MYSTERY deepened yesterday around the massive explosion
that ripped
through a chemical plant on the outskirts of Toulouse
last Friday, leaving
29 people dead, over 2,500 injured and thousands more
homeless.

The official explanation, that it was an accident is
being challenged by
witnesses, chemical experts and the media, who lean
towards a deliberate
attack on the AZF factory, France’s largest producer of
fertilisers.

Witnesses cited in the daily Le Figaro yesterday say
they saw a flash of
light moving towards the factory, quickly followed by a
small explosion
and then the second, devastating, blast.

An 18-year-old hairdresser named only as Emilie who
lived less than
200yd from the factory was in the garden just before
the blast.

Suddenly, I saw a sort of flash, like a shaft of
light, heading towards
the factory warehouse in the space of just a few
seconds. There was a
first explosion. Panic-stricken, I took refuge in my
bedroom and put my
head under the covers. Almost immediately, there was a
massive blast.

Her father, an electrician and fire officer at a
neighbouring explosives
factory, saw the same thing - a sort of projectile
flying at a good
height over the roof-tops. Their accounts were
confirmed by Emilie’s
brother and other factory employees.

However, Emilie and her family told Le Figaro her
father’s and brother’s
statements have been ignored. The police already
believed only in the
theory of an accident. However, lots of people in
Toulouse are thinking it
and we saw it: it was a terrorist attack and nothing
else, she told the
daily.

Experts have also called into question the authorities’
insistence on
accidental causes. Louis Médard, an engineer, has
analysed the world’s ten
worst explosions over the last 80 years. He concludes
these disasters
have always been the result of an explosive charge in
a hardened
substance or of a prolonged fire ... in confined
conditions. However, as
Le Figaro and Le Monde have both pointed out, there was
no fire in the
warehouse before the blast.

As for an explosive charge, the manager of the AZF
factory, Serge Biechlin
told Le Figaro: The remains of all sensitive equipment
located near the
warehouse were inspected after the blast - not one of
them had exploded.
If there was a projectile, it could only have come from
outside the
factory.

Investigators have referred to the compost effect,
saying that heat at
the base of the 200 to 300 tons of ammonium nitrate
stored in the
warehouse could have triggered the explosion. The heat
could have been
generated by decomposing nitrates mixed with impurities
which acted as a
catalyst. However, temperatures inside the warehouse
would have had to
reach at least 150C to set off an explosion, and this
would have activated
the heat detectors.

1.  The collapse of the Queen Isabella Causeway connecting Padre
with the mainland.
  This occurred on 9/11 and was said to be caused by an off course
tug towing a barge.
  Has anyone heard or read any more about this?  Who was
piloting the tug?  Has there been any investigation?
  If you have any recent links, I'd appreciate your  sharing them with
me.

2.  Yesterday there was an article titled Bin Laden's Son Warns
US  - I'm pretty sure it was in The Telegraph - in which his 10 year
old son was quoted as saying Hatred of Americans is the basis of
the faith.  Fifteen minutes later I went back to archive the article
and it was no longer there. It's frightening how rapidly our news is
being sanitized.  Did anyone else see it?  Does anyone have a
copy?

3.  The recent explosion at a chemical factory in France a few days
ago which was initially said to be an accident.   I heard briefly on
the radio that it is now thought not to be accidental, but there hasn't
been any news coverage as far as I can tell.  Do any of you have
any additional information on this?

AUSTIN – As state officials announced an emergency $4 million contract to
rebuild the damaged Queen Isabella Causeway, South Padre Island's mayor said
hundreds of residents have lost their jobs since the deadly bridge accident.

The Texas Department of Transportation said Wednesday that a Houston company
had been hired to replace a 400-foot section of the causeway that collapsed
after it was rammed by a tugboat and four barges on Sept. 15.

Eight people were killed after their cars plunged from the damaged bridge
into Laguna Madre in the early-morning darkness. The last of the bodies
pulled from the water was identified Tuesday.

Amadeo Saenz, district engineer for the Transportation Department, said the
emergency contract called for the bridge repairs to be completed by Dec. 23.
The 2.4-mile causeway is the only road link between the mainland and the
island.

For the next three months, passenger and auto ferries will be used to
transport people to and from the island – including a 45-car ferry that is
coming from Alabama and should be in operation within two weeks.

South Padre Island Mayor Ed Cyganiewicz said Wednesday that the resort town
was feeling the effects of the bridge accident. Hundreds of residents have
lost their jobs because of the sharp drop in the number of tourists. In
addition, $25 million to $30 million in construction projects have been put
on hold because of the inability to get concrete to the island.

South Padre Island is open for business, the mayor said, urging Texans to
come and vacation on the island while the bridge is rebuilt. While most local
businesses such as hotels and restaurants are hurting, Mr. Cyganiewicz said
they were open and would accommodate those who come with or without vehicles.

Texans can help South Padre Island by traveling south and supporting our
tourism industry, he said. This would minimize the potential economic
damage.

