MEXICO CITY, March 25 -- Five members of a British armed forces expedition and
their British guide were rescued Thursday after being trapped for a week in a
flooded cave in central Mexico in an incident that has chilled relations with
London.

President Vicente Fox has asked his ambassador in London to seek a detailed,
clear and rapid explanation from the British government of what the military
officers were doing in Mexican caves, a spokesman in the president's office said
Thursday.

Mexican officials said they should have been notified in advance that there was
a foreign military team in Mexico. The spelunking team was made up of British
navy, air force and army personnel who entered the country on tourist visas.

[Assistant Interior Secretary Armando Salinas said late Thursday that the six
men would be transported to a military hospital and then to a Mexico City
detention center, where they would be held while a visa investigation was
conducted, the Associated Press reported. Mexican authorities say they may have
violated the terms of their visas by participating in scientific or military
activities while exploring the caves.]

The six cavers, who were trapped by rising floodwaters on March 17, were in good
condition and in constant contact by radio with other members of their
expedition, British defense officials said. The men had slept in sleeping bags
on a dry ledge inside the cave that runs 90 feet below ground, waiting for
British rescue divers who Thursday swam through fast-moving water to reach them,
the officials said. The men were then outfitted in scuba gear and led out one at
a time along a guide rope.

The trapped Britons had refused several offers of help from Mexican rescuers in
recent days, preferring to wait for British cave-rescue specialists to arrive
from England, a decision that caused some irritation here, Mexican officials
said.

They refused to be rescued, said Silvestre Rosas Martinez, a public security
official in Cuetzalan, the town near Alpazat, an extensive cave system that
attracts spelunkers from all over the world. It seems strange to me that they
would refuse help, as there are specialists in this kind of rescue right here in
Mexico, Rosas Martinez said.

The decision to wait for British rescuers added to public suspicion about the
nature of the cavers' mission. Mexican television and radio programs this week
have been filled with speculation about whether the British military was
conducting training exercises in Mexico. Some of the wilder speculation even
centered on whether they were searching for radon or uranium that could be used
to make bombs.

British officials sought to play down such stories. It is solely a spelunking
expedition that does not have any other purpose, the British Embassy here said
in a written statement.

British defense officials said 13 members of the Combined Services Caving
Association, a group made up of members of several branches of the British
military, came to Mexico on a trip to explore the Alpazat cave system, which
runs deep below ground and is more than eight miles long.

Kate Wilson, a spokeswoman for the British Defense Ministry, said in a telephone
interview from London that the trapped men were first and foremost part of a
club that practiced mapping caves. She said there have been similar trips to
Mexican caves every year for the past two decades. She said that if there had
been an oversight in the paperwork over the team's visa status, it would be
rectified.

If you are asking, 'Is there a diplomatic incident?' I hope not, Wilson said.

Wilson said the trapped men declined help from Mexico because they were dry,
safe and fine and in no need of an emergency rescue.

Friday when a gas mask and white powder were found in an Israeli woman's
bag. She was traveling from Israel to Texas. The first test came up positive
for anthrax, but a second test proved negative.

The Incident

In 1939 England and France went to war with Germany. Franklin
Roosevelt assured Winston Churchill privately that the United
States would join England in its war, even as he reassured
Americans publicly that their sons would never fight and die in a
foreign war.

Americans were strongly opposed to getting into the war. So
strongly that it was obvious to Roosevelt that he could never fulfill
his promises to Churchill unless someone attacked the United
States.

Since Hitler was trying very hard to avoid provoking a war with
America, Roosevelt turned his attention to Japan  especially after
Japan and Germany signed a mutual defense treaty.

Roosevelt's diplomats held secret negotiations with the Japanese
 demanding that the Japanese give up their conquered
possessions in Southeast Asia, although the U.S. didn't make
similar demands that Britain, France, and the Netherlands give up
their possessions.

Japan is an island country with virtually no natural resources of any
note. It had been necessary to rely on trading with the colonies of
Southeast Asia until the European colonial powers began
monopolizing those resources. The Japanese leaders decided they
had to establish colonies of their own  by force, just as the
European powers had.

Roosevelt's only interest in the Japanese' problems was that these
problems put Japan in a vulnerable position where its leaders might
do something drastic  which is what he wanted. He stepped up
the pressure on the Japanese, prohibiting critical exports from
America to Japan.

Finally, it became obvious to the Japanese that war with America
was inevitable. They knew they had practically no chance to win a
war against the world's #1 industrial power. Their only hope lay in
the possibility of destroying the American fleet at the outset.

