
progress
card to the master. A different and virtual reality regarding the major
issues and problems is being created by the capitalist media and the
government-big business. All this IT hype is to marginalise the real
issues
and concerns of the common people - the farmers, toilers, dalits,
backward
classes and castes, adivasis, fisherpeople, workers  and other depressed

classes of Indian  society. The elites in this country are out to
submerge
the reality  of this nation, the real concernes of the people and the
visit
of the American president provides them an apt moment to reinforce their

attempts.

However, the people and people's movements in this country will not
allow
the real issues to be hijacked with the visit of Mr. Clinton. We, the
representatives of people's movements from all over India oppose the
visit
and the entire built up correponding to that visit. We see the American
President's visit as another attempt to thrust the 'globalisation'
agenda
down to the throats of Indian people. The American capitalists and
powerholders, through their President, have been trying to achieve what
they
failed to do at Seattle COnclave of the World Trade Organisation (WTO)
in
November, 1999.

We oppose and the visit of Mr. Clinton' as the United States has been
instrumental in imposing the unequal multilateral treaties on the
developing
nations. Be it in the form of the trade agrements or the impending the
Agreement on Agriculture, the rights of the Third  World countries are
seriously curtailed in such unequal treaties.

We question the rationale behind the newly touted Agreement on
Agriculture.
While the US. and European Union nations can have the state support to
the
agriculture in their countries on various pretexts, the developing
nations
are being told to cut subsidy and state support to agriculture which has

already been in doldrums. The food security of India is being
jeopartdised
with the usurpation of the seeds, patents on bio-diversity, people's
knowledge and the monopolisation of the agribusiness in the hands of a
few
conglomerates from the developed nations.

The U.S. has been hypocritical in insisting on the labour and
environmetal
standards about the imports from the Third World countries, while
encouraging the movement of capital and development pattern which has
been
highly violative of the environmental norms and labour rights. The
entire
gamut of 'globalisation' and WTO kind of development has been usurping
the
resources like land, water and water bodies from the hands of the people

in
this country and has been resulting in squeezing the employment
opportunities, causing large scale retrenchment and unemployment.  The
WTO
sponsored development pattern has given precedence to the monetary
capital
at the cost of the human and natural capital. Third World countries like

50 Years Is Enough: U.S. Network for Global Economic Justice

OUR DEMANDS OF THE IMF AND WORLD BANK
March/April 2000

On the occasion of the first meetings of the governing bodies of the
International Monetary Fund and the World Bank in the 21st century, we
call
for the immediate suspension of the policies and practices that have
caused
widespread poverty, inequality, and suffering among the world's peoples
and
damage to the world's environment. We assert the responsibility of these

anti-democratic institutions, together with the World Trade
Organization,
for an unjust world economic system.  We note that these institutions
are
controlled by wealthy governments, and that their policies have
benefited
international private sector financiers, transnational corporations, and

corrupt officials.

We issue this call in the name of global justice, in solidarity with the

peoples of the Global South and the former "Soviet bloc" countries who
struggle for survival and dignity in the face of unjust, imperialistic
economic policies.  We stand in solidarity too with the millions in the
wealthy countries of the Global North who have borne the burden of
"globalization" policies and been subjected to policies that mirror
those
imposed on the South.

Only when the coercive powers of the international financial
institutions
are rescinded shall governments be accountable first and foremost to the

will of their peoples.  Only when a system that allocates power chiefly
to
the wealthiest nations for the purpose of dictating the policies of the
poorer ones is reversed shall nations and their peoples be able to forge

bonds - economic and otherwise - based on mutual respect and the common
needs of the planet and its inhabitants. Only when integrity is restored
to
economic development, and both the corrupter and the corrupted held
accountable, shall the people begin to have confidence in the decisions
that
affect their communities.  Only when the well-being of all, including
the
most vulnerable people and ecosystems, is given priority over corporate
profits shall we achieve genuine sustainable development and create a
world
of justice, equality, and peace where fundamental human rights,
including
social and economic rights, can be respected.