The mayor and Sen. Eddie Lucio, D-Brownsville, also used the occasion to urge
the Texas Transportation Commission to approve an environmental impact study
for a second bridge linking the island to the mainland. The proposed study
will be considered on Thursday.

We are in desperate need of a second bridge, Mr. Cyganiewicz said. If
approved, the study would take about a year to complete.

Since the accident, state ferries brought over from Port Aransas have
transported hundreds of cars off the island, including 500 vehicles owned by
residents who work on the mainland. The ferry service is not taking cars to
the island yet, officials said.

More than 19,000 vehicles traveled over the causeway on a typical day before
the bridge was damaged.

Gov. Rick Perry has issued a disaster declaration that will allow 80 percent
of the $4 million in bridge repairs to be paid for with federal highway
dollars. The state will pay the remaining portion.

The governor also announced that the Small Business Administration would
activate an economic injury disaster loan program for businesses in Cameron
and adjacent counties that have been hurt by the collapse of the causeway.

The accident is being investigated by the Texas Department of Public Safety
and the Texas Parks and Wildlife Department. The U.S. Coast Guard also is
looking into the incident.

A public safety spokesman said Wednesday that results of a blood test given
to the captain of the tugboat have not been received yet.

Bridge collapse may result in $55 million economic hit

Port Isabel – The effects of the collapse of the only bridge linking
tourist-popular South Padre Island to the mainland could be tens of millions
of dollars.

Cameron County Judge Gilberto Hinojosa has written his concerns to Governor
Rick Perry.

Hinojosa estimates the Sept. 15 collapse of the Queen Isabella Causeway will
cost the local economy nearly $55 million.

  I hadn't heard of any of the three stories you mentioned, though you'd
think they would have gotten more attention!

Questions follow factory blast

Concerns are being raised about the safety of building chemical plants in
residential areas following the explosion in Toulouse that killed 29 people,
writes Jon Henley

Among all the millions of column inches devoted by the world's press to
speculation about where, when and with what America will strike back, last
week's chemical plant explosion in Toulouse rated at most only a few
paragraphs, buried away on the foreign pages.
So many peolpe can be forgiven for not knowing that last Friday France
suffered its worst civilian accident for two decades.

Twenty-nine people died and 2,200 were injured when a chemical plant in a
residential area of the southern French city blew up.

This wasn't a small explosion. Windows were blown out up to three miles away.

Ten thousand homes were damaged, 600 destroyed, and 1,400 families left
homeless.

Nearly 450 people are still in hospital. Two schools were wrecked and 70 more
remain closed; a hospital was badly damaged.

The insurance bill is estimated at £50m-100m.

The prime minister, Lionel Jospin, has announced a £1m aid package, and a
similar sum has been offered by the oil multinational TotalFinaElf, which
owned the AZF plant, itself reduced to a pile of rubble, twisted metal, and a
large, still-smoking crater. Investigators are still unsure as to the exact
cause.

The blast appears to have originated in a storage tower for 200-300 tonnes of
ammonium nitrate, a notoriously unstable product used to make agricultural
fertilisters.

Scientists have said the compound is most unlikely to have exploded
spontaneously and must have been mixed with another substance.

Authorities have speculated that employees at the plant must have made a
fatal error, although the possibility of deliberate interference has not been
ruled out.

But what triggered the explosion is not the most pressing issue for the
people of Toulouse.

They have a long list of questions: how come, despite multiple requests to
relocate it, a highly dangerous plant that was built in green fields in 1924
was now surrounded by homes, shops and schools?

How come the emergency services did not have a plan of the site?

How come environmental and health and safety inspectors, during their last
visit to the factory in May, did not even set foot in the storage tower?

How come local residents had never been given the slightest warning of the
powder keg in their midst?

Theoretically, the site should have been subject to exceptionally tight
safety regulations under the Euopean Union's Seveso procedure, which covers
all potentially dangerous chemical plants and is named after the 1976
environmental catastrophe in Italy in which carcinogenic dioxins leaked from
a pesticide plant.

It has not escaped the Toulousains' attention that the European Commission
said last month it was planning to take France to court for failing to fully
implement the measures required under the Seveso directive.

Some 8,000 people joined a noisy and emotional demonstration in central
Toulouse on Tuesday night against the plant's planned reopening.

Perhaps more effectively, more than 25 lawsuits have been filed by people who
were injured in the explosion or who lost their homes or businesses.

The complaints argue that Thierry Desmarest, the managing director of
TotlaFinaElf, the company itself and the manager of the AZF plant are guilty
of causing deliberate injury and of placing the life of others in danger.

This cannot just be settled by insurance companies and compensation, said
Guy Dubuisson, a lawyer representing many of the individuals.

There was so much passivity on the company's part with regard to risk
prevention that this disaster ranks as an intentional accident. It was a
catastrophe foretold.

The traumatised mayor of Toulouse, Philippe Douste-Blazy, wants a national
debate on the problem of chemical plants in or near residential areas, an
issue he estimates affects several hundred factories around the country and a
total of 10m French people.

The French can no longer sleep with a bomb beneath their pillows, he said.
