Just wanted to add one thing regarding "So if a whip has been issued (which
in most cases will be true), you can be 100% sure that all members present
voted along party lines"

There are cases where the rebel MLA will do invalid votes on purpose
instead of voting along party lines or against the party.

It might be difficult to find this information. However there are a few 
possible proxy sources, the parliamentary website of the central government has 
a day to day log of proceedings, and many state assembly websites also have a 
similar website. While it’s not possible to find individual votes, you can find 
two things:
1. Opposition opinion : This will tell you each parties position regarding the 
bill.
2. Members present on the day of the vote : The anti- defection bill makes it 
impossible for people to vote outside party whip. So if a whip has been issued 
(which in most cases will be true), you can be 100% sure that all members 
present voted along party lines. 

You can cross reference these two things and get the data you need.

I am looking for any data on how people in state assemblies voted on 
specific bills or laws. I have found that roll call voting does not happen 
in India and that there might not be data on how specific members of the 
legislative assemblies voted. However, are you aware of any potential proxy 
at the member level? For instance, perhaps text analysis of transcripts of 
the assembly discussions. Or do you know if there are such transcripts 
themselves for me to scrape/analyze?

Additionally, I know there is pretty good data on affidavits of candidates 
to parliament but is there such data on candidates to the state assemblies 
as well?
