I have tried on 2 Win10 machines, one being a virgin system, and have no issues starting dt up. I cannot reproduce what you experience. The internet tells this issue comes up when software is not installed correctly, files have been damaged / are missing from the installation. It could also be something due to missing dependencies. However, since it works on my virgin system I guess it is something else. Have you re-installed the software and rebooted the computer? Shall also help in some cases.
