My understanding was that 30 prisoners would have electronic ankle
bracelets. The prisoners would be released and the bracelets used in
tracking/ locating an individual at any point in time. Such devices are
used here (US) in situations of "house arrest" or in place of actual
jail time, especially since jails are so overcrowded.
