FW: I am getting error messages when attempting to copy files using cp or scp

I am not sure this is the right place to report a problem - I found this 
address from http://www.cygwin.com/ml/cygwin/2010-03/msg01078.html

I get the following errors:
$ scp C728219_a_-rrd-files.tar.gz r...@172.24.74.4/var/tmp/C728219/a
cp: skipping file `C728219_a_-rrd-files.tar.gz', as it was replaced while being 
copied

$ cp problem_a_bigip_logs.gz /tmp
cp: skipping file `problem_a_bigip_logs.gz', as it was replaced while being 
copied

I don't have /usr/lib/scih/getVolInfo and I don't see it in setup.exe

My /s drive is a symlink to /cygwin/s which links to s: which is a big file 
server.

What do I do next?

Dr. Pechtchanski:
We solved our little problem with sshd failing to start, thanks to your 
clues.

First, /var/empty must be owned by SYSTEM. Second, /etc/ssh_host_key 
must be owned by SYSTEM or else protected 644. Protecting it 644 is a 
bad idea because it compromises security.

On the Windows/2K machine, which worked the first try, *all* of the 
files /etc/ssh* are owned by SYSTEM:None and /var/empty and 
/var/log/sshd.log are owned by SYSTEM:root

Here's the "real" incantation:
cygcheck /usr/sbin/sshd.exe | sed -ne 's,\\,/,g' -e '/cygwin/p' | \
 xargs cygpath -u | xargs chmod a+x
Sorry for letting that test bit through...
 

(as is, on 2 lines -- just cut-and-paste to your shell).
Also, "chmod a+x /bin".

Try "chmod a+x /var /var/log" and
"chown SYSTEM.SYSTEM /var/log/sshd.log && chmod 644 /var/log/sshd.log"
   

I have attached the output of  cygcheck -svr as the file
cygcheck)output.txt.
What else should I look at, please?
 

It's always a good idea to check permissions on anything that might be
used in a program running as service, just to make sure that the SYSTEM
user (which is used to run services, a.k.a. LocalSystem) has appropriate
access.

I tried the incantation (You're a clever script coder) and the chmod 
commands but to no avail.  Insofar as I can tell, system has access to 
all of the files it is looking for.  I even tried chmod 777 
/var/log/sshd.log in an effort to identify the problem..

I also went through a cygwin installation on a Windows/2000 machine 
using the same procedure as the Windows/2003 server machine, and it 
works just fine.  So I conclude that there is some subtle difference 
between W2K3 and W2K which is tripping up Cygwin for some reason.  Maybe 
that's naive.

Problems starting SSHD

Hi.  I am using cygwin for the first time and I am having troubles 
starting the sshd.   Ssh and scp work fine.  Everything else I have 
tried (ls, vi, bash) also seem to work well.  It makes no difference if 
I start it using the services manager or the net start sshd command.  If 
I try running it with cygrunsrv -S sshd then I get a Win32 error 1062: 
the service has not been started.

I looked at the event log and I find the following:
The description for Event ID ( 0 ) in Source ( sshd ) cannot be found. 
The local computer may not have the necessary registry information or 
message DLL files to display messages from a remote computer. You may be 
able to use the /AUXSOURCE= flag to retrieve this description; see Help 
and Support for details. The following information is part of the event: 
sshd : PID 1696 : starting service `sshd' failed: execv: 1, Operation

One of the things I read about was that cygminires.dll might be 
missing.   Not in my case:
