On OBS 3.8-1.1 Ubuntu 21.10 also module scrolls up to maintain the 
button and the scroll bar appears.

not a dev, but just tested on Debian 10 and dt 3.8 from OBS: works as 
expected.
Strg-F to hide/unhide the film strip may hide the export button but the 
scroll bar also shortens and lets me scroll down again to see the export 
button.

with osx, there are problems.