With these ends in mind, we make the following demands of those meeting
in
Washington April 16-19, 2000 for the semi-annual meetings of the World
Bank
and the International Monetary Fund:

1.  That the IMF and World Bank cancel all debts owed them.  Any funds
required for this purpose should come from positive net capital and
assets
held by those institutions.

2.  That the IMF and World Bank immediately cease imposing the economic
austerity measures known as structural adjustment and/or other
macroeconomic
"reform," which have exacerbated poverty and inequality, as conditions
of
loans, credits, or debt relief.  This requires both the suspension of
those
conditions in existing programs and an abandonment of any version of the

Heavily Indebted Poor Countries (HIPC) Initiative which is founded on
the
concept of  debt relief for policy reform.

3.  That the IMF and World Bank accept responsibility for the disastrous

impact of structural adjustment policies by paying reparations to the
peoples and communities who have borne that impact.  These funds should
come
from the institutions' positive net capital and assets, and should be
distributed through democratically-determined mechanisms.

4.  That the World Bank Group pay reparations to peoples relocated and
otherwise harmed by its large projects (such as dams) and compensate
governments for repayments made on projects which World Bank evaluations

rank as economic failures.  A further evaluation should determine which
World Bank projects have failed on social, cultural, and environmental
grounds, and appropriate compensation paid.  The funds for these
payments
should come from the institutions' positive net capital and assets, and
should be distributed through democratically-determined mechanisms.

5.  That the World Bank Group immediately cease providing advice and
resources through its division* devoted to private-sector investments to

advance the goals associated with corporate globalization, such as
privatization and liberalization, and that private-sector investments
currently held be liquidated to provide funds for the reparations
demanded
above.

6.  That the agencies and individuals within the World Bank

FREE ALL MINORITIES AND FORM THE CORE
OF A NEW ECOLOGICAL WORLD !

Almost all of the New World Order's insane, gruesome
wars are about the lack of right of minorities to become
independent of oppressive states.

The contradictions normally result from unnatural
borderlines imposed by imperialist and/or economic
powers of people in majority without regarding the
peoples of minorities.

It must become a matter of course that any minority
has the right to establish its own state.

Rules must be set up for the referendum to be arranged
within the minority.

Already before the formal self-determination of the hundreds of
minorities has been achieved, these enclaves should
interconnect economically and in other ways, and form the
basis of the alternative new world.

Their common ground should be the ecological principles for
sound life style, production and transportation, allowing for
restoration and preservation of nature and natural resources,

The minorities should make up an anti-imperialist economic and
political unity and in solidarity assist each other in every way in
their struggles for independence of oppressive states and
overnational structures.

And all progressive organisations, communities, governments,
regions, etc., outside the alliance shall have the opportunity to
join the alliance.

Through several pre-conferences, a founding conference by the end
of 2000 will be held among the minorities.

All organisations, groups and individuals who wish to co-organize /
sponsor / support the conference are requested to contact us ASAP,
with information of the ways in which you want to contribute.

The actual question now is where to hold the summit.
We hereby want to involve everybody interested, and in particular
the minorities, in the discussion of this question.

So far we have considered that the summit could be held in or
near the border of one of the states with a minority presently
struggling for or strongly desiring self-determination or at least
more independence:

We need your support for the continuing struggle for economic justice.
Endorse the Mobilization for Global Justice and join us in our protest
against IMF and World Bank policies.

Building on the Energy from Seattle

The movement for global economic justice in the U.S., which has been
building for years, had its coming-out party in Seattle at the World
Trade
Organization (WTO) ministerial meetings.  Our next big opportunity to
demand
a peaceful, people-centered, and environmentally-sound global economic
system will be in April 2000 in Washington, DC.
The nation's capital is the home of the International Monetary Fund
(IMF)
and World Bank Group, whose backing by the wealthy governments of the
North
has made them the rule-makers for the global economy. The IMF and World
Bank, more than any other institutions, are the coercive powers which
have
forced the global economy into its present shape.  They were also
instrumental in giving birth to the WTO. Their semi-annual meetings will
be
the occasion for a demonstration of our rejection of their rules and
their
system for imposing them.
We are working with coalitions across the continent that are organizing
to
come to Washington, including groups in New York, San Francisco,
Seattle,
Winnipeg, Bloomington (Indiana), Chicago, and many other communities.
In
the United Kingdom and South Africa, whose Finance Ministers will chair
the
main IMF and World Bank committee meetings on April 16th and 17th
respectively, our partners are organizing to give them a send-off.  We
have
also heard from activists in Haiti, Thailand, Mali, Brazil, South Korea,

