The point is to not make content linkable to a specific node. Any thoughts? If we could develop such an app and roll it over into the file-sharing networks, then the amount of encrypted files being moved around could increase tremendously. You may never know if the message was received, or if it was understood, or precisely what action was taken. So I was especially pleased when the Archbishop of Canterbury's Dimbleby Lecture, about the rise of the market state, called upon the Church to take up some of the moral responsibilities the 20th-century nation-state is beginning to shed. Alas, however, the Archbishop cannot assume that everyone who heard the lecture had read the book, and although his analyses drawing on the work were impeccable, I can appreciate how his critics have misconstrued novel terms and ideas that he could describe only briefly. Some reactions were absurd, others far more extensive, and they deserve to be treated seriously. I think that my terminology, and the fact that the Archbishop could only summarise the basis for my analysis, misled otherwise thoughtful commentators into offering reactions that are wide of the mark. Take the estimable Matthew Parris, whose work I so admire that it is quoted in my book. He dissected the Archbishop's lecture as mistaken in every element. The nation-state is not being torn away, he wrote. The citizen has never in history enjoyed a higher level of protection and shelter from government. . . The idea that the nation state is being blown away by the global market is a fashionable view for which there is no sound evidence. The delusion has three understandable causes: first, we in Europe are conscious that some functions previously exercised by our domestic governments are in the hands of the European Union. . . Secondly, we are uncomfortably aware of the emergence of a new imperial power. . . Thirdly, now that currencies float and protectionism is out of fashion, we have the illusion of being newly exposed to global market forces. None of the three reasons for the delusion Mr Parris perceives has got anything to do with why the nation state will be increasingly unable to fulfill its citizens' expectations. The state is not declining, nor is the nation dying, but the relationship between the two is changing and the particular version of the State which has dominated for a little more than 100 years is undergoing a profound change. Like earlier versions of the State, stretching back to the Renaissance, the constitutional order of the nation-state (dating roughly from 1865/1871 to the present) rests on its own unique premise for legitimacy: give us power and we will better the material wellbeing of the people. Roosevelt, Hitler and Stalin all made this same promise, although they had different ideas about how to achieve it. Indeed the long wars of the 20th century determined which of three forms of the nation- state - fascist, communist or parliamentary - would accede to the legitimacy of the imperial states of the 19th century. Now, at the moment of its greatest triumph, the nation state is increasingly unable to fulfill its legitimising premise. Five developments are chiefly responsible for this. First, the recognition of human rights as norms that require adherence within all states, regardless of their internal laws; this is why Slobodan Milosevic is in the dock today, not because he disobeyed any of the laws of the state of which he was the elected leader. Second, the development of nuclear weapons and other weapons of mass destruction that render the defence of state borders ineffectual; this is why it is untrue that no generation has ever been better protected. Third, the proliferation of global and trans- national threats - such as those that damage the environment, or threaten states through migration, population expansion, disease, or famine - that no nation-state alone can control or hide from. Fourth, the growth of a world economic regime that ignores borders in the movement of capital, which curtails states in the management of their economic affairs. Fifth, the creation of a global communications network that penetrates borders and threatens national languages, customs and cultures. A constitutional order will arise that reflects these five developments and hails them as requirements which only it can meet. The emergence of this new order will also change how states interact with each other. The European Union, the increased power of the United States (which some mistakenly believe to be a new empire), floating currencies: these are all consequences of the five developments, not drivers. Mr Parris completely mistakes this point and he seems to acknowledge it when he writes: The second leg of Dr Williams's argument therefore baffles me. 'Where the State was once seen as guaranteeing the general good of the community,' he says, 'the State no longer has the power to keep its side of

The military is poised for yet another foreign adventure, the secret security police have been strengthened with an *open mandate* under the new anti-terrorism laws, and Arabs, Africans in America, and other oppressed peoples have been made into yet another suspect class. Even white middle class Leftist radicals are now on a list of troublemakers and suspected terrorists. People are being told that they cannot fly on airplanes due to new security regulations and watch lists. This happened recently to lawyers and legal assistants of the Center for Constitutional Rights flying to attend a legal convention. Of course, this unrestricted police repression is always dangerous, as it leads to widespread scapegoating of innocent persons and unpopular activists. Now I hear they are doing away with the Miranda rulings of the Supreme Court, so that cops can resort to torture with the old 3rd degree methods of the black rubber hose in the interrogation room, without any legal restrictions. Of course, now they are much more sophisticated in torture techniques, using refined methods of sleep deprivation, behavior modification, forced drugging, and mind control. But it still means police can wield great coercive control of political dissidents in America, and use whatever force they deem advisable. Personally, I am not afraid, after having been a victim of the FBI's COINTELPRO campaign initiated against the Black Panther Party and the 1960's New Left, after having spent over a decade and a-half of my life in federal prison, after having been the victim of the infamous H-Block control unit in Marion, the behavior modification program run by the mad doctors in Springfield, Missouri, nine years of solitary confinment, and numberous beatings, starvation, and threats of death by prison guards; all of which will make one a little less easily frightened. But I have grave doubts for the country as a whole, and the worsening plight to the common people, and especially the usual scapegoat, the Black community. Already burdened by poverty, racism, police brutality, homicide, drug addiction, disproportionate infant mortality, massive unemployment, and other ills foisted on us by the central government and the capitalist state, we now have to deal with the reality of an outright fascist police state. George W. Bush, and John Ashcroft, the head of the national security apparatus, are creating an American style Nazi regime. They are suspending the democratic rights of the common people, they are equipping the police with murderous police armaments, and they are creating a civilian corps of spies and saboteurs, called TIPS, the Terrorism Information and Prevention