And so the Japanese kept negotiating with the Americans in hope
of reaching a peaceful settlement  while making plans to attack
Pearl Harbor if the negotiations failed. Roosevelt made sure the
negotiations did fail, and the attack came.

That incident  the Pearl Harbor attack  caused the anti-war
movement in America to collapse. Even Charles Lindbergh, the
most public opponent of war, hurried to the recruiting office to enlist
the day after Pearl Harbor.

It was only years and decades later that the full truth came out
piece by piece  that the Americans had broken the Japanese
diplomatic and military codes and knew the Japanese intentions,
that the American military had made a secret agreement with the
British and Dutch to go to war with Japan, that Roosevelt had told
his cabinet prior to Pearl Harbor that we are at war; we now have
to maneuver the Japanese into firing the first shot, that the
American Chiefs of Staff had misled the Pearl Harbor commanders
about the possibility of an attack on Pearl Harbor.

   Vietnam

After World War II and the Korean War stalemate, the American
people were in no mood to go to war again.

However, the American government had been engaged in a war
against Vietnam  both overtly and covertly. The war had started
in 1945 when Vietnamese nationalists wanted independence from
France and the French government resisted. The U.S. taxpayers
financed nearly half the French side before the French threw in the
towel.

By that time Vietnam had been divided temporarily between the
North, run by communist dictator Ho Chi Minh, and the South, run
by non-communist dictator Ngo Dinh Diem. The war resumed soon
afterward  only now it was a civil war between the two parts of
Vietnam. The U.S. aided the South, but the American public was
still generally opposed to U.S. troops fighting in another foreign
war.

But in August 1964 an incident occurred.

The American navy was covertly aiding South Vietnamese troops
making commando raids in North Vietnam. The destroyers Maddox
and C. Turner Joy were in the Gulf of Tonkin providing support
when they reported being attacked by North Vietnamese torpedo
boats.

The U.S. retaliated with air strikes against North Vietnamese Naval
bases and oil storage areas. Lyndon Johnson also used the
incident to gain support for a Congressional resolution authorizing
him to use all necessary measures to repel any armed attacks
against the forces of the United States and to prevent further
aggression. No one seemed interested in asking what the forces
of the United States were doing in North Vietnam in the first place.

Needless to say, it turned out that there had been no attack against
the American destroyers, that the Johnson administration already
had plans to widen the war, and that administration officials had
used hazy, ambiguous reports from the Gulf of Tonkin to do what

Anyone been logging aircraft incident stats ? Apart from the expected
increase in rediractions and airport closures about the globe, I have
logged 10 crashes this last month - is this figure within the normal range
of variation for the time of year - or is reportage up ?

I was prompted to tabulate my archives following reports earlier today
that a Quantas 767 was grounded following an engine blade loosening
shortly after take-off, not long after the crash of a 747-200 (Luxembourg
- Lagos, prior to landing.

lost communication with it.

Nov 12 - New York: Airbus 300 passenger aircraft, flight AA 587,

Dominican Republic

Nov 14 - Guyana: four people hijacked a Trans Guyana aircraft on a
commercial flight en route from the southern town of Lethem to the capital
of Georgetown. One of the four hijackers held the pilot at gunpoint,
forcing him to divert to an airstrip in an undisclosed location in Brazil.

Nov 14 - Iraq: an Iraqi Airways Boeing 727 civilian airliner climbing
out from Basra encounter's communication interception: This is the United
Nations [sic] no-fly zone enforcement patrol calling Iraqi airliner
travelling at 21,000 feet proceeding at 400mph north-west from Basra. I
warn you that you are subject to being fired upon - you continue to fly at
your own risk.

Nov 19 - Russia: An Ilyushin-18 charter aircraft crashed near the town of
Kalyazin, approximately 57 mi/90 km northeast of Moscow. The aircraft
reportedly belonged to Irs-Aero airline company.

Nov 21 - CHERRY POINT AIR STATION, N.C. -- A Marine Corps EA-6B Prowler
electronic warfare jet crashed into the Atlantic after all four crew
members ejected safely. The cause of the crash was under investigation.

Nov 23 - Estonia: an An-28 aircraft chartered by Elk Airways crashed near
Kardla, located on the island of Hiiumaa, approximately 60 mi/100 km
southwest of the capital city of Tallinn. No further details available.

