You might need a leading slash on your env rootpath.

Also check sudo exportfs on the ubuntu host. You need to do exportfs -ra 
after changing /etc/exports, not sure if restarting the NFS server helps. I am 
not sure if error -13 means it has contacted the server OK or not.

If that fails, can you test basic networking from u-boot (ping, maybe dhcp)?
After that look for NFS traffic with tcpdump on the host machine.

Thanks for all the help, 

I got the board to mount to the NFS by adding the a / to my rootpath.  Also, 
restarting the NFS server and reexporting the exports file fixed the problem.

Make this /home/chris/workdir/filesys and it should work.
