CS: Pol-US told its gun culture is based on myth
From: "E.J. Totty", [EMAIL PROTECTED] Here is the Jefferson quote, I was seeking and it is from "The Life and Selected Writings of Thomas Jefferson." Page 205: Notes on Virginia "Every able-bodies freeman, between the ages of sixteen and fifty, is enrolled in the militia รจ "The law requires every militia-man to provide himself with the arms usual in the regular service. But this injunction was always indifferently complied with, and the arms they had, have been so frequently called for to arm the regulars, that in the lower parts of the country they are entirely disarmed. In the middle of the country a forth or fifth part of them may have such firelocks as they had provided to destroy the noxious animals which infest their farms; and on the western side of the Blue Ridge that are generally armed with rifles. CS: Target-21st UK Practical Rifle Comp
From: "Tom Charnock", [EMAIL PROTECTED] Well on the 8 / 9 / 10th Sept the 21st UK Practical Rifle Championship was held at Bisley (and Ash Range) With about 70 competitors over the 3 days it was well attended. The overall winner was Nigel Greenaway with 1,615 points, 2nd Tom Charnock with 1,586 points, and 3rd Dave Green with 1,583 points. Course of fire, Friday and Saturday, Bisley Stickledown and Short Siberia STAGE 1 1,000yds, 4 sighters then 20 shots, at 4 off Fig 11 targets held in frame, with 5 exposures, reducing times per exposure of, 60 sec, 50, 40, 30, 20secs. Little wind but tough to make the scores STAGE 2 200yds, 10 shots at Fig 14 each on a 3 second exposure in random locations in small windows. To get good score you needed to place all 10 shots in a 2inch circle on the target (in 3 secs) Then over to the ETR Range at Ash, Saturday only, These use at; 300 and 200M a Fig 11 target, and 100M a Fig12 target STAGE 3 At; 300M 8 exposures prone, at 200M 6 exposures kneeling, at 100M 6 exposures standing, total 20 shots max, targets in random order. Each distance had its target with a 1sec reducing exposure time starting from 10secs, ie shortest times are 300M 3secs, 200/100M 5secs. Snag was you had to return to standing after each exposure, real tight to get them all. STAGE 4 300, 200, 100M, 30 shots max. Random distances of groups of 3 targets, each target shows for 5 secs. But in each group they are shown 1sec apart, meaning that the last target goes down 7secs after first target shown. You have to shoot all 3 in that 7secs. A real hussle, and it well earns its name "Triple Ripple Extra". The targets seem to come up in a "wave" and no sooner up, they start going down in a "wave". STAGE 5 300, 200, 100M, 24 shots max, 4 "sets" of exposures, each of 3 pairs of mixed targets, time gap of show between target pair of 1sec. This is a thinking shoot as you start standing 3mtrs behind fire point, on show go to kneel, shoot 2 targets, which on show for 10secs each. 5secs to get to prone, shoot 2 targets which on show for 5secs each. Then 5 secs to go to weak shoulder, shoot 2 targets on show for 5secs each. To add interest, must shoot nearest first and safety applied etc on all moves. After each "set", back to start position. Ohh, and dont forget to think about number of rounds in your mag !! (no time to change in the "set" as 6 shots per "set") STAGE 6 300,200,100M, 20 shots max, 6 "sets" of a 300,200,100 target, each up for 10secs with 2sec delay between them. Start with a crawl, then shoot at least 2 targets, then 10sec interval to position yourself for next "set". The sequence of positions are, standing, squat, kneel, sit, prone, prone weak shoulder. Thinking bits are mag changes, target score values and getting to position. STAGE 7 Split into a (a) and (b) element, but shot straight through. (a) with all kit, rifle ammo etc, run from 400M to 300M fire point, load and engage targets. Your run started with showing of 100M target up for 35 secs only. The 200M target holds up for 10secs longer, and the 300M holds up for another 10secs. Forces you to get in quick run, shoot as many as possible on 100M, then shoot 200M and use up remaining ammo on 300M. All in overall time of 55secs from start of the 100M run. Into (b) 5 repeat exposures of a target, 1st shot standing, 2nd show shot kneeling, random distance sequence, 2 at 300M 200M, 1 at 100M. Nice thing is you advancing to target but still out of breath from the run down in (a). The Ash ETR stuff is quick fire, time and position pressures, need to consider mags capacity and changes, target scoring points, and what to do if you miss one (some stages you have extra ammo available, but it DOES mess up your mag sequence), and the all important safety proceedures. SUNDAY ASH No 4 Range 600M? (yds?) (none could agree if it was M or yards, or was this to put the long shots out???) STAGE 8 600yds/M, 20 shots max, Fig 11 12, prone, Fig 11 up for 3mins during which Fig 12 will make 10 shows of 5secs. Max of 