In a lengthy interview with The Washington Diplomat, Joseph said the HERO Act—sponsored in the House by Rep.
Charles Rangel (D-N.Y.)—would create 100,000 to 150,000 jobs in Haiti’s once vibrant manufacturing sector.

“From 80,000 jobs at one time, the manufacturing sector has dwindled to 25,000 jobs,” Joseph says.
“My priority is to help get this HERO Act passed in Congress in order to entice U.S. companies to come back to
Haiti, especially in textiles. We think it would be a good thing, especially when China is gobbling up the whole
market.”

The ambassador suggests that “passage of this act would go a long way to alleviate the problem of would-be
economic refugees who desperately try to make it to Florida in search of a better life. Obviously, HERO will also
benefit the United States, which won’t need to spend valuable resources in its interdiction of boat people, and in
the incarceration of those who manage to get through the Coast Guard net. It will also mean less foreign aid going
out from the United States to Haiti.”

But even non-protectionist members of Congress are likely to oppose HERO, given Haiti’s particularly volatile
recent history.

At present, about 7,000 U.N. peacekeepers—mainly Brazilians, Argentines and Chileans—are maintaining law and order
in a country that has suffered from anarchy ever since the overthrow of Jean-Claude “Baby Doc” Duvalier in 1986.


“I think 7,000 is not enough,” the ambassador says. “We need 12,000 to 15,000 troops, and they should be
concentrated in Port-au-Prince, because the rest of the country is now quiet.”
Joseph, 74, is Haiti’s first full-fledged ambassador in Washington since 1997. He represents the interim prime
minister, Gerard Latortue, who took over following the February 2004 ouster of President Jean-Bertrand Aristide.
National elections to replace the current transitional government in Port-au-Prince are scheduled for Dec. 11, with
a runoff set for Jan. 3.

Yet chaos and violence is nothing new for Haiti, which in 1804 became the world’s first independent black republic
following a violent struggle against French colonizers.
The ambassador, who looks considerably younger than his age suggests, has been around long enough to know that 200
years of poverty and bloodshed won’t be erased overnight.
He was born in 1931 in the Dominican town of San Pedro de Macoris, which is famous for producing more professional
baseball players than anywhere else on earth.

“My father left Haiti when he was 17, my mother when she was 20,” Joseph recalls. “I spent the first seven years of
my life in the Dominican Republic. Spanish was my first language.”
Like his father, a Baptist minister, Joseph devoted much of his life to religious studies. He attended the Moody
Bible Institute in Chicago, and in 1960 translated the New Testament and psalms into Haitian Creole under the
auspices of the American Bible Society.

Joseph later spent 19 years in New York under a death sentence imposed in absentia by the murderous regime of
Francois “Papa Doc” Duvalier, who was enraged by his broadcasts and writings against the dictatorship. During
that time, Joseph got a job as a financial reporter for the Wall Street Journal. From 1970 to 1984, he covered
everything from the Manville asbestos trials to the advent of the Sony Walkman.
In 1984, Joseph resigned from the Journal to edit the Brooklyn community newspaper he owned with his brother,
Haiti L’Observateur.

According to a recent column in the New York Sun, “After the Duvaliers were ousted, Mr. Joseph served as charge
d’affaires in Washington, but in 1991 he returned to the paper in Brooklyn. Although Mr. Joseph recognized the
work against the Duvaliers of Jean-Bertand Aristide, he issued early warnings against Mr. Aristide’s penchant for
dictatorship. In the past two years, he kept readers of both the Observateur and the Sun well ahead of the curve of
Mr. Aristide’s descent.”
Joseph returned as charge d’affaires of the Haitian Embassy in April 2004, and officially became ambassador in
August 2005.

