top-level dir, some are under X11, some under X.Org.  I put xloadimage
under X.Org now, but... is that right?  Is there some grand scheme I'm
not aware about?

Yaakov for cygport is using X11 for this type of programs

and X.org for the server itself

For easier management, I asked that release/X.Org/ only be used for
modular X.org components, all of which are maintained by Jon Turney or
myself:

Anything else X-related can go into release/X11/.