10 hits on each to count. Fig 12 edges when hit. STAGE 9 500yds/M, 20 shots max, Fig 11, Fig 12 12c, prone. This started with a 100yds run to 500yds fire point on the showing of the Fig 11 for 3mins. After 35 secs there would be 1st of 8 random exposures of the Fig 12 for 6 secs, but if hit in that time it would fall and a smaller Fig12c would show for another 6 secs. To help on accuracy, if 12c hit before end of 6secs it would fall as well. Thinking bits, only 12 hits on Fig 11 to score, need to change position after each show of the Fig12, alternate good to weak shoulder. STAGE 10 400yds/M after run from 500yds, 20 shots max, Figs11, 12x2, 14, prone. For 2mins, the frame had a repeating up/down movement of 4secs each way, with a 2secs hold at top and bottom of travel. The other Fig12 made 5 random 5secs exposures to side of frame. A real tricky shoot as the Fig11 had very low score

From: "John Hurst", [EMAIL PROTECTED] (From 'Monty Python') "We would like to apologize for the way in which politicians are represented in this presentation. It was never our intention to imply that politicians are weak-kneed political time servers who are concerned more with their personal vendettas and private power struggles than the problems of government. Nor to suggest at any point that they sacrifice their credibility by denying free debate on vital matters in the mistaken impression that party unity comes before the well-being of the people they supposedly represent. Nor to imply at any stage that they are squabbling little toadies without an ounce of concern for the vital social problems of today. Nor indeed do we intend that readers should consider them as crabby ulcerous little self-seeking vermin with furry legs and an excessive addiction to alcohol and certain explicit sexual practices which some people might offensive. ... We are sorry if this impression has come across." CS: Legal-FAC renewal
From: "nigel wells", [EMAIL PROTECTED] Have just received my FAC RENEWAL NOTICE CONCURRENT WITH SHOTGUN. Anyone got any advice, any hidden pitfalls I should be aware of ? Nigel -- The main bits of advice so far appear to be: (a) get it in as soon as possible and include a letter asking for a Section 7 permit in case of any delay; (b) be sure your references give at least a sentence on the referee forms rather than single word answers; (c) might be worth letting your GP know what is required of him (i.e. the police can ask only for factual information and they're only supposed to ask in case of doubt about your health). CS: Pol-Pistol Shooting at Commonwealth Games
From: "Richard Loweth", [EMAIL PROTECTED] Having written to my MP, Stephen Dorrell, asking him to contact the Home Office Minister to clarify the position regarding pistols at the forthcoming Commonwealth Games I today received this reply: Dear Stephen, Thank you for your letter of 18 August enclosing one from Mr Richard Loweth about the prohibition on short firearms. During the passage of the Firearms (Amendment) Bill in 1997, Ministers made commitments to consider favourably any request to allow pistol shooting to take place at the Commonwealth Games in 2002. The Home Secretary has powers under section 5 of the Firearms Act 1968 which would make this possible. Any such arrangements would apply equally to competitors from Britain and overseas and would last for the duration of the Games only. There is no question of British competitors being allowed to practice with their pistols in this country prior to the Games. This is not a relaxation or weakening of the handgun ban. It is merely an arrangement to allow a specific, major international Games to be held in this country. The Government remains firmly committed to the prohibition on short firearms and there are no plans to relax it. Charles Clarke MP My next step? To write asking if Ministers would "consider favourably" the IPSC World Pistol ChampionshipsBUT is there any reader PLEASE LET US KNOW who is able to write OFFICIALLY AS A COUNCIL MEMBER OF UKPSA to formally request the Home Office to use "powers under section 5" to "make this possible"? -- Might be worth asking the question but there is an IPSC rule about not allowing competitions in places where private individuals are not allowed to shoot the guns being used. Not that that stopped IPSC from allowing China to join but the rule is there. Steve. CS: Misc-it's cheaper elsewhere
From: "nick royall", [EMAIL PROTECTED] Steve, I would agree if you wish to move a small quantity by air but when you are shipping the stuff by the 40 ton container load by sea the unit shipping costs are very small. My point about importing powder for your own purpose was to show how expensive it is in small quantities rather than suggest it as an alternative to buying locally. Look at transport costs for sand and aggregate in the construction industry compared to the raw material cost, it just about doubles the price for moving the stuff 15 miles if my memory serves me correctly. -- Vihatouri (or however you spell it) almost certainly comes in by air, perhaps that explains the cost difference as other people can ship it by land from Finland, or they can order enough to send it by sea. I've never actually seen Vihatouri powder in this country. Who sells it? Steve. CS: Target-Sights