Canada, France, India, Pakistan, Kenya, and the Philippines who want to
come
or stage events of their own.
On Sunday, April 16, the highest-level architects of the global economy,

including World Bank Group President James Wolfensohn, the new head of
the
IMF, and about 25 Finance Ministers and heads of Central Banks, will
come
together for a meeting of the governing body of the IMF. Also likely to
be
in attendance is Mike Moore, head of the WTO; he and his predecessor
have
regularly attended this group's meetings, along with the heads of other
powerful international institutions.  April's sessions are among the
routine
high-level meetings dedicated to making the world safer and more
profitable
for corporations -- and more dangerous for  people and the planet. The
formal joint meetings of the World Bank Group and IMF continue through
April
17.

A Week-Long Mobilization for Global Justice

Experienced activists from dozens of organizations are now meeting
regularly
in Washington and have formed the Mobilization for Global Justice
coalition.
These groups have planned a week of activities, starting with a Jubilee
2000/USA mobilization for debt cancellation on April 9.  Teach-ins,
trainings, non-violent demonstrations, and lobbying opportunities will
span
the week between that event and those of April 16-17.
Included in this burgeoning coalition are international solidarity
activists, faith-based organizations, artists, women's organizations,
labor
groups, peace groups, environmental organizations, health rights
activists,
and many more. A dozen working groups (communications, logistics,
outreach,
etc.) are now meeting regularly and making concrete plans.
The organizations working on the April mobilization locally, nationally,
and
internationally include Direct Action Network, the Freedom from Debt
Coalition (Philippines), PAPDA (Haiti), the Kenya Human Rights
Commission,
the Metropolitan Washington Council of the AFL-CIO, Alliance for Global
Justice, Global Exchange, Rainforest Action Network, and the 50 Years Is

Enough Network. Many of them played leading roles in organizing the
Seattle
demonstrations.  We are also receiving financial support from the United

Methodist Church Women's Division.
We will be demonstrating that activists in the U.S. know about the
impact of
World Bank and IMF programs and stand in solidarity with the global
South.
We will be demanding an end to the devastation they cause in Africa,
Asia,
the Caribbean, and Latin America.  We will also be exposing the links
between the IMF, the World Bank Group, the WTO, and multinational
corporations and how they work to maximize private profits and limit the

power of people in both the North and South to protect the environment,
determine their economic destiny, and safeguard their human rights.

Your Support Needed!

Like the events at the WTO meeting in Seattle, the support, both moral
and
material, for the April actions in Washington must come from around the
country and around the world.  We want to demonstrate the broad base of
support for the call for global economic justice, so let us know that

[CTRL] Fish workers Blocked Orissa Assembly

UPDATE FROM CHILIKA.

About 25000 fishermen and women blockaded the main approach road to the
Orissa state assembly house under the auspicious of Chilika Mastyajibi
Mahasangha  demanding immediate demolition of all prawn farms in Chilika
lake.  They demanded implementation of the supreme court judgement of 12th
December 1996 banning all aquaculture with in 1000 meters of the Chilika
lake and with in the coastal regulation zone, i.e 500 Mts. from the high
tide line along the coastline of the country.  the Orissa Assembly was
beginning its monsoon session today(July 2).  The blockade started at 11 am.
A delegation of fisherpeople held talks with the chief minister who
reassured the leaders that all kinds of aquaculture will be banned in
Chilika.  For this purpose a bill will be passed in the current session
of of the assembly.  The huge gathering continued till 5.00 PM and
dispersed after persuasion by the leaders of all opposition parties if
the state.
The meeting was presided over by the President of Chilika Matsyajibi
Mahasangha(CMM)  Shri. Raghunath Bala.
Among those who spoke on the occasion were Shri Harekrishna
Debnath(Chairperson National Fish workers Forum),
Shri Anadi Behra, secretary CMM, B.B Harichandan, Narasingha Mishra(state
MLA's), P.K Das, Abani kumar Baral, state secretary Communist party of
India.  shri Janardhan Pati state secretary Communist Party of India
(Marxist)  were  among the speakers.

