I use plasma5/kde5 and it is possible to move a window which is not maximized by holding key down and left mouse button down and moving mouse. Try reducing panel size with following in
~/.config/darktable/darktablerc:

Playing with font size may help too. E.g. create local.css in
~/.config/darktable/themes and adjust it as you wish. Don't forget to
choose "local" as your theme in dt settings:
@import url("/usr/share/darktable/themes/darktable.css"); <-- Check if
that file exists in your system*{ font-size:
1em;}#header_label,#darktable_label,#view_label,#view_dropdown{ font-
