Keeping the peace or keeping people down? By Jude McCulloch Protesters will be out in force at the upcoming meeting of the WTO in Sydney, and so too will police. While the rhetoric surrounding policing focuses on protecting citizens and keeping the peace, the reality is that the main role of police is protecting privilege and power by keeping people down. This has been true from the early days of colonisation when the first police worked with the military to overcome indigenous resistance to occupation, to the first year of the new millennium when paramilitary police used batons and horses to overwhelm protesters at the World Economic Forum at Melbourne's Crown Casino. While the fundamentals of the police role remain the same, police tactics adapt to the contemporary social environment and changing technologies. A 'hearts and minds' campaign against protesters is an important part of the modern day police strategy. In the lead up to the protests the police 'aided by a conservative and compliant media' will vilify protesters in order to create a climate that attempts to justify any future violence against them. It is likely that in the context on the 'war on terror' coverage will be manipulated to suggest that protesters are potential terrorists. If police use violence against protesters it is likely that media camera people and individual protesters attempting to record visual images of police violence will be deliberately targeted to minimise coverage. Police understand that while they can manage the media they can't control it. Images of police using violence are inherently newsworthy. Police talking heads arguing that only minimum force was used against violent protesters are negated by images of heavily protected police using horses and wielding batons against passive, non resisting, outnumbered, and sometimes visibly injured protesters. A picture paints a thousand words: cameras are important. Police tactics at protest events like those planned against the WTO have moved away from a law enforcement strategy aimed at arresting individual law breakers towards a more paramilitary style of policing aimed at using overwhelming force against groups of people thought of as the enemy. Legal support groups at the WEF in Melbourne were organised to deal with mass arrests. Ultimately very few people were arrested and very few charged. Instead police used batons, horses and sheer numbers to overwhelm people blockading Crown Casino. These tactics are of dubious legality and expose individual police to the risk of being sued. Police mindful of this risk are likely to remove identifying nametags. This tactic combined with riot helmets makes the identification of individual police officers difficult, which in turn makes the pursuit of legal action by injured protesters more difficult. Police are very aware of the risk of being sued in the face of evidence of use of excessive force and this may have a restraining effect on police tactics, particularly if they believe that the protesters have a well organised legal strategy and are capable of making and independent record of events. Again cameras are important. While police will be at pains to minimise evidence of their own behaviour and identities, protesters should assume that their actions and identities are being recorded. Police have advanced technologies that make this possible and will also infiltrate or attempt to infiltrate the various groups involved in the protest action. A relatively new weapon at the disposal of police is capsicum spray. Originally the introduction of this weapon was justified on the basis that it would be used as an alternative to firearms. However, it is clear that police see capsicum spray as a valuable tool against mass protests. Police had this weapon on standby at the WEF in Melbourne in 2000, but it wasn't used. In the event that police are outnumbered or outmanoeuvred by protesters it provides a method for clearing people from an area. Protesters should familiarise themselves with ways to protect themselves from the effects of the spray and basic first aid for those affected. Recent changes to the Defence Act make it easier for the government to call out the troops to aid police at protests. If such a call out is contemplated it is likely that great pains will be taken in constructing the demonstrators as dangerous terrorists. Finally, to avoid confrontation and to undermine the effectiveness of planned protests police may attempt to keep protesters physically remote from the site of the WTO meeting. Instead, they opt for low-tech methods such as keeping the family PC in the living room to ensure youngsters don't see any unsuitable material. Many mums and dads also believe installing such software shows a lack of trust in their children. According to research published yesterday by the BBC, the Broadcasting Standards Commission (BSC) and the Independent Television Commission (ITC), only 32 per cent of parents currently have a filter in place on the home PC, although many feel that they will use these tools more heavily in the future. To ward off the threats of online porn and paedophiles, 68 percent of the survey respondents monitor their child's use of the Internet themselves, while 54 percent say they make sure their offspring never give out personal details online. The same percentage keeps the computer in a public place, such as the living room. Only 10 percent believe there's no need to control their child's use of the Web at all. The research concludes that any ratings system or technology solution must be "easy to use and targeted in the right way, with an emphasis on the positive, empowering aspects - not blocking or depriving people of content but enabling them to explore family friendly offerings with confidence."Russell Chadwick, vice president of filtering software provider CyberControl, said: "There are two main reasons more parents aren't using filtering software. One -- they're not aware of it, and two -- they think it's too complicated. That is a valid comment, and it's something we're working on with the next release of our product. But if you've got no filtering tool in place, you leave it to chance whether or not your child sees anything inappropriate. Army invades family home 25sep02 A CENTRAL Queensland family was traumatised after armed soldiers accidentally invaded the wrong house during a military exercise. The Australian Army has apologised to the family and is investigating how the incident occurred on Sunday. It is understood senior army and air force officers have been to Curtis Island, between Rockhampton and Gladstone, in the wake of the accidental invasion. Revelations about the incident followed criticisms soldiers in the Rockhampton- based Exercise Swift Eagle were illegally stopping motorists entering the central Queensland city's airport. But the army has brushed aside criticisms of both incidents, hailing the community support for the exercise, a mock mass-evacuation from an overseas trouble spot. Swift Eagle involved more than 2000 personnel from the Australian and New Zealand Defence Forces. More than 800 civilians have volunteered for the exercise, as willing or troublesome evacuees as well as protesters. Curtis Island