Common mistake.  It's not obvious.

Beyond BLODA, the only thing I see that may have an affect is the orphaned
installation in 'C:\cygwin-root'.  You could run
'cygcheck --delete-orphaned-installation-keys' and try the installation
again.  But I'd be surprised if this was the real problem.
