What I want is the formula so that I can work out if any of my 
carbine loads exceed it.  It would be nice if someone who understood the 
formula could write it so I could plug it into Excel.

the equation you need is 

KE in ft-lbs = 1/2 m * v^2

where m = mass in grains
and   v = velocity in feet/second

You need to convert your bullet's weight to mass, and the Excel formula
is:

=0.5*(Weight_in_grains/(7000*32.16))*Velocity^2

If you go to www.jacksonrifles.com and click on the ballistics
section, you will find a small Excel spreadsheet which calculates
external rifle ballistics using Prof Arthur Pejsa's formulae
(usually much more accurate than Mayewski/Ingalls-based tables or
programs). The output includes velocity, energy time of flight as
well as drop and windage in scope MOA (yes, you can adjust for
Nightforce and other scopes or aperture sights whose adjustments
are not graduated in true minutes of angle). There is also an
output line for a specified "odd" range, for use when hunting
with a rangefinder, or at places like Blair Atholl, where the
"900" firing point is actually quite a bit less.

The sheet was designed for long range varmint hunting and f-class
target shooting, so it does not provide reliable drop and windage
data for trans-sonic and sub-sonic projectiles (use Pejsa's
computer program www.pejsa.com or the modified point mass program
at http://www.roadrunner.com/~jbm for this purpose, but you can't
easily pack it on a Windows CE computer and take it varmint
hunting)

However, if all you want is a muzzle energy calculations for a
trans-sonic gallery rifle, you can enter your bullet weight and
any muzzle velocity and the Excel sheet will give a true figure
in ft-lbs.

According to TAS Warminster drawing SDS 003 Centrefire Pistol NDA Range, the
ammunition limitations are:

Max calibre  0.455 inch
Max muzzle velocity  1675 feet/sec
Max muzzle energy  1496 foot/lbs

Calibre .23" to .455", MV 2,150 ft/sec and ME 1,496 ft lbs, (same
as the Army limit for outdoor c-f pistol ranges).

Damn! I suppose this excludes one of Peter Sarony's cute little galley rifles 
in 50 AE and I really fancied one of those (if only to upset Alex :-)).

You'd be able to use it on a rifle range though.  Going by this
specification most .22 Magnum loads wouldn't be allowed on a
pistol range!