Nov 24 - Switzerland: A Crossair BAE Systems Avro RJ100 jet airliner
crashed in a woodland area outside of Zurich on its final approach to

Revealed: nuclear plant accident after fuel rods collapse

A SERIOUS accident at a nuclear power station in southern Scotland last week 
sent 24 fiercely radioactive fuel rods crashing to the floor narrowly 
avoiding the death of workers at the plant and the release of a radioactive 
cloud which would have contaminated the entire region.

Managers of the Chapelcross nuclear reactors near Annan in Dumfries and 
Galloway are now anxiously trying to work out how to retrieve the fuel rods, 
which are still lying where they fell in the early hours of Thursday morning. 
All normal fuelling operations have been suspended at Chapelcross and at its 
sister station, Calder Hall, at Sellafield in Cumbria.

The nuclear plant is run by state-owned, British Nuclear Fuels (BNFL), and is 
Scotland's oldest nuclear power station. Home to four 50-megawatt reactors 
and a secretive military plant which produces radioactive tritium for Trident 
warheads, it has been generating electricity -- and sometimes plutonium for 
atomic bombs -- since 1959.

Nuclear engineers and regulators had initially feared that the fuel was 
damaged and would leak radio activity into the air. Howver, it is now thought 
this has not happened. The worst scenario would have been that the fuel 
caught fire endangering the lives of the plant's workers.

'This was a cock-up that was potentially very serious indeed because of the 
risk of a fire,' said the leading independent nuclear engineer, John Large. 
'It put the employees at risk and there could have been a local dispersion of 
radioactivity.'

News of the accident, which has not been publicised and is likely to lead to 
legal action, alarmed politicians and environmentalists . They called for a 
crackdown by regulators, and argued that it highlighted the dangerous folly 
of the government's plan to build a new generation of nuclear reactors.

'I get worried,' said Fiona McLeod, the Scottish National Party's shadow 
deputy environment minister. 'Are they cutting corners? Is there now cause 
for concern about the safety of Chapelcross?'

At about 1.15am on Thursday, engineers were routinely removing irradiated 
uranium fuel rods by remote control from reactor three, which has been shut 
down since April 24. They were trying to attach a cylinder containing 24 rods 
to a crane so that it could be lowered down a shaft into a flask and taken to 
a cooling pond for storage, when something went badly wrong.

The cylinder suddenly came loose and fell two-and-a-half feet onto the shaft 
door, which was closed. The site's emergency incident plan was put into 
operation, its manager, Bob Clayton, woken from his bed, and a team of expert 
engineers assembled. The Nuclear Installations Inspectorate (NII), the 
government's safety watchdog, was informed at 3.30am.

Carbon dioxide was pumped over the fallen fuel to make sure that it didn't 
overheat or catch fire. The area around the fuel was monitored for radiation, 
as were outlets from the site, and the situation was kept under close review 
for the next few hours.

'It was very embarrassing for BNFL, pretty annoying to the NII, but not 
immediately life-threatening,' concluded one insider. Another pointed out 
that the accident could have been much worse if the shaft door had been open, 
because the fuel would have fallen a lot further.

Large, who is currently advising the Russian government on the safety of 
retrieving the Kursk nuclear submarine from the Barents sea, pointed out that 
it was vital to remove the fallen fuel rods from the shaft door. They were 
blocking the only route by which fuel could be removed from the reactor, 
which could become urgent if problems developed, he explained. 'The story is 
certainly not over yet.'

Two months ago Chapelcross suffered another problem during defuelling when a 
grab-release mechanism failed. In 1999 there were four pollution incidents at 
the plant, one of which resulted in the contamination of a local burn. In May 
1967 radioactivity was released into the environment when fuel caught fire in 
a reactor and suffered a partial meltdown.

Friends of the Earth Scotland claimed that last week's accident illustrated 
how dangerous the nuclear industry really is . 'This is the latest in a 
series of recent mishaps at Chapelcross and it is time the regulators cracked 
down, as they have done at Dounreay and Sellafield,' said the environmental 
group's chief executive, Kevin Dunion.

'This kind of potential disaster highlights the folly of even considering 
building a new generation of nuclear power stations. The people of south west 
Scotland must make it clear they want no further part in this risky business.'

BNFL has said that it expects Chapelcross to be shut down before 2010, 
suggesting privately that a replacement nuclear station could be built there.

Peru incident shines spotlight on a shadowy practice

WASHINGTON - Some call them contractors who do important but dangerous jobs
that would otherwise fall to overburdened U.S. troops in America's war
against drugs

.Others say they are mercenaries who shelter the U.S. government from
responsibility when things go bad, and insulate it against political
repercussions from sending GIs into harm's way.