 Fishworkers Killed in Police Firing in India
 Fri, 11 Jun 1999

Protest Against the killing of fishworkers in Orissa, India.

Four fishworkers, including a women, were killed and 13 injured some of
them seriously as police opened fire late at night against the
fishworkers
who were in their villages after participating in an anti
prawn culture agitation organised by Chilika Matsyajibi Mahasangh.

The problem in Chilika is going on for some time.  There was a strong
movement in Chilika which was supported by the National Fishworkers
Forum
which had earlier resisted the industrial group of TATAS from conducting

aquaculture there which destroys both the livelihood of fishworkers and
the
environment.

The Chilika lake (which is the largest Brackish water lake in India) has

been occupied by mafias for aquaculture with the support of local
politicians and beaurocrats.  The Supreme Court of India by their
historical judgement against aquaculture has said that there should be
no
shrimp farms within 1000 meters of the lake.

The fishworker organisation had given a 24 hour ultimatum to demolish
all
prawn gheries which lapsed on May 29.  Fishworkers then destroyed about
11
illegal prawn farms.

Police raided the village on midnight after 10,000 villagers led by
Chilika Matsyajibi Mahasangh destroyed the prawn farms.  Police then
began
to beat villagers mercilessly, threw tear gas shells and began shooting
without provocation.  Banchhanidhi Behera died on the spot; Digambar
Behrera and Prema Behra on the way to hospital (and another victim died
later at the hospital.).

The National Fishworkers Forum Chairperson Mr.Harekrishna Debnath has
condemned the incident and strongly protested against the police action.

He said that National Fishworkers Forum uphold the right of the
fishermen
to freely fish in the lake and asked the administration to evict all
outsiders from the lake.  NFF is supporting the strike call of June 5th.

NFF vows to intensify the struggle against
industrial aquaculture and demands the withdrawal of the Aquaculture
Authority  Bill.

Thomas Kocherry Co-ordinator of World Forum Of FishHarvesters and
Fishworkers  has also condemned the police firing and asked the
guilty to be punished immediately.

ORISSA BANDH OF 5TH JUNE.

The police violence has resulted in a massive popular strike held on
June
5th called by the fishermen's union.

On 5th June, due to the 12 hours Bandh called by Chilika
MatsyajibiMahasangh, the railway and road connection with Easten coast
of
the country came into a standstill. This bandh was supported by two left

groups and Janata Dal.  Fishworkers have blocked the railroad in many
stations as a result of which trains were stranded in different
stations.
From the morning fishworkers started sitting on the railway lines of
Rambha, Khallikote, Bhusandapur and other stations.In Bhubaneswar
station
600 women carrying their children stopped the Chennai-Howrah Koromandal
Express. Eight  trains including Puri-Talcher Passenger, Puri-Katak
Passenger were
cancelled.

Apart from the communication system, in rest of the state the impact of
the
Bandh was partial. In capital Bhubaneswar it was totally successful,
shops
were closed. Thousands of fishworkers from Chilika and adjacent area
have
made human wall in the city and vehicles were totally stopped.
Attendance
in offices was very poor. Police arrested 2000 people including
fishworkers
and workers of different political groups.

ELECTRONIC SYSTEM FOR TRANSFER OF THE ECONOMIC AND POLITICAL
POWER TO THE PEOPLE

CONSUMERS OF ALL COUNTRIES, UNITE !

The peoples have no say.
All economic and political power is concentrated in the trans-
national corporations, their mass media monopoly and their
politicians.