From: "Adrian Burdett", [EMAIL PROTECTED] Looking for advice on moving a front sight. I have had a Lyman peep sight put on my Winchester '94 in .44 Mag for underlever matches. No problems before the change with the old iron sights. The problem I have, now, is the point of impact is to the left of the point of aim. I have moved the rear sight as far as possible to the right, but the point of impact is still to the left. Question to cybershooters is which way do I move the front sight to get the point of aim and impact in line? Adrian -- To the left. Steve. CS: Pol-NRA-ILA FAX ALERT
From: [EMAIL PROTECTED] NRA-ILA FAX ALERT Vol. 7, No. 37 9/15/00 CHICAGO'S RECKLESS LAWSUIT AGAINST INDUSTRY DISMISSED Today, Judge Stephen Schiller of Cook County Circuit Court dismissed Chicago's reckless lawsuit against the firearms industry, ruling that the city had failed to show that lawful gun makers, distributers, and licensed dealers were in any way responsible for the financial burden caused by the criminal misuse of firearms. This ruling represents yet another blow to the junk lawsuit agenda of anti-gun big-city mayors and the greedy trial lawyers hoping to circumvent the policy process to enact gun control restrictions in the courts. Judge Schiller had thrown out the city's "negligent entrustment" allegation earlier this year (see FAX Alert Vol. 7, No. 6), and today's ruling swept out the remainder of Chicago's attempt to circumvent the legislative process through frivolous litigation aimed at bankrupting the gun industry. Of course, if Chicago's elected officials, such as Mayor Richard M. Daley (D), would focus their crime-fighting efforts on criminals, rather than the lawful firearms industry, perhaps Chicago would experience the same rapidly-declining violent crime rate as cities that have implemented programs like the "Project Exile" prosecution model. Unfortunately, it would seem city officials wish to continue wasting taxpayer dollars through the courts. According to today's Chicago Tribune, a spokeswoman for the city has stated the case will likely be appealed. GOV. BUSH RECEIVES ENDORSEMENT OF NATION'S LARGEST POLICE GROUP On September 8, the Fraternal Order of Police (FOP), the nation's largest law enforcement organization, announced that it has endorsed Texas Governor George W. Bush (R) for President of the United States. FOP National President Gilbert Gallegos said, "The FOP believes that Governor Bush will be a President who will do what he says and will do right by the cop on the beat. [He shares FOP's] values and shares an unyielding commitment to supporting law enforcement with action and not just words. I believe that George W. Bush is a man who has demonstrated integrity, sincerity, and a genuine commitment to the rule of law." The announcement mentioned several FOP-supported anti-crime programs and policies implemented by Bush since he was elected Governor of Texas, including the NRA-supported "Project Exile" prosecution model, which Bush implemented statewide under the name Texas Exile. Programs like Texas Exile, which call for the aggressive prosecution of violent felons caught with firearms, have been credited with helping to lower overall crime in Texas by 14%, violent crime by 20%, and violent juvenile crime by 44%. If you would like to read the entire FOP announcement, you can find it posted to the Research Information page of www.NRAILA.org. NRA ONLINEDEMOCRACY.COM OFFER ONLINE VOTER REGISTRATION In conjunction with National Voter Registration Week (September 16-22), NRA offers a new online voter registration feature. Second Amendment supporters in 46 states and the District of Columbia can now go to www.NRAILA.org, then click on the onlinedemocracy.com icon and follow the user-friendly prompts to register to vote. "To say that this is a critical election year for NRA would be an understatement," said James Jay Baker, Executive Director of NRA-ILA. "The 2000 election cycle provides us with the opportunity to elect a President, a Congress and numerous state legislators who will respect the Constitution and the Second Amendment. This is an excellent tool for our four million members to use to ensure that their family, friends and fellow lawful gun owners turn out on November 7." All you need to utilize this tool is a computer with Internet access, Adobe Acrobat Reader, and an inkjet or laser printer. If your computer does not have Adobe Acrobat Reader, you can download it for free through this service. Remember, Election Day is November 7, only 53 days away!
