adopt and update libatomic_ops and libgc

Hi,

I would like to adopt and update the now orphaned libatomic_ops and
libgc packages, which is a dependency of the neko package I
maintained.

The updated cygport files can be found at:

Note that I've split them into separated packages, since the source of
libgc no longer contains a copy of atomic_ops, and they are versioned
independently as well.

Please review and let me know if there is anything to improve.

That's 2.0.12 now.


Unfortunately, some of my packages ended up being built against the
later libjasper1, so it's too late to revert this cleanly.  Therefore, I
have left it alone, uploaded 2.0.12, and rebuilt all my dependent packages.

Marco, that leaves your gdal and GraphicsMagick as the only packages
still using libjasper1.



rebuilding GraphicsMagick.
Gdal should have a new release in short.
