Perl GUI in HTML

I have a proyect developed in Perl/Html/Javascript. I would like to run this
like a standaralone version. How can I do that? If I want to program using
all this (Perl/HTML/Javascript/MySQL/etc) because the easy way to develop a
rich and atractive interface in HTML, what is the perfect tool for me? Can
Visual Perl do this?