Like the crew of a CIA-contracted plane involved in the downing of an
American missionary plane in Peru, they are private U.S. citizens or
foreigners who work for private firms hired by the U.S. government to, among
other things, man much of the front lines of America's battle against the
South American drug trade.

The incident Friday, which left a U.S. mother and her baby daughter dead, has
shined a spotlight on the shadowy world of such "private military companies"
that increasingly are used by the Pentagon, State Department, Customs Service
and CIA for missions everywhere from Bosnia to Rwanda to Haiti to Colombia
and Peru.

Under the rubric of "outsourcing," firms such as DynCorp Technical Services
Inc. and Military Professional Resources Inc., both of Virginia, have been
paid hundreds of millions of dollars by those agencies to hire retired
military and other specialists to do everything from training foreign armies
and police forces, flying helicopters and planes on drug-plant eradication
missions, and conducting risky rescue operations.


By far, the biggest use of such private forces is against drug growers and
traffickers in Colombia, Peru and other Latin countries.


 In Friday's incident, a Peruvian fighter jet, working in tandem with a
CIA-contracted surveillance aircraft, mistook the small missionary plane for
that of a drug smuggler and shot it down.


Neither the CIA nor the Pentagon will reveal the name of the company hired by
the CIA for aerial interdiction duties in Peru, saying such information is
classified.


But no secret is made of the role DynCorp pilots and other personnel have
played for nearly a decade in the war on South American drug smugglers.


 For as much as half of the $1.3 billion the United States has spent on
Colombian anti-drug efforts, DynCorp has supplied dozens of mechanics,
trainers, maintenance and administrative workers, logistics experts, rescuers
and pilots.


It's risky work. In February, for instance, a DynCorp crew braved a furious
gunfight in southern Colombia to rescue the crew of a Colombian police
helicopter downed by leftist guerrillas.


The Pentagon, which views the anti-drug war as an all but intractable
conflict with the potential of miring America in a quagmire that would make
the Vietnam War pale in comparison, is more than happy for others to fight
the battle.


"Farming it out gets the military out of a situation it does not want to be
in," said retired Army Col. Dan Smith, now an expert at the nonprofit Center
for Defense Information in Washington.Smith said that using contractors also
serves as a buffer from blame if, as apparently happened in Peru, a deadly
foul-up occurs.


 Capitol Hill lawmakers are unlikely to raise as much of a ruckus if the
fault for a failed mission can be laid mostly on the shoulders of a private
company, or if it is private employees getting hurt rather than GIs.


"You don't have the risk of having military members coming home in body
bags," Smith said, noting the low tolerance Congress and many in the public
have for military casualties.


Robert White, former U.S. ambassador to El Salvador and head of the Center
for International Policy think tank in Washington, said such lack of direct
responsibility is dangerous.


 "The whole point of foreign policy in a democracy is you are accountable"
for things that go right - and wrong, he said.


But former national drug czar Barry McCaffrey said that "outsourcing" is a
cost-effective way to fight one of America's biggest national threats -
without taxing the already overburdened armed services.


"It provides tremendous bang for the buck," McCaffrey told reporters last
year.

In the evening of December 21st. 1988 flight Pan Am 103 exploded and pieces
of the plane fell onto the Scottish town of Lockerbie, killing 259 people on
the plane and 11 people on the ground. This air-disaster of the century has
now its own homepage on the internet. I have tried to supply all kinds of
information for anyone interested, but do e-mail me, if something is missing.
Here you'll find more than 25 MB of documents, pictures, sounds, films and
all kinds of information of the crash of Pan Am 103 at Lockerbie in 1988 and
to this day. If you cannot find what you are looking for here at these pages
- it's probably not on the web at all !!!
Apart from giving basic information about the crash itself, I found it
nescessary to also provide information about how the crash of Pan Am 103
later became a hot political potato. The crash of Pan Am 103 not only
affected the victims and their families. A whole nation is at present
suffering from UN sanctions because someone needed a culprit to profit
political success. Although sanctions have been suspended, they have not been
lifted fully yet.
There are many lessons for us to learn from the crash of Pan Am 103. But who
is teaching facts and who is teaching fraud ? When you have read these pages,

I seem to recall reading about this in a short story of fiction once.  Or
perhaps it was Urban Legend.  Sounds dubious at best, menacingly Lovecraftian
(or Ligottian) at worst.  Still these types of tales are extremely interesting
to me.  It implies things about the universe that you would be astounded to
know, and our relationship in it.  It also points to the fact that we will
never know the answer to questions of profundity.
