This adds the new options '-e' (encrypt) and '-P <password>' (if you're stupid enough to specify an encryption password on a command line, where it will show up in the process database...)
Note that cygwin's 'unzip' has always had DEcryption support.

To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system. Then, run setup and answer all of the questions.
