Actually from what I remember, the Arab/Iraqui angle was dropped early on...

For the first few hours after the explosion, through the next day, one heard various 
reports of assorted
"middle Eastern types" having been seen in the area, and then it was suddenly 
dropped...

So really, no attempt to blame it on Iraquis or any other middle eastern nationality 
was ever seriously
pursued...in fact, that angle was dropped so quickly as to be suspicious...