“When I presented my credentials, I had to bring in the letter of recall of the last ambassador, Jean Casimir,
who left here in 1997,” he says. “There had been no Haitian ambassador for eight years, which means the former
government didn’t give the United States the recognition it deserves. Mind you, this is the most powerful nation
on earth, the biggest neighbor of Haiti, the one that did more to help the former government return to power than
anyone else, and we didn’t even have diplomatic representation at the level of ambassador.”
In his new capacity, Joseph oversees 40 staffers. The Haitian Embassy, fronting Massachusetts Avenue, operates on
a monthly budget of $150,000, the bulk of that money coming from passport and visa fees. It maintains close ties
with the Haitian-American community, estimated at 1.5 million.
Joseph also supervises four Haitian consulates in New York, Miami, Chicago and Boston. A fifth consulate will be
opening

The cypherpunk meme seems to be alive in well but split up across:

There are a lot of good mailing lists currently. I think the decline
that you are seeing is a fall of the big boys and an increase in B-list
mailing lists. There seems to be a good deal of specialization going on
among the mailing lists. Maybe the politics of cpunks turned some people
to [EMAIL PROTECTED] and the tech sent some people to god only knows
where you can discuss politics in a decent manner on the net.

WTF? Whenever new forms of technology come out established groups always
complain about the mass amateurization of publishing and downfall of
intelligence/literary skills/etc. It has happened from gutenberg up to
the blogs and I have never seen a good defense of it. Does dinner table

transaction costs is a bad thing...

Hello,
 I am 23 years old and I am quite proud to be on cpunks. I have been on
and off cpunks since i was sixteen, but I have never been active. I run
a mixminion remailer, get excited at key signings, and I was extremely
excited when I read about the recent development with mental poker that
was mentioned on boingboing. I do not have a bald head, tattoos or
piercings. I am decidely not libertarian, I did not realize that was a
requirement for being a cpunk:) Libertarians do not have a monopoly on
the belief in autonomous individuals and or civil liberties. I think
that the supposed downfall of cpunks has to do with two big issues, none
of which have to do with something radically different about my
generation. No offense, Mr. May but you sound like a stodgy old man
complaining about "the kids these days." You are not the first and not
the last person that has reached middle age and decided that the kids
these days are different. I think that cpunks has dropped in popularity
because of two things:

1. There is not a lot to come here for. 
A quick perusal of the messages that I have archived since Oct 12, 2002
does not yeild a great number of goodies. Despite what you think mailing
lists are still very popular with us "crazy linux kidz" (debian-devel is
quite busy and informative) these days. A large amount of my internet
time is spent reading "personal diaries" but an equal if not greater
time is spent reading mailing lists. I have found that the blogs are
good for announcements where as the mailing lists are for discussion. I
think that a lot of the old cpunks content has moved to
[EMAIL PROTECTED] and the various p2p lists. I think that a lot
of the social talk has moved elsewhere because it appears to be a more
hospitable environment, see #2.   

2. This is not a friendly/fun place. 
I don't mind RTFM but I have seen a number of responses on this list
that made me feel like the new middle class italian guy at the rich
WASPy old boys golf club. With all due respect your post about not
forwarding the initial message to other list was telling (and in all
caps). Why not forward a good cpunks message to other places? I thought
we were meant to share? 

I do not think cpunks is dead, I agree that the number of forwards here
that are merely reprints from other lists or daily blogs is obnoxious.
However, I thought that you had a lot of good points in your reply about
the lessig/declan argument (which has continued on lessig's blog if you
care) and it is posts like your lessig post that I am still subscribed.
In light of that it seems crazy to limit who gets to see that message.
Instead of keeping it in the secret clubhouse it seems that it would be
beneficial for cpunks to let others know that good discussions still
happen here. Filters coming in is a great idea, but filtering what
leaves here sounds moronic.

Thank you for your time. I hope that I have not offended you, I have
respected you for some time now.

I have never read or heard that Young Americans for Freedom, or the John
Birchers were "strong" during the sixties. From what I have read and
heard there were definitely some right wing activist groups but they
were not strong compared to the leftist groups. The existence of a
"strong" right wing activist camp seems to go directly against the
notion of the silent majority and contradicts the commonly held belief
that there was a strong politicization of the population during the 60s.

A curious idea that I've been paying some attention to for a while.
One could simply implement a means that tries to connect with IPsec
by default and falls back to IP if unsuccessful (keeping a cache of
IPsec incapable hosts). The main problem here, of course,  the
required public key repository, if you don't want to
have your keys in DNS records. And also, the expensive SA
negotiation and the potential for DoS.

