Command Line Editing does not work, please help

 Hello folks,
 I am trying to use line editing commands:
 C-b
 Move back one character.
 C-f
 Move forward one character

 and they are not working.
 I also want to start using history features - search or list history file for 
 recent execution lines.

 I looked through Bash Reference 
 http://www.gnu.org/software/bash/manual/bashref.html#Command-Line-Editing and 
 these commands are described.
 CAn you help please.
