I don't know where you've found this suggestion, but don't add 'tty' to CYGWIN if you want to start it via the start menu item. I am Administrator on the Windows machine, and the bash shell works fine ( I installed midnight commander and nano ), Can you start the X server by typing 'XWin' into a bash shell? Does that produce any output? I really don't trust the file I installed, but the X server starts with it installed.