has a handful of residents and a lighthouse and is used mostly for grazing. But on Sunday a group of camouflaged soldiers confronted a family, although the army said they realised their mistake almost immediately. Captain Jason Logue said the army had launched an official investigation into the incident. He said although the soldiers carried real weapons they were not carrying live ammunition. "A civilian family, a civilian group, has been caught up in a military training activity," Capt Logue said. "A small number of soldiers have inadvertently strayed on to private property." Capt Logue said the army was "liaising very closely with the family with regards to what support and assistance they require". "We've obviously expressed our apologies to them and it's very unfortunate that it's happened to them," Capt Logue said. He said there had been a "tremendous amount of community support" from central Queensland residents. Capt Logue said the investigation would take about a week. An island resident connected to the invaded property said he did not wish to speak about the incident until the investigation was complete. Unconfirmed reports have arisen the WTO will be meeting at the Standford Plaza in Double Bay, Australia's most exclusive suburb. The elite, invite only WTO 'mini-ministerial' planned for Sydney on November 14-15 is set to include around 25 trade-ministers from the European Union, US, Japan and smaller allied nations. According to Trade Minister Mark Vaile the gathering "will help assure that the next meeting of the entire WTO body in Cancun, Mexico in September 2003 will be a successful one." At a previous 'mini-ministerial' in Mexico in August 2001, officials only advised the public of the venue the evening before hand in an effort to thwart protests. At a similar 'mini-ministrial' in Singapore in October 2001 Singapore's Trade Minister, George Yeo, stated in his final remarks that the document to be presented at the [Doha] Ministerial Conference was "85-95 percent" there. Such statements reveal the strategic nature of these meetings; enabling richer countries to set the WTO agenda by drafting agreements in private. According to Walden Belo of Focus on the Global South "How one gets invited to these meetings is very murky[the] inner circle of about 20-25 participants - the so-called Green Room - effectively excludes most of the members of the WTO." He also states that "in an organization like the WTO, where the developing countries are in the majority, the big powers can only dominate through such non-democratic mechanisms as the Green Room." In gearing up for protests against the World Trade Organisation in Sydney in mid november, several groups have put out a variety of calls to action. No One is Illegal and No Borders Sydney have put a call to action for a freedom of movement march and orange bloc. Education activists have released a call to action against the WTO, drawing the connections between the General Agreement in Trade in Services (GATS)and proposed university restructuring under the Nelson Review. Lewis Lapham, the longtime editor of Harper's Magazine, laughs at the news. "Great," he jokes after hearing that a neoconservative group called Americans for Victory Over Terrorism has labeled him an "internal threat" to the United States. Lapham was placed on the same list as Jimmy Carter, Rep. Maxine Waters, novelist John Edgar Wideman and others whom the group -- headed by former Secretary of Education William Bennett -- chastise for not supporting President Bush's war on terrorism. Americans for Victory Over Terrorism says Lapham and the others have a "blame America first" agenda. "I hadn't heard of that (list)," Lapham says by telephone from his New York office, before flying to San Francisco to speak tonight at a public policy forum. "I've made fun of Bennett. Bennett is to me an intolerant scold and a character straight out of Dickens. I often have occasion to make a joke at Bennett's expense, so I guess that's why I got put on the enemies list." The campaign went into high gear last month when the Mayor and Chief of Police promoted and the City Council introduced an ordinance prohibiting the poor and homeless from asking for money. The ordinance is not intended to stop middle class groups from asking the public for money, standing in the middle of street medians, or yelling at passing cars. It will just affect the poor. Vancouver police threaten to charge journalists at protest camp Police claim journalists gave squatters inside an old department store building advance notice of police strategy. They're also complaining their riot troops were blinded by bright camera lights. The streets were blocked off in all directions, to both vehicles and pedestrians. The police surrounded the 40 people present, and then announced that anyone who didn't want to get arrested should leave. After a one minute lapse, they began arresting people. Of the witnesses present, 21 have described police violence. There were 12 arrests with a range of charges, including obstruction of justice. The police then removed tents, mattresses, sleeping bags, and other personal belongings, immediately crushing them in garbage trucks. John Richardson, lead council for those arrested on Sept. 21, arrived at the scene after the arrests, and was arrested for obstruction. At the time of his arrest John was heard asking the police repeatedly what he was being charged with, to which he got no response. He and the other 11 were released the next morning. The US government is warning system administrators to monitor their systems for computer attacks planned this week, ahead of the upcoming Washington, D.C., meeting of the World Bank and the International Monetary Fund (IMF) this weekend The meetings have spurred protests in previous years, but this year anti-globalisation activists are expected to step up their plans, possibly attempting to block traffic on the city's streets on Friday. The US government's National Infrastructure Protection Center (NIPC) said on Monday that those planning physical disruption might also use computer attacks to "enhance the effects of the physical attack or to complicate the response by emergency services to the attack." While there have been no specific cyberthreats issued against the IMF and World Bank meetings, the centre warned that "several hacker groups" could be planning Internet protests. The centre said that computer attacks could be carried out either by idealistic hackers or simply by publicity seekers. "Cyberprotestors can engage in Web page defacements, denial-of-service attacks, misinformation campaigns, and the like," the NIPC said in a statement. Last year a European Union summit in Gothenburg, Sweden, was marred by running battles between police and protesters, causing the World Bank to cancel a planned Barcelona meeting and turn it into an online videoconference. The NIPC dates online activism from 1998, when the "Electronic Disturbance Theater" endorsed a series of attacks on the Web site of the Mexican government. Aside from using the Internet to stage direct disturbances, protestors have found the Internet an invaluable tool for organising large, widely separated groups for concerted action.
