Terrorism as the Moral Equivalent of War

It has long been noted by conspiracy theorists that war provides a
very useful function for the elite of any society. War justifies the
sacrifices the elite must demand of the people and the regimentation to
which the elite wants the people to submit.
However, war also presents risks to elites especially since the advent of
the atomic age. War might lead to a world devastating thermo-nuclear
exchange. More to the point, only one side can win a war. As shown time
and time again in history, the elite that loses a war often loses its
ruling status as well.
Is it conceivable that the conspiracy is planning a world of
perpetual, phony terrorism, perhaps on the model of Northern Ireland? I
am convinced the answer is yes, but cannot prove, and would rather not
believe it!
The strongest evidence in my mind is the constant and escalating
preparation being given by the news media for the idea that widespread
terrorism (low intensity war) is inevitable and probably just around the
corner. Most recently the media has been harping on the ease with which
terrorists can enter the USA. When the terror really heats-up and the
sacrifice of liberty is demanded the elite wants it to be "expected," not
doubted!
