(Reuters) - Computer Sciences Corp. said on Friday it planned to buy information technology firm DynCorp for about $950 million, including $273 million in debt, to take advantage of the U.S. government's need for more security-related services. Shareholders in privately owned DynCorp will receive $15 in cash and about $43 in Computer Sciences stock per DynCorp share, the companies said in a statement. Computer Sciences said it expected to close the transaction during the first quarter of 2003, and it expected the acquisition to add to its fiscal year 2004 results, excluding the impact of a charge related to the deal. Reston, Virginia-based DynCorp had revenues of $2.3 billion for the 12 months ended September 26, and focuses on the large defense, security and civil markets, the companies said. DynCorp's customers include the U.S. Department of Defense, the Navy, the State Department and the Department of Justice. Computer Sciences said it would use DynCorp's services to offer support to the new federal Homeland Security Department. The Department was created as part of the response to the September 11 attacks in the United States last year in which more than 3,000 people died. Its role is to help try to prevent another strike on U.S. soil. The exchange ratio of Computer Sciences granted for each DynCorp share will depend on the closing price of Computer Sciences shares for 15 days leading up to a DynCorp shareholder vote on the merger. If the average Computer Sciences closing share price is above below $28 for that period, Computer Sciences has the right to increase the cash component of the deal such that the total value is equal to $55 per DynCorp share. If CSC elects not to do so, DynCorp has the right to terminate the takeover. Shares of Computer Sciences closed at $34.67 on the New York Stock Exchange on Thursday. With this transaction, we are seizing an opportunity to significantly strengthen our leadership position in the U.S. federal marketplace, augment our capabilities to support the requirements of the new Homeland Security Department and respond to the federal government's initiative to increase its reliance on service providers, said CSC Chairman and Chief Executive Officer Van B. Exclusive To American Free Press By Michael Collins Piper After seven months of non-stop declarations by U.S. government spokesmen that there exists solid proof tying 19 Muslim men to plotting the Sept. 11 terrorist attacks, FBI Director Robert Mueller has now admitted quite the opposite. That 19 Muslim men who have apparently disappeared have been named as the hijackers is not in doubt. What is in doubt is whether those 19 men were actually plotting anything, either individually or together. The amazing possibility remains that others carried out the Sept. 11 terrorist attacks, using the identities of the 19 Muslims who have been assigned guilt in the tragedy. In an April 19 speech delivered to the Common wealth Club in San Francisco, Mueller said that the purported hijackers, in his words, left no paper trial. The FBI director stated flatly: In our investigation, we have not uncovered a single piece of papereither here in the United States or in the treasure trove of information that has turned up in Afghanistan and elsewherethat mentioned any aspect of the Sept. 11 plot. In describing Muellers evidence fiasco, Los Angeles Times reporters Erich Lichtblau and Josh Meyer, whose article was reprinted in The Washington Post on April 30, note that: Law enforcement officials say that while they have been able to reconstruct the movements of the hijackers before the attacksall legal except for a few speeding ticketsthey have found no evidence of their actual plotting. The Times reporters acknowledge that Muellers comments offer the FBIs most comprehensive and detailed assessment to date of its investigation, remarkable as much for what investigators have not found as for what they have. The FBI director explained away the absence of evidence by making the disingenuous assertion that the hijackers used meticulous planning, extraordinary secrecy and extensive knowledge of how America works to conceal their scheme. Mueller made this claim despite the fact that in the immediate wake of the Sept. 11 attacks, a variety of U.S. officials and media sources speciously announced, almost instantaneously, that there was firm evidence not only that these 19 Muslim men were agents of Osama bin Ladens al Qaeda network but that they were indeed the individuals who hijacked the doomed flights on Sept. 11. By Robyn Dixon and David Holley Times Staff Writers, Times Staff Writers MOSCOW -- The leader of Chechnya's separatist movement, Aslan Maskhadov, was repudiated and isolated Tuesday after a senior U.S. official called him damaged goods with links to terrorism in the wake of last week's seizure of a Moscow theater by bomb-toting Chechens. America's tough rejection of the former Chechen president, whom Washington had previously viewed as a potential negotiating partner with the Russians, leaves the U.S. position on the separatist republic broadly in line with that of Moscow. While Washington still expresses concerns about abuses by Russian troops in Chechnya, the U.S. official -- who spoke on condition he not be identified -- stressed strong condemnation of Maskhadov and the hostage-takers at the theater. He declared that the Chechen leader should be excluded from any peace talks. Maskhadov's spokesman, Ahmed Zakayev, has denied that Maskhadov was involved in the attack and has denounced terrorism, but he has said he could understand why the Chechens took their action. The theater standoff ended Saturday when Russian forces stormed the building, leaving about 50 of the attackers and more than 100 of the hostages dead. Underscoring the harm the attackers did to the Chechens' cause internationally, the U.S. official said Maskhadov had failed to disassociate himself from terrorism. Withdrawal of Russian forces from Chechnya was the key demand of the hostage-takers. Chechens won a degree of autonomy for their republic in the Caucasus region after defeating Russian troops in a 1994-96 war. Russian forces marched back into the republic in 1999 and have battled guerrillas there since. Adding to a sense of crisis in Moscow, a rebel missile brought down a Russian military helicopter in Chechnya on Tuesday, killing four soldiers, authorities said. Defense and security officials met with President Vladimir V. Putin, then pledged even tougher measures against Chechen separatists. Putin's stance appeared to be paying off in terms of popular support. A poll by the