You're saying the same thing. AC works for transmission over long
distances because it can be cheaply stepped up in voltage for
transmission to minimize losses, then stepped down again for safe
domestic use. We now have machinery that does that fairly cheaply for
DC, but it's still more expensive than a simple transformer with the
same capacity. Long range transmission line are now often high-voltage
DC, to take advantage of higher average power at a given peak voltage;
it is now possible to efficiently reconvert to AC at the end. In
Edison's day that was not so. If his commutated DC generators generated
32 volts (and high-voltage DC generators would have been very difficult
to build in those days), that was the transmission voltage, and you had
to have a powerplant on every block.

What held up AC as a distribution format was the absence of practical AC
motors - Tesla broke that logjam, asking little in return, and the rest
is history.

It would be more on target to say that they hate the *consequences" of
freedom, but I like the simpler formulation better. The absence of fear
and awe (arrogance), the rejection of superstition (godlessness),
confidence, active pursuit of gain - all are outgrowths not merely of
freedom, which we have in only a relative sense - but of the
*expectation* of freedom and the responsibility that goes with it.

It's very important to distinguish propaganda from fact. It is indeed
convenient to lable people you don't like "terrorist" - the Germans did

That's pretty much what I understood you to say. The problem is that
somewhere in the bookdealers' and jobbers' archives, the sales record
will have to be accessible by title and by customer or customer
category. In the case of a cash sale, of course, there's no problem, but
if a credit card was involved the dealer has to be able to retrieve the
record by name in case there's a chargeback or complaint. So the
vulnerability to a police razzia still exists.

Yes! I've been doing that for about 20 years, but I'm fettered now by
not being able to visit my favorite research libraries in the States.

If you have personal contacts at US depository libraries that are now
being forced to destroy "sensitive" material, you will do mankind and
freedom a service by arranging to take that material off their hands.
Librarians have very strong instincts for preserving books - they don't
like to burn them. If they trust you to make the stuff disappear and not
reveal their help, you'll get it all. 

Other stuff turns up in library sales, pawnshops, thrift stores...all of
which are currently out of my reach!

downloads are the only mechanisms by which I'm able to expand my
collection.

Interrogation is certainly NOT prohibited by the Convention. Where are
you getting this nonsense? Every army of every signatory power has
interrogators trained and ready to process prisoners of war. Every
infantry leader is trained to rapidly elicit information of immediate
tactical value from the enemy soldiers whom he captures.

Right. Coercion and torture forbidden. Asking questions is not. Use of
trickery is not. Many other means of obtaining information are not.

Hey folks - you need to keep in mind that the "not ratified" argument is
not what will be discussed, and for obvious reasons. The IRS is not
competent to comment on whether their marching orders were or were not
properly ratified by the People. It is the actual content of their
statutory authority that is in question.

What WILL be discussed is the simple fact that, to make the current
internal revenue code constitutional (two previous attempts having been
overturned by the courts), those framing it simply omitted to require
people to do any action that government had no authority to require.
Instead, taxes are collected from multitudes who don't owe them by
suckering them into "voluntary" self-assessment. Once they have declared
themselves "taxpayers" - usually by declaring themselves "US citizens"
(federal subjects who have no Constitutional or Common Law protection)
on an SSN application - the courts use tricks of equity contract law
(which apparently doesn't require knowing consent) to force them to file
information returns and pay tax. Various strategies for undoing the
damage have been tried with varying degrees of success. Irwin Schiff is
the most successful of the strategists, having successfully practiced
what he preaches for decades.

The best strategy for most individuals is not to rely on courts (staffed
by beneficiaries of the fraudulent tax), but simply to drop out of the
system. Nobody pays any attention to notices of SSN revocation, but if
you simply stop using the one assigned you - that does work. Few
employers have the courage to refuse an IRS Notice of Levy, however
obviously illegal it is - so employ yourself. And so on. As time passes,
Atlas shrugs; the smartest and most productive get out first, leaving
sheeple as both beneficiaries and sole contributors to the fraudulent
system that they inhabit. It has been happening in my lifetime: people
who, forty years ago, would have had no choice but corporate employment
with all the liabilities that implies, now would not consider working
for anyone but themselves.

Hang 'em high? Why bother. Make 'em ineffectual!

I think they may be referring to a random string of _ASCII characters_.
That would be subject to compression because it is not random at the bit
level. 

But 100:1? I have no idea how to achieve that.