And from their point of view people are only of interest

1. - as slave labour, only to be kept barely alive at minimum
existence level,
- this giving rise to the general class struggle -

but at the same time also

2. - as consumers to keep the profit machinery running at
maximum speed.
The great potential of this other more pleasant role of ours so
far has only been exploited to a very limited extent and only
for defensive purposes.

So let us expand the class struggle with exploiting this
potential in an OFFENSIVE strategy:

Let us utilize the contradictions existing within the robber
barons castle to our advantage and disarm their imperialist
struggle over markets and resources before it now once again
will lead to world war.

Let us utilize the fact that it is our money the robbers are
fighting over, and play the predators out against eachother,
before they succeed in completing the monopolization process.

Why should we always remain on the defensive although the
salesmen are completely dependent on our willingness to buy
their products !

GLOBALLY

the consumers' power may be utilized for internationalization
of the corporations.
This is the only strategy  for saving our planet. It necessitates
the formation of the World Parliament of THE UNITED PEOPLES, cf.
http://www.unitedpeoples.net   (under construction).

REGIONALLY and NATIONALLY

the consumers' power may be utilized for the people's takeover
of the ownership or part of the profits of national companies
and local corporate production and distribution enterprises.

In each country a United Peoples Party or, to start with, a
Consumers' Power Committee, "CPC", comprising progressive
mass organisations and NGOs, and approved by the world parliament,
is formed.

The CPC may comprise a group of neighbouring countries.

The analysis of the market and identification of the products
and enterprises to be targeted is carried out by progressive
professional economists / NGOs / students under the guidance
of the CPC.

The tasks of the members will be, as consumers, to buy,
respectively boycott continuously or for a specified period of
time the products pointed out by the CPC, and to motivate rest
of the population to do the same.

EXAMPLE :

Three enterprises, A, B and C, are selling almost identical
products and share the market as follows:

Shares of market:
   A  B   C
xx

Profits:
   A  B   C
xx

Depending on the market, the strength of the CPC, etc.,
each one of the enterprises is asked either

A) - if it is willing to turn over the ownership to the people
in case it is chosen as the only one to survive, the stockholders'
invested money to be paid back over a specified period of time,

  or

B) - how great share of its extra profits it will allot to the
people, if it is chosen as the only one or one of the few
enterprises whose products will not be boycotted.

If, for example, A and B bid highest, the CPC may choose to let
A and B share C's market and share C's profit with the people,
rather than let either A or B get complete monopoly:

Everything of course will be based on a written agreement

ELECTRONIC SYSTEM FOR MOBILIZING THE CONSUMERS
AND  DOCUMENTING  THE  NUMBER  OF  PARTICIPANTS

Until the first parliament has been elected, the organizers will
function as a provisional parliament.

The data base stores the digitized biometric fingerprints of
all of the participating consumers worldwide.

The documentation of the vast number af active consumers
enables the world parliament to lay pressure on the transnational
corporations for ecologic, economic and political purposes.

2. The CPC publishes addresses in all cities and towns where
registration of the interested consumers can take place, by
placing the tip of the forefinger on a newly developed biometric
sensor with a chip that within a second reads the sub-skin
structure of the unique fingerprint, cf.

CONCRETE EXAMPLES

Bangladesh

Population: 120 millions

The CPC will include at least Bangladesh Agricultural Farm
Labour Federation with 100.000 members spread all over the
countryside, the Bangladesh Garment Workers  Employees
Federation in the cities and the Revolutionary Unity Front
with 6 member organisations.

At least in this context it is a great advantage that only very
few people have TV-sets. People therefore are not so brain-
washed as in other countries.

Two thirds of the population being illiterate, people are used
to the personal communication that the members of the CPC
organisations will use in meetings all over the country.

And the corporations cannot counteract the campaign by means of
their TV monopoly.

Only the two radio stations (governmental) may become a problem.


Thailand

Population: 60 millions

The progressive trade unions with 200.000 members, the Assembly
of The Poor in the rural areas, the Slum People in the urban
areas and the Fisherfolk's Federation
