It took a time, but I think, I now figured it out.
thanks for the hint.

SOLUTION:
 outside-cygwin-executables need there paths like this: '"c:\rt.jar"'
instead of '/cygdrive/c/rt.jar'.

It sounds like 'jar' is not a cygwin executable (not surprising) and,
so, does not understand /cygdrive .  Is there something else going on
here?

Btw, there is no such thing as Cygwin-4.0.
