Maybe you should try adding
-multiwindow
after xwin
or simply edit 
/usr/X11R6/bin/startx
and start x windows by typing
startx

please check if /tmp is mounted in textmode.
(just call mount and check if there is an entry /tmp or / with the option
 binmode or textmode)

I have installed cygwin software on my PC, IBM Thinkpad R40, running 
Windows Xp-pro.

when using XWin soft, an X window opens, but the program stops after 
displaying:
winPointerWarpCursor - Discarding first warp: 637 493
(see below the .log file)
no more control available, except the kill command (ctrl-C) which ends 
the process.

I think you can fix this by setting transient-mark-mode.  I know I had
the same problem with my XEmacs, and fixed it somehow, but strangely I
can't find any mention of transient-mark-mode in my ~/.emacs or
~/.xemacs/ although I do get the behaviour it turns on - not
highlighting the region when it is selected with the keyboard.

Though this is not so secure using the $DISPLAY=ipaddr:0.0 and xhost
+ipaddr.  It's better to just ssh into the machine from a local xterm
and have xclients automatically forwarded (though X11 authentication
needs to be turned on in ssh config files).

 something like 6000 + DISPLAY # so for DISPLAY=machine:0
 it's 6000 but
 for DISPLAY=machine:1 it'd be 6001.

 Note if you are using XDMCP I believe it uses port 770 (UDP).

Anyway here is a script that I use to connect via XDMCP to a HP-UX 11.11 
machine (but it works also for HP-UX 11.00 and 10.20):

I have a problem running XEmacs remotely. When I press ctrl-space, I do get
'mark set', but when I then press Ctrl-w to cut something, I get 'The region
is not active now'. I have exactly the same when selecting a region with the
mouse. The selection immediately disappears (presumably because of the
clipboard functionality). Pressing ctrl-w then gives the above message.

The problem disappears when I remove the -clipboard option from Xwin.
However, even with this option, I do not have this problem when I use
cygwin's emacs (locally).

If I do not use -clipboard, but start xwinclip, the problem reappears.

The problem does not occur in xemacs -nw, so it is definitely X related.

I'm running xemacs 21.4 on debian if that matters. (I'm using ssh -X remote)

A lot of people think that that question is sort of like, Hey, this 
tire is flat, can you change it? when it is really more like asking, 
Wow, if we could go to Mars, that would be great.  Have the ship built 
by next weekend.

It is not easy to fix.  It is a design issue.  I have already spent over 
40 hours investigating alternatives.  It would probably take me another 
10 to 40 hours to finish up, but I haven't got the time now.  I posted 
my code for others to inspect, but no one ever did.

I'll make my usual recommendation - (I think this is the third time, so
a search of this group would have helped you).

I don't use -clipboard.  I have a shortcut to xwinclip and start/stop it
on demand.  This way the funky X selections in xterm and emacs don't
usually affect me.  If I need to copy/paste between X and MS-Windows I
start xwinclip and the close it afterwards.