Service. (Now, it's true that they were given a setback with TIPS because of public condemnation, but they have promised to reintroduce it again in less obvious fashion). In recent days, they have created a Homeland Security agency, which consolidates almost all government agencies under the control of a Homeland Commissioner, at this time Tom Ridge, former governor of Pennsylvania. They are attempting to create a national police force, something always feared in this country. And Bush, a few months ago, created a Shadow Government of anonymous functionaries, ready to take over the entire administration from the civilian government at the sign of the next terrorist incident. This was all done so secretly that even members of Bush's own political party did not know what he was up to until he'd done it. The fact is that Bush is doing something that former President Richard Nixon wished he had been able to do in the 1970's, set up a dictatorship without any opposition from the people. He has been able to use the September 11, 2001 attacks to justify gradually suspending the protections of the constitution. For instance, now it is possible to be arrested and tried as an enemy combatant at a military tribunal without any right to civilian trial or attorney, to be held incommunicado, to be arrested and jailed indefinitely without any production of evidence, and to be subjected to deadly force without any investigation as to whether it was justified. Like James Bond, the federal cops have been give an absolute right to kill. It will only get worse, like the old Nazi German or Stalinist secret police, thousands will be arrested and held in concentrations camps as terrorists or terrorist sympathizers strictly on the word of a federal agent or police officer. Many people will receive summary execution upon arrest, and more and more, we will see people being punished for their mere ideals and beliefs. Multitudes of fans of that notorious guru of 1990's counterculture have bought the book (which has quickly sold out). The left-wing press has reviewed it enthusiastically. Concurrent publishers have gone off their nuts and charged the publisher and the editor/translator (the mysterious Fabrizio P. Belletati - born in Caserta, Southern Italy, in 1969 - now living in Nottingham, UK) with incorrectness for having copyrighted texts freely circulating on the Net. None realized that A Ruota Libera is apocryphal, nay, no more euphemisms!, it is a FAKE. Fabrizio P. Belletati doesn't exist. I, Luther Blissett, wrote A Ruota Libera. It is not a mere parody of Bey's writings, rather, it was a way of testing how gullible and tardy is the average buyer and/or reviewer of cyber-drivel, and how accountable is the output of an overestimated santon whose anal orifice, just as anybody's butthole, spouts ordinary shit instead of gold. Community Self Defense.
RACUN COMMUNITY DEFENSE PROGRAM The only effective way for our communities to stop the continuous brutality, racism, murder and repression by this system is to establish a revolutionary form of self defense within the community. It's important that we recognize we live in a country which is the most repressive governments in the world; repressive in communities all over the world. We cannot expect such a repressive government to stand idly by while we move forward to the goal of revolutionary change. We must learn, and become active in community defense as we cannot rely on the system to protect us from it's own brutality, murder and corruption. We choose not to limit our struggle to a single political arena which limits our capability to further advance our strategy, technique, and capacity as much as needed. We share the philosophy that self-defense resides within a diverse array of tactics, some which are at times more readily exercised than others. However recognizing the importance that all play an important role in defending our right as living beings free from oppression. Community Defense Program Cop Watch Cop Watch is a program where people patrol the streets with video cameras ready to document police activity whenever it occurs. The purpose for this is to document police every time they make a stop. If police begin to harass or brutalize civilians, it is caught on film. Cop Watch also sees to notify civilians of their rights to educate them on the brutality and injustice of this system, and how to deal with such situations. Zone Defense Units Zone Defense Units are an advancement of Cop Watch; deployed in specific neighborhoods that experience a high level of police repression. Instead of waiting after police violate an individuals rights to confront police abuse, Zone Defense sees to act before-hand by setting up units in specific areas of the community. These specific areas are referred to as zones. Defense units monitor the zone for any police activity. When police enter designated zones, it is considered a breech, and they are therefore immediately monitored, followed, and documented. Any type of police abuse is immediately confronted as well as documented by defense units. As Cop Watch groups patrol streets usually by vehicle, covering the general area, Zone Defense Units are established on street corners and blocks within neighborhoods remaining centric to a specific area (zone). Cop Watch is well known within the liberal community in the sense that it is used to make sure police are in good behavior. It's also known within activist communities for documenting police and watching them at all times in order to limit police abuse in our neighborhoods. This strategy is effective, and powerful, however it alone cannot guarantee the removal of police abuse from our communities without guaranteeing the removal of the entire police state. With this in mind the RACUN Community Defense Program sees to further exercise the capacity and capability of community defense in further development with Zone Defense Units. Defense Education We hope to provide free public information, classes and workshops on self defense which is not otherwise readily available to the community. Our effort is focused towards a diverse array of self defense tactics and strategies. By learning and studying these strategies and tactics, we hope we can become familiar with self-defense on all levels. Every car should have one!). One leverage point for possibly encouraging this to happen is in P2P, methinks. A few power-users have been prosecuted recently, so imagine a nice little crypto-tunnel (and mp3 disc-encryptor) app that could easily be injected into the Kazaa or other Gnutella-centric browsers. The nice thing here is that if we could get a functioning app, the app itself could be shared and spread variola-like via the P2P networks themselves. There's the technical difficulty that someone pointed out here that the IP address of both serv-ants is visible. One possible go-around is to have an encrypted tunnel materialize through blacknet, but I strongly doubt this will scale to millions of users very well. Another possibility includes allowing the user to make only a portion of their content visible to any single user (plus crypto of course), the logic being that 'they' won't come after the millions of regular file sharers. Any thoughts? If we could develop such an app and roll it over into the file-sharing networks, then the amount of encrypted files being moved around could increase tremendously. If the users didn't consent to auto-upgrade, you could as well write a worm with p2p node functionality. God knows some people in China could have used some plausible deniability.
