Yup. I believe it's the second time he's been on the program.
They did a show a couple of years ago on HAARP, including
confronting a gov't official with a document he claimed didn't exist.

Begich's conclusion is that the technology exists, it's just a
matter of what's done with it. Smirnov said the stuff frightens him and it
should frighten us.
