South Korea to ask US to remove North's terrorism status

ASIA | In an effort to build upon a reunification effort with Stalinist North
Korea, leaders in democratic South Korea said they will press the United
States to remove Pyongyang from a list of countries that sponsor terrorism.

According to the Korea Herald on Tuesday, officials in Seoul said that the
move is aimed at facilitating international support for the drive to rebuild
the North's battered economy.

One South Korean government official, speaking to the newspaper on the
condition of anonymity, said President Kim might hold talks with U.S.
congressional leaders to persuade them to remove Pyongyang from the terrorism
blacklist, compiled annually by the State Department and based on
intelligence from the CIA and other agencies.

"I understand that U.S. President Bill Clinton wants President Kim, who is
popular in the U.S. Congress, to persuade congressional leaders himself," the
official said.

He added that North Korea is in need of financial contributions from
organizations like the International Bank for Reconstruction and Development
and the International Monetary Fund.

The official said Pyongyang had to be removed from the U.S. list before it
qualified for the international aid.

Without specifying, the South Korean official said that the North now
satisfies five of the seven requirements to be dropped from the list.

The alleged diplomatic push comes at the same time that Secretary of State
Madeleine Albright mandated that the State Department would no longer refer
to adversarial governments as "rogue nations" and instead would call them
"nations of concern."

North Korea -- along with Iraq, Iran, Libya, Syria, and a few others -- is on
the list.