All-Russia Public Opinion Center released Tuesday showed that 85% of respondents approved of Putin's handling of the theater standoff. Russian health authorities have said that in addition to nearly all the hostage-takers, 118 people died in the incident, all but two from a gas used to knock out most of those in the theater before Russian forces stormed it. Washington has long labeled the Chechen conflict as an internal Russian problem and criticized Russian methods there, but Tuesday's comments confirm a marked shift in policy. By early September, the U.S. ambassador to Moscow, Alexander Vershbow, was saying publicly that America viewed Maskhadov with increasing skepticism but that he should still be included in any peace talks. Speaking Tuesday about the hostage ordeal, Vershbow said that some lives probably could have been saved if Russian authorities had given medical personnel more information about the kind of gas used to swiftly render most of those in the theater unconscious before the assault by special forces. It's clear that with perhaps a little more information, at least a few more of the hostages may have survived, Vershbow said. To the best of our knowledge, based on our own doctors who visited some of the American hostages and were able to do their own assessment and talk to some of the Russian medical officials, we do think that [the gas used] was an opiate, he added. He said he believes it was a drug known as fentanyl, long used as an anesthetic in hospitals in many countries. But we have still not received official confirmation of that fact from Russian authorities, he said. Still, Vershbow said he wouldn't second-guess the Russian decision to launch the assault. They had a difficult decision to make, and with the bombs that were there they probably saved hundreds of lives, even if we regret that more than 100 died, largely as a result of the gas, he said. Some medical experts, however, have said that no general anesthetic could have been delivered to the auditorium in sufficient concentrations to put so many people to sleep so quickly. The All-Russia Public Opinion Center poll also asked whether Russia should take a far tougher approach in Chechnya, comparable to resolute actions ... America has carried out after Sept. 11. Of those surveyed, 54% said yes and 36% said no. Since the United States declared its war against terrorism, it has accepted Russian warnings that Chechen fighters were linked to international terrorism and the Al Qaeda network. Are their opponents attacking them only because they are Jews? By Dr. Alfred M. Lilienthal WASHINGTON (PINA) - An op-ed piece by Abraham Foxman, head of the Anti-Defamation League, entitled Europe's Anti-Israel Excuse appeared in the Washington Post on June 26, 2002. Foxman claims to believe that the growing criticism in Europe of Israeli misconduct somehow equals a resurgence of anti-Semitism similar to the dark Hitler era. For that matter, he makes an even far wider claim that this supposed new rise in the old anti-Semitism is somehow central to all human experience: Throughout history a constant barometer for judging the level of hate and exclusion vs. the level of freedom and democracy in any society has been anti-Semitism -- how a country treats its Jewish citizens. Jews have been persecuted and delegitimized throughout history because of their perceived differences. Any society that can understand and accept Jews is typically more democratic, more open and accepting of 'the other.' This predictor has held true throughout the ages. Here in Foxmans own words, we have a prime example of the kind of egocentric and grandiose preoccupation with his Jewishness that tends to give other Jews a bad name. What hogwash that throughout all of human history and throughout all the societies that have ever existed, the world has somehow revolved around the status of The Jews! This claim of unique Jewish specialness is preposterous and offensive. If the Irish, the Chinese, the Arabs, the Catholics, the Buddhists, or any other ethnic or religious group made such a ridiculous universal claim about themselves, we would likely find it both disgusting and laughable. Foxman makes this absurd statement, but if we dare to say it is absurd, immediately he would counter that we are anti-Semitic to say so. A half century ago there were only a few of us Jews in America who were willing to be openly anti-Zionist and publicly question Israel's brutal conduct toward the Arab inhabitants of Palestine. Rabbi Elmer Berger and I used to tangle with the Anti-Defamation League even way back then. We were labeled self-hating Jews, and our criticisms of Zionism were thus largely dismissed. Berger passed on from this world in 1996, but I am still around to attempt to refute the many distortions of Abraham Foxman and the present ADL. Fortunately, I am no longer alone in my old age to make these challenges! Younger Jewish people in America and Europe and throughout the world are now bravely and eloquently speaking out. The Washington Post printed on July 6, 2002 the following Letter to the Editor by a Board Member of Jews for Peace in Palestine and Israel: As an American Jew, I am outraged by Abraham Foxman's irrational conclusions from the Anti-Defamation League's poll on anti-Semitism in Europe [op-ed, June 27]. Although attacks on synagogues are undoubtedly troubling and cause for concern, Foxman's assessments of the trends associated with these attacks are so contrived as to be utterly puzzling. If 45 percent of those Europeans polled think that most Jews have a strong loyalty to Israel, they are right -- from an early age, we are taught that Israel is a homeland to Jews, and thus most Jews develop a strong connection to it. This perception being accurate, how is it that those who have noticed can be categorized as anti-Semitic? By the same token, Foxman reports that 62 percent of those polled see the outbreak of violence against Jews as a result of anti-Israel sentiment, not anti-Jewish feelings. Yes, criticism of Israeli policies is on the rise. But how is this tantamount to anti-Semitism? If I criticize the government of Zimbabwe, am I somehow a racist? Many Jews, myself included, are highly critical of Prime Minister Ariel Sharon's policies, as they feed into an endless cycle of violence that threatens Jewish and Arab lives. We are long overdue for a serious intellectual inquiry as to how the president of a leading American Jewish organization can falsely equate criticism of Israel with anti-Semitism, or, as I prefer to more accurately call the phenomenon, anti-Jewish sentiments.
