A few comments:

You didn't say in which stable Linux distro this package is available.
Without that info, your package needs five votes from other maintainers.

Packaging looks good. I'm just wondering why all the executables are
linked statically against libtalkfilters, rather than being linked
against cygtalkfilters-1.dll. Don't eat your own dog food? ;)

Hi,

I did not see it on the Debian side of things, so I thought there
weren't any, but searching deeper shows some RPMs available on
rpmfind.net, I'm not sure if they're third party RPMs, or part of the
official distro repositories.

For Slackware:
http://repository.slacky.eu/slackware-12.2/utilities/talkfilters/2.3.8/

The dll is made up of all the objects that forms the individual filter
executables.

It's not in the distro itself, I just checked on the slackware home

Yeah, it just looks like it makes more sense to call the functions
in the DLL from the executables...

Yes.

Besides the static linkage where shared should be used I stubled upon
/bin/wrap.exe

This sounds too odd for a fun package.

There's no official wrap binary yet
http://cygwin.com/cgi-bin2/package-grep.cgi?grep=%2Fbin%2Fwrap
but I don't think this wrap should go in.

my wrap is /usr/local/bin/wrap:
#!/bin/sh
pname=$1
fname=`cygpath -wi $2`
shift 2  exec $pname $fname $@

Both Debian[1] and Ubuntu[2] show nothing that would conflict, so I
don't see a problem with this name.

Hi Jon
to make it brownsable, you need to add a index.html file
in all the directories.

If you make so, than you can just suggest
to download with :

$ wget -r -np -nH --cut-dirs=2
http://www.cadforte.com/cygwin-uploader/talkfilters/

Eventually to build all the index.html you can reuse
the script I am using (put them in your $HOME/bin )
and run dir2html.sh in the main to create all the index.html
in the main and in the sub directories.

To download them
$ wget -r -np -nH --cut-dirs=1 http://matzeri.altervista.org/script/

To create the file list for the mail, you can use
a command like:

$ find -type f |grep -v index |colrm 1 2

 \---talkfilters
     |   setup.hint

 |   talkfilters-2.3.8-1-src.tar.bz2

 |   talkfilters-2.3.8-1.tar.bz2
     |
     +---libtalkfilters1
     |
    libtalkfilters1-2.3.8-1.tar.bz2
     |       setup.hint
     |
     \---talkfilters-devel
             setup.hint

 talkfilters-devel-2.3.8-1.tar.bz2

 Example:
 http://www.cadforte.com/cygwin-uploader/talkfilters/talkfilters-2.3.8-1-src.tar.bz2

 homepage: http://www.hyperrealm.com/main.php?s=talkfilters

 category: Text
 requires: cygwin libgcc1
 sdesc:    Mimics a stereotyped or otherwise
 humorous dialect.
 ldesc:    Mimics a stereotyped or otherwise
 humorous dialect.
 These filters have been in the public domain for many
 years, but now for the first
 time they are provided as a single integrated package.

 The frontend executables do not depend on the
 libtalkfilters dll at runtime.

 Comments?

Regards
Marco
